PM urged to take up Tibet issue with China Dharamsala , June 20 In a statement , president of the TYC, Mr Kelsang Phunstok Godrukpa, said he
wished Mr Vajpayees’ visit would be successful so that outstanding bilateral issues were settled between the two nations. He also reminded Mr Vajpayee of his statement made in Parliament on May 8, 1959, in which he had declared that friendship between India and China could not be over the dead body of Tibet’s freedom. Lauding India’s adherence to the principles of justice, humanity and freedom, Mr Godrukpa said time had come to tell China in no uncertain terms that it was the Tibetan people who had the right to decide about their future. He appealed to Mr Vajpayee not to endorse China’s efforts to crush the non-violent struggle waged by the Tibetans for their independence. The TYC president also urged the Prime Minister not to endorse Beijing’s policy to restrain the freedom of Dalai Lama and the Tibetans living in India. UNI adds: The National Democratic Party of Tibet (NDPT) and other Tibetan organisations here have urged Prime Minister Vajpayee to take up the Tibet issue with China during his forthcoming visit to that country. NDPT president Acharya Yeshi Phuntsok on Thursday night said unless and until the issue of Tibet was resolved the chances of harmonious relations between India and China were remote. For the establishment of peace and tranquility in South Asia, the Prime Minister must also focus on Tibet during his talks with the Chinese leadership, the Acharya said. While referring to the alleged supression of those staying in Tibet by the Chinese, he said Mr Vajpayee must also focus on the denial of basic human rights to the Tibetans in their own country. |
Rules of business to be reviewed: Speaker Shimla, June 20 Addressing a press conference here, he said he would consult experts and others who were well-versed with the functioning of the House to ensure that the shortcomings in the existing rules were removed. The effort would be to make the rules simple, unambiguous and suitable for the changing circumstances so that the House became an effective instrument to serve the interests of the people. He said he would strive to maintain the dignity of the House and strengthen the democratic traditions. He said the Vidhan Sabha Secretariat had compiled important incidents pertaining to the conduct of members since 1952, which would be of help to the new legislators in understanding the intricacies of rules of conduct. A training camp would be organised for the legislators to acquaint them with the functioning of the House. The Vidhan Sabha Secretariat also proposed to provide an Internet lounge so that members could send and receive e-mail. It is also proposed to have a satellite-based link
(VSAT) for the purpose. The entire Budget session commencing on June 23 would be telecast live through the local city channel. He said an arrangement had been made for telecast with a local channel as the Doordarshan expressed its inability to do so. He said the Vidhan Sabha had its own website on which information concerning the Vidhan Sabha, including the list of business, would be available. There would be 16 sittings during the session in all. The Budget for the year 2003-04 would be presented on June 26 by Mr Virbhadra Singh, Chief Minister, who also holds the finance portfolio. There would be a nine-day recess from July 5 to 13 during which the standing committees of the House would scrutinise the demands of various departments. The budget would be debated from June 30 to July 4 and it would be passed after July 16 after taking up the demand of each department. The budget of the State Electricity Board would also be presented and discussed towards the end of the session.

Rampur rail link to
be reconsidered Shimla, June 20 Stating this while talking to mediapersons after a meeting with the Chief Minister, Mr Virbhadra Singh, the Railway Minister, Mr Nitish Kumar, said such a project could be executed on a cost-sharing basis. He said he would ask the officers concerned in the Railways to hold a meeting with the officers of the state government and work out a fresh proposal. Mr Nitish Kumar said work on the
Nangal-Talwara broad gauge link had been speeded up and another 17 km of track upto Churuh-Takarla would be completed soon. Regarding the extension of broad gauge link from Kalka to Parwanoo he said the ministry had sanctioned funds for the project but work could not be started as private land was involved at the terminal point in Kamali and the cost of acquisition of land was very high. It had been decided now to have the terminal at Tipra where sufficient government land was available. He said there would be no further delay in starting work on the scheme. Referring to frequent incidents of fire in trains he said the Railways had started work on fire resistant coaches at the Kapurthala factory after the infamous Godhra incident and a prototype would be available for testing over the next 10 weeks. It would be subjected to rigorous testing before induction in the rolling stock. Regarding the Ludhiana train fire he said the railway authorities were keen to know its reason as it was an unusual incident in which the blaze engulfed the coach in no time. It was essential to know the reason for taking remedial measures, he said. Mr Nitish Kumar said the government had accepted the report of Justice
H.R. Khanna Committee on rail safety. It had also earmarked Rs 17,000 crore for replacement of old tracks, signalling system and taking other safety measures. He said the railways would construct over-bridges wherever required or provide manned gates at level-crossing. The entire cost on the national highways would be borne by the Centre whereas in case of state roads, it would be shared by the Railways and the state government. |

Admn ‘lax’ towards Chamba ZP Chamba, June 20 Talking to mediapersons at the local Circuit House last afternoon, Mr Mahajan alleged that works executed on various developmental schemes were substandard and not up to the
mark. Referring to various activities completed under the Integrated Watershed Development Project (IWDP) in the Tissa area, Mr Mahajan said these works were also not satisfactory and appointed the ADM of Chamba to investigate the matter. Mr Mahajan said the panchayati raj institutions would be fully computerised within six months and these would be strengthened at the block level. He warned the contractor of Jai Prakash Industries contractor of the NHPC, to provide employment to the local people as in the case of other hydroelectric projects in the district . On the non-payment of the wages to its workers by Jai Prakash Industries, he said the Additional District Magistrate of Chamba had been directed to hold an inquiry. |

Parwanoo
heading towards water crisis Parwanoo, June 20 Kaushalya Khud, which flows in from the Dharampur side, provides water to towns and village situated on the bank of the
khud. The water supply scheme was started in the town in 1973. The demand of water started increasing with the increase in population but the housing board did not have plans for the augmentation of the existing scheme. As per information from the local housing board, there were 1,400 water connections, including commercial connections, in 1991, which increased to 2,200 connections in 2003. The water supply was about 5 crore litres per month in 1991, which came down to 3.5 litres per month in 2003. While the records show a continuous increase in population after 1991, there has been a continuous decrease in water supply due to depletion of water table in the
khud. According to authorities of the local HP Housing Board, the decrease in water supply is due to fast depletion in the water table in Kaushalya Khud due to extraction of stones and boulders from the bed of the khud for construction purposes. The residents of this town have been demanding to hand over the water supply scheme to the Irrigation and Public Health Departments of the state, which have resources and expertise to augment the water supply. The residents of this town face acute shortage of water every summer and the industry is forced to buy water worth lakhs of rupees from other states. |

JBT test: last year’s
roll nos okay Dharamsala, June 20 Addressing mediapersons here today, Mr Rahi said 1,08,000 students had appeared for the test last time. He said there would be no change in their roll numbers or centres and they would not have to pay the admission fee again. The board would send admission cards to all these candidates and they would have to affix their attested photograph and hand the cards over to the centre superintendent. He advised the students not to enter into any correspondence with the board in this regard. On certain anomalies about admission age, Mr Rahi clarified that the Directorate of Primary Education took the decision in such matters and the board only conducted the examination. Replying to questions about the recent controversy regarding the promotion to assistant secretary level, Mr Rahi said that according to a board resolution, all 15 posts would be filled from amongst the employees through promotion. He said teachers were earlier occupying three posts but according to the decision now they would not be eligible. The Chairman clarified that an academic officer and some subject matter specialists from the teaching community would be posted in the board on the Punjab pattern. He said the matter would be taken up with the state government.

tops plus 1 exam of HP board Dharamsala, June 20 As per the board, 97,835 students appeared for the examination, out of which 51,036 have passed while 5,584 have been placed in compartment and 35,089 have failed. As many as 1,350 students had appeared for the supplementary examination, out of which 775 have qualified. According to the board Chairman, Mr B.R. Rahi, students who wish to appear for supplementary examination in September can submit their forms without late fee up to July 9 and with late fee up to August 6. No forms will be entertained after that date. Students who want to get their papers revalued or re-examined can apply to the board with late fee up to July 20. PF Commissioner contests claim Chandigarh, June 19 Reacting to a news
item in this regard that appeared in The Tribune dated June 12, 2003,
Mr Rattan claimed that the HP State Forest Corporation had forwarded
his pension as well as provident fund claim to the office of the
Provident Fund Commission on May 6, 2003, and the claim was received
on May 13 under receipt No 20302715. Since as per the EPF Act, every
claim had to be settled within 30 days, so the office had settled the
PF claim on May 27 and the due cheque worth Rs 1,55,790 was dispatched
to the SBI Jassu, district Kangra branch as per the request of the
member. Regarding the settlement of pension account, he said, the
photo linked with the claim form was not attested as per the
provisions of the pension scheme. So the claim could not be settled
and the form was returned on May 29. There has been no negligence on
the part of the PF office. He said that a field officer had been
directed to contact the member and settle the case at the earliest. |
CM to head
women’s council Shimla, June 20 The aim of this policy is
to bring about the empowerment of women by creating an environment
through positive economic and social policies and programmes for their
development. The government will draw a time-bound action plan for
translating the policy into concrete action on the recommendations of
the council. |
Woman commits
suicide Mandi, June 20 The Head Constable was handed over to the police in the presence of hundreds of villagers who had gathered there. The husband sent his wife to her parents and kept their children with him. The woman had deposed before the police that the Head Constable was like a brother to her.
