The Dalits have sought a judicial inquiry into the Harsola incident, arrest of all accused involved in attacking them, adequate compensation for the loss to their properties and to those injured in this incident, besides strong action against the erring cops in whose presence the violence took place on February 11.

120 BKU men booked for cutting trees
Fatehabad, February 20
The police today booked 120 activists of the Bhartiya Kisan Union (BKU) for cutting trees at Kanheri and Kamalwala villages in the district yesterday for blocking traffic on the Tohana-Hisar and Tohana-Narwana roads.

5 engineers among 36 booked
Jhajjar, February 20
The police registered a case of misappropriation of funds to the tune of Rs five lakh against 36 persons, most of them employees of the Irrigation Department, including a Senior Engineer and five Executive Engineers, late last evening.

Chandigarh, February 20
Acting on an application filed by a Kurukshetra resident alleging the murder of his only son by members of a Sirsa-based religious organisation, a Division Bench of the Punjab and Haryana High Court on Thursday ruled that they would like to know about the contents of the report filed by the state of Haryana in the court of competent jurisdiction.

SC population is 13.82 crore
Yamunanagar, February 20
Mr Ganga Ram Teja, member, National Commission for Safai Karamcharis, while addressing officers of the district administration in the local Secretariat said according to the 19991 census, the SC population of the country was 13.82 crore and constituted 16.5 percentage of the total population.

HARSOLA VIOLENCE
Dalits seek judicial probe

The Dalits have sought a judicial inquiry into the Harsola incident, arrest of all accused involved in attacking them, adequate compensation for the loss to their properties and to those injured in this incident, besides strong action against the erring cops in whose presence the violence took place on February 11.

To lodge their protest with the district administration, a large number of Dalits, joined a procession organised by the Harsola Episode Action Committee and marched from the local Geeta Bhavan to the Mini Secretariat building here today. They also started an indefinite dharna at the building to press the administration for acceptance of their demands.

Addressing the protesters at Geeta Bhavan, Mr Inderjit Singh general secretary, CPM, Haryana unit, expressed concern over the Harsola incident in which Dalits were allegedly attacked by persons belonging to the upper castes and said that it was the fault of our political system that such incidents were happening even after 55 years of Independence.

At the dharna site another CPM leader, Mr Chandan Ram accused the district authorities and the police personnel, of inaction.

Mr Jogi Ram Pathania, a senior Backward Caste leader, Mr Dharam Veer Bhola, municipal councillor and Mr Bachna Ram, member, action committee, pleaded with the Dalits to return to their homes in Harsola village and urged the administration to take immediate action on the demands raised by the Harsola action committee.

The Deputy Commissioner later called senior Dalit leaders of the area and members of the committee for talks to resolve the matter.

120 BKU men booked for cutting trees

Fatehabad, February 20
The police today booked 120 activists of the Bhartiya Kisan Union (BKU) for cutting trees at Kanheri and Kamalwala villages in the district yesterday for blocking traffic on the Tohana-Hisar and Tohana-Narwana roads.

According to police sources, Jag Ram, a forest guard, has lodged an FIR at Tohana Sadar police station accusing 120 activists of the BKU, including Mr Machhinder Paul, district president of the union.

A case has been registered.

5 engineers among 36 booked

The police registered a case of misappropriation of funds to the tune of Rs five lakh against 36 persons, most of them employees of the Irrigation Department, including a Senior Engineer and five Executive Engineers, late last evening.

According to police sources, the police has registered cases under Sections 404, 420, 408 and 406 against the accused on the complaint of Mr P.V.S. Sangwan, Executive Engineer of Division Number 36 of the Irrigation Department, on charges of anomalies in construction of three distributories in the district, using inferior and substandard building material, and not sticking to the conditions set by the government.

The sources said that the Financial Commissioner and the State Vigilance Bureau had also conducted inquiries in the misappropriation of funds earlier and the cases had also been registered on the basis of their reports.

According to information, the construction of distributories in Rattanthal, Lohari and Patoda villages of this district got under way during 1999-2000.

The sources said that senior officers of the department in connivance with private contractors, who were engaged for the construction, used substandard material in the construction.

These facts came to light when the Financial Commissioner and Secretary, SVB, conducted an inquiry on receiving secret information in this regard.

Among those who were booked for embezzlement in the case were Senior Engineer Omkar Singh, Executive Engineers, Jaipal Dahiya, S.N. Goyal, M.S. Sangwan, P.C. Goyal, B.D. Gupta, apart from seven SDOs, Mahesh Malik, J.P. Dahiya, R.K. Singla, K.L. Malik, R.C. Bhatia, P.K. Luthra, S.C. Vij and 14 Junior Engineers and private contractors. All accused had been booked for misappropriation of Rs 4,83,360 meant for the construction of distributories.

Acting on an application filed by a Kurukshetra resident alleging the murder of his only son by members of a Sirsa-based religious organisation, a Division Bench of the Punjab and Haryana High Court on Thursday ruled that they would like to know about the contents of the report filed by the state of Haryana in the court of competent jurisdiction.

Appearing before the Court, Haryana’s Advocate-General earlier stated that the Haryana police, after investigating the matter, had submitted the report in the court concerned. The case will now come up for further hearing on Friday.

It may be recalled that the Court, in November last year, had issued notice of motion to the Advocate-General, besides the Central Bureau of Investigations’ standing counsel. In his application, victim’s father Joginder Singh had alleged that his son was killed in broad daylight as the members suspected him of being involved in the circulation of a letter addressed by a girl to the Prime Minister. The letter had, subsequently, appeared in the newspapers.

The High Court, while taking up the letter regarding alleged sexual exploitation of female inmates by the head of the religious organisation, had directed the CBI to look into the matter. The Court had also asked the premier investigating agency to submit its finding within six months.

Direction

On a petition filed by a Sirsa resident seeking directions to the state of Haryana and other respondents for providing adequate protection to her “life and liberty”, the Punjab and Haryana High Court directed the Senior Superintendent of Sirsa police to look into the grievance of the petitioner made in a communication.

In her petition, Monika Jain had earlier stated that she was apprehending imminent danger to her life at the hands of two respondents, residents of Noria Bazar in Sirsa, and their relatives.

Addl Sessions Judge suspended

The Punjab and Haryana High Court today placed under suspension Mr A. Bimal, Additional District Session Judge, Karnal. The reasons behind his suspension could not be known.

However, Mr N.C. Nahta, District and Sessions Judge, Karnal, while confirming the suspension orders, stated that the reasons behind Mr Bimal’s suspension had not been disclosed so far.

SC population is 13.82 crore

Mr Ganga Ram Teja, member, National Commission for Safai Karamcharis, while addressing officers of the district administration in the local Secretariat said according to the 19991 census, the SC population of the country was 13.82 crore and constituted 16.5 percentage of the total population.

The number of scavengers was estimated to be around 6.76 lakh. Even 54 years after independence, the socio-economic condition of this group was still far below the satisfactory level.

He said the literacy percentage, the percentage of people living below the poverty line and the share in government jobs in respect of the Scheduled Castes were far below the overall percentage.

The crime rate against the Scheduled Castes and the scavengers was also quite high.

He revealed that the existing schemes meant for this group as well as some new schemes and initiatives announced by the Prime Minister such as the Balmiki Ambedkar Malin Basti Awas Yojna and the Constitutional Amendment to ensure a fair share of the Scheduled Castes in government jobs at all levels were expected to improve the situation.

Ajay Chautala opens youth fest

Mr Ajay Chautala, MP, inaugurated a youth festival — AGRIUNIFEST-2002’ — at Haryana Agricultural University here last evening.

Addressing the opening function at Indira Gandhi auditorium, Mr Chautala said such festivals help make cultural integration of the country stronger. Youths could play an important role in this regard, he added.

Mr Vinay Kumar, Vice-Chancellor of the university, said over 400 students from 27 agricultural universities of the country were participating in the festival. Dr J.C. Katyal, Deputy Director-General, Indian Council of Agriculture Research (ICAR), presided over the function.

Chautala for women health centres

Sirsa, February 20
Separate health centres for women will be set up in Haryana to provide health services to women free of cost.

This was stated by Chief Minister Om Prakash Chautala while speaking after inaugurating a CT Scan centre at the General Hospital here today. This is the second such centre at the district level after Panchkula, set up at a cost of Rs 2.35 crore.

Mr Chautala said health specialists would also be available at these centres to provide improved medical services to the women. The government was implementing a number of schemes to improve health services in government hospitals, he added. UNI

Undertrial escapes from hospital

Ambala, February 20
An undertrial prisoner of the Ambala Central Jail escaped from the Civil Hospital today morning. He was admitted there due to illness. According to information, the undertrial, Bittu, was a resident of Shahkot in Jalandhar. He was arrested in connection with a theft case at Mulana, near Ambala, a few days ago and was lodged in the judicial custody in the Ambala Central Jail.

According to jail sources, last evening, Bittu complained of illness to the jail authorities. The jail doctors examined him and later he was referred to the local Civil Hospital. Today morning, he sought permission from the constables guarding him to let him go to the toilet. He was allowed to go. But, he escaped from there by breaking open the window of the toilet. When he did not come back even after 15 minutes, the constables got suspicious. They forcibly opened the door of the toilet and found that the prisoner was missing. There is no special ward for the prisoners in the Civil Hospital. Generally, prisoners are kept in the general wards, along with other patients, and they usually use the toilets meant for general patients. The Superintendent of Police, Mr Hardeep Singh Doon, said action would be taken against the constables who were guarding the prisoner.

Salary for Haryana staff on Feb 28

The Haryana Government has decided to disburse on February 28 the pay and allowances for February to its employees and pension to its pensioners as well as others who are drawing their pension from Haryana Government treasuries in view of gazetted holidays falling on March 1 and 2 on account of Saturday and Sunday, respectively.
