Rail Budget on Feb 24

The Rail Budget for 2003-04 will be presented in the Lok Sabha as scheduled on February 24, Railways Minister Nitish Kumar announced today. Dismissing reports that the Budget presentation was being rescheduled in view of the Assembly elections in four states on February 26, he asked how many trains run in these states to have an impact on the electorate. Declining to reveal his mind on whether the Budget would be “hard or soft”, Mr Kumar, however, said he was “satisfied” to some extent on the financial position of the Railways, implying it may not be very harsh. Brahmos test-fired
Balasore (Orissa), February 12
Brahmos, a supersonic cruise missile, developed under an Indo-Russian joint venture project, was today successfully test-fired from an undisclosed location in the Bay of Bengal close to the Orissa coast. The missile, with a range of 290 km and operating on the principle of “fire and forget,’’ was launched from a ship this afternoon. Sources said the 8-metre missile could go up to a height of 14 km at twice the speed of sound. Charged by a solid propellant and with a pre-set trajectory, the missile can change its course to strike within 20 km of the original target. UNI

Check thyself, private channels warned

The Union Minister of Information and Broadcasting, Mr Ravi Shankar Prasad, today said that content regulation would have to be considered if private channels failed to exercise self control.

Responding to opinion voiced by representatives from the world of entertainment and film industry over the content put out by private television channels, the I & B Minister said that the channels could not be oblivious to the cultural milieu in which they operate.

Mr Prasad was addressing participants at the first round-table discussion on entertainment industry organised by the FICCI Entertainment Committee here today. He called upon the film industry to be globally competitive and educate policy makers, media and the masses on its potential.

Mr Prasad suggested that this decade be called the ‘Decade of entertainment industry’ as the last decade was the ‘IT decade.’

The I & B Minister said that although the entertainment industry had been given the status of an industry, it needed to take steps for corporate governance and transparency. He said that the vast talent available in the sector ought to be polished and chiselled to tap the creativity.

He assured industry leaders help in redressal of their grievances. He said that priority would be given to finalising coproduction treaties with other countries to facilitate shooting of foreign films in India.

Prominent among those who participated in the discussion were Yash Chopra, Subhash Ghai, Yash Johar and Bobby Bedi from the film industry, D. Mukhopadhyay from the National Film Development Council, CEO of Sony TV, Kunal Dasgupta, Resident Director, BBC World, Vinod Bakshi, President, Sahara TV, Mahesh Prasad, Managing Director of Turner International, Anshuman Mishra, Director of TIPS, Ramesh Taurani and Managing Director of ‘Sa-re-ga-ma’, Abhik Mitra.

Navy meet at Port Blair

Naval delegates from India, Australia, Indonesia, Malaysia, Myanmar, Singapore, Sri Lanka and Thailand have gathered at Port Blair with a view to work out a strategy to counter terrorism and maritime security.

The five-day meeting which began yesterday specially for the Bay of Bengal neighbours has been titled as “Milan 2003”. Some of naval ships have also arrived at Port Blair.

The naval ships include Kri Silas Papare and Kri Teuky Umar from Indonesia, SLNS Sayura and Suranamala from Sri Lanka and IITMS Chao Phraya and Longlom from Thailand. In addition, Indian naval ships from the Andaman and Nicobar flotilla, two ships from Eastern Naval Command and ships of the Coast Guard are also taking part in the event.

Among the major highlights of the event would be a seminar on “Contemporary piracy, Terrorism and disorder at sea” and “ocean governance and maritime security.” The harbour phase would will be followed by a joint exercise at sea involving navies of the participating nations and would encompass search and rescue procedures and helicopter operations. The delegates will also be visiting tourist places of interest in and around Port Blair to get a glimpse of the history, art and culture of India.

Id celebrated with fervour

Islamic clerics condemned the USA and the UK for their possible attack on Iraq as Muslims celebrated Id with fervour across the country today.

The festival recalls a last-minute command by God to Abraham to sacrifice a sheep instead of his son Ismail.

Millions of Muslims celebrated Id by attending prayers and slaughtering goats to symbolise Abraham’s sacrifice.

Clerics, however, lashed out at the USA and the UK in their sermons marking the festival, saying that both were attempting to disrupt global peace on the pretext of disarming Iraq.

War jitters, however, did not dampen the festival mood across the country as hordes of faithfuls flocked to the mosques and held gatherings with friends and relatives to celebrate Id.

The main mosques in Delhi were packed to capacity as devotees offered Namaz while celebrating the festival.

Special festival arrangements were also made in the Capital’s Tihar Jail as Muslim inmates, comprising around one-fourth of the total, held prayers and feasted on special food.

In Maharashtra, Muslims celebrated the festival with a twin plea to God that there is no war against Iraq and that India lift the World Cup.

In Madhya Pradesh, Mufti-e-Azam Maulana Mohammad Ahmad Kadri today warned the USA against military strike on Iraq saying that the superpower was a threat to Islam.

In Uttar Pradesh, Muslims celebrated the festival with traditional fervour. Governor Vishnukant Shastri and Chief Minister Mayawati termed Id a symbol of sacrifice and dedication. Thousands of Muslims offered namaz at the Tile-Wali mosque and the Aishbagh mosque in Lucknow even as hundreds of animals were slaughtered for sacrifice. In Andhra Pradesh’s capital Hyderabad, over 120,000 Muslims offered prayers at the Idgah near Miralam tank in the old city.

In Bihar, Governor V.C. Pandey and Chief Minister Rabri Devi joined Muslims in exchanging Id greetings. UNI

New Delhi, February 12
Shiv Sainiks today made a bonfire of Valentine cards and demanded a ban on the Valentine’s Day celebrations which they claimed were being used to corrupt Indian youths.

“The Valentine cards sold at Archie’s are an indecent depiction of love and degrade women,” Shiv Sena Delhi unit president Jai Bhagwan Goyal told reporters as Shiv Sainiks assembled at Jantar Mantar to protest against the celebrations.

“Why Valentine’s Day is chosen as a day to express love, aren’t Divali, Id and Holi enough?,” he asked, and said “this foreign festival” instigated people to take to crime like rape.

The Shiv Sainiks later submitted a memorandum to Police Commissioner R.S. Gupta asking for a ban on celebrations on February 14 at different places in the capital.

A memorandum was also submitted to Tourism and Culture Minister Jagmohan urging him to put a stop to the Valentine’s Day celebrations.

The Bharatiya Vidyarthi Sena (BVS), the students’ wing of the Shiv Sena, said it had formed special squads of its activists who would prevent the youth from celebrating the event.

Delhi’s BVS unit president Ajay Srivastava said his organisation was determined to disrupt the Valentine’s Day functions which he alleged had “a degenerating influence’’ on the country’s youth.

Mr Mangatram Munde, general secretary of Delhi’s BVS unit, said the outfit had formed special squads which would keep an eye on places like Buddha Park, Talkatora Garden, Nehru Park, Delhi University’s North Campus, Mahavir Garden and restaurants and fast food joints run by multinational companies where Valentine’s day functions had been planned. At least seven persons were injured in stabbing and stone-pelting incidents related to gram panchayat elections in Mehsana and Vadodara districts of Gujarat, official sources said here today.

Three persons were stabbed in Takodi village of Mehsana district this morning when two groups of a minority community clashed, the sources said.

Three other persons, including a police constable, were injured in stone-pelting outside a school where counting of votes was on in Padra town near Vadodara city late last night, they said.

An aged person was allegedly beaten up by eight miscreants belonging to a particular community for not voting for their candidate. PTI

Code of conduct for Nagaland poll

The Election Commission of India has laid down a model code of conduct for candidates and political parties contesting the February 26 Assembly elections in Nagaland.

According to the model code of conduct, no fresh release of funds would be made for district planning unless the commission directs the state government to do so, election office sources today said here.

Moreover, no fresh work order would be issued by any government department and if any work order has been issued before the announcement for which the work had not been started, the same should not be started till the completion of the election process, the sources added.

The model code of conduct disallows transfer of officials connected with the conduct of the elections till the process is over. UNI

Centre may seek pvt funds for linking rivers

The Centre is likely to seek private funding for implementing the massive interlinking of river water project.

“In a project with an expected cost of hundreds of crores, private participation could be sought and some charges might be levied on direct beneficiaries too”, Chairman of the Task Force on Interlinking of major Indian rivers, Mr Suresh Prabhu said here at a meeting organised by the Confederation of Indian Industry (CII) today.

He said all efforts were being taken to avoid any ecological damage from taking place.

Fake degree racket busted

A racket of fake degrees and marksheets was busted by the local police last evening. Four members of the interstate gang, reportedly operating in New Delhi, western UP and Uttaranchal, were arrested.

Police sources said the gang used to prepare fake marksheets and degrees of the CBSE, several technical institutes and universities through screen printing. The police has sealed a computer centre and a printing press and recovered thousands of fake degrees, seals and a large quantity of material used in preparing them.

A former Chief Justice of India, Justice Adarsh Sein Anand, has been appointed Chairman of the National Human Rights Commission. He succeeds Justice J.S. Verma, who completed his tenure last month.

Justice Anand (66), who retired as the Chief Justice of India on November 1, 2001, would have a tenure of three years and 10 months.

President A.P.J Abdul Kalam signed the order yesterday in this regard. A former Supreme Court Judge, Justice K.T. Thomas, was also appointed a member of the commission.

Dr Fox told mediapersons here yesterday that he had interviewed 150 parents of persons with such disabilities several years ago in this regard.

His book ‘An introduction to Neuro Development Disorders of Children’ will be released by the Minister of Social Justice and Empowerment, Dr Satyanarayan Jatiya, here tomorrow. It has been brought out by the National Trust for the Welfare of Persons with autism, cerebral palsy, mental retardation and multiple disabilities of the Ministry of Social Justice and Empowerment.

The police burst teargas shells to disperse an unruly mob which pelted cops with stones and damaged police vehicles when they were caught with cattle reportedly being taken to slaughter houses at the sensitive Dudeshwar area here, police sources said here on Wednesday. TEACHER COMMITS SUICIDE
ALLAHABAD:
A college teacher committed suicide by hanging himself from a tree in his village, falling under the Lalpur police station, the police said on Wednesday. Buddhiam Singh, a teacher of Sardar Patel Inter-College, was found hanging from a tree by villagers on Tuesday, the police said, adding the victim was allegedly suffering from depression PTI

LEOPARD SKIN SEIZED
SILIGURI: Three persons were arrested and wild animal skin worth over Rs 50 lakh was seized from them, the police said here on Wednesday. The ASP, Mr Rajiv Mishra said a car enroute to Nepal with 20 full length skins of leopard and 19 of wild cat was intercepted by the police on Tuesday night and three persons, including a Nepali national were arrested. RAIL MISHAP AVERTED
LUCKNOW:
A major railway mishap was averted on Wednesday when the engine of the Varanasi-bound Janata Express derailing near the Amethi railway station. According to information no one was injured in the incident because the train was moving slowly as it was approaching the Amethi station. The derailment involving just the engine delayed the train by two hours. However, train services on the section remained normal. UNI
