Bansi Lal decries ST on 60 items

Haryana Vikas Party President Bansi Lal has described the Om Prakash Chautala government’s decision to impose Sales Tax on the minimum retail price of nearly 60 consumer items as “anti-people and anti-trader” and demanded its immediate withdrawal.

He said if the government did not withdraw the tax, “the traders in Haryana will be forced to migrate to neighbouring states”.

He said Haryana was the only state which had levied sales tax on the MRP of consumer items. There was no such tax in the neighbouring states of Delhi, Punjab, Rajasthan, Uttar Pradesh, Himachal Pradesh and the Union Territory of Chandigarh, a statement quoting the former Chief Minister said here today.

Mr Bansi Lal said the Central Government had already decided to impose VAT system from April next year and the Sales Tax would be the same throughout the country. “In a way, the decision of the Chautala government to impose the tax on the MRP is unjustified and unwarranted.”

He said the HVP had already started an agitation and rallies were being organised on this issue all over state.

Meanwhile, General Secretary of the Haryana Pharmaceutical Manufacturers Association, Tarsem Kansal said in Ambala today that there were 316 units manufacturing medicine in the state having a turnover of over Rs 900 crore.

“The imposition of Sales Tax on the MRP will increase the cost the medicines by at least 30 per cent more as compared to that in neighbouring states resulting in flow of substandard and spurious drugs and also a huge loss of revenue to Haryana.” PTI

White paper on CM’s foreign jaunts sought

The Leader of Opposition in the Haryana Assembly, Mr Bhupinder Singh Hooda, today demanded that the state government should publish a white paper on the foreign jaunts of the Chief Minister, Mr Om Prakash Chautala, which, he alleged, had not helped in the industrialisation of the state at all.

Talking to newsmen here Mr Hooda said during the three foreign visits of Mr Chautala during the three years of his tenure as Chief Minister, only MoUs had been signed between the state government and non-descript foreign companies. These MoUs, he said, were meaningless as far as the industrialisation was concerned. Rather, while these MoUs bound the state government to give facilities to the so-called foreign investors as and when they chose to invest in the state, there was no obligation on their part to set up industrial units in Haryana.

Alleging that the industry from Haryana was migrating due to wrong and unfriendly policies of the Chautala government, Mr Hooda said rather than wasting public money in unfruitful foreign visits, the Chief Minister should try to promote the domestic industry. The state government should also attract industry from Delhi if it really wanted to industrialise the state.

When asked if he would participate in the proposed Bhiwani rally to be addressed by the Haryana Congress President, Mr Bhajan Lal, as part of the party’s “Chautala hatao-Haryana bachao” programme, Mr Hooda evaded a direct reply. He said the schedule of such public meetings was not discussed by the Executive of the state Congress when it met here a few days ago. Top

 

1.5 lakh arrive for Kapal Mochan mela

Yamunanagar, November 16
More than 1,50,000 pilgrims from different parts of the country reached the historical Kapal Mochan mela venue, about 28 km from here, today to take an holy dip on the eve of Kartik Purnima.

Most of the pilgrims are from Punjab, Himachal Pradesh, Rajasthan, Delhi, Chandigarh, Haryana and Uttar Pradesh. All three sarovars Kapal Mochan, Rin Mochan and Suraj Kund — have been cleaned.

Mr Vijayendra Kumar, Deputy Commissioner, inaugurated the mela this morning. He released a book on historical facts of Kapal Mochan.

Mr Vijayendra Kuamr said a special plan had been sent to the Union Government to promote the tourism industry here. He said Mr Jagmohan, Union Tourism Minister, had assured that the Union Government would allocate Rs 25 crore for the development of holy places like Kapal Mochan.

The mela has been declared a state mela and the venue divided into eight sectors. Each sector will have a separate Duty Magistrate. The police has made elaborate security arrangements, with four DSPs, 8 Inspectors, 75 sub-inspectors, 125 head constables, 540 constables, 26 jawans of the Rapid Action Force, 500 personnel of Home Guards, and 40 women constables having been deployed at the mela site.

The Public Health Department has installed 150 water taps and 150 toilets.

Arrangements for medical care have also been made at the mela site.

Mr Narender Singh, General Manager, Yamunanagar depot, Haryana Roadways, said 400 special buses had eben pressed into service for the pilgrims.

Legend has it that the Pandavas washed their weapons after the battle of Mahabharata here.

Haryana, UP border tense

Karnal, November 16
Tension has gripped some villages on the Haryana-Uttar Pradesh border along the Yamuna river.

Farmers of the adjoining villages Saeed Chapra and Jati Chhapra in Karnal district of Haryana have reportedly made unsuccessful attempts to forcibly take control of the agricultural land of some villagers.

This was being done allegedly with the connivance of the Uttar Pradesh police.

An armed attempt was foiled by the Haryana police in the wee hours today.

Besides, some agricultural land bordering Karnal and Hussainpur villages of Uttar Pradesh had already been taken under possession by farmers of Uttar Pradesh. Attempts by farmers of the district to get the land released had resulted in much tension on the borders of the two states. UNI

Chemists go on strike

Fatehabad, November 16
Chemists and Druggists in the district observed a strike here today in protest against the Haryana Government’s decision to impose Sales Tax on drugs. The Haryana State Chemists and Druggists Association had given a call for the strike.

The chemists marched in a procession in the town and gave a memorandum to the Deputy Commissioner.

The memorandum addressed to the state Chief Minister said while the neighbouring states had exempted life-saving drugs from Sales Tax, the Haryana Government had taken a decision to increase the tax. The chemists demanded that the government should reconsider the decision as it was anti-people.

HISAR: Wholesale and retail chemists in Haryana on Saturday observed a state-wide token strike against the imposition of sales tax on printed rates of medicines.

Mr Rajiv Khurana, president of the local unit of the Haryana Chemists Association, claimed, It was a complete strike.

The new decision of the government will prompt smuggling of medicines from the neighbouring states and the business of chemists in Haryana will be badly affected. No other state has levied taxes like this.

The life-saving drugs are exempt from tax but now the prices will go up,” he said, demanding the revival of the old policy. PTI

Chemists hold protest

Chemist shops of Ambala cantonment and Ambala city remained closed today in protest against ‘the recent amendment in sales tax structure by imposing it on maximum retail prices’.

The bandh call had been given by the Haryana State Chemists and Druggists Association (HSCDA) and the Haryana State Pharmaceuticals Manufacturers Association (HSPMA).

A joint meeting of the HSCDA and the HSPMA was held yesterday in which the decision to observe a day-long strike was taken.

“In case of imbalance of taxes, the neighbouring states like Delhi, Punjab, U.P., Rajasthan, Himachal and Chandigarh will encroach upon the trade and cause loss of state revenue.” a chemist said.

The chemists said the Haryana pharmaceuticals industry was already under the burden of taxes and enhancement of area development tax would be harmful to the pharma industry. “It is urged that the government must grant a special category and it may be deleted from the list of 60 commodities,” a chemist said.

PANCHKULA: The District Chemist Association observed a one-day token strike, on a call given by the Haryana State Chemist and Druggist Association .

Chemists in various sectors of the township closed down their shops for the entire day and the bandh was complete.

Though the district health authorities had taken adequate steps in wake of the strike call by storing life-saving drugs, the General Hospital authorities said the impact of the strike was felt by OPD patients.

Mr B.B. Singhal, president, District Chemists Association, said imposing tax on medicines was imposing tax on health . He urged the state government to exclude the life-saving drugs from this tax as in the neighbouring states of Punjab, Delhi and Chandigarh.Top


 

Incinerators in residential areas obsolete’

The Haryana unit of the Indian Medical Association has urged the state government to stop the use of incinerators installed in residential areas to destroy the biomedical waste.

The president of the unit, Dr D.S. Jaspal, in a memorandum to the Chief Minister, said the incinerators being used in various civil hospitals in the state had become outdated and obsolete. He said the incinerators produced particulate matter, heavy metals, acid gas and oxides of nitrogen dioxins.

The ash omitted could cause infertility, birth defects and cancer besides other ailments.

Dr Jaspal said the waste could be disposed in two ways i.e. substrate destructive technologies (STD) and substrate non-destructive technologies (SNT). Through the STD the waste and its infectious nature was destroyed like incineration, while through SNT only infection was destroyed without any chemical changes like autoclaving, chemical disinfection, hydroclave, continuous sterilizers and tissue digesters.

He said the substrate non-destructive technologies did not emit any heat in the atmosphere and the material could be reused or recycled. Incinerators presently used in India produced waste production in form of toxic ash and smoke and weren’t eco-friendly. Most of the incinerator operators were flouting the USEPA standards, he added.

Fake certificates submitted by 5 Army hopefuls

The Army recruitment office has identified five fake certificates of matriculation submitted by some of the candidates who had appeared for the recruitment recently. According to information three of the fake certificates belonged to the students hailing from Karnal. The matter has been put under investigation, a recruitment official added.

The Deputy Director General of Haryana, Chandigarh and Himachal Pradesh recruitment cell, Brig R. D. Sharma told the mediapersons here today that during the preliminary scrutiny officials expressed their doubts regarding the five certificates. When the officials tallied the certificates with the other original certificates their doubts were confirmed. Mr Sharma disclosed that the printing of the certificates was very distorted which had caused a doubt in their minds. The type used in the fake certificates was also different from that in the original ones. He said the signatures of the certificates issuing authority were taken by scanning the original on the fake certificate.

The recruitment official confirmed that all fake certificates were of matriculation. One of the certificates belonged to a school of Kurukshetra. When the candidates came to know about the disclosure of their fake documents they slipped away from the recruitment site.

Brigadier Sharma said the matter was reported to the Education Department to take necessary action in this regard. Earlier too the Army has received some complaints about the middlemen who misled the candidates during recruitment.

He said according to a decision taken by the Army the applications of candidates were not entertained in advance. The candidates are asked to report straightaway to the recruitment office. Now the process of recruitment has been made so foolproof that no incompetent candidate could get recruited in any matter, he added.Top

 

Pulse polio awareness rally

A pulse polio awareness rally was taken out by students from different schools through Ambala Sadar yesterday.

It was jointly organised by the Rotary Club of Ambala, the Rotary Club of Industrial Area, the Innerwheel Club of Ambala and Industrial Area, the Rotaract and the Interact Clubs of Ambala.

The SDM, Mr M.K. Ahuja, flagged off the rally from Rukmani Devi memorial hall. Among others, Mr Naresh Bharadwaj, Mr Amarjeet Singh, Ms Manju Nandra, Ms Jitendra Kaur, Mr Manish, Mr Ashok Jain and Mr Amandeep led the rally. Past District Governor Yash Dass exhorted the students to take the message of the rally to their homes and ensure that every child living in the vicinity of their home gets polio drops on November 17.

The rally passed through main bazaars and slum areas of Ambala Sadar. The students carried placards which reminded people for getting children administered polio drops. It culminated at the Netaji Subhash Chandra Bose park.

The Rotary Club of Ambala president, Mr Naresh Bharadwaj, said the schools which participated in the rally include Vivekanand School, Rotary School for Deaf, BD Senior Secondary School, Sewa Samiti Girl Senior Secondary School, Lord Mahavir Jain Public School, SD Senior Secondary School and Bharatiya Public School.

The best slogans were given cash award. The students who had written the prize-winning slogans were Gaurav Khurana, Kavita Kakkar, Rohit and Rajesh Kumar, Sewa Samiti Girls Senior Secondary School was adjudged as the most disciplined school team in the rally.

GRSD Senior Secondary School, Ambala City, organised a pulse polio awareness rally with the cooperation of the Rotary Club, Ambala, and the Rotary Club, Ambala Central, here on Saturday. The SDM, Mr Mukesh Ahuja, flagged off the rally. On the occasion, the president of the Rotary Club, Ambala, Mr Pawan Garg, the president of the Rotary Club, Ambala Central, Mr Tajinder Bajaj and the principal of the school Mr Shankar Kashap, were present, among others.

Nearly 300 students from various schools of Pinjore took out a rally on Friday to create awareness about pulse polio campaign.

The rally was flagged off by the SDM Kalka, Mr Sushil Sarwan. It was organised by Rotary Hills and students of Nobel Public School, Government High School and Virat Nagar School participated. The rally passed through various parts of the town.

On Thursday, students from over 15 schools, including handicapped children from Saket, participated in a cycle rally to generate awareness in Panchkula. It was organised by the Rotary Club, Panchkula.

It was flagged off by the DSP, Mr Rajesh Duggal, along with the Civil Surgeon, Dr B.S. Chaudhary. Children were seen carrying placards with messages encouraging the community to participate in campaign.

Mr S.K. Goyal, Additional Deputy Commissioner, Panchkula, was the chief guest and awarded prizes for various contests sponsored by the club. The prize for best disciplined school went to Shishu Niketan School and the slogan “Pulse polio mein hogi jo doori, to jeewan banega ek majboori” penned by Suresh of Saket, Chandimandir, adjudged the best. Top

 

Assurance to HCTU on grant-in-aid

Mr Pawan Sharma, General Secretary, claimed here today that a delegation of the Haryana College Teachers’ Union had a meeting with Mr Ajay Singh Chautala, MP, in Hisar yesterday and apprised him of problems of the teaching community.

The delegation raised the issue of apprehension among teachers about the move to reduce the grant-in-aid to aided colleges. Mr Sharma said Mr Chautala gave a categorical assurance to the delegation that the state government would not make any cut in the grant-in-aid to these colleges.

Mr Sharma claimed that on the issue of the payment of DA on pension, Mr Chautala assured the delegation that he would discuss the issue with the Chief Minister on his return from the foreign tour and try to remove the anomaly in the pension scheme.

A taxi driver has strangled was by unidentified persons and the body was found in the van abadoned near Sunaria village under Rohtak Sadar Police circle yesterday.

According to the police, the deceased Ranbir had been operating a van as taxi and on November 14 his taxi was hired by Bharpur to go to Kansala village to attend a marriage. UNI

The meeting also sought an inquiry into the dera property, identification of “unknown” people living in the ‘dera’, activities of the people associated with the dera. A call for the boycott of the ‘dera’ was also given.
