Srinagar, October 22 Highly-placed sources said Mr Habibullah, a senior IAS officer of the Jammu and Kashmir cadre, was most likely to replace Mr I.S. Malhi, who would retire on October 31. While several names are being considered for the top bureaucratic post, Mr Habibullah has emerged as a strong contender ahead of Mr M.S. Pandit, Mr K.B. Pillai and Mr Jalil Ahmed Khan, all from the state cadre, they said. Mr Malhi, an IAS officer of the 1966 batch, succeeded Mr Ashok Jaitly six months ago after the Centre turned down the then Chief Minister Farooq Abdullah’s request to grant him extension. Dr Abdullah later appointed Mr Jaitly as his Principal Advisor. Mr Habibullah, an IAS officer of the 1968 batch, has served the state earlier as Divisional Commissioner of the Kashmir province and is at present the Director of Lal Bahadur Shastri Academy of Public Administration in Mussoorie. He was elevated to the rank of Secretary on August 29. Mr Habibullah played a key role in the negotiations with militants that ended the siege of the Hazratbal shrine in 1993. A former Doon School product and one-time lecturer at St. Stephen’s College, Delhi, he also served as minister counsellor in charge of community affairs in the Indian Embassy in Washington. A few months ago, he was on a special mission here and held several meetings with the Hurriyat and other separatist leaders as part of the diplomatic exercise to encourage them to participate in the mainstream political activities. Mr Pandit is from the 1969 batch while Mr Pillai and Mr Khan are from the 1967 batch.

Rs 25 lakh relief awarded
Srinagar, October 22 The president of the JKCPC, Justice M.Y. Kawoosa, awarded the compensation of Rs 15,21,343 with 14 per cent interest with effect from November 1, 1996 to M/s Pacewall Industries, insured with National Insurance Company Limited, against losses suffered due to devastating fire on March 10, 1991. Delivering the judgement, Justice Kawoosa said the complainant had raised the claim for Rs 38,02,112 which was not paid by the insurance company. The complainant then consented to take Rs 23,61,913 in full and final settlement of the claim. The company agreed to give the amount and paid Rs 8,40,620 and for the remaining amount, two cheques for Rs 11,85,581 and Rs 3,20,550 were issued by the company in the name of Jammu and Kashmir Bank branch, at Zainakadal through its branch in charge Z.A. Farooqi. It was held that Mr Farooqi retained the cheques and did not sent these to the complainant. Bargaining was alleged to have been made by the branch in charge of the company, so the commission awarded Rs15,21,343 with 14 per cent interest from November 1,1996 to the complainant and ordered the insurance company to pay Rs 50,000 as compensation for mental harassment, to be recovered from the salary of Mr Farooqi. The commission has also directed the National Insurance Company to improve its functioning so that people do not suffer at the hands of its employees. In a separate judgement, the SCPC, headed by Justice M.Y. Kawoosa, awarded the compensation of Rs 9,10,316 with 9 per cent interest per annum to M/s Chinar Brick Kiln, Lasjan through Jammu and Kashmir Bank branch, Lasjan, Budgam in connection with his insurance claim with Oriential Insurance Company Limited. The commission has ordered the company to pay compensation to the complainant within a period of six weeks, failing which, 12 per cent per annum interest will be charged from the respondent. Giving details of the case, the commission in its judgement said the complainant had insured his brick kiln with the insurance company for the period of June 30, 1996 to June 29, 1998 for Rs 14.15 lakh. The brick kiln was fully functional and was in full swing when it was washed away in devastating floods on August 28, 1997 and the complainant thus suffered the total loss. The complainant had filed his claim before the insurance company which deputed several investigators and loss assessors to report the losses. The reports regarding loss assessed were submitted to the company but the claims was not settled.

One killed in IED blast Srinagar, October 22 The IED, planted by militants underneath a bridge at Khurhama, exploded around 6.15 am, killing the civilian instantly and injuring a soldier, the sources said. JAMMU: Six militants were killed by troops at two places in this sector on Tuesday. A Defence Ministry spokesman said three rebels belonging to the LeT were killed in an encounter with the troops at Mahore in Udhampur district. Three other militants were eliminated in the Mendhar area of Poonch. He said the troops cordoned off the hideouts and the militants opened fire when the security forces approached the hideouts. The troops retaliated, killing all six militants. He said two militants belonging to the Hizb-ul Mujahideen were nabbed in Doda. large quantities of arms and ammunition were seized. |
Porter killed in Pak shelling
Baramula (Kashmir), October 22 The sources said Ghulamuddin, a porter with the Army was killed when Pakistani troops opened heavy artillery shelling on Pathrimaya village in Uri sector of this district last night. His colleague Ghulam Mohammad was injured in the shelling, they added. The sources said the enemy troops also opened unprovoked shelling on several other villages in the district. They said Indian troops also retaliated. The damage inflicted on the enemy was not known. Two houses at Bagh-e-Balla were damaged in the shelling, they said. Some live shells were recovered by the locals at Chamkote and Dildar areas who informed the authorities about it.

Pak refugees beat utensils in protest Jammu, October 22 Groups of the refugees, while condemning the Pakistani tribal invasion on Muzaffarabad on October 22, 1947, resorted to the beating of “thalis” and other utensils on the rooftops of their houses in several areas of the city, Udhampur and R.S.Pora. The president of the R-47 organisation, Mr Balraj Bakshi, and senior vice-president, Mr R.K. Bali, addressed series of protest rallies here and in Udhampur, where they mourned the killing of over 15,000 Hindus and Sikhs on October 22, 1947 by the Pakistani invaders. They said on October 24 that year more than 12,000 Hindus and Sikhs were “butchered” in Baramula district. They expressed concern over the raw deal being meted out to them by the successive state and the Central governments. |
Moving J&K staff to get pay today Srinagar, October 22 An official spokesman said here that the salaries for October 2002 in respect of moving employees would be paid tomorrow. It has also been ordered that the departments observing a five-day week will ensure that records are packed in boxes after working hours on October 25 and the departments observing a six-day week, after working hours on October 26. The Jammu and Kashmir State Road Transport Corporation (JKSRTC) will make available sufficient number of buses for taking Jammu-based employees to Jammu on October 26 and 27 and for taking Srinagar-based employees on November 4. |
