2-day Haryana session from Oct 30

The Haryana Cabinet today recommended to the Governor to summon a special two-day session of the State Assembly from October 30.

The Cabinet also approved the draft of the Haryana State Online Lottery (Regulation) Rules, 2002, to regulate the sale of on-line lottery tickets both of Haryana as well as of other State Governments both within or outside the state. These will apply to the sale of all kinds of on-line lottery tickets.

The Haryana state on-line lottery scheme would be administered by the Director of Lotteries. No Haryana state on-line lottery ticket would be sold to a person below the age of 18. If a minor buys a ticket and wins a prize, the minor will not be eligible to get the prize money, which would be deposited in the state Treasury.

No Haryana on-line lottery ticket would be sold by means of a lottery terminal or a vending machine unless such a terminal or the machine — at all times when the tickets can be sold by means of it — is attended by a person authorised by the holder of the terminal or the machine.

No lottery or type of lottery or lottery game would be authorised or conducted, which uses any video mechanical, electrical or other video devices, contrivance or machine which, upon the insertion by the participant of a coin, token or a similar object therein, or upon payment of any consideration whatsoever, is available to play or operate, the play or operation of which, whether by reason of skill of the operator or application of the element of chance, or both may deliver or entitle the person playing or operating the machine to receive cash, tokens to be exchanged for cash, or any other prize, whether the payoff is made automatically from the machine or in any other manner whatsoever.

The sale of tickets in respect of each draw would stop two hours before the draw. The information regarding the lotteries and the prizes would be made available gratis and displayed on the website of the Director of Lotteries and the retail outlets.
