Haryana to suspend IPS officer soon
Chandigarh, September 30
The suspension order of Mr Harish Kumar, an IPS officer of the Haryana cadre, is likely to be issued in a day or two, official sources said today. The decision assumes significance in the wake of Deputy Prime Minister L.K. Advani expressing displeasure at the privileged treatment offered to the murder accused IGP of Haryana, Ravi Kumar Sharma, by the Haryana police.

Varsity teaching dept wins overall trophy
Yamunanagar, September 30
The University Teaching Department won the overall trophy at the Zonal Youth Festival of Kurukshetra University which concluded here today at Mukand Lal National (MLN) College. R.K.S.D. College, Kaithal, was declared the runner-up.

Change teaching of English to Indian perspective: seminar

The valedictory function of the three-day national seminar on ‘English Studies in India Today: Problems and Prospects’ was held at Government Postgraduate College here last evening. It was presided over by Ms Alison J. Sriparam, First Secretary, British Council Division, British High Commission, New Delhi. In her presidential address, she opined that the English language could be learnt effectively through its constant use in speaking and writing.

CPM dharna against party workers’ arrest
Fatehabad, September 30
The CPM today organised a demonstration and a dharna in front of mini secretariat here in protest against the arrest of two activists of the party at Rattia in this district allegedly on false charges.

Haryana staff’s strike on Oct 17
Kurukshetra, September 30
About three lakh Haryana Government employees, including those of state-run boards, corporations and undertakings, will observe a token strike on October 17 to protest against the government policies of privatisation, lockouts, retrenchment, rationalisation, restructuring and downsizing of government departments, boards and corporations, according to a press note.

Last date for exam forms extended

The Board of School Education, Haryana has extended the last date for depositing examination forms of the annual matriculation examination, 2003, from September 30, to October 4 for private candidates. The board has also extended the last date for depositing enrolment forms for Classes IX, X and XI from September 30 to October 4.

Green Circle submits memo

The Green Circle, and organisation working for better environment, has launched Waste Watch Wing. Members of the wing will keep a watch in the city where dumped garbage is lying. The circle in a memorandum submitted to the Deputy Commissioner stated that the front area of the Indira Park was being unauthorisedly used for parking and bovines were being reared in the area which affect cleanliness.

Rs 3 cr for Sirsa trauma centre

The Union Health Minister, Mr Shatrughan Sinha, has agreed to release Rs 3 crore for setting up Haryana's second trauma centre at Sirsa, stated an official press note issued here today.

Haryana to suspend IPS officer soon

The suspension order of Mr Harish Kumar, an IPS officer of the Haryana cadre, is likely to be issued in a day or two, official sources said today.

The decision assumes significance in the wake of Deputy Prime Minister L.K. Advani expressing displeasure at the privileged treatment offered to the murder accused IGP of Haryana, Ravi Kumar Sharma, by the Haryana police.

At a conference of top state police officials in Delhi yesterday, Mr Advani said that the way the police officer was handled did not reflect well on the police force.

The Haryana Government, it may be recalled, had also retained S.P.S. Rathore, an IPS officer, who has been accused of molesting a teenage girl, as the DGP till the charge sheet filed against Rathore was admitted in the court. Rathore, who went on leave following the case filed against him, was also offered a posting by the state government before he retired.

Harish Kumar was arrested by the Delhi police on September 5 for violation of COFEPOSA. Even though three weeks have passed since his arrest, he was yet to be put under suspension.

Official sources, however, claimed that the delay in suspension was due to fact that Mr Harish Kumar, who had finished his stint with the Central Government, had not joined the state government at the time of his arrest.

A source said after Harish Kumar’s arrest, the authorities in the state got in touch with the Central Government, seeking to know who should initiate action against the erring officer. The Central Government, however, clarified that the onus for taking action against Harish Kumar was on the state government.

In the communication received by the state from the Delhi police about the arrest of Harish Kumar, it was also not clear whether he had been kept in police custody for 48 hours or more. If he had been in custody for 48 hours or more, it would have been imperative on the part of the state government to put him under suspension. On this issue also the Delhi police clarified to the state government that the IGP rank officer had been kept in custody for more than 48 hours.

Varsity teaching dept wins overall trophy

Yamunanagar, September 30
The University Teaching Department won the overall trophy at the Zonal Youth Festival of Kurukshetra University which concluded here today at Mukand Lal National (MLN) College. R.K.S.D. College, Kaithal, was declared the runner-up.

Prof N.P. Mehta, Director of the National Institute of Technology Kurukshetra, gave away the prizes and certificates of merit to the winners and participants, at the concluding function.

Professor Mehta exhorted the youth to participate in constructive activities with dedication which would go a long way in the overall development of their personalities. Education, he said was incomplete without participation in extra-curricular activities which foster a spirit of brotherhood and fellow feeling among the participants.

Dr Ramesh Kumar, Principal of MLN College, welcomed the chief guest and appreciated the quality of the items presented during the festival.

Dr K.L. Johar, Vice-Chairman of Seth Jai Parkash Mukand Lal Institutions, and Dr Anoop Lathar, Director of the Youth Welfare Department, Kurukshetra University, also spoke on the occasion.

Change teaching of English to Indian perspective: seminar

The valedictory function of the three-day national seminar on ‘English Studies in India Today: Problems and Prospects’ was held at Government Postgraduate College here last evening. It was presided over by Ms Alison J. Sriparam, First Secretary, British Council Division, British High Commission, New Delhi. In her presidential address, she opined that the English language could be learnt effectively through its constant use in speaking and writing. She also shared her experience of teaching this language to students of different countries of the world. She pointed out that Indians had the advantage of easy access to the English language through resources like newspapers, magazines, radio, television etc.

The chief guest of the function, Mr P.K. Das, Commissioner, Hisar Division, called for a changed in curricula of English studies keeping in mind the changing perspective of the Indian users of English. There was an urgent need of Indianisation of the English language and literature. He stressed that translated versions of the Indian classics should be introduced for the teaching of English.

The Chairman of the Indian Association for English Studies, prof K. Venkata Reddy thanked Dr A.K. Chawla, Principal of the college, and his team for the seminar.

Mr Dhanpat Singh, Higher Education Commissioner welcomed the chief guest and the chairperson of the seminar.

The main speaker of the Plenary Lecture III Professor Reddy averred that Indian scholars in English should go for research keeping in mind the Indian perspective. In book release session three books were released.

Five paper-reading sessions were held on the last day of the seminar in which 23 papers on different aspects of English studies were presented. Five resolutions were passed unanimously for the development of Indian English.

The participants from different states of the country praised the college administration. As many as 180 delegates from 19 states took part in the seminar.

CPM dharna against party workers’ arrest

Fatehabad, September 30
The CPM today organised a demonstration and a dharna in front of mini secretariat here in protest against the arrest of two activists of the party at Rattia in this district allegedly on false charges.

The party organised a procession that started from the District Courts and marched to the mini secretariat, where its members submitted a memorandum to the Deputy Commissioner against these arrests. Party leaders alleged that the police had arrested Mr Harjinder Singh Thind, a member of the district committee of the CPM and Mr Ramesh Kumar Rattakhera, secretary of the Rattia branch of the party by registering cases against them on fake charges. They demanded that cases registered against the two party activists be withdrawn and the guilty cops be brought to book.

The police at Rattia had yesterday booked Mr Thind and Mr Rattakhera for assaulting three cops and preventing government servants in the performance of their duty. Three cops Mr Raj Kumar, Mr Partap Singh and Mr Kuldeep had complained to the SHO, Rattia, that when they stopped the car of the two leaders during a routine checking, the two abused them, manhandled and prevented them from performing their duties.

Haryana staff’s strike on Oct 17

About three lakh Haryana Government employees, including those of state-run boards, corporations and undertakings, will observe a token strike on October 17 to protest against the government policies of privatisation, lockouts, retrenchment, rationalisation, restructuring and downsizing of government departments, boards and corporations, according to a press note.

Haryana Employees Joint Action Committee General Secretary M.L. Sehgal said here today that in the next phase of its state-wide agitation, the committee had decided to present memoranda to all MLAs and ministers, seeking their intervention to stop the government from going ahead with retrenchment of employees and closure of state undertakings.

Mr Sehgal alleged that on account of the ‘closure’ of the Minor Irrigation Tubewells Corporation on June 30, last all its 3,916 employees and engineers had been thrown out of jobs. He added that 5,000 posts in the Irrigation Department had been abolished and 622 workers of CONFED, 1,519 employees of Nagar Nigam, Faridabad, 750 employees of the HLRDC and power corporation’s 1,200 daily-wage workers had been retrenched.

He further alleged that the strength of IAS officers and policemen being alarmingly increased when the law and order situation was worsening everyday.

The committee had deferred its demands like release of four years bonus, revision of rates of house rent, medical bills, city compensatory allowance and local travel allowance, regularisation of services of adhoc-wage and contract-based employees and removal of anomalies in pay scales.

Last date for exam forms extended

The Board of School Education, Haryana has extended the last date for depositing examination forms of the annual matriculation examination, 2003, from September 30, to October 4 for private candidates. The board has also extended the last date for depositing enrolment forms for Classes IX, X and XI from September 30 to October 4.

This was stated by the secretary of the board, Mr M. S. Mor, here today. Only those candidates seeking improvement in marks in all subjects and additional subject could apply as private candidates to the board. Examination forms of such candidates would not be acceptable through schools.

He said the board would accept examination forms for the annual examination, 2003, from schools only in case of those candidates who could not clear the supplementary examination in September, 2002, and those candidates who had missed the chance of appearing in the examination in September, 2002. He added that these candidates could send their forms without any late fee for the annual examination, 2003, within 15 days of the declaration of the result of the supplementary examination in September, 2002.

Ambala may lose Astro-turf

The excellent performance by the Indian women’s hockey team in the recent Commonwealth Games could well cost Ambala dear since the hockey Astroturf may now be shifted to Shahbad.

There is a likelihood of the hockey Astroturf being shifted to the new site many of the women’s hockey team members are from Haryana, particularly from Shahbad. This is being considered to be the key reason for choosing Shahbad for relocating the Astroturf.

Although official intimation regarding the proposed change of the Astroturf location has yet been received here, an official observed that this relocation is likely to take place soon. The fact that the Astroturf has not yet been laid at the War Heroes Memorial Stadium in Ambala Cantt has made this a comparatively simpler task.

The official stated that the list of hockey players from each district had been sought before the proposal for shifting was mooted.

A member of the District Hockey Association said the prestigious hockey Astroturf was likely to be set up at a government school in Shahbad. “We have learned that the spot where the Astroturf will be established has been identified and approved. However, if the Astroturf is shifted it will be a major loss for Ambala in general and local hockey enthusiasts in particular,” he said.

He said the Astroturf would have been a good learning ground for the local talent. “One of the oldest hockey Olympians, Hukam Rai, hailed from Ambala. Besides Ambala had produced five international players and hosted the state hockey championship seven times,” he said.

Incidentally, in Haryana, two places were chosen for laying of Astroturf. While one was in Ambala, the other was in Gurgaon. Hockey enthusiasts believe that if the Astroturf is shifted out of Ambala the hopes of finding Ambala on the international hockey circuit would be dashed. The other Astroturf surfaces are in Chandigarh, Amritsar, Delhi and Gwalior.

The work includes preparing of the surface before laying the Astroturf, watering and proper drainage. An area of about 6,000 square metres would have Astroturf, which includes the playing area.

“Gardeners are rarely on duty in the park and there is a need for more dustbins to be placed in the residential areas. Also night sweeping of the roads is suggested,” the memorandum stated.

Meanwhile, the Deputy Commissioner, Mr D. D. Gautam, said a special cleanliness drive would be launched in rural as well as urban areas from October 2.

Chautala’s stance ‘anti-worker’

The Bharatiya Mazdoor Sangh (BMS) today criticised Haryana Chief Minister Om Prakash Chautala for suggesting certain exemptions for the employers having less than 300 employees. Mr Pawan Kumar, regional secretary of the BMS, said the change in Section 5B would have an adverse impact and the workers in small units would be the worst-affected. He said the Haryana Government seemed to be following anti-worker policies. He said the BMS would strongly oppose any change in the labour policy.

Rs 3 cr for Sirsa trauma centre

The Union Health Minister, Mr Shatrughan Sinha, has agreed to release Rs 3 crore for setting up Haryana's second trauma centre at Sirsa, stated an official press note issued here today. Quoting Mr M L Ranga, Health Minister of Haryana, the press note said that the film actor-turned politician had also given an assurance about providing a spiral CT scan machine to Haryana.

Mr Sinha gave these assurances when Haryana Finance Minister, Sampat Singh and Mr Ranga went to meet him here today.
