The legislators of the National Capital Territory of Delhi today had a taste of the fluctuating power situation in the Capital when the entire Old Secretariat complex in the Civil Lines area became the victim of prolonged load shedding on the first day of the week-long monsoon session, much to the discomfiture of those not used to such common man’s woes. Visibly uncomfortable without the cool blast of the air-conditioners, the legislators, however, went through the process of voting in the presidential elections, bravely fanning themselves with whatever was conveniently at hand — files, papers et al..

Since there was still time for the House to convene at 2 pm, those fortunate enough to be in the ministry retreated to their respective rooms, flung open the doors and windows and prayed for relief. Others sought cooler climes elsewhere, while yet others tried to corner the Delhi Power and Transport Minister, Mr Ajay Maken, who seemed to be absconding. Those from the Congress, the ruling party, put on a brave face as the opposition MLAs smirked with “See, we told you so” expressions.

The only person happy with this unprecedented state of affairs was the canteen contractor, as there was literally a run for cold drinks. With the searing heat and the humidity, the mediapersons, who had descended on the Old Secretariat in hordes for the first day of the monsoon session, exhausted the stock in no time, thanks to the hospitality of the powers that be.

Meanwhile, all the 70 members of the Delhi Assembly exercised their franchise in the 12th presidential elections. The polling started at 10 am as per the schedule announced by the Election Commission, and Speaker Prem Singh was the first to cast his ballot. Janata Dal (Secular) MLA Shoaib Iqbal was the last legislator to vote at 3.10 pm.

Congress legislators, led by Chief Minister Sheila Dikshit, were among the first to vote, followed by Bharatiya Janata Party (BJP) members led by Leader of the Opposition in the Assembly Jagdish Mukhi.

The value of the vote of a Delhi legislator is 58, which is calculated on the basis of the population of a particular state (Census Year 1971) divided by the number of total legislators and multiplied by 1,000, Assembly Secretary S. K. Sharma explained. The total strength of votes of Delhi legislators is 4,060.

The 70-member Delhi Assembly has 52 Congress members, 14 BJP MLAs, one JD(S) member, two Independents and an unattached member. Except for Mr Iqbal, whose party is supporting the candidacy of Capt Laxmi Sahgal, all other votes are likely to go in favour of Dr A. P. J. Abdul Kalam who has secured support of the Congress and the BJP.

The Election Commission had appointed Assembly Secretary S. K. Sharma and Joint Secretary Siddharth Rao as Assistant Returning Officers for the poll for which Rajya Sabha Secretary R. C. Tripathy is the Returning Officer. Mr G. S. Dutt, Joint Secretary in the Ministry of Finance, was the EC’s Observer for the Delhi Assembly polling station. This is the second time that members of the Delhi Assembly cast their ballots in a presidential poll.

Sheila unfazed, says power scene is not alarming

The week-long monsoon session of the Delhi Assembly started on a torrid note with Congress members seeking the resignation of Deputy Prime Minister L K Advani in the wake of Saturday’s terrorist strike in Jammu while the opposition BJP blamed the severe power crisis in the Capital on the ‘’unpreparedness’’ of the Sheila Dikshit government.

Speaker Prem Singh first adjourned the House within ten minutes when some Congress members shouted slogans against Mr Advani and demanded his resignation for the Jammu massacre which, they said, reflected the failure of Centre’s policies in Jammu and Kashmir.

The House was again adjourned briefly when BJP members, led by Leader of the Opposition Jagdish Mukhi, harped on the ongoing power crisis and blamed the government for its ‘’unpreparedness to face the summer challenge’’.

Before the House observed a two-minute silence in memory of the victims of the Jammu massacre, Chief Minister Sheila Dikshit said the incident was a matter of concern. ‘’Solid steps are yet to be taken by the Centre and what is to be done is not yet known.’’

‘’There is need for strong steps by the Centre, within Jammu and Kashmir and elsewhere in the country, to tackle the menace,’’ Prof Mukhi said.

Moving an adjournment motion on the power situation in the Capital, Prof Mukhi accused the Sheila Dikshit government of bending rules during privatisation of the distribution system. ‘’It is nothing but a scam in which the two companies (Tata Power and Bombay Suburban Electric Supply) received blatant favouritism,’’ he charged.

‘’We are not against privatisation, but we are against the process that was followed to privatise power distribution in Delhi,’’ Prof Mukhi said. He also charged the government with giving doles to the private companies at the cost of the Delhi Vidyut Board. ‘’The valuation of the DVB was done at Rs 2,360 crore, though its normal valuation would have been Rs 12,000 crore. The DVB’s commercial property, valued at Rs 700 crore, was given free to these companies,’’ he said.

Prof Mukhi said the government had failed to make preparations in advance for the summer demand. ‘’There is no lack of power or money in Delhi. It is the distribution system, which is not ready.’’

Talking to reporters later, Ms Dikshit said the power situation had started improving in the last two days. ‘’The situation is not as alarming as it is being made out to be. It is not any worse than that last year or the year before.’’

She said the prevailing weather conditions in the absence of rain, with temperatures hovering around 40 degree Celsius and high humidity, had only accentuated the problem. Ironically, the power situation in the city worsened from July 1 when the two private companies took over the responsibility of distribution. ‘’Merging of two cultures (government and private) will take some time,’’ Ms Dikshit said.

The Supreme Court today gave six months’ time to the power companies to come to grips with the situation.

Counsel for the DVB informed the court that 67 experts had been flown here from Mumbai to take stock of the situation and improve power supply.

Replying to the adjournment motion, Delhi Power Minister Ajay Maken said due care was taken by the government to make the privatisation process as transparent as possible.

Govt threatens MCF with dissolution

The Municipal Corporation Faridabad (MCF), which was facing a crisis of sorts due to a concerted move by a majority of the elected members to oust the present mayor, is now facing the threat of dissolution. The state government has reportedly taken a step in this direction by issuing `show cause’ notices to the elected corporators, who have been asked to reply by July 18.

It is reported that the recent visit of the Chief Minister, Mr Om Prakash Chautala, has precipitated matters, a development which has left the majority of

corporators shocked. It is stated that on the direction of the higher authorities, the Commissioner of MCF has shot off a letter recommending the `dissolution’ of the corporation to the Divisional Commissioner, Gurgaon. The Divisional Commissioner, in turn, has issued a show cause notice to each of the elected members, saying that “considering their activities” and the failure of the body to execute its functions, why should it not be dissolved?

According to the notice, served under Section 400 of the Haryana Municipal Corporation Act, 1994, various activities of the members had been proving detrimental to the functioning of the MCF, causing various development works to come to a halt. It is also alleged that several members were engaged in horse-trading to upstage the Mayor and that they had defaulted in discharge of their duties.

The notice further states that members had been boycotting the meetings and even opposing violently the anti-encroachment campaign of the MCF. At least three members had already been booked in criminal cases. One member had failed to attend even a single meeting so far, it says.

The 25-member MCF was elected on April 2, 2000 for a five-year term. While the earlier Mayor, Mr Devender Bhadana, was ousted in a no-trust vote last year, the present incumbent, Mrs Anita Goswami, was elected “unanimously” on the “directions” of the Chief Minister in July last year. But a majority of the members have been unhappy over her functioning. As many as 16 members had submitted an application to the Divisional Commissioner on June 28 this year seeking a date for bringing a no-confidence motion against the Mayor. But they failed to get any response from the Divisional Commissioner till the visit of the CM here on July 12. The CM reportedly expressed his unhappiness over the move against the Mayor.

“A minister, two MLAs and an IAS officer were also deputed to quell the dissidents’ move, but all efforts have failed,” said a member of the MCF. While some of the elected members, including a former senior Deputy Mayor, Mr Shiv

Charan Lal Sharma, has condemned the issuing of show cause notice on the MCF’s dissolution, it is reported that a majority of the dissident members have decided to challenge the move in the high court. They have described it as the murder of democracy, and stated that they would not accept any illegal decision.

Farmers oppose bid to acquire land

Farmers of the Greater Noida area have called a mahapanchayat at Tugalpur village to oppose the Greater Noida Authority’s bid to forcibly take away their land and pass it on to the private builders and coloniser, the Ansals.

The farmers feel that the policies and actions of the Greater Noida Authority are blatantly anti-farmer. Agitated farmers took a determined stand, opposing a strong police posse that had descended on Tugalpur to remove encroachments on about five bighas yesterday. The villagers appeared steadfast in their resolve to oppose any action by the authorities, refusing to budge even in front of the SSP and the DM of the district.

Farmers allege the Greater Noida Authority is acting at the behest of private commercial interests. A number of political heavyweights of the area have in the meantime descended on the village.

Meanwhile, at a panchayat meeting today farmers of Tugalpur decided to lodge an FIR. They claimed they had not received any compensation for the land, which an anti-encroachment squad had attempted to retrieve. The GNA officials claimed they had passed on compensation to the ADM (LA) on June 3, 2000.

The disputed belonged to four farmers, namely Mishri, Rattan, Sunehri and Dhanpal, and was under Khasra nos 402, 403, 392 and 393 in Tugalpur, said Greater Noida Secretary Komal Ram. The total area of the land comes to about five bighas. The district administration has filed an FIR at Kasna police station against 14 farmers of the village. They say there is provision under the Land Acquisition Act whereby the government can acquire land even compulsorily in public interest. The villagers counter it by alleging that the land is being taken away from them to be passed on to the Ansals and not for any government or public use. The Greater Noida Authority officials, however, maintain the acquisition is part of the plan for the Greater Noida township.

The farmers said the whole episode was a rouse to deprive them of their precious land. They did not adhere to the view that the administration was trying to remove encroachment. The villagers of Tugalpur had forced the strong police force to beat a hasty retreat. The agitated villagers burned two bulldozers and some other vehicles. At least 12 persons, including a number of policemen and a few Greater Noida Authority officials, were injured in stone pelting.

“It is a clear conspiracy to crush our rights. Though a few officials and cops were injured in today’s struggle, but if the police insist on playing their dirty tricks the situation can become explosive”, warned village elders.

The farmers told NCR Tribune that they were fully prepared for any long-drawn-out struggle which the police and administration might impose on them. “We shall give a befitting answer to any police action”, they said.

Law College ex-director embroiled in row

The local National Law College of Maharshi Dayanand University (MDU), touted as the premier institute of the varsity, has drawn the attention of the public for the wrong reasons. A lecturer of the college has complained to the Haryana Governor and Chancellor of MDU, Babu Parmanand, and the Vice-Chancellor, Maj-General (retd) B. S. Suhag, alleging gross irregularities and mismanagement of funds during the tenure of the former Director, Dr K. P. S. Mahalwar.

The present Director of the college, Dr L. C. Dhingra, has forwarded the representation to the authorities concerned for “consideration and necessary action”.

The Vice-Chancellor told the ‘NCR Tribune’ that he had received the complaint today and that all issues raised by the lecturer would be probed into.

However, Dr Mahalwar, who quit as the Director of the college recently to return to his teaching assignment in the Law faculty of MDU, rebutted the charge. Interestingly, Dr Mahalwar had reportedly opposed the renewal of lectureship contract of the complainant earlier. The Vice-Chancellor today hinted at this aspect and said the former Director had made a recommendation against the renewal of the contract as per university guidelines.

Demanding a probe, the lecturer, on his part, has alleged that the former Director had forcibly collected Rs 3,000 from the contractor of the canteen of the college. No receipt was ever issued for this, nor was the amount deposited in any official account. He also alleges that the former Director had even tried to implicate the office of the Vice-Chancellor by saying that he was collecting the money at his instance.

The lecturer has alleged that Dr Mahalwar had ``threateningly’’ collected more than Rs 14,000 from the students of the college for celebrating the annual day and for giving gifts to guests on the occasion. This happened over 10 months back. The university had sanctioned money for these activities.

The representation also alleges the office of the former Director of defying rules in allowing 11 students to sit for second semester exams even though they did not fulfill the attendance requirement and purchasing articles without consulting the members of the Purchase Committee. The lecturer is understood to have also taken up the entire issue with the MDU Teachers’ Association (MDUTA).

A seedy garage for an information centre

Here is yet another example of an initiative gone awry. The Information and Facilitation Centre set up by the Ministry of Environment and Forests, purportedly to provide essential environment-related information to the public, is virtually defunct. Located at Lodhi Road, the centre has been relegated to a nondescript garage on the ground floor of the Pariyavaran Bhawan. With no electricity and water, the dingy black hole simply keeps gathering dust. The telephones and computers do not work; nor has anyone tried to clear the cobwebs off the official files.

The centre was set up to facilitate access to information on environment and the working of the ministry. A PRO, who had been deputed to look after the centre, has chosen to stay away from his work station for some inexplicable reason and this, perhaps, explains the pathetic state of affairs. His reported proximity to the minister has in no way helped matters. A lone bored-to-death peon, often seen dozing, is the only one to report for work. For the rest, it is a one long holiday. Those who muster courage to visit the centre have returned disappointed as the shutters are invariably down. At the end of it, they are left wondering whether the authorities are at all serious about issues like environment and pollution.

Delhi Govt rapped for not enforcing heavy
 vehicle ban

The Supreme Court today issued notices to the Delhi Police Commissioner and the city government asking them to show cause why all commercial vehicles, not conforming to Bharat Stage-II pollution norms, have not been banned from entering the city.

Bhan, said that the Police Commissioner and the Government of National Capital Territory of Delhi should show cause why heavy vehicles, which do not conform to Bharat Stage II pollution norms, should not be stopped from entering the Capital, especially since the earlier orders have not been complied with.

The Bench made it clear that there could be no corridor joining National Highways in Delhi to allow the trucks to pass through. If any corridor had to be constructed, it had to be outside Delhi, the Bench said.

Noida officials: Here today, gone tomorrow

Ever since Ms Mayawati took over as the Chief Minister, Noida and Greater Noida seem to have been central to her scheme of things as no other part of state or administration has experienced so many transfers as these two places.

Appalled at the frequency of transfers ordered by the Chief Minister, Union Agriculture Minister Ajit Singh said that “it is not a good policy if extensive and frequent transfers take place just because a new government has taken over. It entails a lot of expenditure and affects the working of the administration, which must stick to some parameters.”

Even before Ms Mayawati assumed office, there was an air of uncertainty in Noida. Even the important budget board meeting scheduled for March 2002 could not be held due to a ‘cold war’ between the then CEO Noida, Mr B. K. Malhotra, and the then Commissioner, Industrial Development, Mr S. N. Shukla, in Lucknow since December last year.

As a result of this tussle, two senior IAS officers S. N. Shukla and B. K. Malhotra had to leave their posts in Lucknow and Noida respectively. Marching orders were suddenly issued to Mr B. K. Malhotra on March 27. He had to hand over his charge to Chairman-cum-CEO of Greater Noida Brijesh Kumar who continued till April 30 as Chairman of Noida and Greater Noida.

Mr Brijesh Kumar handed over the Noida charge to Mr Sanjeev Nair and in Greater Noida to Mr P. Umashankar on his appointment as DG, National Productivity Council.

However, on May 6, three days after the Mayawati government took over, Mr Dharmender Dev Mishra took over in Noida and Dr Om Prakash in Greater Noida as Chairman-cum-CEO. But next day on May 27, Additional CEOs S.P. Singh and Sanjeev Nair and L. B. Tiwari were transferred. Noida Secretary Avinash Gaur was also shifted on May 6. His place was taken by Mr Y. K. Behl.

On May 23, POS officer Dharamapal and Dhirander Pal were transferred. On May 24, Sunishtha Singh and on May 25, G. S. Tripathi were given the movement orders. On May 27, Mukal Singh joined as Additional CEO while PCS officer Hiralal joined as Deputy CEO on June 15.

Chief Accounts Officer Rajinder Singh and Chief Project Engineer R. P. Singh were posted out on May 27 and 29 respectively. Ushakant Gupta and R. K. Singh joined in their places.

Meanwhile, Mahavir Singh was posted in place of Revenue Officer Jai Shankar Mishra. Ultimately, Additional CEO Dev Dutt had also to leave Noida.

The large-scale transfers have resulted in stalling all developmental activities so much so that there was no one who could give details about the projects or old schemes.

In Greater Noida, things are probably worse. Six chief executive officers have come and gone during May and June.

Brijesh Kumar handed over his charge on April 30 to Additional CEO P.Shiv Shankar.

After a week, Shivshankar handed over his charge to new CEO Dr Om Prakash who remained on the position for 13 days.

Lalit Srivastava took over on May 21 as the new chief.

Mr Srivastava had a tenure up to June 13 only when Ganga Ram Barua was appointed as CEO Greater Noida.

After 17 days, Ganga Ram Barua too had to beat a retreat. And now D. S. Bains is the new Chief Executive Officer. In Greater Noida, the administration had transferred five IAS and ten PCS officers all of a sudden who have been replaced by one IAS and two PCS officers — Amit Mohan Prasad, Ashok Kumar and Komal Ram, all of them are Deputy CEOs of Greater Noida.

PGIMS guards under a scanner

Alarmed by the increasing incidence of cars being stolen on the campus of Pt B. D. Sharma Post-Graduate Institute of Medical Sciences (PGIMS), the police has decided to verify the antecedents of security personnel posted on the campus besides launching a campaign to trace the stolen vehicles.

The Inspector-General of Police (Rohtak Range), Mr Resham Singh, today advised the Director, PGIMS, to provide permanent and temporary addresses of all security men employed either by the institute or through any security agency to the police. He also sought the support of the PGIMS faculty in weeding out anti-social elements from the campus.

The IGP told NCR Tribune that a special team of police officials had been constituted by him to investigate the stealing of vehicles from the PGIMS.

Mr Resham Singh, who had been receiving complaints that policemen on night patrolling were extorting money from truck drivers and operators, travelled in his private car on Sunday night to verify the allegations. He started his journey at about 12.30 am from near Farukhnagar situated on the Gurgaon-Jhajjar border. During a two-hour drive, he found that most of the policemen on night patrol were sleeping at the site fixed for their PCR.

He was shocked when he observed that policemen manning the PCR van near Medical Mor here were engaged in `tackling’ the driver of a truck laden with sheep and goats. He immediately summoned the Additional Superintendent of Police and told him to take action against the erring policemen. Resultantly, the policemen were made to run on

the road in the dead of night as punishment for dereliction of duty.

During his nightly sojourn, Mr Resham Singh got the startling information that most of the policemen on patrol duty indulged in extorting money between 12.30 pm and 2.30 pm during daytime and between 12.30 am and 3.30 am in the night. He was told that during these odd hours the supervisory officers seldom move out of their houses or offices.

Mr Resham Singh claimed that in June the police in Rohtak Range had arrested 53 bail-jumpers and 19 proclaimed offenders. The police had last month busted 12 gangs of criminals and arrested 49 members of these gangs. This had helped them in solving 57 cases registered with various police stations in the range.

Of the 30 murders that took place in June, 25 had been solved, he said. The police had also solved three of the 13 cases of robbery and recovered stolen property worth Rs 5.41 lakh. Similarly, the police had solved dacoity cases and recovered looted property worth Rs 9.50 lakh.

As many as 1,311 bottles of illicit liquor, 3,195 kg lahan, 113 bottles of IMFL and 1,479 bottles of country-made liquor besides 1,538 pouches had also been seized.

Faridabad’s ‘Nehru Place’ needs a saviour

The move of the authorities to shift the steel market (loha mandi) to Sector 59 has failed to materialise so far. As a result, the steel trade is going on as usual in the Nehru Ground here. This place is one of the busiest commercial spots in the town. People visiting the place face a lot of inconvenience on this account.

Though some of the trading units have moved out from Nehru Ground due to congestion and steep rates of rent, the authorities’ effort to decongest the place have not borne fruit. There are hundreds of traders who still operate from here. The use of open spaces and even the parking area by traders to store their goods has been causing problems galore for various organisations whose offices are located here.

Moreover, the place, once touted as Nehru Place of Faridabad, now holds the dubious distinction of being one of the most backward commercial areas as far as basic civic amenities are concerned. The roads in this area are in a bad state. They are pockmarked with half a feet deep pits and potholes.

The roads had not been repaired for the past many years, claimed employees of a private company. They said while the width of the roads in the area was hardly eight to 10 feet, the administration had not developed or cemented the space meant for parking. There was a woeful lack of trees, plants and parks. If there was any green patch it was not being taken care of.

Iron rods and steel products could be seen lying at random, causing inconvenience and posing a grave hazard to the people moving about in the vicinity, commented a shopkeeper.

The Nehru Ground area had about a thousand offices, shops and trading houses but there was no public urinal. Arrangements for drinking water for persons visiting the place were nil.

Pollution was the reigning deity here, complained a woman employee of a bank located here. Dust and noise were constant bugbears. Anybody wanting to pass through the place would think twice before doing so, she added. She said the image of the area had suffered due to lack of facilities and zero maintenance.

A person operating a PCO-cum-photostat shop said there were many sheet-cutting units located here. These had been causing tremendous noise pollution. Declaring that such units should be located in an industrial area, he said complaints to the authorities in this regard had gone unattended. The area had no proper streetlights. There

were no arrangements for lighting during the night. Nehru Ground was house to offices of several well-known organisations and commercial units. These included a cinema hall, two public sector banks, the Central Telegraph office, the General Post Office (GPO), the BSNL office and several showrooms.

According to shopkeepers, shifting the steel market and providing more civic amenities could give a face-lift to Nehru Ground.

‘With better leadership, Delhi Police will 
deliver the goods’

Mr R. S. Gupta, a Master of Commerce and Master of Business Administration from Delhi University, taught management and business at Shri Ram College of Commerce for three years before joining the Indian Police Services in July 1968. He is a recipient of prestigious awards — Police Medal for Meritorious Services and President's Medal for Distinguished Services. He has worked in the Delhi Police in different capacities as well as in Chandigarh during the height of terrorism. It was during the leadership of Mr R. S. Gupta as IG, Police, Chandigarh (1990-1993), terrorism was controlled and its downward journey started.

Apart from police responsibility, Mr Gupta had also handled the assignment of Secretary, Central Board of Secondary Education, for over three years in December 1983. He had also worked as IG Central jail, Tihar. In a face to face with NCR Tribune, Mr Gupta answers some critical law and order problems in Delhi.

Are officers of UT cadre happy with your promotion to the coveted post of the Commissioner of Delhi Police?

Certainly, the cadre officers are happy with my promotion. Having seen my work in the police for the last 34 years, they are confident that in my leadership, the image of the city police will be improved. I have worked here in different capacities and my functioning has been appreciated throughout my career. Besides the Delhi Police, I had worked in Chandigarh and a few other Union Territories. During my tenures, the law and order in these places had been brought under control.

Are you confident of tackling the complexity of policing the Capital? If yes, how?

Yes. I am confident that in my leadership, there will be no major problem in tackling this. No doubt, policing in the vibrant Capital of the biggest democracy of the world is a tough task but Delhi Police are a fine force. If they are given better leadership and direction, there is no doubt that they will deliver the goods.

You were the IG of Police in Chandigarh when terrorism was at its peak and you must have earned a lot of experience in controlling it. The Capital has been the target of terrorist outfits for a long time. What security measures have been taken by you to curb these terrorist activities in Delhi?

When I was in Chandigarh, terrorism was a menace in Punjab and its neighbouring states like Haryana and Himachal Pradesh. Terrorists had struck in Delhi also then. It was easy to tackle them. Now, it is a worldwide menace and it requires certain kind of tactics and motivation of force to curb it. It is not fair for a police officer to disclose the tactics adopted by the force to tackle the problem.

The Delhi Police are competent enough to deal with this problem. Sometime back, several dreaded terrorists were arrested by the Delhi Police. The city police have a Special Cell to watch the terrorist activities and arrest the ultras. The force will be given more teeth so that terrorists feel the heat and avoid striking in the national Capital.

Delhi is surrounded by Uttar Pradesh and Haryana. Criminals of these states commit crime in the Capital and escape to their states freely. Highway robbers also strike at will. Have you planned any strategy to prevent activities of these criminals?

My thrust would be on controlling crime, maintenance of law and order and ensuring security to common citizens as well as to the VIPs. My experience in police would be certainly a great help to me in the current job. As far as inter-state crime is concerned, the Delhi Police already have an Inter-state Coordination Cell and it’s doing a fine job. We have periodic meetings with the state police and arrest the criminals. We have a list of criminals who have been arrested by the Delhi Police in Haryana and Uttar Pradesh.

A few police stations in the Capital are understaffed and they are always under pressure. Do you have any plans to increase the strength of personnel in these stations?

To increase the number of personnel in the Capital, we have to take permission from the Union Ministry of Home Affairs. A number of proposals have been sent to the ministry, which are under consideration. Once they are passed, fresh recruitment of personnel will start.

There is a rumour in the lower ranks of the constabulary that the secret fund for the purpose of source money is being misused. Is it correct?

There is no truth in the misuse of secret fund. The fund is meant for informers, who give certain kinds of information to the police. How much money is given to which team cannot be disclosed. Normally, this fund is used by the Special Cell and the Crime Branch.

According to the latest data, North-West district is the most crime prone area in the Capital. What is the reason behind it and what steps have you taken to control this trend?

The location of the district, area and population are contributing to it. North-West district is touching the boundaries of Haryana. Normally, the criminals of Haryana commit crime in North-West district and go back to their native place.

The State Coordination Cell of the Delhi Police always tries to take help from our counterparts in Haryana. But sometimes, we are unable to identify the criminals and they go at large. We are engaged in devising a strategy to control the crime in the district.

Private taxis are being used as passenger vehicles without permits from the Transport Department. What are you doing to prevent it?

This is the job of the Transport Department of the Delhi Government. However, the Delhi Traffic Police challan such vehicles plying on Delhi roads without permits.

Victims are not satisfied with the performance of the Women Cell. Is there any plan to improve this?

Crime against women needs to be given more attention. We will strengthen to make the cell more helpful to women victims.

Dy Speaker pitches in to save jhuggis 
from demolition

The Deputy Speaker of the Delhi Assembly, Mrs Kiran Choudhary, along with residents of Prahladpur, Mehram Nagar, Jharera and old Nangali in the Cantonment area, today met Chief Minster Sheila Dikshit and requested that jhuggis in these villages should not be demolished.

Following the insistence of the Deputy Speaker and residents of the jhuggi clusters, a resolution was passed unanimously in the Assembly on Friday in which it was decided that no jhuggi would be demolished until an alternative site is provided.

The Union Ministry of Urban Development has also framed a policy that no jhuggi would be demolished without providing any alternative site.

The Union Ministry of Defence has issued notice to the jhuggi dwellers about the demolition of these clusters, reportedly constructed on the land of the Defence Ministry.

Meanwhile, Mrs Sheila Dikshit has written a letter to Mr George Fernandes, Minister of Defence, as well as Mr Atal Behari Vajpayee, Prime Minster, for not removing the families without giving them an alternate site as residents of jhuggi clusters had been living there for a long time.

Besides, Mrs Kiran Choudhary and a few other MLAs today met Lt-Governor of Delhi requesting him to intervene in the matter so that no jhuggi is demolished.

Strike: Phone services in Capital to be hit today

Basic telephone services will be hit in the Capital tomorrow, as more than 55,000 employees of the Mahanagar Telephone Nigam Limited (MTNL) will go on a one-day strike. The MTNL is the main basic telephone-service provider in Delhi and Mumbai.

The one-day strike will be followed by an indefinite agitation on July 23 if the demands of the employees are not met.

The employees, under the aegis of the MTNL Staff Union, are demanding payment of pension from the government fund, stoppage of divestment of the nigam, finalisation of the promotion policy and removal of ambiguities in pay scales.

“We have been fighting for these demands for the last two years and despite assurances from the MTNL management and government, nothing concrete has been done,” MTNL Staff Union Secretary Sarup Singh said.

He said that if the government failed to meet their demands, they would go on an indefinite stir from July 23.

At least 197 trunk booking centres, inquiry and installation of new telephones will be hit by the strike tomorrow.

Trader clarifies position

Mr Lajpat Rai Yadav, a former Secretary of the local Railway Road Traders Association, who was booked along with several others under Section 13 of the Gambling Act by the police here on July 10, has stated on oath (in a press release) that he was not at all involved in any gambling activity and he had been falsely implicated.

He further elaborated that he had gone inside the Punjab National Bank building on an errand after parking his scooter at a place, which happened to be in the vicinity of the lottery bazar. When he came out of the bank to pick up his scooter he was abruptly caught in the melee created by the sudden police raids on the lottery bazar. Then along with several others he too was taken to the police station where he was booked notwithstanding his protestations.

He also said that he then met the SP on July 12 and clarified his position in this regard. He added that though his false implication had tarnished his image for the time being yet he was sure that he would come out unscathed from the ordeal.

Travel advisory: Say no to gifts, packages

Indians travelling to Saudi Arabia have been warned against accepting gifts and other packages on behalf of others, lest they contain drugs.

This advisory comes in the wake of many innocent passengers being apprehended for carrying drugs. Later, they were executed by the Saudi Arabian authorities. These people were handed over packages containing drugs by travel agents or other people.

Investigators revealed that job-seekers and those going for a holiday abroad have been duped into carrying packages like suitcases, shoes and bags that concealed drugs.

Bank manager accused of embezzlement

Rohtak, July 15
The city police have registered a case against four persons, including the bank manager of the Grain market branch of the State Bank of India here, on the charge of misappropriating an amount of Rs two lakh. Jagat Pharma Company, located in M.R. Complex at Sonepat Stand here, said in the complaint that officials of Lincoln Pharmaceutical Limited at Ahmedabad, returned an amount of Rs 2 lakh through cheque, which was deposited in the Grain market branch of the SBI.

The complainant said the cheque was released by Linclon Pharmaceuticals on May 3, 2002. He alleged that the general manager and the joint managing director of the company tampered with the date of the cheque and made it look as May 3, 2001 in place of 2002, in connivance with the branch manager of the bank. Subsequently, the cheque was disowned by the bank at Gujarat.

The complainant reported the matter to the police, which refused to register the case. However, a case was registered later following directions by the SSP, Mr Alok Kumar Rai.

Murder solved

With the arrest of a youth on Sunday evening, the district police claimed to have solved a case of murder and a robbery of Rs 2.68 lakh.

The accused Ajay alias Kala, a resident of Mandhauti village, has reportedly confessed his involvement in several other cases during the police interrogation.

He had allegedly shot dead a security guard of Tilak Nagar branch of the Punjab National Bank here on June 22 and robbed two employees of Plaza Electronics of Rs 2.68 lakh at gunpoint on July 1.

Body found

Narnaul
According to police sources, an unidentified body of a male was recovered by the city police, Narnaul, late last evening near Mehta Chowk here.

The body has been placed in the mortuary, Civil Hospital premises here for identification. Few identification marks are his height 5.8”inch, dark complexion and boil scar on the right knee.

The deceased has a light green color shirt and pajama along with brinjal colour underwear on his body. He appears to be a labourer, the sources added.

Child hurt as crude bomb goes off

A crude bomb went off this morning in a garbage dump in the Capital’s Sarita Vihar area, injuring a nine-year-old boy.

According to police sources, the incident took place at about 8.30 this morning. The bomb exploded when the boy fiddled with it. The dump is located close to the Peer Baba Ki Mazaar in Madanpur Khadar area of Sarita Vihar. The injured boy was rushed to the All India Institute of Medical Sciences (AIIMS).

MTNL officer stabbed to death in Bhajanpura

New Delhi, July 15
A telecom officer with the Mahanagar Telephone Nigam Limited (MTNL) was stabbed to death by some unidentified persons last evening. His body was found on the main road in Bhajanpura in North-East district. A passer-by informed the police about the body. Based on a MTNL identity card recovered from him, he was identified as Rajender (44).

He was stabbed on his right leg and was bleeding profusely. He was taken to a hospital where he was declared brought dead.

The family members of the deceased denied having any enmity and said they had good relations with their neighbours and relatives. The police suspected that it could be the handiwork of some local criminals who had tried to rob him and stabbed him when he resisted their efforts. The police have registered a murder case and investigation is on.

Constable arrested: The Anti-Corruption Branch sleuths arrested a head constable, identified as Satya Prakash, for allegedly demanding and accepting a bribe of Rs 100 from a truck driver, Arjun Singh.

The sleuths had secret information that the head constable demanded money from commercial vehicles on the pretext of checking pollution certificate.

The sleuths laid a trap on the Mathura Road this morning. When they saw the head constable, Satya Prakash, taking Rs 100 as bribe after checking the documents of Arjun Singh, he was arrested red handed, the police said.

Pirated CDs seized: The Economic Offences Wing of the Delhi Police seized large quantities of pirated CDs of Hindi and English movies and software worth Rs 4 crore from Palika Bazar and Connaught Place.

The police also arrested Gagan Deep Baluja and Pankaj Sharma arrested. A raid was conducted in eight shops in Palika Bazar following a complaint from an authorised representative of the Indian music industry. Its representatives Hans Raj Gautam and Gurjeet Singh along with technical experts also joined the raiding team and identified the recovered CDs, the police said.

Auto-lifters arrested: Based on the arrest of two persons, the East district police have claimed to have busted a gang of auto-lifters active in western Uttar Pradesh. The police also claimed to have recovered three stolen motorcycles besides solving seven cases.

The accused, Ajay (19), resident of Daulat Ram Colony and Kanchi Singh (18), resident of the same area, were nabbed by the Farsh Bazar police.

The police received a secret information that two youths were moving on a stolen motorcycle towards Vishwas Nagar and also had stolen stereos with them. Subsequently, the police nabbed them. On sustained interrogation, they confessed to their crimes.

Murder case solved: The Special Cell of the Delhi Police today solved a murder case of an owner of a medical shop, Madan Mohan, who was brutally stabbed to death by some unidentified assailants on July 7, near Rama Market, Pritampura, while he was on his way back to his home.

The Special Cell sleuths under the supervision of Assistant Commissioner of Police, Mr L.N. Rao, got some information that local criminals were involved in the murder. This information was further developed and subsequently, Raju (22), a resident of Pritampura, who was involved in more than 15 criminal cases with his associate Nitu, a resident of Nangali, was found to be involved in the murder.

On inquiry, it was revealed that Nitu had been injured on his left hand on the night of murder.

The police apprehended Nitu and on interrogation, he disclosed that Raju, a drug addict, was in need of money to buy drugs. Therefore, he decided to commit the crime. He said that when they accosted Madan Mohan and asked him to part with his money and his belongings, he resisted. Subsequently, they stabbed him and fled from the spot. Raju has also been nabbed by the Special Cell police.

Two persons held: With the arrest of two persons, the South-West district police today claimed to have busted a gang of dacoits and snatchers and recovered a country made pistol from them.

The accused Ramesh alias Papley and Preetam, resident of Jhaorda Kalan area were arrested while they were moving in a stolen motorcycle.

Woman, two kids shot dead by stepson

Ghaziabad, July 15
No arrest has been made yet by the police in the murder of a woman and her two small children that took place on Sunday. They were allegedly shot and then hacked to death by her stepson and another youth at the behest of the mother of the former. Rahmat Iblahi (50) of Gali No. 4, Islam Nagar, had divorced his wife Raisa seven years ago. The 20-year-old son of Raisa, Gul Mohamed, reportedly stabbed his stepmother Shama 28, whom his father Rahmat had married after divorcing Raisa seven years ago. Shama had borne two children Jaan Mohmed (4) and Gulistan (5).

On Sunday noon, Raisa and her son Gul Mohamed and his cousin Din Mohd allegedly killed Shama, her son and daughter. Raisa reportedly had reached Shama’s house earlier and even had breakfast there. Then the two youth allegedly shot them with a country-made revolver and later hacked them with swords. They all died on the spot. Rahmat, a steel fabricator, had lodged a report with Kotwali police.
