Arrest warrant against NSUI chief

A court here has issued warrant of arrest against Kewal Singh Pathania, president of the NSUI, in a case of forgery and tampering with certificate of his birth for seeking admission with the Department of Law at the HP university.

The warrant has been issued due to non-appearance in the court. The case was registered on the basis of a complaint lodged by Mr Dharam Singh in 1999 with Boileau Ganj police station.

The complainant had alleged that Pathania submitted forged birth certificate to seek admission.

The complainant also alleged that Mr Pathania, who passed matriculation in 1985 committed forgery, tampered with his matriculation certificate and changed the date of birth from October 12, 1969, mentioned in H.P. Board of School Education record to October 12, 1971 on the basis of which he sought admission in LL.B course in 1994-1997.

The complaint further said that there was upper age limit for admission to the LL.B course. The accused thus deprived a genuine candidate of admission, the complaint alleged.

After this complaint, a case was registered under Sections 468 and 471 of the Indian Penal Code.

Lower stamp duty sought

The Real Estate Developers Association of India wants rationalisation of the high stamp duty in Himachal Pradesh to encourage private builders and check underevaluation of property.

Stating this while launching a group housing scheme, Mr Ajay Goel, managing director, Goel Buildwell, the only private sector builder in the state associated with the Confederation of Real Estate Developers of India, said the stamp duty on registration was 16 per cent, which was too high for the hill people, who had limited resources for acquiring a house. The cost of residential flats was high in the hills and the high rate of stamp duty discouraged the local people, who needed residential houses the most.

The government should also put a mechanism in place to provide various clearances and approval of building plans to private colonisers in a time-bound manner. This was essential to keep down the cost of houses.

Giving details of the scheme, he said the residential and shopping complex to be built near Parimahal here would use modern technology and have facilities like garbage chutes, Degasu curing to protect the structure from moisture, two-way geyser switches, rainwater storage tank, recreation facility and security. The flats, ranging from one room set priced at Rs 2.89 lakh to three-bedroom set costing Rs 11.50 lakh, would cater to the need of the poor as well as the upper middle class. The company would provide a 15 per cent rebate to those who could pay the entire cost in one go.

There were two different interest-free payment plans for those who wanted to pay in monthly instalments. He claimed that the instalments would be almost equal to the monthly rent one had to pay for a hired house.

Rural uplift schemes to benefit groups

The Himachal government has launched several schemes to speed up rural development and provide impetus to poverty alleviation programme.

Under the revised policy the focus of these programmes has been shifted from individual beneficiary to clusters. An amount of Rs 76.35 crore had been advanced as loan besides a subsidy of Rs 19.95 crore, to 31,815 poor families under the “Swaran Jayanti Gram Rozgaar Yojana”. Besides, 1196 self help groups have also been assisted under this scheme, which has gone a long way in improving the skills of the poor through an in-built technology.

Under the “Jawahar Gram Samridhi Yojana” 1.31 crore mandays have been generated and Rs 110.79 crore spent for creating rural infrastructure.

As many as 12,806 houses have been constructed by providing financial assistance of Rs 28.17 crore under the “Indira Awas Yojana”. Apart from this, a subsidy of Rs 53.45 lakh has been disbursed for construction of 395 houses under credit-cum-subsidy rural housing scheme in the state during the past four years. A sum of Rs 9.95 crore has been given as subsidy to rural people for the construction of 34,364 rural latrines under the rural sanitation and restructured central sanitation programmes.

A Rs 12.71 crore scheme for the installation of hydrams in the state and Rs 8.40 crore Gold Mines project to executed by the District Rural Development Agency, Bilaspur, has been launched to take up activities like sericulture, mushroom cultivation and floriculture. A sum of Rs 9.14 crore has been sanctioned by the Central government under the project marketing of rural goods for the construction of 51 Himachal Gramin Bhandars. A Rs 8.87 crore Milch Live Stock Project has also been sanctioned to increase milk production in Solan district alone. At least 100 hydrams will be installed in Shimla and Kulu districts by the year 2003 under the Wastelands and Marginal Land Development Project. The state government has got sanctioned from the Centre, 18 integrated wastelands development projects. Involving the expenditure of Rs 100.63 crore. Under these projects 299 watersheds covering 1,17,839 hectares of land will be taken up for development. So far Rs 1230.35 lakh has been spent for to cover 18,457 hectares of land.

Under Drought Area Programme eight projects with a cost of Rs 37.30 crore have been sanctioned by the Government of India to help cover an area of 64,994 hectares under 130 watersheds. An amount of Rs 652.66 lakh has been spent so far, covering 13,572 hectares of land during past four years.

Similarly, five Desert Development Projects, with cost of Rs 58.50 crore have also been sanctioned. In all 203 watersheds covering an area of 1,01,500 hectares of land have been taken up for development.

To speed up development at the grassroot level panchayats have been empowered. These can now formulate need-based development plans. The construction and maintenance of rural areas assets are also being given to panchayats for proper maintenance.

He was addressing a gathering at Bharthian village today.

Earlier, he dedicated to the people a water conservation and land preservation scheme costing about Rs 8.29 crore. An area of 7,246 hectares would be brought under green cover through this project, which would be run by the locals themselves with the help of the Department of Agriculture.

The Chief Minister said about 80 per cent of the total cultivable land was unirrigated and rain fed. The emphasis of the state government was to popularise agricultural practices of growing cash crops such as off-season vegetables, vegetables seeds, seed potato, tea and ginger. Efforts were also on to increase cereal production by providing improved and hybrid varieties of seeds to the farmers at subsidised rates.

The state government’s endeavour was to ensure the economic uplift of the farming community through higher productivity, better quality of seed and crop diversification, he said.

The Chief Minister said there had been an increase in the outlay under the state plan from Rs 59.67 crore in 1997-98 to Rs 113 crore in 2001-2002.

NAHAN: Mr Dhumal lashed out at former Chief Minister Virbhadra Singh yesterday and said he had launched a campaign of ‘lies’ to misguide the people of the state on the performance of the state government.

The Chief Minister was speaking at the closing ceremony of Dr Y. S. Parmar Smarak Sports Mela at Haripurdhar in Sirmaur district.

Mr Dhumal gave comparative development figures of four years of his and the previous governments. He refuted the charges levelled by the former Chief Minister on Friday at a rally at the same venue.

Scheme changes village fortune

Satiwala village in Nahan tehsil of Sirmaur district is on the brink of Nahan: transformation to prosperity following supply of water through a scheme drawn up by the Agriculture Department.

The scheme, with an investment of Rs 17.52 lakh, is planned to irrigate 26 hectares of village land. Funds for this scheme have been raised by NABARD.

Dr P.L. Sharma, head of the soil conservation unit of the department, surveyed the area three years back and mobilised farmers to participate in the scheme. Krishak Vikas Sangh, involving every aspect of the scheme right from conception to operation & maintenance, was formed in the village.

Dr Sharma said a former vice-pradhan, Fakeer Chand, took great interest in the project which ensured better coordination. Constant interaction with the villagers cleared their doubts about the scheme.

Fakir Chand said initially people feared land mortgage but subsequent visits of high officials cleared doubts. Allocation of funds was the responsibility of Ms Vishnu Kanta, treasurer of Krishak Vikas Sangh. She is happy at the importance being given to women in developmental works. She keeps the strict control over funds.

Local persons are involved in purchase of material and payments made by Krishak Vikas Sangh. The scheme has also ensured people’s participation by way of shramdan.

Mr Bali Ram, Joint Secretary of Sangh, said water would be provided to every farmer keeping in view their requirement and tariff would be levied accordingly. The tariff so collected would be spent on repair and maintenance of the project.

This project is an example of public participation in development work. A nondescript village of Nahan tehsil has come in the limelight due to public participation in development.

Accusing the neighbouring countries of abetting terrorism in India, Union Minister for Youth Services and Sports Uma Bharati today said more than the state government, it was the people of Gujarat who could play a crucial role in restoring communal harmony there.

She was speaking after laying the foundation stone for a Rs 1.38 crore swimming pool and a boating lake at Saurabh Van Vihar at Palampur today. “Our neighbours do not miss any opportunity to paint an adverse picture of the happenings in India. So I appeal to the people of Gujarat to shun fanaticism as it is not the solution for restoring communal harmony and peace in the state,” she opined.

Without naming Pakistan, she said our neighbours had been abetting cross-border terrorism, leading to the killing of innocent people. “Seeing India emerge as a major world power, there are many who are jealous and exaggerate even the smallest incidents to gain sympathy of the international community,” she stated. Within the next 10 years, India would make great strides in all fields and it was the youth of the nation who must shoulder the responsibility of leading India on the path of development and prosperity, she emphasised.

The Union Minister assured all help to Himachal for promotion of sports in the state and training of young talent. “I hope that Indian sportsmen will win a gold at the Olympics and if this feat is achieved by someone from Himachal, it will be a matter of great pride.”

She paid tributes to Lt Saurabh Kalia who made the supreme sacrifice of his life during the Kargil conflict. The nation would always remember his sacrifice, she said. It is in the memory of Lt Kalia, who hailed from Palampur, that Saurabh Van Vihar is being set up. The international-level swimming pool will have eight lanes and a solar water heating system. The Union Minister later drove to Dharamsala to lay the foundation stone of an indoor stadium near the Sports Authority of India (SAI) complex.

Speaking on the occasion, Union Minister for Consumer Affairs Shanta Kumar said Lt Kalia had brought honour to Himachal by exhibiting exemplary courage in fighting infiltrators in Kargil. He announced that the Nursing College to be opened at the Vivekanand Medical Institute at Palampur, would be named after Lt Kalia whose parents had already donated Rs 10 lakh for the noble cause.

Minister of State for Youth Welfare and Sports Praveen Sharma thanked the Centre for granting a sum of Rs 11.60 crore during the past one year for the construction of indoor stadia at various places in Himachal. Minister for Forest Roop Singh Thakur was also present.

The local Congress legislator from Palampur, Mr B.B.L. Butail , who came to attend the function, walked out midway after the two ministers, Mr Thakur and Mr Sharma, ignored him and did not even take his name in their address.

However, Mr Shanta Kumar mentioned Mr Butail’s name even though he had already left the venue of the function.

Youth Cong urges MPs to declare assets

Mr Sukhwinder Singh, President of the state youth congress, has urged all legislators and members of Parliament to declare their assets within a week to uphold the spirit of the Supreme Court verdict on the criminalisation of politics.

Addressing a press conference here today he said the judgement of the apex court had vindicated the stand of his organisation, which had been demanding that elected members should make public their assets and had been repeatedly urging the BJP to fulfil its election promise in this regard. The sitting representatives, particularly those of the ruling BJP, should act fast to declare their assets.

He said the BJP had paid the price in the Municipal Corporation election for compromising with the issue of corruption, which was its main election plank. The party had failed to take any concrete action in the health scam and various other scandals. While three Directors of Health were arrested in connection

with the multi-crore health scam, no action was taken against the ministers concerned. The kin of some ministers, who were found involved in scandles, were let off, he added.

The BJP’s voteshare had plunged to its lowest level. On the other hand the Congress achieved a major success by making a dent in the cadre- based traditional vote bank of the BJP.

Draughtsmen get SC reprieve

The Supreme Court has clarified that “staying of contempt proceedings does not debar the appropriate authority to take any action in accordance with the judgement of the High Court, which will be subject to the final decision of this court”.

Releasing a copy of the order to mediapersons here today Himachal Pradesh Draughtsmen Association president Ram Singh said this clarification was made by the Supreme Court after the association pleaded that Himachal High Court benefiting trained draughtsmen had been “stayed” by the Supreme Court, whereas the latter had actually only stayed the hearing on a contempt petition submitted by the association.

Mr Ram Singh said following this order, a number of qualified draughtsmen would automatically get their due promotion blocked earlier by the PWD.

Telia’ hits mango crop

Mango hopper, a dreaded wasp locally called, ‘Telia’ has hit the mango crop in Nurpur and Jawali subdivisions. According to an official estimate about 30 per cent of the mango crop has been damaged.

Even after three to four sprays of insecticides the wasp refuses to surrender. The crop in some parts of Nurpur and Indora belts has also been hit by ‘powdery mildew, a fungal infection.

Dr G.S. Sood, Associate Director, Regional Research Station, says mango hopper can be contained with manocrotophos and powdery mildew with bavistin.

He admitted that about 10 per cent of the crop had been affected by these diseases.

Woman rescues husband

Ms Kamla, wife of the president of Panoh Gram Panchayat, Mr Rajender Singh Chandel, rescued her husband from three youths, with one of them attacking him with a “khukhri (large knife) near Panoh village, 12 km from here, last night.

According to reports here today, Rajender Singh was returning from a marriage on his scooter with his wife and daughter when three youths accosted them and pounced upon Rajender Singh but Ms Kamla pushed away the youth from her husband. She, however, sustained injuries in the process.

Legal cell for poor litigants

The Research and Welfare Organisation, a non-government society, has set up a legal cell to provide free legal aid to poor litigants in the state.

The organisation which has been fighting against the violation of human rights and striving to provide social justice to weaker sections, particularly the downtrodden and women, has enlisted 17 advocates in the cell.

Mr Sanjay Thakur, president of the Research and Welfare Organisation, said the required steps would be taken to highlight and tackle the problems and needs of the underprivileged sections of the society.

Besides thousands of “Ram Bhakts”, about 700 sadhus and dharmacharyas and over 600 non-resident Indians have arrived in the town to attend the nine-day-long discourse.
