RLD backs BJP, BSP tie-up

New Delhi, April 19
Extending support to the move by the BJP and the BSP to form a coalition government in Uttar Pradesh, NDA coalition partner Rashtriya Lok Dal (RLD) said today the state could not have a government without going in for such a “compromise”.

“Unless the parties who fought against each other reach some sort of compromise, there can be no government in the state. This is the reality of the mandate in Uttar Pradesh,” party leader and Union Agriculture Minister Ajit Singh said.

He said this was the only solution after the kind of mandate which emerged in Uttar Pradesh.

Meanwhile, the much-awaited BSP and the BJP alliance government in Uttar Pradesh is expected to be formed next week, BJP state unit President Kalraj Mishra indicated today.

The formation of the government would only take place after a formal decision was taken by the BJP’s Parliamentary Board when it met early next week, he told reporters here after his return from New Delhi this morning.

Mr Mishra, who attended the meeting in connection with the government formation in the state at the Prime Minister’s residence yesterday, said as the party did not want to force another elections in the state, it had been decided unanimously to review the situation to end the political stalemate in the state.

“Yesterday’s meeting took stock of the present political situation in the state and it was decided that the decision of government formation or any other alternative would be reconsidered by the parliamentary board,” he said.

“The meeting of the board could have been called earlier but as party President K. Jana Krishnamurthi is out of Delhi, the meeting had to be postponed until next week,” he said.

Mr Mishra declined to comment on whether the state leaders had opposed the proposed alliance. “I cannot disclose what the leaders said at the meeting,” he said.

To a query whether the NDA partners were annoyed with the alliance, the BJP state president said: “They too have supported the BJP-BSP alliance and are ready to participate in the government”.

“We will meet the NDA partners after the BJP’s Parliamentary Board meeting to discuss the strategy and other issues for the government,” he said, adding that the BJP would only go ahead in government formation with the NDA partners.

Asked if the BJP would benefit by the alliance, Mr Mishra said: “Everyone knows that the alliance would be a ‘political compulsion’ and who would be benefited and who will lose could be ascertained only in the future.”

He said the talks between the BJP-BSP alliance in the state was taken up by the central leadership a few days ago and the state leaders were consulted on the issue only yesterday.

When the Samajwadi Party, the largest party to emerge after the elections, was unable to form the government in the state and President’s rule was imposed, it was their duty to save the state from political instability, he said.

He said Parliament has to ratify within two months the President’s rule imposed on March 8. Accordingly, parliamentary approval had to be given before May 8 for the continuation of President’s rule. “I hope there will be no need to ratify President’s rule as a new government is expected to take over soon,” he said. Return land, SC tells Shekhar

Two days after the gala celebration of his 75th birthday, the Supreme Court today directed a trust headed by former Prime Minister Chandrashekhar to hand over a sprawling 51-acre of land around his famous ashram on the outskirts of the Capital to the Haryana Government within two months.

GraphicImposing a cost of Rs 25,000 on the Bharat Yatra Kendra Trust for illegally occupying village land and directing the government to take back the land, a Bench comprising Mr Justice R.P. Sethi and Mr Justice K.G. Balakrishanan criticised the roles of Mr Chandrashekhar, Haryana Government and the Bhondsi village panchayat.

“The manner in which the gram panchayat and the state government have dealt with the matter shows that they were overshadowed by the towering personality of Chandrashekhar, chairman of the trust,” it said, delivering its verdict in the PIL petition, alleging irregularities in the manner in which gifts were made to the trust.

Mr Justice Sethi, writing the judgement for the Bench, said: “His giant stature, hovering over the office-bearers of the gram panchayat and officials of the state government appears to have factually immobilised them in the discharge of their duties which resulted in their succumbing to the heavy weight of the influential respondent.”

Mr Justice Sethi said: The land, which was intended to be used for the Scheduled Castes and Backward Classes, admittedly the oppressed section of society, apparently appears to have been usurped by the trust under the shadow of the politically influential personality and stature of its chairman.”
