Prime land encroached upon Jhajjar, September 7 The land, estimated to cost more than Rs 2 crore, originally belonged to the Ministry of Defence. Later, the Delhi Milk Scheme took the land on lease for 99 years to open a milk chilling plant which got defunct after some years. The land had since been used by members of a tempo union as a tempo stand. On the night of August 25, members of a committee of the local Sir Chhotu Ram Dharamshala, which is situated along the side of this land, allegedly raised the 8-ft boundary. Sources said the foundation stone of the wall was laid by the local INLD MLA Mr Nafe Singh Rathee. They also put a hoarding on the land bearing the name of the dharamshala. Mr Uday Singh Mann, patron of the dharamshala, the secretary and other members of the committee admitted to having raised the boundary wall. Denying the involvement of the local MLA in the whole affair, they justified the encroachment saying that the dharamshala intended to construct an old-age home, a dispensary and a park on this land in the public interests. They said they were hopeful of possessing the land legally after completing the procedural formalities, and the state government and the DMS had been contacted in this regard. The sources said the Chief Minister, Mr Om Prakash Chautala had given the go-ahead to the dharamshala committee at a function organised by it this year for the acquisition of the land. DMS officials reached the spot the next day of raising the wall and put their own hoarding. They also deleted the name of the dharmshala painted on the gate and posted four security guards there. On condition of anonymity, a top functionary of the DMS, talking to this correspondent over the telephone from his office in Delhi, alleged that the local MLA, along with his henchmen were trying to grab the land in the name of the Dharamshala. He said when he, along with his staff, went to regain possession of the land, some unidentified persons clashed with them. He alleged that the police refused to lodge an FIR. He said the DMS had written the complaint letters to the Chief Secretary, Haryana, the Deputy Commissioner and the Superintendent of Police, Jhajjar, and the SDM at Bahadurgarh. The SP, admitted to having received the letter saying that he had sent it to the DSP at Bahadurgarh for further inquiry. |
UP paddy expected in
Haryana Chandigarh, September 7 Claiming that there would not be any problem in procurement of paddy this season, the sources, however, said that the scenario was grim for the FCI. The FCI has 13 to 14 per cent interest payment liability on the around Rs 1700 crore borrowed for procurement, deficit states turning surplus, reducing chances of lifting of stocks and over 16.5 per cent tax payment to the state. They said that the Haryana Government expected 35 lakh metric tonnes of arrivals in the mandis out of a bumper crop of 41 metric tonnes. Also rice yield from paddy would be higher this time due to favourable weather. The FCI was requested by the Haryana Government to procure 30 per cent of arrivals but it agreed on 20 per cent, they said. The rest would be procured by Hafed, Food and Supplies Department, Haryana Agro Industries, Confed and Haryana Warehousing Corporation. The FCI and state’s procurement agencies have a capacity of 48 metric tonnes. But 17 tonne is already occupied due to previous stocks and with around 2.5 to 3 lakh metric tonnes of lifting per month, the space is not enough for storage of all rice stock. Covered Plinth (CAP) stores would be utilised for additional capacity. The FCI had made arrangement for 8 metric tonnes of additional covered storage this season, they said. The state government has identified 228 mandis for procurement operations. It is likely to identify centres for FCI operations in a couple of days. The last year, it had 81 centres for operations. The corporation has called a meeting of field officers on Monday for procurement. The sources said that deficit states in wheat and rice like Bihar, Delhi, Himachal Pradesh and Rajasthan and Chandigarh had all shown procurement, reflecting that they had surplus. They said millers or private agencies would not buy much of this crop because the price in the market was not favourable and last year’s relaxation of 64 per cent yield of rice from paddy would not be available this time. |
South Haryanvis a disillusioned
lot Gurgaon, September 7 Cashing in on the resentment among residents of Gurgaon, Faridabad, Rewari and Mahendragarh districts, falling in South Haryana, the Dakshini Haryana Vikas Parishad, a social organisation, convened a meeting of the residents from the area to discuss ways for the development of the region. The option of floating a new political outfit was also considered. Circulating the agenda paper to newspersons here yesterday, convener of the parishad, Mr Ramanand Yadav, said the organisation had taken the lead on the issue after getting a positive response from people of the four districts. Mr Yadav is considered to be associated with the Samajwadi Party and former Chief Minister of Uttar Pradesh, Mr Mulayam Singh Yadav. The other points on the agenda posed the question whether the development of South Haryana was possible without having a local as the Chief Minister. Whether it was possible for the present political set-up to bring water through the Satlej-Yamuna Link (SYL) canal project was also discussed. It was felt that elected representatives from the area had failed to espouse the cause of their constituencies. They said Mr Om Prakash Chautala, Mr Bansi Lal and Mr Bhajan Lal had all been tested by the people and they had failed to fulfil their promises. They had only promoted their family members, and promoted caste-based politics, they alleged. Mr Ramanand Yadav denied that the meeting was held at the behest of the Samajwadi Party. |
Rise in HIV cases Sirsa, September 7 According to an NGO running the Shiv Shakti Blood Bank, there were five HIV positive cases detected out of 3,009 units of blood tested till August last year. Since then there have been 15 such cases out of the 4,373 units of blood collected. The data reveals that the ratio of HIV positive cases which was 1 against 650 last year, dropped to 1 against 300. More shocking is the fact that most of the cases has been detected in blood donated by “awakened and healthy persons.” |
Child killed in roof collapse Ambala, September 7 The incident took place at about 7.30 p.m. at Gali
Alamgir, Sarafa Bazar in Ambala City, when the roof of a single-storeyed house collapsed.
Arti, a three-year-old girl, was killed in the roof collapse. Two brothers were living in the about five-decade old house along with their families. The five children and
Sunita, the wife of one of the brothers, were inside the house when the roof collapsed over them. The children, who are in the age group of 3 to 10 years, were buried under the debris. Neighbours on hearing the loud sound and cries of the injured rushed to their house to help in rescue operation. Six of them were taken to the Civil Hospital, Ambala City. Three of the children,
Rahul, Sahil and Abhi, who are in a serious condition have been referred to the
PGI, Chandigarh. A visit to the spot revealed that the roof over one room had collapsed and there was a large gaping hole. Deputy Commissioner,
D.D. Gautam and Superintendent of Police, Sandeep Khirwar visited the Civil Hospital. Incidentally, a few weeks back, three persons had been killed in a roof collapse in Jind House, Ambala City. |

On August 25, Mr Rathore had moved an application seeking exemption from personal appearance on medical ground. While allowing the application, Mr Dhanjal said effort should be made not to file such applications. The CBI had filed a charge-sheet in the Ruchika a molestating case against Mr Rathore in this court in November last. It had also filed an application with the court for condoning the delay in filing the challan in the court. Another suspect arrested in murder
case
Kaithal, September 7 The police claimed to have recovered two pistols and nine cartridges on the information provided by the suspect. Earlier, Rajinder Bachi of Kithana and Vijayander of Badhana in Jind district had got police remand. The SP, Mr A.S.Chawla, told mediapersons here today that Dayanand, son of Nafe Singh of Kithana, owed Rs 25,000 to the commission agent Om Parkash and at a panchayat meeting had agreed to pay the amount. However, he did not pay it. Dayanand presently lodged in Hisar jail talked to Satbir Jhabbal who asked him to demand Rs 5 lakh from the agent and asked him to arrange some men to eliminate the agent if he failed to give the money. When the extortionist failed to get the money, the murder was allegedly planned and Vijayender and Manoj, who were still absconding, shot the agent when he was sitting outside his shop. The third suspect, Rajinder Bachi, had kept the motorcycle ready to help the assailants flee. The SP said police parties had been sent to nab
Manoj. Jhabbal and his other accomplices were facing trials for their alleged involvement in murder, lootings, extortion etc, he added. |

youth busted, 3 arrested Kaithal, September 7 On information from the parents of boys who were allegedly cheated by the three men from Jammu, the police team led by the SDPO (Border), Mr Shiv Kumar, caught them red-handed while accepting the gratification. The three have been identified as Surinder Kumar, Hatish Behl and Ganesh Dutt. Huge amount of cash was recovered from their possession. According to the police, the trio mainly used to target the unemployed and uneducated youth. With their glib talking, the trio used to convince the unsuspecting simpletons that they would get them recruited to the CRPF, the BSF and the Army. They used to demand a payment of about Rs 60,000 as gratification. |
Cops thwart bid to escape,
honoured Kaithal, September 7 Karan Singh, ASI, Raghubir Singh, Ashok Kumar, constables and Prem Singh, were given certificates and cash sum. They thwarted Teja’s attempt to escape from the police custody when he was brought here from the Jind jail to appear in the court of Additional Sessions Judge J.R. Chauhan. Teja’s brother, Azad Singh, attempted to get him freed. However, the police party accompanying him thwarted the attempt. In the scuffle that ensued two constables, Teja and Azad Singh were injured. They were later taken to the local general hospital. After treatment and medical examination, Azad Singh, was taken to the city police station where he hit his head against the wall allegedly to prove that his injuries were not properly recorded in the medico-legal report. The police, which had earlier registered a case under Sections 224, 225, 186, 332 and 353, IPC, later registered a case under Section 309 of the IPC, (attempt to suicide) against Azad Singh. Teja has been facing trial in at least 25 criminal cases including murder, dacoity and looting. He had earlier escaped from a Rajasthan jail also. |
Uniform implementation of PNDT Act sought Ambala, September 7 Taking a serious note of an IMA member of Palwal who was allegedly involved in sex determination tests, a decision has been taken to launch a major public awareness campaign and form district-level committees which would help tackle the issue. The president of the IMA, Haryana, Dr D.S. Jaspal, told Chandigarh Tribune that there was a need for a uniform policy regarding the implementation of the PNDT Act. “We are going to launch a public awareness campaign and we will be inviting people from different walks of life, including religious leaders, NGOs and women’s organisation in the campaign,” he said. He said the process of formation of district-level committees is already on. “Strict directions have been issued to all members that they must not be involved in sex determination tests,” he said. “We want that eventually Haryana must strive to become a state in which there is an equally balanced sex ratio,” he added. The Pre-Natal Diagnostic Techniques (Regulation and Prevention of Misuse) Act, 1994, states “an act to provide for the regulation of the use of pre-natal diagnostic techniques for the purpose of detecting genetic or metabolic disorders or chromosomal abnormalities or certain congenital malformations of sex-linked disorders and for the prevention of he misuse of such techniques for the purpose of pre-natal sex determination leading to female foeticide, and for matters connected there with or incidental thereto”. Under the PNDT Act, “pre natal diagnostic test” means ultrasonography or any test or analysis of amniotic fluid, chorionic villi, blood or any tissue of a pregnant woman conducted to detect genetic or metabolic disorders or chromosomal abnormalities or congenital anomalies or sex-linked diseases. In a recent letter to the Director-General, Health Services, Haryana, on the registration of ultrasound machines, IMA, Haryana, has stated, “we have objections to your orders to deposit Rs 3,000 as registration fees. There are no such directions in the orders of the Honourable Supreme Court.” The IMA Haryana, has demanded that directions should be issued to all Chief Medical Officers in Haryana to register ultrasound machines without registration fees. It has also sought that a meeting of the State Advisory Committee be convened so that a uniform policy is followed in the state and “we are able to remove the menace of sex determination tests in Haryana.” |

walk out of meeting Ambala, September 7 Talking to newspersons, Mr Hira Lal Yadav said they walked out of the meeting to protest against the way in which the special meeting had been called for implementation of the new house tax policy. “The special meeting had not been called according to the rules. Information should have reached the municipal councillors at least 48 hours before the meeting” he said. |

MoU Chandigarh, September 7 The Vice-Chancellor of Kurukshetra University, Mr R.S. Chaudhary, and Pro-VC, Prof T.N. Norman Palmer, of Australian University, signed the MoU in the presence of Haryana Chief Minister, Om Prakash Chautala and Education Minister, Bahadur Singh here. The two universities will undertake collaborative programmes in the areas of undergraduate and postgraduate education, staff and student exchange, joint research, participation and organisation of academic and technical meetings. Two MDU students hurt in clash Rohtak, September 7 The injured, Naveen and Vikram, have been admitted to hospital. According to sources, two groups of the department had an altercation over a trivial issue at the university campus. Naveen and Vikram were allegedly beaten up with hockey sticks by the rival group. The local Civil Lines police has registered a case under relevant Sections of the IPC against four students-Sameer, Ashok, Vikram and Kala. There were, however, no reports of arrest.

unidentified person was run over by a train near the NIT railway
station last night. The police has also booked five members of a

death of a married woman. The victim’s kin have alleged that she was
