Transborder smugglers helping ultras: SSP

Jammu, September 2
Transborder smugglers are acting as guides to militants for infiltration into Jammu areas via the Line of Control and International Border (IB), a senior police official has said.

These smugglers also help militants to find temporary shelters, commit acts of sabotage and then return to Pakistan, the Senior Superintendent of Police (SSP), Jammu, R.R. Swain, told mediapersons here last night.

He said since Pakistan’s Inter-Service Intelligence (ISI) had not been able to find encouraging results from locals here, they had changed their modus operandi and started sending militants directly from Pakistan.

Besides, militants from the hinterland, like the Kashmir valley and Doda district, were continuously trying to create hideouts and then with the help of harbourers, indulging in violence.

Admitting that there had been an increase in militancy-related crime in Jammu district, Mr Swain said during the past three months ending August, six militancy-related incidents, including the one at the railway station, had taken place in the district.

Eight militants were killed by the police in various encounters in the incidents, three of them arrested and a huge quantity of arms, ammunition and explosives seized. The seizures included five AK rifles with 20 magazines and 617 rounds, nine pistols with 16 magazines and 32 rounds, three rocket launchers, 19 hand grenades, 24 rifle grenades, 14 time pencil bombs, two grenade launchers 10.50 kg of RDX and 10 detonators.

The SSP said various steps had been taken here to contain militancy in the winter Capital. These include mobile patrolling in the city during vulnerable hours, further strengthening of nakas around the city and main roads and deployment of flying squads with modern equipment to repulse ‘fidayeen’ (suicide) attacks.

He said various voluntary organisations like the Civil Defence and Young Blood Organisation had been involved in preventive policing and their checking at nakas had yielded positive results. The owners/managers of various hotels, inns had been directed to get identity of their customers ascertained so that no militant got shelter or caused any act of sabotage.

Besides, better coordination and cooperation with sister organisations, including army and paramilitary forces, was being maintained, he added.

The SSP said some priority programmes being pursued were improvement of police-public relations, further strengthening of village defence committees by providing them better weaponry and effective communication system and developing and building up image of police as secular and impartial for dispensing justice.
