Oppn leaders to submit memo to Governor

Nearly 12 leaders of different political parties of Haryana and representing 22 such former ministers, MLAs and Chairmen, allegedly implicated in false cases, held a press conference at P.W.D. Rest House at Pipli, 5 km from here today. They told reporters that they had decided to submit a memorandum to Haryana Governor, Babu Parmanand at Raj Bhavan, Chandigarh on July 24 demanding withdrawal of the false cases registered against them, because Mr Om Prakash Chautala, with the help of his corrupt police and other officials, was implicating his political rivals in false cases.

They said that before getting busy with the visit of General Pervez Musharraf the Vajpayee Government had shown concern for the happening in Tamil Nadu and an N.D.A. committee headed by George Fernandes was sent to Tamil Nadu and he was quick to give his findings and suggested dismissal of the Jayalalitha Government for the arrest of Mr Karunanidhi and two entral Ministers.

They alleged that Vajpayee Government was working under political compulsions as his government was getting the support of five MPs of Mr Chautala.

They alleged that in Haryana under Mr Chautala everyday there were murders, land grabbing, kidnappings and looting of banks, industrialists and businessmen. Sand mafia and stone mafia were operating in a big way. Criminals were given political patronage.

They also alleged that Mr Chautala was implicating political rivals in false cases so that they could not raise voice against the government.

They further said all these illegal activities of Mr Chautala were to browbeat opponents and frighten his dissatisfied MLAs.

On the working of Haryana police a former Haryana Minister, Mr Tejinder Pal Mann, against whom over 20 cases had been registered, alleged that the corrupt Haryana police officials got into the houses of the political opponents in the middle of the night with hundreds of cops and pulled out political opponents of Mr Chautala from their bedrooms. In many of the cases, FIRs were written after the arrests. In jail also the senior jail officials misbehaved with the political opponents of Mr Chautala. The administration was hard on those who exposed Mr Chautala and is family for their corruption, illegal activities and his style of functioning.

Mr Mann observed that the police acted within minutes and the judicial system took its time to grant relief. Police officials, everready to please Mr Chautala, misbehaved and assaulted respectable political persons, he added.

He demanded CBI inquiry into lawlessness in Haryana and punishment for erring police officials.

Opposing installation of electronic power electricity meters in Haryana, a former Haryana Agriculture Minister, Mr Karan Dalal, alleged these meters had been purchased with ulterior motive and money had changed hands in their purchase. Crores of rupees had been made by henchmen of Mr Chautala during the purchase of paddy and wheat, Mr Dalal alleged. Mr Chautala had made a scheme to sell prime Haryana Government property, he alleged.

Mr Dalal further alleged that Mr Chautala and his family members were busy in converting black money into white money through the Devi Lal Trust, created recently as black money received from the purchase of electronic meters, was being deposited with this trust. Money collected from village panchayats in Haryana as donation to pay to the Fijji Prime Minister, had not been handed over to Fijji Prime Minister so far and where had that money gone, Mr Dalal questioned.

To a question, Mr Dalal said that “although, Mr Chautala is acting revengefully against his political opponents, yet, when we come to power, we will not implicate Mr Chautala and his family members by registering false cases against them, but will get registered the real cases against them for their wrongdoings during their present regime.”

The Haryana Krishak Samaj, President and MP, Mr Shamsher Singh Surjewala, said that terrorism, loot and corruption were rife while law and order situation in Haryana was deteriorating day by day. He said that all human rights including that of speech and trade had been trampled and traders were overburdened by taxes. All criminals were out today to create terror. They would be used in Punjab elections and later on the criminals from Punjab would come to Haryana to capture elections.

Mr Surjewala claimed that Mr Chautala would see defeat in near future because implicating his political opponents would culminate as Meham episode was a culmination during Mr Chautala’s defeat in the past. Among those who attended the press conference included former Deputy Speaker Haryana Vidhan Sabha, Mr Ved Pal, former Speaker Haryana Vidhan Sabha, Mr H.S. Chattha, Mr Jagdish Singh Malik and Mr Rajiv Jain.

Haryana Cong seeks special House session

The faction-ridden Congress in Haryana seemed united today with state unit President Bhupinder Singh Hooda and state Congress Legislature Party (CLP) leader Bhajan Lal demanding a special session of the state Assembly to discuss the prevailing law and order situation in the state.

Talking to newspersons here, former Haryana Chief Minister Bhajan Lal expressed concern over the deteriorating law and order situation in the state. He alleged that there was a nexus between ruling Indian National Lok Dal (INDL) party leaders and criminals, who had been collecting money by resorting to extortion, theft, robbery and dacoity.

Under these circumstances, Mr Bhajan Lal said, it was necessary to convene a special session of the state Assembly to discuss the prevailing situation and evolve an effective strategy to enforce the rule of law in the state.

Mr Bhajan Lal extended full support to the multi-phased plan of agitation against the Chautala government announced by Mr Hooda at the “Lalkar rally” at Panipat on May 20.

“The government which has failed in its prime duty of protecting the life and property of people has no right to govern even for a minute”, Mr Bhajan Lal said.

Mr Hooda, while echoing similar views on the law and order situation prevailing in the state, said the Congress would urge the Governor to convene a special session of the state Assembly in view of the prevailing “lawlessness” in Haryana. UNI

Gujjars’ threat to gherao Parliament

If the Prime Minister did not clarify about the rotational change of the reserved Assembly and Lok Sabha constituencies, which is the main demand of the Gujjar Maha Samaj at least one community members will gherao Parliament on July 23.

This was stated by the National unit president of the All-India Gujjar Maha Samaj and General Secretary Congress Vidhan Mandal Uttar Pradesh, Malook Naagar, to mediapersons here today.

Mr Naagar alleged that 35 to 40 parliamentary constituencies and more than 450 Assembly constituencies in different states which are dominated by Gujjar population, had been reserved for Scheduled Castes and Scheduled Tribes.

The samaj was hopeful that this year as scheduled earlier, the reservation would be rotated in other constituencies.

Mr Naagar said at a mahasammelan of the samaj which was organised on June 23-24 this year a three point resolution was adopted which sought rotational change of reserved constituencies, establishment of Gujjar regiment in the Army and reservation in government services on the basis of caste population.

The Gujjar Maha Samaj had submitted a memorandum to Prime Minister Atal Behari Vajpayee in this respect but no response had been received.

Former MLA Roshan Lal Arya and many other leaders of Gujjar Samaj from Haryana were also present at the press conference.

BSNL leaves ISDN seekers high & dry

Despite announcements by the Bharat Sanchar Nigam Limited (BSNL) for ISDN connections to the actual users of Panipat, hardly any connection has been provided in a year’s period.

Staff of BSNL is not fully conversant with how to operate the system and therefore prospective subscribers at large are the worst sufferers. Even for the registration, which is not being done here in Panipat, subscribers have to go to Ambala to register themselves for Internet connections with ISDN facility.

What to talk of ISDN connection even the local telephone facilities have not been properly provided by the BSNL authorities to the students of NC Engineering College, Principal Dr B.L. Sharma alleged and added that in the absence of ISDN connections, the students are deprived of Internet connections.

Dr Sharma told this correspondent that even though both the present DGMs at Panipat and Karnal were his students in Regional Engineering College, Kurukshetra, yet they were not of any help in this connection. Previously it was suggested that a 10-line cable should be laid exclusively for college, but the department did not bother to do so, the Principal alleged.

Regarding telephone lines, which are working according to their sweet will, the Principal also alleged that out of three telephone connections only one or two were in working order and some times all lines go dead.

Armed youths loot bus passengers

Rewari, July 15
Several armed youths looted passengers of a Rajasthan Roadways bus near Naichana village, about 10 km from here, on Thursday night.

They decamped with booty comprising cash, ornaments and valuables worth several lakhs.

The Ajmer-bound bus, coming from Delhi, stopped at a dhaba on the national highway near Kasaula Chowk here from where the youths boarded it.

At a level crossing near Rudh village, one of the youths forced the bus driver to vacate his seat at gunpoint and himself drove it to a deserted spot near Naichana village.

The youths fled in the cover of darkness after looting the passengers. A case has been registered.

AIDS education from Oct likely

Overcoming its initial hesitation the Haryana Government has finally decided to introduce AIDS education in schools. The programme is designed to give “appropriate information to adolescent students about reproductive issues, including safe sexual behaviour “.

The decision of the government was conveyed in a statement yesterday by Mr M.L. Ranga, Haryana Minister of State for Health, saying that the AIDS education programme in schools would be “ started in the state soon”. Dr Aditya Chaudhary, a senior official in the Haryana AIDS Control Society (HACS), said the programme, expected to start in October, would be introduced for students of Classes IX and XI. Initially, 1,200 rural and urban schools would be covered under the programme, he said.

While the expenses on the programme, to be imparted by teachers and NGO workers, will be borne by the National Aids Control Organisation (NACO), the state government sat on the proposal for months, fearing that talking to school students about sex would not be acceptable to their parents and society at large.

Both the Health and Education Ministers of Haryana were involved in deliberations on the issue. Feedback was also taken from teachers, principals and district education officers(DEOs). On May 11, a meeting was held in Chandigarh in this connection which was attended by about 50 DEOs, principals and veteran teachers from various schools of Haryana. Dr J.L. Chaudhary, Project Director, HACS, supplied each of the participants with a module of the programme prepared by NACO and asked them to give their opinions on it within two weeks.

The module aims to increase the knowledge of students about adolescence, HIV, AIDS and other sexually transmitted infections (STIs). It also intends to train the students to develop a positive attitude towards sexuality and those living with HIV/AIDS.

The module, prepared with inputs by the NCERT, UNICEF, UNESCO and various NGOs, cautions the trainers that the students may react to the programme in different ways. They may ask questions to embarrass the trainer, remain silent because of their own embarrassment or make comments. The trainers have been warned and given detailed instructions on how to handle such situations.

On the belief among some people that the introduction of AIDS education in schools will encourage promiscuity among adolescents, it is stated in the module that research studies conducted in different countries have shown it to be a misconception. According to NACO, studies on the evaluation of school- based sexuality and the AIDS programme have shown that the programmes have led to a “decrease in teenage pregnancies and delay in sexual initiation”.

Mr Aditya Chaudhary said that for Haryana the module was being translated into Hindi with minor modifications to suit the local ethos. It had been also decided that the programme would be imparted to boys and girls separately in coeducation schools. The total programme would last 13 to 14 hours, spread over three to four weeks, and the students would not be required to appear for any test at the end of the training, he added.

Job-oriented courses in Haryana colleges

The Haryana Government has decided to start new job-oriented courses in all government colleges in the state.

Talking to mediapersons at Khanpur Kalan village, 40 km from here, yesterday the Commissioner-cum-Director, Higher Education, Haryana, Mrs Anuradha Gupta, said there were 55 government colleges in the state and the state government had taken steps to improve their working at all levels.

She expressed concern over the decline in the number of students in medical and non-medical courses in government colleges and the government would take steps to reorganise these courses.

She said refresher courses would be conducted for teachers to update their knowledge in redesigned subjects. She said no government college have shortage of teaching staff after August 31. In 38 colleges, she claimed, work had been rationalised and atleast 200 lecturers who had been found surplus would be transferred to other colleges against vacant posts. The process for recruitment of new lecturers had already started by the Haryana Public Service Commission and the government would issue appointment letters to the selected lecturers shortly, she added.

She said Maharshi Dayanand University, Rohtak and the Kurukshetra University, Kurukshetra, had identified two colleges each in their respective jurisdiction where all facilities based on new technology of teaching would be available them.

Earlier, she went round Kanya Gurukul Degree College and inspected various departments.

Drive to arrest bail, parole jumpers

The police was put in an embarrassing situation on Friday when a prisoner dodged policemen and escaped while the Director-General of Police, Mr Mahender Singh Malik, was speaking on a new drive to be launched for the arrest of parole and bail jumpers at a meeting of police officers of Hisar range.

Mr Malik said the drive would be launched from July 15 to August 31. A prisoner Suresh Dhangaria, who was admitted to Civil Hospital on June 22 here, escaped.

It may be recalled that one person had been killed in firing between two liquor contractors.

The police arrested Suresh on May 24 and produced him before a city court, which sent him to judicial custody.

HPCC holds ex-servicemen convention

A state-level convention of ex-servicemen, organised by the Haryana Pradesh Congress Committee, was held here today at the Rukmini Devi hall, where various issues concerning ex-servicemen were deliberated upon.

Among others, AICC general secretary, Ms Mohsina Kidwai, HPCC president, Mr Bhupinder Singh Hooda, HPCC ex-servicemen cell president, Lt-Col, Bhupinder Pal Singh (retd), Lt-Gen M.M. Lakheera (retd), Capt Praveen Davar (retd), former Haryana ministers, Mr Nirmal Singh and Phool Chand Mullana and the district Congress president, Mr Balwant Gupta, were present.

Speaking on the occasion, Ms Mohsina Kidwai said that the ex-servicemen cell of the Congress was set up in 1969. She stated that there is a need for single-window processing for the ex-servicemen. “Also a social cell is needed in the AICC office. The stature of the Army can be judged from the fact that during riots, people want the Army and not the local police. There is also a need to open education institutions,” she said.

Referring to the Agra summit, she said it is embarrassing that there is no clear agenda for the summit.

HPCC president Bhupinder Singh Hooda said that the Congress and the ex-servicemen share a deep bond. “The question is about the money which was collected by the Haryana Government during the Kargil crisis. While a part of it has been utilised, the government must give details of the remaining amount,” he said.

He suggested that a similar state-level connection should be held in the Rewari, Rohtak and Jhajjar regions soon.

The president of the HPCC ex-servicemen cell, Lt-Col Bhupinder Pal Singh (retd), said that different demands of ex-servicemen must be fulfilled.

He claimed that in no department of the Haryana Government, the number of ex-servicemen is even 15 per cent. “In the Zila Sainik Boards, which are meant for us, the strength is less than 40 per cent.”

Lt-Col B.P. Singh (retd), said that one-rank one-pay must be completely followed and the hike in sales tax and excise duty by the Haryana Government on the CSD items must be brought down. “There is also a need to have a defence pension disbursing office in every district. There should also be a facility for going to a bedridden ex-serviceman for verification,” he said.

Former IG and MLA from Jullana, Mr Sher Singh, stressed that those who have retired from the para-military forces, too, must have similar facilities as are extended to the ex-servicemen. “The para-military personnel are close to the Army personnel in several aspects so they should also be accorded similar facilities,” he said.

Mayor seeks funds for development

The officiating Mayor of Faridabad, Mr Shiv Charan Lal Sharma, has sought financial aid for improving the functioning of the municipal corporation here.

Talking to The Tribune here today, Mr Sharma said various development schemes in the town were pending due to paucity of funds.

Admitting that the corporation was facing a ‘financial crunch’, he said he would soon send a representation to the Chief Minister, Mr Om Prakash Chautala, to get a special aid package.

Several colonies and residential areas needed special drive for the repair of roads, drains and clearing of the garage. He claimed that the move to handover cleanliness work of eastern parts of the town to a voluntary organisation would bring positive results.

He charged that the earlier Mayor, who was voted out after a ‘no-trust move’ did not take proper interest in allround development of the town.

Mr Sharma who has been given charge of the office for one month, hoped that the new incumbent would come up to the expectations of the local residents and corporators.

Water supply disrupted

Drinking water supply has been disrupted in the city since yesterday.

Residents alleged that officials of the Public Health Department had failed to provide information regarding the cause of the disruption of water supply and the time about the restoration. The department had no alternative arrangement. However, the municipal council had two water tankers and one of these was out of order, they added.

Representatives of various organisations at a meeting here today expressed concern over the frequent disruption of water supply and urged the authorities to take immediate steps for improving drinking water supply system.

Inquiries made by this correspondent revealed that the non-availability of power supply to the main water works at Murthal was the main cause of the disruption.

According to the officials of the Public Health Department, the erratic power supply and low voltage at the main waterworks at Murthal have become a routine and this has resulted in drinking water crisis in the city. Repeated complaints made to the authorities concerned in this regard have fallen on deaf ears, they alleged.

Police announces reward for clue

The police is suspecting that the robbers may sell the looted goods at Jalandhar, Ludhiana, Gaziabad, Parwanoo or Saharanpur. Police parties have already been dispatched to these places.

Two run over by trains

Faridabad, July 15
Two persons were run over by trains in two separate incidents in the past 24 hours.

According to railway police sources, Gurinder Singh, a resident of Jawahar Colony, was killed after he fell from a moving train near Sector-37 this morning. The victim was reportedly standing in the door and fell down accidentally while looking outside. He died on the spot.

In the other case, Ram Prakash of Agra was run over by a train near Ballabgarh town, while crossing the railway track last evening.

The joint installation function of Rotary, Inner Wheel and Rotaract clubs of Kaithal was held at Milan Palace here last night.

Rotarian Hemant Arora, governor of Rotary District 3080 for 2002-2003, was the chief guest and assistant-governor R.S. Sindhwani was the guest of honour. Mr Satish Seth took over as president, Mr Sandeep Choudhary as vice-president, Mr A.P. Khurania as secretary and Mr Puneet Gupta as treasurer for the year 2001-2002.

Ms Sudha Mohunta was installed as Inner Wheel president and Ms Parveen Bansal as secretary, respectively. Mr Munish Bansal took over as Rotaract president and Mr Vinay Bhalla as secretary. Directors of board and chairpersons of different committees also took over charge for the next year. The outgoing president, Mr Deepak Garr, and secretary, Mr Sandeep Choudhry, highlighted various projects undertaken by the club during 2000-2001.

Blood donors and other rotarions and the executive director, Mr Satish Bansal were honoured on the occasion.
