A Division Bench of the Punjab and Haryana High Court consisting of the Chief Justice Arun B. Saharya and Mr Justice V.K. Bali, directed the Secretary, Ministry of Defence, Government of India, to appear personally in the court on May 15 along with entire record of the cases of ex-Havildar Balbir Singh and ex-naik Net Ram.
