Srinagar, April 16
The Jammu and Kashmir Handicapped Association comprising over four lakh physically disabled persons today started a two-day hunger strike to impress upon the authorities to fulfil the demands of the disabled.

The association expressed concern at the alleged failure of the government in fulfilling the demands of the handicapped.

Holding placards in support of their demands, at least six persons staged a sit-in Residency Road here today. The association president, Mr Ghulam Mohammad Lone, threatened to intensify the agitation in case the government failed to hand over Abhinanda Home for the disabled. The home is being occupied by influential persons.

Mr Lone said a deputation of the association had met the Divisional Commissioner in this regard who had assured them that the home would be restored to the association. However, no action had been taken so far.

The other demands of the association include motor-drive wheelchair for the disabled, reservation in government jobs, allotment of shops, hike in the monthly stipend of Rs 150 to Rs 3000, soft loans for establishment of business ventures, a separate ministry for the handicapped headed by a handicapped minister and restoration of Abhinanda Home to the disabled.

APHC will repent: Farooq
M. L. Kak
Tribune News Service

Jammu, April 16
Chief Minister Farooq Abdullah has ruled out the possibility of resumption of Indo-Pakistan talks unless Islamabad stops aiding and encouraging trans-border terrorism.

Dr Farooq told mediapersons here today that nobody could force Delhi to resume talks with Islamabad because India had made it abundantly clear that it was ready to hold talks when Pakistan withdrew all foreign mercenaries operating in Jammu and Kashmir and stopped infiltration into “my state”.

Welcome the process of dialogue started by Mr K. C. Pant on Kashmir, the Chief Minister said it was a good beginning. He said after talks were held with various political groups belonging to Jammu and Kashmir, New Delhi could think of resuming talks with Islamabad.

In reply to a question on the stand of the APHC on the dialogue initiated by Mr Pant, chief negotiator appointed by the government, Dr Farooq said “those who will board the boat will ultimately reach the shore and those who keep on standing on the banks may reach nowhere”.

He said the APHC was losing an opportunity and “will repent”. He said the National Conference would play its role in negotiations because he was of the opinion, that talks alone could restore peace in the state. He lashed out at the jehadis and said Islam did not preach bloodshed.

Dr Farooq warned activists of the Laskhar-i-Toiba and said that the government would not spare the killers and wherever found, the security forces had been directed to deal with them firmly.

The Chief Minister ridiculed those who were aspiring for Kashmir’s incorporation with Pakistan, adding that “Kashmir will never become a part of Pakistan”. He criticised those favouring “azadi”.

“If Pakistan is concerned about the welfare of the people in Jammu and Kashmir, why did it stop implementation of our ambitious navigation lock project at Wullar Lake which could have augumented power generation from local projects”, he asked.

He said Pakistan had never been sincere towards the Kashmiris and “is only making our people cannon fodder”.

Addressing recently elected sarpanches and panches of Jammu and Kathua districts, the Chief Minister asked them to remain vigilant against anti-national forces.
