approved CHANDIGARH, Dec 21 — The Shivalik Development Board today approved projects costing Rs 4 crore for the Shivalik region, in addition to the budget provided for Ambala, Panchkula and Yamunanagar districts. Presiding over a meeting of the board, the Chief Minister asked officers of the Haryana State Minor Irrigation and Tubewell Corporation to repair all non-functional tubewells, numbering about 50, in the region. To meet the irrigation and drinking water requirements of the people of this backward area, the Chief Minister also asked the HSMITC and the Public Health Department to sink tubewells at different places. Giving details of the development works to be undertaken by the board, Mr Chautala said out of the total approved budget, Rs 1.10 crore would be spent on watershed management comprising the afforestation of 100 hectares in the Shivalik region, maintenance of plants grown during the previous year, construction of water harvesting dams and earthen structures, construction of an earthen dam in Kambala village for the irrigation of 200 hectares, soil conservation work and water harvesting structures in Yamunanagar district and strengthening of the barrier wall in Masoompur village for the irrigation of 1,500 acres. He said Rs 1.34 crore would be spent on work like the construction of roads from Morni Badyal to Raji Tikri, construction of link roads in the villages of Muggalwali, Kalyanpur Antri and Kurewala and rural areas of Ambala and Naraingarh block and widening and strengthening of roads in the Shivalik area. The board also decided to construct houses for employees in the Morni area. The Chief Minister directed the officials concerned to expedite the acquisition of 2.6 acres in Bhoj Dharti, near Morni. He also directed the filling of vacancies in the Education, Animal Husbandry and Health Departments, especially in the Shivalik area. The Chief Minister approved a scheme for the installation of Mark-l and Mark-II
handpump in problem villages in Morni block as a pilot project. A feasibility survey for 23 sites had been handed over to a Shimla-based agency. Once the survey was completed, a pilot project could be tried in Morni and Pinjore blocks. |
‘Privatisation’ of power sector
essential CHANDIGARH, Dec 21 — The Haryana Finance Minister, Prof Sampat Singh, said today that power sector reforms should be implemented in a phased manner. The minister was speaking at the power reforms Summit organised by Independent Power Producers Association of India. Prof Sampat Singh said the success of the reforms programme would lie in achieving managerial changes in the power sector. The age-old system of public sector working had to be shed off and a corporate style of functioning should be introduced. He said power generation could not be entirely handled by the public sector. Therefore, its privatisation was essential. He urged the funding agencies not to impose restrictions as this would hamper progress. Regarding the role of private sector in power distribution, he said it could be considered keeping the environment and the requirements of individual state in mind. He said the role of the private sector could not be commented on without serious consideration of its implications. He stressed the need to establish a strong national power grid to overcome the imbalances in the power demand and availability in different regions. While the eastern region and north-eastern region were surplus in power, the northern region continued to reel under serious power shortage. The state was trying to improve the situation by setting up new power plants in Yamunanagar and Hisar. A gas-based power plant had already come up at Faridabad and had started power generation. The minister hoped that such conferences would help in resolving some of the major concerns of the power sector and the luminaries in the power field could come out with viable and workable options. He was confident that the deliberations taking place at the summit would help in coming out with a clear picture on the implementation of reforms programmes which would benefit the consumers and state electricity boards as a whole. Residents, firms join hands for Gurgaon’s
growth GURGAON, Dec 21 — Not satisfied with the haphazard growth of Gurgaon city, prominent residents, including top executives of well-known firms having offices and residences here, have floated the Society for Urban Regeneration of Gurgaon (SURGE) to draw the Haryana Government’s attention to the problem and suggest measures to make the city a better place. A former Foreign Secretary and Chairman of SURGE, Mr J.N. Dixit, told mediapersons, that the city was developing rapidly into an attractive destination for corporations and individuals, but there was a threat of this growth not being balanced and sustainable. As a citizen’s initiative to play an important role in urban management, SURGE marked a new beginning not only for
Gurgaon, but also for India, he added. Video clippings of the city were shown by Mr Saurav Adhikari, President, HCL InfiNet Ltd. He is the treasurer of
SURGE. The organisation aims to develop Gurgaon and its environs into a model urban centre with the focus on coordinated, balanced and sustainable development, drawing on modern urban management practices. The organisation would collaborate with the government to address the issues facing urban Gurgaon by drawing up a perspective plan — “Gurgaon 2020 Vision”. Also, it would work for increasing awareness about the issues facing the city and its environs amongst the state and local government, and the corporate sector. Mr Dixit, however, underlined that SURGE would focus only on long-term issues relating to the city. The residents’ welfare associations (RWAs), existing in major population centres in and around Gurgaon, already focus on day to day problems and issues which require community
participation. SURGE and RWAs would complement each other, he added. The areas on which the organisation would focus in the coming year include development of forest and green belts/zones, setting up of model private power generation and distribution facilities, water management and water harvesting, development of local roads in line with the Master Plan and access roads and connectivity with the NCR, solid waste collection and disposal management, environment protection and pollution control and setting up institutions and mechanisms for enforcement of byelaws, rules and regulations to prevent decay and degradation (for
example, encroachments/land misuse). Among those present were former Air Chief Marshal and Chief of Staff, S.K. Sareen (Vice-Chairman of SURGE) and Editor and Managing Director, Asian Age group, M.J. Peace process a ‘two-way affair’ NUH (Gurgaon), DEC 21 —Reacting sharply to the extension of the unilateral cease-fire along the Indo-Pakistan border by the Centre, Jammu and Kashmir Chief Minister Farooq Abdullah said that the initiative for peace had to be observed from both sides. Dr
Abdullah, who was the Chief Guest at Iftaar Party hosted by Chief Minister of Haryana, Om Prakash Chautala, said that any meaningful peace process had to be a two-way affair. Although the firing has abated along the line of control from Pakistan side after the Union government announced unliateral cease-fire in deference to the holy month of
Ramzaan, yet Pakistani inspired militants who have infiltrated in Jammu and Kashmir continued killing of innocent persons of the state. Dr Abdullah expressed these sentiments while addressing a gathering of those who had assembled to offer namaaz on the occasion after observing the fast. The offering of namaaz preceded the Iftaar party. He urged the gathering to pray for good sense on Pakistani side so that it gave up violence and live in peace and prosperity. He stressed on the Muslims of the country to think in terms of the well-being of the nation. This could be possible if the bonds of secularism and communal harmony were achieved, he added. Dr Abdullah, came to the venue an hour late. Voicing the long-standing demand of the residents of
Mewat, he urged the Chief Minister of Haryana to grant status of a district to Mewat. He reminded Mr Chautala that this would also fulfil the electoral promise of the INLD, now in power. Speaking on the occasion, Mr Chautala remained equivocal on the demand for a separate district for Mewat. However, he assured the gathering that he would always obey Dr Abdullah. But he said that he could not make the announcement on the spot as his government was inhibited on account of the fact that this was a census year. Mr Chautala said that the Iftaar party was organised to promote brotherhood among all sections of the society. Dwelling on the philosophy behind the holy month of
Ramzaan, he said that abstinence observed by its votaries, steel them spiritually and psychologically. Also, it reminds all concerned the pangs of pain experienced by the deprived sections of the society. The well-offs can empathise with the trial and tribulations faced by the have nots only after they experience the pain themselves. The occasion here was contrived so that he could have first-hand experience of poverty and hardship of the people of the area, he added. Mr Chautala pulled all stops to take on his political opponents who had been reportedly criticising the organisation of Iftaar party. The opponents had made statements saying that Mewat did not require Iftaar parties but developmental works. He responded saying that since he took over he sanctioned Rs 25 crore for various development works in Mewat. He emphasised that it was his party’s government which tried to bring water to Mewat through the Ujjina dam. Governor of Haryana, Babu Parmanad felicitated the gathering on the occasion. State machinery had been overactive in the past few days to make the occasion a grand success. Although the district administration gave impression that it was not organised by the state, the contrary to it was discernible. The authorities had divided the sitting enclosure in 28 parts on a huge area of land. Several MLAs and Ministers and religious leaders relating to Islam were present on the podium. Oberai for flexible labour
laws CHANDIGARH, Dec 21 — Mr A.S. Oberai, Director, ILO’s South Asia Multidisciplinary Advisory Team, today said that a change in the attitude of both employers and workers was necessary in India to cope with the challenges of globalisation. Mr Oberai, who was delivering the keynote address at a regional workshop on industrial relations organised jointly by Haryana Government and the ILO, said that unless this was achieved, there could be a strong backlash against globalisation. Mr Oberai said that experience showed that suppressing workers’ rights and trade unionism had not succeeded in raising productivity in any part of the world. He cited the instances of Japan and Germany which gave a lot of respect to the rights of workers, and at the same time they were able to achieve higher productivity. “ In Germany, members of workers’ councils often sit at board meetings to sort out problems”, Mr Oberai said and added that similar relations between employers and workers should be encouraged in India. “ But this will require a change in the attitudes of trade union leaders. Their traditional role is under pressure and unless they can understand the changes and adapt, they will find it difficult to develop new relationships with employers. Employers’ organisations also need to move beyond their traditional roles”, he said. The ILO representative said in India the labour force was growing faster than the employment opportunities and in such a situation employment and wage conditions could not be expected to improve. Also, the economic restructuring taking place in India as a result of globalisation had led to downsizing and retrenchment in certain sectors, he said. Mr Oberai, however, said that Indian labour laws were very stringent and added that more flexible laws were needed for attracting foreign direct investment to the country. A social security system for workers, including those in the unorganised sector, improvement of the skills of workers through training programmes and setting up of employment intensive industries were necessary to strike a balance between flexible labour laws (which would allow the employers to restructure the workforce) and the demands of a growing number of workers, Mr Oberai said. The two-day workshop, being attended by 60 labour officers from Punjab, Haryana, Himachal Pradesh, Chandigarh and J&K, was inaugurated by the Haryana Finance Minister, Mr Sampat Singh. In his inaugural speech, the Finance Minister said that a harmonious relationship between labour, the management of industries and the government was necessary for economic development. |

HUDA Xen gets judicial
custody ROHTAK, Dec 21 — The Chief Judicial Magistrate, Mr R.K. Sharma today dismissed the bail application of Mr R.K. Garg, Executive Engineer (Xen), HUDA, and remanded him in judicial custody till January 4 in a case registered against him by the state vigilance bureau on charges of misuse of government
funds. Mr Sri Kishan Dass, a former minister, and Mr Anil Kumar, former Deputy Commissioner, Rohtak, are also co-accused in the case. The Chief Judicial Magistrate said Mr Garg was also facing charges under Section 13 (I) (D) of the Prevention of Corruption Act. Earlier, on December 19 Mr Garg was formally arrested by the police and was remanded in police custody for two days by Mr R.K. Sharma. The police has charged Mr Garg with seeking permission from the then Deputy Commissioner, Mr Anil Kumar, for change of specifications while he was aware that such sanction might have been given by the higher HUDA authorities. The police further argued that Mr Garg was directed to construct the road, but the money was used for the repair of local streets of the town. Arguing the case for police remand, the police alleged in the act of omission and commission, Mr Garg had taken bribe and had purchased property, besides, depositing the amount in different banks. The custody, therefore, was required to know the names of the banks and persons in whose names the money was deposited. On the directions of the Supreme Court, Mr Garg had faced interrogation at least for 10-12 times in this case and had supplied the information sought by the investigating officer. Remanding Mr Garg in police custody, the Chief Judicial Magistrate ordered that he should be medically examined before the start of the investigation. He also ordered that the investigating officer would also allow Mr Garg to meet his counsel. |
Pawan Bansal criticises Bansi Lal CHANDIGARH, Dec 21 — Mr Pawan Bansal, Congress MP from Chandigarh, today refuted the reported criticism of the Congress
president, Mrs Sonia Gandhi, by a former Haryana Chief Minister, Mr Bansi Lal, for alleged failure to stand up during the singing of the National Anthem at a Navy Day function in New Delhi. In a talk with TNS, Mr Bansal said the criticism was baseless because no such incident took place. The photograph of Mrs Gandhi seated on a sofa while the President, the Vice-President and the Navy Chief stood to attention during the playing of the National Anthem published in a section of the Press was not founded on fact. As a matter of fact, the photograph had been taken by a press lensman who had requested the President, the Vice-President and the Navy chief to pose for a special photograph for his newspaper. Since Mrs Gandhi had not been asked to join in, she continued sit in her seat. Mr Bansal complained that the newspaper concerned had published this photograph twice — once a day after the Navy Day, when it carried a normal caption describing the function, and the second time when it mischievously claimed that Mrs Gandhi was seated while three dignitaries stood to attention during the playing of the National Anthem. There was no mention of the National Anthem in the news report published along with the photograph on the first day. It was, therefore, quite clear that there was a deep-rooted conspiracy to defame Mrs Gandhi. A clarification from the party on this issue describing the whole episode as “travesty of truth” had also been given short shrift by the newspaper. |

‘Hooda acceptable to party’ YAMUNANAGAR, Dec 21 — A few Congress delegates were elected in an undemocratic fashion, said Mr Chander Mohan, MLA from Kalka constituency and son of former Chief Minister, Mr Bhajan Lal. Talking to newspersons here last night he said he had received a few complaints regarding this. On being questioned a about Mr Bhajan Lal leaving the Congress in protest against the election of Mr Bhupinder Singh Hooda as president of the Haryana Pradesh Congress, Mr Chander Mohan said it was a baseless rumour. He said Ms Sonia Gandhi was their undisputed leader. He said the decision about the election of Mr Hooda taken by high command would be honoured by the party members. He further said they would participate in the steps taken by the party president to strengthen it. On being asked whether the Congress high command had sidelined Mr Bhajan Lal by electing Mr Hooda as state president, he categorically stated that Mr Lal was already leader of the Haryana Congress Legislature Party which was more important than being president of the state Congress. |

Bail refused in land deal
case ROHTAK, Dec 21 — The special Judge Mr Shiva Sharma yesterday denied the pre-arrest bail to Gurcharan Lal of Karnal who was charged with getting the land allotted on the basis of forged documents. Gurcharan was booked as a co-accused with Mr Dangi by the State Vigilance Bureau in a case of land allotment scam registered here. The petitioner had argued that he was falsely implicated in the case because of the political enmity between Chief Minister, Om Prakash Chuatala and Mr Anand Singh Dangi. After hearing the arguments of both the parties the Special Judge ruled that the petitioner was involved in the land allotment scam. He said, “the petitioner was evading his interrogation and if he had not committed any wrong, he should have fairly come forward and assist the prosecution in bringing the real culprits to the book. The government land worth several crores was allotted to such persons who were not eligible. In connivance with the property dealer/power of attorney holders and some employees of the Revenue Department.” In these circumstances he said the petitioner was not entitled to pre-arrest bail. |

lakh ROHTAK, Dec 21 — The authorities of Model School here have devised a novel way to encourage the students to show their talent at the national level in the Central Board of School Education (CBSE) examinations. The students of this school who top in the CBSE Class X and XII examinations would be awarded cash prizes up to Rs 1 lakh. This was announced by Mr Rajesh Khullar, Deputy Commissioner-cum-Chairman of the school managing committee while addressing a gathering at the conclusion of the school’s annual function last evening. In his presidential address, the chairman announced that a student would be awarded a cash prize of Rs 50,000 if he topped the board in any subject in Class XII. Cash prizes of Rs 75,000 and Rs 1 lakh would be bestowed on students securing highest marks in two and three subjects, respectively. Similarly, cash prizes of Rs 25,000, Rs 50,000 and Rs 75,000 would be awarded to students topping in one, two and three subjects, respectively, in Class X with effect from this year. To develop the students’ reasoning ability, he introduced the ‘chairman’s challenge questions for the week’. Cash prizes from Rs 500 to Rs 5,000 would be given to a student every week, depending on the correctness of the steps taken by him/her to solve a problem. The chief guest, Ms Anita Chaudhary, Commissioner, Rohtak division, said mere bookish knowledge could not make good citizens. She stressed that various human values must be inculcated among the students through such functions. |
Car recovered, robbers at
large REWARI, Dec 21 — Following a search conducted in the Dharuhera area the police has recovered the Maruti car which had been taken away along with Rs 7 lakh by armed robbers on Tuesday at pistolpoint from Mr Anil Gupta, nephew the owner of a petrol station, Tirupati Filling Station, on National Highway 8, about 10 km from here, and his associate Mr Dharam Vir. The car was lying abandoned in the Housing Board Colony at Dharuhera. However, the police has made no headway as yet in either apprehending the culprits or recovering the booty. Meanwhile, the Haryana Government has transferred Mr Sat Prakash Ranga, SP, Rewari, to Narnaul while Mr Manjit Singh Ahlawat, SP Narnaul has been sent to Rewari. It is reported that when on Tuesday Mr Gupta and Mr Dharam Vir were going to deposit about Rs 7 lakh in a bank at Rewari they were given a chase by the robbers who stopped their Maruti car on the Rewari-Bambad road near Khalilpuri village. Three persons came out of their Maruti car and at pistolpoint drove back both the cars to the national highway. When they reached near Masani Barrage the robbers forcibly pushed Mr Gupta and Mr Dharam Vir out of the car and decamped with the booty. It is not known when the robbers abandoned the car in the colony complex. dead JHAJJAR, Dec 21 — Car-borne youths shot dead a property dealer in Bahadurgarh of this district today. According to the police, the victim, Narender, was sitting in his office at Sector 6 when some youths in a white car came to him. Eyewitnesses said the assailants talked to him and then opened fire. He was rushed to hospital where he was declared brought dead. The district police chief, Mr Mahammad Akil, said the victim was a witness in a murder case. The police has registered a case under Section 302 of the Arms Act. The Maruti car used in the crime had been found at Ladrawan village. However, no one has been identified or arrested so far. In another case, Divan Singh was strangled at Balor village last night. A case has been registered. In yet another incident, five industrialists were injured, two of them seriously when their car collided with a train at an unmanned railway crossing near Rohad village. They belong to Punjabi Bagh in Delhi. |
152 cases of meter tampering
detected FARIDABAD, Dec 21 — A team of Vigilance officials of the Haryana Vidyut Prasaran Nigam has detected 152 cases of meter tampering in the region and recovered Rs 45 lakh as penalty. The racket had been detected following arrest of a three-member gang led by Suresh Kataria. The accused including Udhay Bhan and Rajvir, used to operate with help of two mobile phones which were later recovered by the authorities. These phones had about 600 contact numbers of the “clients” of the gang. On this basis officials which included Mr R.C. Sapra, Executive Engineer (Enforcement) and Mr Mahender Singh Shooron, DSP (Vigilance) raided 300 places and found that about 152 meters had been tampered with. The authorities have recovered Rs 45 lakh from them as penalty. Te modus operandi of the gang was to reduce or change the meter reading either replacing the counter gear by using loop to rewind the meter and putting a tiny hole in the glass to tamper the reading. Those who have been penalised include several factories, commercial establishments and household connections spread all over the district. |

commit dacoity FATEHABAD, Dec 21 — The police today arrested four persons when they were making a plan to commit a dacoity at Tohana town in this district. The arrested have been identified as Ranbir and Jasbir, residents of Rasidan village in Jind district, Dev Singh, resident of Khanori (Punjab) and Sunil Kumar, resident of Madhubani. The police has booked all the accused under Sections 399 and 402 of the IPC and Sections 25, 54 and 59 of the Arms Act. Two pistols of .315 bore with 41 live cartridges, one pistol of .12 bore with 2 live cartridges, an iron rod and chain were recovered from their possession. |
Gujjar criticises Chautala PANIPAT, Dec 21 — Leader of the BJP
Legislature Party in the Haryana Vidhan Sabha and former minister, Mr Krishan Pal Gujjar, came down heavily on the Chautala government alleging that development works in the state have come to a standstill, political opponents were being terrorised by registering false cases against them and law and order situation in the state had deteriorated. Talking to media persons here last night, he criticised the policies and programmes of the Chief Minister, and demanded CBI inquiry to assess the property of Mr Chautala and his family. Mr Gujjar alleged that the “Sarkar Aapke Dwar” programme started by the Chief Minister was a fraud and people were being insulted in these programmes. He further alleged that most of the development funds were being used in Sirsa district. On being questioned about BJP support to Chautala government in the Vidhan Sabha, Mr Gujjar said, “we are waiting for the right time to withdraw the support”. |
3 cinema houses raided FATEHABAD, Dec 21 — A team of police and administrative officers raided three cinema houses at Tohana in this district last evening to check evasion of the entertainment tax. They found irregularities and have sealed several tickets without revenue stamps pasted on them. In a press note issued here today, the Deputy Commissioner, Mr Anil Malik, said that the district administration had launched a drive to provide clean administration to the people. Mr Malik said the team found 48 tickets of a cinema house that did not have the revenue stamps pasted on them. In another theatre, 21 out of 107 viewers had the tickets without revenue stamps. |
Boy strangled accidentally ROHTAK, Dec 21 — A 12-year-old boy was accidentally strangled to death when a piece of cloth around his neck was caught by the engine of a tubewell at nearby Makrauli Kalan village last evening. According to information, Ranbir Singh, a farmer, left his son, Vikas, near the tubewell and went for inspecting the field. He found his son dead when he returned after some time. He said piece of cloth was caught in the engine. In a separate incident, a woman succumbed to her burns at the PGIMS last night. Santosh Devi of Badhra village in Bhiwani district was admitted to the PGI yesterday. The body was handed over to the family after a postmortem examination. |
No power in village
for one month REWARI, Dec 21 — Nearly 400 residents of Khandora village, about 20 km from here have not been getting electricity for the past one month on account of the alleged callous attitude of officials in replacing a damaged transformer. Their spokesperson, Mr Daya Ram Krantikari, said following their repeated requests for changing the transformer, it was replaced around December 10 but it got burnt the following day. Thereafter they again met the SDO (Bawal) and Executive Engineer (Dharuhera), who reportedly pleaded their inability to replace it as there was no other transformer available in the stock. |
Partap Singh Ranga CHANDIGARH, Dec 21 — The Haryana Government today posted Mr Partap Singh Ranga as Superintendent of Police, Madhuban Police Training College, with immediate effect.
Mr Ranga was elevated to the IPS recently.
YAMUNANAGAR, Dec 21 — The Haryana government’s decision to provide up to date salary to college teachers has been welcomed by the teaching community. Dr Ramesh Kumar, general secretary of the Haryana non-government Principal’s Association, while talking to newspersons here today said the pending salary of three months had also been received in about 90 colleges of Haryana.
Power bill payment
date extended CHANDIGARH, Dec 21 — The Uttar and Dakshin Haryana Bijli Vitran Nigams today extended the date for making one-time payment of outstanding electricity bills without surcharge in the case of rural domestic consumers and those having agricultural tubewell connections up to December 31.A spokesman of the nigams said payments of outstanding electricity bills would also be accepted on holidays falling on December 23, 26, 28, 30 and 31.
Panel on farmers
set up CHANDIGARH, Dec 21 — Mr Bhupinder Singh Hooda, president of the Haryana Pradesh Congress Committee (HPCC), has set up a 38-member committee to study the problems of farmers for taking up their cause effectively. While Mr Hooda will head the committee, Mr Shamsher Singh Surjewala, a former president of the HPCC, will be its convener, an HPCC press note said adding that all MPs and MLAs as well as other important leaders of the party had been made members of the panel. |
