Rs 10 cr grant-in-aid for all districts

CHANDIGARH, Aug 4 — The Haryana Chief Minister, Mr Om Prakash Chautala, today approved Rs 10 crore as grant-in-aid for all districts under the decentralised planning scheme to undertake developmental works of local significance.

The works to be undertaken would include the pavement of streets, the construction of Harijan chaupals, the special repair of school buildings, the construction of community centres, vikas kendras, veterinary dispensaries, and panchayat ghars and the provision of drinking water.

An official spokesman said 75 per cent of these funds would be utilised for the execution of works in rural areas, and 25 per cent in urban areas, except in the case of Ambala, Yamunanagar and Faridabad districts where this ratio would be 70:30, 70:30 and 60:40, respectively. Also, 25 per cent of these funds would be spent on schemes meant for members of the Scheduled Castes.

The spokesman said the highest allocation of Rs 72 lakh had been made for Bhiwani district, followed by Hisar (Rs 69 lakh), Faridabad (Rs 65 lakh), Kaithal (Rs 63 lakh), Sirsa (Rs 61 lakh), Jind (Rs 57 lakh), Karnal (Rs 54 lakh), Sonepat (Rs 53 lakh) and Mahendragarh (Rs 50 lakh). The share of other districts would be Rs 47 lakh each for Yamunanagar and Ambala, Rs 48 lakh each for Fatehabad, Kurukshetra and Jhajjar, Rs 39 lakh for Panipat, Rs 28 lakh for Panchkula, Rs 46 lakh for Rohtak and Rs 42 lakh for Rewari. The first installment of 50 per cent of the amount would be released shortly.

The spokesman added that the funds had been allocated among the districts on the basis of population as per the 1991 census, the Scheduled Castes population, the rural population, unemployment, backwardness in agriculture, irrigation, industry, health facilities, veterinary facilities and elementary education.

The government constituted the District Local Area Development Board in each district for the approval of schemes under decentralised planning. The minister in charge of the District Grievances Committee and the 20-Point Programme would be the chairman of the board in each district.



 

Governor for removing disabilities

KARNAL, Aug 4 — The Haryana Governor, Babu Parmanand, called upon Indians to be self dependent.

He was inaugurating a viklang shivir organised by the District Red Cross Society in collaboration with Bhagwan Mahavir Viklang Sahayata Samiti Jaipur-Delhi.

The Governor stressed upon the need of removing illiteracy, disability, unemployment and providing land to the landless and shelter to houseless people. It was our prime duty to meet the requirements of such needy persons so as to make them the part and parcel of our well-off society, he said.

The Governor wanted that the disabled be provided artificial limbs, aids and appliances and other facilities so that they do not feel neglected. He opined that our problems had multiplied with the ever-increasing population. So it was the need of hour to make the people aware of our national social problems.

He called upon non-governmental organisations to come forward to educate and motivate the people to solve, social problems like leprosy, illiteracy, unemployment, de-addition with a missionary zeal.

While welcoming the Governor, Mr Devender Singh, Deputy Commissioner-cum-President of District Red Cross Society said as many as 65 wagons of fodder were sent to the drought-affected areas of Rajasthan and Bihar. Similarly 15 trucks of food articles were also sent to the cyclone-affected people of Orissa by the District Red Cross Society. He also disclosed that 1000 units of blood was collected in various voluntary donation camps by the society.

Babu Parmanand distributed artificial limbs, aids and appliances and tricycles to the physically handicapped on behalf of the District Red Cross Society. He also honoured eight prominent citizens of the district for their outstanding contribution towards the social welfare activities and presented them souvenirs on behalf of the society. The wife of the Governor, Mrs Sudesh Kumari, who was also present at the function, distributed dresses to street children on behalf of the District Council for Child Welfare.

Earlier the Governor went round the national painting competition organised by the District Council for Child Welfare, in which about 2000 school children of different age-groups participated. The Governor also inspected the workshops of artificial limbs which were organised by the Bhagwan Mahavir Viklang Sahayata Society. The Governor also released a book of English poetry entitled “Wet Sands of Life” written by Dr B.M. Sharma.

He visited the Indira Lepers Colony near Karnal where he planted a sapling of peepal tree and distributed fruits among the lepers.

BJP in dilemma over Aug 9 bandh

ROHTAK, Aug 4 — The BJP, an ally of the ruling INLD in Haryana, appears to have been caught between the devil and the deep sea on whether to support or oppose the traders’ bandh on August 9.

Bandh call has been given by the Beopar Mandals headed by Mr Bajrang Dass Garg and Mr Lakshmi Chand Gupta to protest against the introduction of Form 38-A and imposition of fresh taxes.

The Bakers Association and the Halwais also observed state-wide bandh on July 25 against the imposition of tax on them. They may observe bandh again on August 9.

While the Congress and the Haryana Vikas Party have already extended support to the proposed bandh, the BJP is still maintaining studied silence on the issue, although the traders in Haryana have been supporting it politically.

The working group of the Pradesh BJP comprising office-bearers, MPs, leader of the legislature party and prominent leaders like Mr Ram Bilas Sharma and former President Om Prakash Grover would meet on August 5 at Jind to review the political situation in the state and take a decision on the bandh.

Although the BJP has been maintaining distance from the ruling party so far, the rank and file has been stressing on the leadership to learn a lesson from its past experience with the Haryana Vikas Party. Declining graph of the party, which has been dreaming of becoming a leader in Haryana politics, is worrying the leadership also, inside sources told The Tribune.

The Chief Minister and INLD chief, Mr Om Prakash Chautala, too, appeared worried over the deterioration in the relationship between his government and the traders. Before the relationship between the government and the traders turn worse the Chief Minister has taken the initiative and set up nine-member committee of businessmen to study the problems which the traders fear would arise following the introduction of Form 38-A.

The committee, headed by Mr Niranjan Dass Bansal, Chairman, Warehousing Corporation, Haryana will also examine the taxes that have been imposed following the abolition of octroi. The committee will hold meeting at Kaithal on August 5 and submit its report before August 8.

The committee members have reportedly started seeking views of the traders including the jewellers, bakers and halwais. The other members on the government-sponsored committee include Mr Narain Parsad Goyal, President, Haryana Traders Association, Mr Pyare Lal, Dr S.C. Gambhir (Y. Nagar), Mr Ram Kumar Mangla, Mr Ram Kumar Mittal, Mr Kailash Chand, Mr O.P. Pandey and Mr Rajesh.

BSP decries BJP-INLD pact

PANIPAT, Aug 4 — The district convener of the Bahujan Samaj Party, Dr Narender Kumar, said yesterday that the BJP and the INLD were ditching each other while pretending to continue support and this situation was the cause of deterioration in the state.

Dr Kumar said BJP’s support to Mr Bansi Lal and then to the INLD was a clear proof of its being an opportunist.

The BJP is responsible for the mid-term elections in the state and the pact between the two was only in the name. The INLD appeared to have an upper hand, he added.

Dr Narender said due to the ongoing tussle between the both parties, the people of the state were suffering. Moreover, despite earning more than Rs 400 crore tax revenue the district is deprived of basic developmental activities.

Dr Narender alleged that irrational taxes had been imposed on traders, the agriculture produce of farmers was being sold at throwaway price so paddy crop was likely to suffer in absence of regular supply of power, he added.

The government which was celebrating “Pragati Divas” was actually taking the state towards a ruin, he alleged.

He further alleged that a fraud had been perpetrated on the people in the name of doubling the pension of aged and in fact deserving persons had been left out.

With the abolition of octroi, the nagar parishads had been crippled. It was becoming difficult to pay salaries to parishads employees, he said.

Make recruitment on merit: Hooda

HISAR, Aug 4 — The Haryana Pradesh Congress Committee chief, Mr Bhupinder Singh Hooda, today demanded that the government adopt a transparent policy for recruitment of 2,000 constables in the state police to eliminate corruption and other malpractices.

Talking to reporters here, he said the track record of the Devi Lal clan in police recruitment was dubious. The recruitments in 1988 had blown up into a big scandal and the then Chief Minister, Mr Devi Lal, had himself alleged large-scale bungling in the process. He expressed the fear that the proposed recruitment too would be made on extraneous considerations rather than merit.

Mr Hooda said the government must ensure that candidates were considered for selection only in the districts to which they belonged. For this purpose they must be asked to produce domicile certificates. He alleged that in the past, even during Mr Bansi Lal’s regime, candidates hailing from Bhiwani were adjusted in other districts, much to the chagrin of the candidates from these districts. He said this would also ensure that all districts of the state got equal representation on merit.

The Haryana Congress chief criticised the government for its alleged failure to check the growth of the crime rate. He said this was mainly due to the political patronage to criminal elements. Before the Assembly poll, Mr Chautala had promised to make Haryana the “safest place” to live in. However, the crime graph indicated otherwise.

Mr Hooda said the Finance Minister Mr Sampat Singh, had sometime ago alleged that police officials had dragged his relatives into a false case. He said this was a big reflection on the functioning of the government. If the senior-most Cabinet Minister had such complaints, the fate of the common man could be imagined.

Demanding the immediate withdrawal of the house tax ordinance, Mr Hooda said it had merely been held in abeyance and not withdrawn. He said the Congress would seek its withdrawal at the time of the next session of the Vidhan Sabha. He maintained that the hike in house tax rates as proposed in the ordinance would put unbearable burden on the masses.

Battle for succession at dera

HISAR, Aug 4 — Even as the killers of Krishangiri, mahant of the Giri sect of sadhus, continue to elude the police, intrigues have begun at the headquarters of the cash-rich dera at Balak village in this district over the choice of his successor. The mahant was shot dead in broad daylight in a nearby village of Rajasthan on July 23.

It is learnt that one of his guru bhais (disciples of Mahant Dewangiri, predecessor of the slain mahant). Duttgiri who had challenged the nomination of Mahant Krishangiri as dera head in 1978, has staked his claim again much to the chagrin of Prithvigiri, acting head of the dera. This has forced residents of Balak village to put forth the claim of Ishwargiri, another disciple, for the coveted position.

Duttgiri was junior to Mahant Krishangiri when the latter succeeded his guru Dewangiri in 1978. He was persuaded by village elders and the Giri sadhu samaj to withdraw from the contest. He was shifted to the Danoda branch of the dera which he continued to head since then.

However, he has again staked his claim. This has not been taken kindly to by the residents of the village whose panchayat has a say in the nomination of the head. The villagers contend that according to the dera traditions the post of the mahant is passed on to the seniormost disciple. It could not be handed over to a guru bhai of the mahant. They maintained that by this yardstick, Prithvigiri, the seniormost disciple of Krishangiri, should be the new mahant.

Nevertheless, Duttgiri and his supporters who enjoy a lot of influence among the dera community are staking their claim on the plea that he is a seasoned administrator. This group says that only their candidate could take the dead mahant’s unfinished task of freeing dera land from illegal occupation to its logical conclusion.

Mahant Krishangiri had fought legal battles for this purpose. He succeeded largely but earned the wrath of a group of criminals of Pokri Kheri village in Jind district who had occupied the dera land in the village. Several attempts were made of his life after he repossessed the land and which led to the death of a person in the armed clash that followed. The police believes that the mahant was shot dead because of this enmity.

The villagers are, however, unmoved by Duttgiri’s pleas. They have floated the name of Ishwargiri as a compromise candidate to weaken Duttgiri’s claims.

As per tradition, the sadhu samaj will direct the panchayat of Balak village to nominate the next mahant after the “satarvin” ceremony of the slain mahant on August 8. It will fix a date which usually coincides with the “rotda” ceremony that is held within 60 days of a mahant’s death. If the panchayat fails to reach a consensus, sadhus will decide the issue. Their decision will be binding.

Flyover adds to misery

While constructing a flyover on this road six years ago, about 100 families were uprooted and have not been rehabilitated so far. Their means of livelihood are gone and they are now leading a miserable existence.

The main purpose behind constructing the flyover was to ease congestion on the Assandh road, but according to sources, improper planning and faulty implementation have caused the problem to persist defeating the purpose behind constructing the flyover.

The sources say that no provision was made to ensure smooth flow of traffic from the colonies around the flyover. This has resulted in heavy congestion on the flyover and pollution from vehicles has increased manifold, making the lives of the residents around the flyover miserable. There are no side roads or lanes to facilitate the movement of pedestrians and cyclists. The crossing near the G. T. Road, close to the end of the flyover, often remains blocked due to heavy traffic.

Whatever space was available under the flyover has been encroached upon by workshops, small factories and welding units. Petty shopkeepers have also invaded the area, allegedly in connivance with Nagar Parishad officials.

The parishad had filled the plinths under the flyover for constructing shops which were to be auctioned. A huge amount was collected as earnest money from the prospective buyers. However, the PWD stopped the construction of shops on the ground that the space under the flyover was not safe for a market. Even though the Nagar Parishad abandoned the scheme, the earnest money it had collected remains blocked.

The depositors had requested the parishad to use this money to construct a parking site under the flyover and auction it, but their proposal was rejected and the earnest money was also not returned. The Executive Officer of the parishad had no information about the number of depositors or the amount collected by the parishad.

On one side of the flyover, an unauthorised subzi mandi has come up creating further nuisance for the residents around.

The Executive Engineer of the PWD confirms that the area beneath the flyover belongs to the PWD and its maintenance is their responsibility. According to him, a proposal has already been submitted to the Deputy Commissioner for constructing roads for the benefit of the localities around the flyover. It is another matter that even six years after the construction of the flyover and posting of five Deputy Commissioners, the residents of the area continue to wait for the roads.

CM for railway booking office at Panchkula

CHANDIGARH, Aug 4 — The Haryana Chief Minister, Mr Om Prakash Chautala, today urged the Union Railway Minister, Ms Mamata Benerjee, to open a railway booking office at Panchkula for which HUDA had offered accommodation.

Expressing his thanks to Ms Banerjee for providing a halt to the Chandigarh Shatabdi at Panipat and for the announcement for creating a model railway station at Panchkula, Mr Chautala wrote to the Union Minister for constructing two additional overbridges — one from Chandigarh to Saketri via Kishangarh and the other from the Chandigarh Industrial Area to Panchkula’s Sector 19. The construction of the overbridges, Mr Chautala added, would considerably reduce traffic congestion.

The Chief Minister urged her to get Rs 1.12 crore reimbursed to the state government from the Railway Ministry which his government had spent on the construction of a bridge and a road up to the railway station in the Union Territory of Chandigarh as the land belonged to the Railway Ministry.

Mr Chautala also urged the minister to get an overbridge built at Yamunanagar to ease traffic congestion in this industrial town, besides extending the Garhi Harsaru-Faruknagar railway line in Jhajjar. He also requested her to construct a regional railway bypass (Palwal-Rewari-Rohtak-Panipat) as envisaged by the National Capital Region Planning Board.

He said it would be necessary to lay another 55 km-long railway line between Rohtak and Hansi to provide a direct linkage between these two cities.

Chawla made HSSC Chairman

CHANDIGARH, Aug 4 — The Haryana Government today appointed Mr Amir Chand Chawla Chairman of the Haryana Staff Selection Commission (HSSC) for a period of three years.

The government also appointed Mr Mool Chand Sharma of Faridabad, Mr Ved Pal Singh of Sehar village, Bhiwani district, Mr Suresh Kumar Yadav of Patikara village, Mahendragarh district, Ms Viraj Kalra of Banyani village, Rohtak district, Mr O.P. Lather, a retired chief engineer from Phush Garh village, Karnal district, and Mr Ajmer Singh of Kaul village, Kaithal district, members of the HSSC.

Mr Chawla (45) graduated in law and subsequently obtained a postgraduate diploma in Labour Law, Labour Welfare and Personnel Management . He was a member of the HSSC from January 7 this year, to July 10, when the HSSC was dissolved. He has been enrolled as an advocate in the high court here since 1982.

The Haryana Government had set up a collegium for the selection of the Chairman and the members of the HSSC. The collegium, comprising the Town and Country Planning Minister, Mr Dhirpal Singh, the Chief Secretary, Mr R.S. Varma, and the Legal Remembrancer, Mr L.N. Mittal, called for the names of eligible persons from various walks of life from all over Haryana before giving its recommendations, an official press note stated. It added that the new commission members and the Chairman were all graduates and had served in the state or Central Government as gazetted officers for more than 10 years.

A school for slum kids, parents

AMBALA Aug 4 — A school is not just for education but also for learning and knowledge. This is epitomised by Vivekanand Prathmik Pathshala where children from slum areas study and gather knowledge about a variety of aspects, including civic sense and moral values.

Vivekanand Prathmik Pathshala, located in Rambagh, is run by the Sagar family with assistance from the Innerwheel Club of Ambala cantonment.

Mrs Krishna Sagar, who along with her well-known industrialist husband Laxmi Sagar started the school, says, "We visited the area in the early 70s and saw that the children living in slum areas are not doing anything worthwhile. As both their parents were working, the children loitered and wasted their time.

"It was then that we decided to start a school so that the children could usefully utilise their time. The children not only study but also learn about basic civic sense besides moral values."

The school was started in 1972 with 15 children in two rooms. "Then our effort was to inculcate in them the need for personal hygiene. We used to clean and wash the children. Slowly, the children became conscious of the need for maintaining personal hygiene," she said.

Among others, the sons of Mr Laxmi Sagar, Mr Sanjeev Sagar and Mr Ajay Sagar, Innerwheel Club President of Ambala cantonment, Prem Gupta, former district chairpersons of the club, Dr Dewangana Gupta and Mrs Vijay Gupta, former president of the club Vandana and the President of the Rotary Club of Ambala cantonment, Capt Baldev Singh (retd) are associated with the pathshala.

Mr Laxmi Sagar pointed out, "The school open from 8 am till 1.25 pm and children up to Class V study here. A strict discipline is maintained and the students have been consistently showing good results in the examinations," he said.

The Principal of the school, Mr Madan Gopal Sharma, who has neither taken pay nor remuneration for his services, said special coaching is also provided for bright students so that they can excel in education.

"We lay special emphasis on moral values, discipline and good habits. When the session comes to an end, we get messages from different schools to send our children to them for higher classes," he said. "There are currently 319 students with two sections up to Class II, one section from Class III to Class V," he added.

All festivals and birthdays of the children are regularly celebrated in the school. Books, stationery and sweaters are given free of cost to all students. Uniforms are given free to those who cannot afford them. Picnics and tours are organised annually for the students. Also, vaccinations are given to students to ward off diseases.

Besides education for children, adult education classes are also held in the school. The adult education classes are held three days in a week and books and stationery are provided free of cost to the adult learners.

"Over the years, we have observed that there is growing civic sense, moral values, discipline, general awareness and importance of education among the children from slum areas," Mrs Krishna Sagar said.

Mr Laxmi Sagar observed, "Now a bond of love has developed between us and the students. The students have begun to look up to us as their parents."

Haryana decisions on technical institutions

CHANDIGARH, Aug 4 — The Haryana Government today decided that students of second year and onwards admitted prior to the session 2000-2001 in colleges and institutions of engineering, management, pharmacy and MCA affiliated to Kurukshetra University and Maharshi Dayanand University will be examined and certified by the respective universities for the remaining part of their studies.

This was in confirmity with the wishes of students already enrolled in these institutions.

A spokesman for the Technical Education Department said it had been decided to affiliate all colleges of engineering and all management, B. Pharmacy and computer applications institutions, except Regional Engineering College, Kurukshetra, to Guru Jambheshwar University (GJU), Hisar, from the current academic session.

He added that students seeking admission during the current session in all technical colleges and institutions except Regional Engineering College, Kurukshetra, would be registered and enrolled with GJU, Hisar, for all purposes. This decision had been taken by the government after discussions with the principals and the managements of all these institutions in the best interest of the hopeful aspirants.

KURUKSHETRA, Aug 4 — Mr Ajit Dalal, a journalist of Dainik Bhaskar in a complaint lodged with the police here today, has alleged that the Kurukshetra University Registrar, Mr Hawa Singh, along with his companions, came to the local office of the daily last evening and abused him. Mr Dalal further stated that before leaving the office, Mr Hawa Singh threatened to shoot him.

Stating this, Mr Dalal told mediapersons that, he had gone to the office of the Registrar yesterday to talk to Mr Hawa Singh about his occupying two houses on the campus. Mr Dalal said firstly, Mr Hawa Singh tried to snatch his camera and after a while, the Registrar along with his companions, reached the newspaper office and used abusive language. However, Mr Hawa Singh said the allegations were totally false and baseless.

When asked about the two houses on the campus being occupied by him, Mr Hawa Singh said he was occupying one house on the campus while the other one in question was lying vacant and might be allotted to a university employee.

HPSC clarification on results

CHANDIGARH, Aug 4 — The Haryana Public Service Commission today clarified that only general category candidates with the following roll numbers were recommended by it to the government for posts of Ayurvedic Medical Officer (Group ‘B’):

Roll numbers 909, 744, 1218, 2411, 1679, 1108, 2366, 1830, 1667, 2326, 1140, 2440, 1482.

Additional roll numbers 410, 2206, 2090, 692, 2268, 193, 481, 2089.

The Secretary of the commission, Mr Ramesh Krishan, said there was no change in the remaining part of the results published in newspapers on August 4.

Cong criticises  appointment of Bangar

CHANDIGARH, Aug 4 — The Haryana Congress has criticised the appointment of Dr K.C. Bangar, former Vice-Chancellor of Guru Jambheshwar University, Hisar, Chairman of the Haryana Public Service Commission.

The Deputy Leader of the Haryana Congress Legislature Party, Capt Ajay Singh Yadav, said here today that the Chautala government had “rewarded” Dr Bangar for allegedly committing large-scale irregularities in the entrance examinations to medical and engineering colleges.

These examinations, he said, were conducted by GJU this year. Even the government itself ordered an enquiry into the irregularities following a large number of complaints.

Captain Yadav demanded that the probe report should be made public so that corrective measures could be taken before the start of the academic session.

Labourers drugged at railway station

AMBALA Aug 4 — Four labourers were drugged at Ambala cantonment railway station late last night. Except for some money, no goods were lost as a fifth labourer did not consume the eatable which was drugged. The incident took place when five labourers, all hailing from Bihar, came to Ambala to catch a train. They had boarded a passenger train from Rajpura at about 8 pm last night. Two other youths, apparently from north India, also boarded the train from Rajpura. During the train up to Ambala. The duo befriended the five labourers. When they alighted at Ambala cantonment, the labourers were offered samosas by the two youths.

The two youths first ate a samosa each and then offered the samosa to the labourers. Except for one labourer who threw away the samosa after taking a bite, the other unsuspecting labourers ate the samosa and fell unconscious. After offering the samosas, the duo said that they were going to eat dinner and did not return.

The labourers who were affected are Kapil Rishidev, Bindeshwari Rishidev, Raj Narain Rishidev, Ramji Rishidev and Gulab Rishidev. According to Kapil Rishidev, who did not eat the samosa, the four labourers fell fast asleep after eating the samosa. "When I tried to wake them up, there was no response from them. It was then that I informed the railway police in the morning who sent us to the Ambala Cantonment Civil Hospital," he said. He claimed that except for Bindeshwari Rishidev who had lost Rs 600, the rest of the goods were intact.

Make way for e-fashion

AMBALA Aug 4 — Budding fashion designers here can now tap the Internet for the latest haute couture and also to display their work.

The National Institute of Fashion Design, Ambala cantonment, is now offering e-fashion, a new curriculum for the Internet-savvy generation. According to the centre head, NIFD Ambala, Mr Sudhir Windlas, the courseware of e-fashion is an extension of the regular course in fashion, textile and interior designing with computer aided designing as an integral part.

The introduction of Internet in our curriculum, will provide interactive exposure of information technology and will open the student’s global perspective to understand design ideas, trends and techniques,” he said. The courseware is designed to give the students an insight into the working of Internet, its practical use, introduction to fashion and design software and the basics of e-commerce, he stated.

To showcase the efforts of the students, an exhibition “Life Style 2K”, was put up at the institute. The exhibition was inaugurated by the wife of the Commissioner of Ambala, Mrs K. Singh. If the saleability of a product is an indicator of the quality of the work, then the exhibition seems to have been received well as several exhibits have been sold during the past two days. The students have also received inquiries from potential clients.

Illegal parking disrupts traffic

KALKA Aug 4 — Haphazard and unauthorised parking of vehicles at Gandhi Chowk here frequently disrupts the smooth flow of traffic. Once disrupted, it takes hours for the traffic to return to normal. The traffic police has shown little inclination to stop unauthorised parking of taxis, auto-rickshaws and other vehicles in this area.

The chowk is the junction of three main roads of the town — the Shimla, Chandigarh and railway station roads. A large number of shoppers also visit the area as it is the marketing hub of the town. People also throng the area in the evening for a stroll because of its attractive ambience. The unauthorised parking of vehicles has also made it difficult for the visitors, especially women, to walk through the area.
