MANALI, July 4 — The Minister for Food and Civil Supplies, Mr Mansa Ram, has announced to spend Rs 5 crore during the current financial year for the uplift of Scheduled Tribes and Scheduled Castes. The minister was presiding over a meeting of the Board of Directors of the Scheduled Tribes and Scheduled Castes Corporation here yesterday.

SHIMLA, July 4 — About 50 teachers of the Kendriya Vidyalaya from Chandigarh, Jammu, Delhi, Lucknow and Dehra Dun are being trained here for organising "youth parliaments" in their respective schools so as to familiarise the students with functioning of Parliament.

5 cr earmarked for SC, ST schemes

MANALI, July 4 — The Minister for Food and Civil Supplies, Mr Mansa Ram, has announced to spend Rs 5 crore during the current financial year for the uplift of Scheduled Tribes and Scheduled Castes. The minister was presiding over a meeting of the Board of Directors of the Scheduled Tribes and Scheduled Castes Corporation here yesterday.

He said Rs 1.5 crore would be allocated as grants during the year on public interest schemes. He further said that the corporation was motivating those belonging to the Scheduled Castes and Scheduled Tribes to go in for self-employment and training for this purpose was being imparted to them by the corporation.

The minister said training was being imparted in tailoring, welding, plumbing work, carpentry, shoe-making, handicrafts and motor-driving. He said there was a provision for awarding scholarships to trainees. Those who would be trained within the district would be entitled to get scholarships worth Rs 500 per month and those outside the district would be entitled for a scholarship worth Rs 750 per month.

Mr Mansa Ram said during this year as many as 350 Scheduled Tribes and 300 Scheduled Castes youths would be imparted training in different vocations and nearly 3,000 Scheduled Castes and Scheduled Tribes families would be covered under the self-employment scheme. He further said that the corporation would give interest-free loans up to Rs 75,000 to each meritorious student belonging to these segments.

Those who attended the meeting included non-government members, Mr N.R. Shama from Hamirpur, Mr Ram Nath from Una, Ms Meera Anand from Solan and Ms Ganga Bhagti from Kinnaur. The Managing Director and the manager of the corporation also attended the meeting.Top

SHIMLA, July 4 — The H.P. Fruit and Vegetable Growers Association has decided to boycott the meeting called by the Horticulture Minister in protest against the decision of the government not to increase the support price for mango and apple!

Mr Lekh Raj, president of the association, said here today that the prices of cartons and fertilisers had been increased by the government on the plea that the prices of inputs had increased but the same argument had been rejected in case of support prices for mango and apple.

He said as farmers had not been provided with relief and no authentic report by the department concerned had been published for assessing the losses, the growers had been left disappointed.

He alleged that such meetings by ministers were being organised to "mislead" the farmers. Therefore, an appeal had been issued to all farmers and their organisations not to attend these meetings.

He said a meeting of the executive of the association would be held at Kulu on July 11 to sort out the problems of growers.Top

 

Solan robbery: cops got message late

SOLAN, July 4 — A 10 to 15 minute delay on the part of the bank officials in informing the police helped the gang, which looted the Solan Brewery branch of Punjab National Bank, to escape from here yesterday.

The robbery started at 1.45 p.m and the robbers made good their escape by 1.50 p.m. According to the SP, Mr Rakesh Aggarwal, the bank staff phoned around 2.10 p.m. The robbers got more than half an hour to jump the impromptu police barriers at Saproon and Dharampur. It takes 20 minutes by a motorised vehicle from the Solan Brewery to cross Dharampur, 20 km from the site of the crime.

It was not clear whether the car used in the crime, "abandoned" near Koti, about 10 km ahead of the Parwanoo police barrier, was a ploy or compulsion of the flat tyre.

The police suspects that the gang’s two members hail from a village near Paonta Sahib in Sirmour district. The robbers might have fled the State using the Kumarhatti-Nahan route, they allege.

The SP said the cars registration number had been flashed to the National Crime Record Bureau to ascertain whether the car used in the crime was stolen or not.

The car bore a faintly visible registration number -UP-80-L-0276. Its engine number was SB 308-IN-415446 and its chassis number FE B-IN-584405. Its colour was metallic grey, apparently a re-paint job.

Meanwhile, the police acting on information relayed by a resident of the Solan Brewery found two country-made revolvers from a gorge along the national highway, 500 metres from the bank premises. This showed that the robbers first moved towards Shimla and then turned back towards Kalka after disposing of the weapons.

The police has also found six cartridges three of them of .315 bore and three of .12 bore from the abandoned car. All bore marks of having been fired by the trigger-driven striker.

College asked not to charge security fee

SHIMLA, July 4— Himachal Pradesh University (HPU) has ordered the Engineering College at Kala Amb not to charge students Rs 90,000 as security as this was violative of the norms laid down by the All-India Council of Technical Education (AICTE).

According to a spokesman of HPU, the issue was reviewed at a meeting of the fee structure committee.

The AICTE had in its letter dated December 31,1999, stated that any institution contravening the University or state regulators could invite punitive action.

The letter had made it clear that no private institution was entitled to receive from students any other payment or amount other than the fee fixed by the competent authority.

The spokesman said the recommendations of the fee committee were examined by the state government and it had been decided that only Rs 2000 be charged as refundable college security.Top

 

Postal services computerised

HAMIRPUR, July 4 — Postal services were computerised at the head post office here last evening. At a function held on the occasion, the Chief Minister, Prof Prem Kumar Dhumal, dedicated these services to the people of the district.

Addressing a public meeting, the Chief Minister said we must adopt the latest technology in every field of life in the present times. He said those who lagged behind in this field would not progress.

Professor Dhumal hoped that all other post offices in the state would also be computerised shortly. He said the state government had already decided to introduce computer education in 1,001 senior secondary schools of the state to prepare the new generation for facing challenges in the coming years. He said there was a great demand for computer engineers in the USA and other foreign countries and Indian engineers were on great demand in these countries for their superior performance in this field. Mr Vijay Bhushan, Chief Postmaster-General of Himachal Pradesh, welcomed the Chief Minister and other guests and informed the state had a network of 2,767 post offices out of which 18 were Head Post offices, 462 post offices and 2,287 ED branch post offices.

SHIMLA, July 4 — About 50 teachers of the Kendriya Vidyalaya from Chandigarh, Jammu, Delhi, Lucknow and Dehra Dun are being trained here for organising "youth parliaments" in their respective schools so as to familiarise the students with functioning of Parliament.

Officers of the Parliamentary Affairs Ministry and the Himachal Pradesh Vidhan Sabha are training them in the procedures of the House.

Mr I.D. Sharma, Deputy Secretary, Parliamentary Affairs, has come here from Delhi to organise the training course which was inaugurated today.

Mr S.B. Chaturvedi, Deputy Commissioner (academics and administration) of the Kendriya Vidyalay Sangathan, told the TNS that the students will hold mock sessions of Parliament in their schools in which they will discuss various issues, including the controversial matter of granting autonomy to Kashmir. They will also be acquainted with zero hour, framing of questions and answers for Parliament.

He said the Chandigarh zone is the host for the training programme.

Mr Chaturvedi said the students will also be acquainted with the functioning of the Prime Minister and the Speaker.

He said such training courses have been organised in the North-East and various other parts of the country. These had proved useful for the school students who get a feel of the functioning of democracy in the country.

Mrs Narendera Mohini, Principal of the school, said that such courses for teachers and students were useful in a democratic set up. Top

SHIMLA, July 4 — The Leader of the Congress Legislature Party (CLP) and a former Chief Minister, Mr Virbhadra Singh, has described the passing of the autonomy resolution by the National Conference-dominated Assembly of Jammu and Kashmir as a reaction to the behind-the-scene "hobnobbing" by the Centre with Hurriyat leaders, bypassing the democratically elected government of Dr Farooq Abdullah.

Mr Virbhadra Singh told mediapersons here today that the resolution for autonomy was unfortunate and was bound to encourage forces of separatism in the country.

He said there was every case for the government to give more powers to states. However, the demand for autonomy as spelled out in the resolution was entirely different and could not be conceded by any government at the Centre as it would strike at the very roots of national integrity and unity.

He said the leadership of the National Conference could not be unaware of this fact and it appeared that it went ahead with it to boost the sagging image of the Farooq government, particularly in the Kashmir valley.

Mr Virbhadra Singh said in his opinion the Centre should not financially starve the Jammu and Kashmir Government but provide it with liberal grants for development of the state.Top

SHIMLA, July 4—Mr R.D.Kashyap, Minister for Urban Development, has asked a Congress leader, Maj Vijay Mankotia to apologise for levelling false and baseless allegations against him or prove the charges.

Reacting strongly to the charges he said Major Mankotia had not only lost his equipoise but also credibility. Mr Kashyap clarified that he had taken a loan of Rs 7 lakh in 1983 from the State Finance Corporation and not of Rs 35 lakh as alleged by Major Mankotia. He said he had repaid the entire loan along with the interest totalling to Rs 17 lakh. He had already obtained the "no dues "certificate from the corporation, he added. Top

Dharamsala, Mandi, Solan, Hamirpur, Una, DAV College, Chandigarh (Sector-10), Arya College for Boys, Ludhiana, Rainbow English School, Howrah, National Education Foundation, Guwahati and Himachal Pradesh University, Shimla.
