CHANDIGARH, May 10 — The Haryana Pollution Control Board has been reconstituted with the State Government appointing Mr Harbhajan Singh Bains, a former Industrial Adviser to the Punjab Government, as the board’s Chairman for three years.

YAMUNANAGAR, May 10 — All teachers of Haryana will go on a strike tomorrow. A decision in this regard was taken at the State Executive meeting of the Haryana Rajkiya Adhyapaksangh here yesterday. Its district president, Mr Mohan Lal Bhardwaj and Mr Pardeep Sareen, secretary of the sangh, said that because of the ‘wrong’ policies of the Union Government, there was a threat to the job of teachers.

Kidnapped youth escapes
ROHTAK, May 10 — A youth of a nearby village, who was kidnapped by four unidentified armed persons on Monday managed to escape and reach his home today.

Dangi’s bail plea rejected

AMBALA, May 10 — The Additional District and Sessions Judge, Ambala, Mr Lakshman Sharma, rejected the anticipatory bail application of a former Haryana minister, Mr Anand Singh Dangi, here today. Mr Dangi was allegedly charged with allotting several hundred acres of evacuee land to his aides by misusing his official powers about four years ago.

The state Vigilance Bureau had registered a case against Mr Dangi and other on April 8, 2000 under Sections 218, 406, 409, 418, 420, 467, 468, 471, 120-B of the IPC and 13(1) (D) of the Prevention of Corruption Act 1988.

During the arguments proceeding the counsel for Mr Dangi stated that the petitioner had nothing to do with the allotment of land to the applicants. It was the duty of the Tehsildar (Sales), Settlement Officer and other senior officials to check the applications. He also stated that the petitioner had contested the assembly elections from Meham against the present Chief Minister a few years ago and the case had been registered against him due to the political reasons.

The public prosecutors Mr Mewa Singh and Mr D.M. Tiwana representing the state while opposing the bail application stated that during the regime of the former Chief Minister, Mr Bansi Lal, a decision, was taken by the government in the assembly that inquiry be got conducted pertaining to the cases of allotment transfer and auction of the evacuee government land from January 1995 to February 96 pertaining to the same unit Ambala.

As per the decision of the government all allotment files were sent to the Commissioner, Ambala division, for inquiry. The Commissioner, submitted his report to the Financial Commissioner (Revenue) who again processed all files and selected 24 cases in which gross irregularities, misuse of power and official position as well as framing of false records were found. Later the case were forwarded to state Vigilance Bureau for proper investigation.

The prosecutors stated in their written arguments that during the investigation it was revealed that in all cases the land had already been allotted prior to October 22, 1953, on which date the special cut was imposed by the order by the then Revenue Minister, Punjab and the applicants were not entitled to an additional evacuee land but the Assistant Registrar Rehabilitation (MO) in these cases either allowed them additional evacuee land or suo motu changed their category of already allotted from superior to inferior and made them entitled to claim additional evacuee land.

Moreover, the antecedents of the applicants were not properly verified in the cases and no proof of legal heirs was asked by the ARH as to whether the applicants were bona fide legal heirs of the original allotment and their affidavits were considered as sufficient proof. Interestingly the applications were hurriedly processed, proposals were made and then sent to the Revenue Minister Mr Anand Singh Dangi directly. The day the Revenue Minister saw the files the allotment slip was issued on the same day.

HPCC gears up to awaken masses

CHANDIGARH, May 10 — A meeting of the chairman and conveners of various cells and front organisations of the Haryana Pradesh Congress Committee (HPCC) was held today in the PCC office here. The meeting, presided over by the HPCC chief, Mr Bhupinder Singh Hooda, prepared the following programmes for the next three months for implementing various directives of the AICC and for taking to the people the policies of Ms Sonia Gandhi. It was decided at the meeting that there would be state-level convention of the Mahila Congress at Panipat on May 19. There would be a meeting of the HPCC’s legal cell at Chandigarh on May 30. There will be a district-level meeting of the party’s Panchayati Raj cell on June 6 at Karnal, a meeting of the Bazigar Banjara cell on June 18 at Sitamai in Karnal district and a district-level seminar of the HPCC’s Vichar Vibhag cell on June 25 at Kurukhshetra. In June the Congress Seva Dal will also organise a two-day training camps in all districts of Haryana to be followed by a state-level convention of the Seva Dal.

There are five programmes scheduled for July. They are, state-level convention of the party’s backward classes cell at Jind on July 2, meeting of the beopar cell at Faridabad on July 8, meeting of the Teachers’ cell at Sonepat on July 9, regional convention of the SC/ST cell at Karnal on July 16 and state-level convention of the doctors’ cell at Kaithal on July 23.

The programmes listed for August are, seminar organised by the Media Cell of the party at Chandigarh on August 2, Quit India movement commemoration day celebrations by the minority cell at Taoru in Gurgaon district on August 9, seminar to be organised by the Human Rights cell at Ambala Cantonment on August 16, programmes related to Rajiv Gandhi’s birthday by the Kisan Congress at Hisar on August 20 and state-level convention of the Legal Cell at Karnal on August 28.

Bijli nigam working comes under fire

SONEPAT, May 10 — Almost all government departments, particularly the PWD (B&R), the police and the Uttar Haryana Bijli Vitran Nigam, came under heavy fire at the monthly meeting of the Public Relations and Grievances Committee, held here yesterday. Mr Sudhir Rajpal, Deputy Commissioner, presided over the meeting.

Mr Suraj Mal Antil, an INLD MLA from Rai was critical of the UHBVN for issuing fake electricity bills to the consumers and demanded action against the erring officials. He alleged there was no control over the meter reader clerks and the authorities were indifferent to the consumers complaints in this regard. He, however, advocated lenient action against a poor shopkeeper of the Shershah village area who had been charged with a case of power theft.

Mr Antil also criticised the working of the PWD (B&R) for not repairing the bridge on the Sonepat-Rohtak road near Rohat village and warned that it would result in a major accident if the bridge was not repaired soon. He asked the district authorities to take a serious note of this lapse on the part of the department concerned and take stern action against the erring officials.

He demanded steps for the removal of unauthorised water connections which had been connected into the main reservoirs and action against the former sarpanches who were reluctant to hand over the charge to the newly elected sarpanches.

Mrs Nita Devi, a widow of Mr Rajpal, a resident of Baroli village, demanded action against police officials allegedly responsible for the death of her husband on December 20.

The Deputy Commissioner asked the police authorities to hold an impartial inquiry and take action against the erring officials.

Certain non-official members, including Mrs Raj Bala and Mr Hari Parkash Mandal also aired their grievances at the meeting.

Nine of 11 complaints received at the meeting were redressed.

Haryana farm bank advances Rs 252 cr

CHANDIGARH, May 10 — The Haryana State Cooperative Agriculture and Rural Development Bank has advanced loans worth Rs 252 crore through its 86 primary branches situated at tehsil and sub-tehsil level during the last financial year.

While stating this here today, the Financial Commissioner and Secretary, Cooperation, Mr M.K. Miglani, said the limit for non-farm sector loans had been raised from Rs 10 lakh to Rs 15 lakh. The present Government had set up two new primary banks at Nathusari Chopta in Sirsa district and Kharkhoda in Sonepat district.

He said that a new loaning scheme had been introduced for financing of new tractor-trailers for combine harvesters, floriculture, strawberry cultivation and self-employment dairy programme of 10 buffaloes. Integrated plantation of poplar had also been started by the bank. He said that the bank was also considering to finance the wheat straw reaper machines.

Parishad’s land to be given to PUDA

CHANDIGARH May 10 — The Punjab Government has decided to transfer land belonging to the Hoshiarpur Zila Parishad to PUDA for the construction of a district administrative complex.

A decision to this effect was taken by Mr Parkash Singh Badal, CM, here this afternoon. It was decided that the entire land of the parishad, measuring five acres, will be transferred to the state government free of cost but the possession would be delivered to PUDA directly.

The complex would be a multi-storied feature and besides this the land under the present complex and other under utilised land like the government college hostel, the office of the DEO, police station, city kotwali and the sessions court would also be transferred to PUDA under the OUVGIL scheme.

PUDA would commercially exploit these pockets and construction of the complex would begin immediately without waiting for the realisation of the sale proceeds.

Uneasy calm at sugar mill

NARAINGARH (AMBALA) May 10 — An uneasy calm prevails at the Naraingarh Sugar Mill and Neighbouring villages following the firing incident which left seven persons injured after an altercation between locals and mill employees.

Two of the seven persons who sustained pellet injuries have been referred to the PGI, Chandigarh. A posse of policemen is now posted within the Naraingarh sugar mill complex and they are maintaining vigil to ensure that no untoward incident takes place.

The injured are the ones who were at the receiving end of the attack when the villagers pounced on them — and the resultant shooting.

A relative of Mr Tejpal, a mill employee, who was convalescing in hospital, said he was beaten up within the hospital premises. “He had come to the hospital when a group of villagers also turned up for medical examination. Tej Pal was beaten up by them and he sustained injuries,” he said.

Vipin, another mill employee, was attacked by a knife-wielding villager and he sustained injury on his neck. It was only after he managed to run and hide himself that he managed to escape the wrath of the villagers.

The General Manager of Naraingarh Sugar Mill, Mr Hem Raj, told The Tribune that late on Monday night, a function was on within the sugar mill premises when a group of villagers collected near the barbed wire boundary and passed some objectionable comments.

We asked them not to indulge in this. “Then the villagers left only to return armed with sticks, stones and knives and entered the complex. They began attacking the mill employees. The watchman posted at the colony called for help from the main gate where there is always an armed guard,” he said.

Mr Hem Raj said on seeing the mob, the guard, Mr Jaipal, fired in the air. “Some villagers tried to attack the guard and then another shot went off. It was only when the mill employees went for medical examination to the hospital, did we learn that some villagers had sustained pellet injuries,” he said.

The villagers are angry with the opening of fire within the mill complex. They claim that the mill officials had spoken rudely to them even when they had not said or done anything. “We became angry when the mill officials spoke harshly and said that we should leave even though we were standing outside on `public land’,” a resident of Bilaspur village said.

Most of the persons involved in the Monday incident are said to be Bilaspur village residents. The Bilaspur villagers claim that things would not have come to such a pass if the mill officials had not been “discourteous” to them.

Incidentally, this is the second “shooting” incident concerning the Naraingarh sugar mill. Earlier on January 18, shots had allegedly been fired at agitating mill workers. Nobody had been injured in the incident. At that time, the mill officials and the workers had traded allegations regarding who fired the shots.

In the Monday night incident too, the General Manager is maintaining that they learnt about the pellet injuries to villagers after the mill employees reached the hospital.

FATEHABAD, May 10 — Students appearing for BA part I examination of Kurukshetra University have raised objections against the question paper of political science in which the English and the Hindi versions differ from each other.

Showing a question paper, the students along with their parents said question No. 9 in the English version of the paper asks about “salient features of the Constitution of People’s Republic of India” while the Hindi version of the question paper shows... “People’s Republic of China”. Students said this led to a lot of confusion and asked for grace marks.

University Registrar summoned

CHANDIGARH, May 10 — A Division Bench of the Punjab and Haryana High Court, consisting of Chief Justice A.B. Sahariya and Mr Justice V.K. Bali today directed the Registrar of Baba Farid University, Faridkot, to appear in person and produce the relevant records pertaining to the affiliation of Lala Lajpat Rai Memorial Ayurvedic Medical College, Moga, on the next date of hearing.

In a civil writ petition filed by Mr Rajesh Kumar along with other students of the medical college at Moga, the petitioners alleged that they got admission to the above said college for the Bachelor or Ayurvedic Medical Sciences course which was spread over for five and a half years. The degree course of the petitioners started in 1996 but until now exams had been conducted for the first professional only despite a lapse of four years.

Counsel for the petitioners pleaded that now after three years the students had come to know that since the college was not affiliated to any university in the state of Punjab and was not recognised by the Central Council of Indian Medicines, the college authorities were not in a position to conduct the examinations. However, the stand taken by the college was that they had applied for affiliation to the universities concerned from time to time. Counsel for the university, relying on the inspection report conducted by the Baba Farid University on September 24, 1999, submitted that the college did not meet the minimum standards required for affiliation.

Counsel for the petitioners argued that a letter dated August 16, 1999, written by the Central Council of Indian Medicines to the Registrar of the university showed that the facilities available at the college were sufficient to meet the requirement of the CCIM and granted approval for admission to another 30 students.

Taking strong exception and serious view of the matter keeping in mind career of the students, the Division Bench directed the Registrar of the university to appear in person with relevant record pertaining to the affiliation of the college on May 22.

Notice to Chief Secy on jobs to handicapped

Tribune News Services Adds: Issuing notice of motion to the Punjab Chief Secretary, Mr R.S. Mann, for August 10, Mr Justice V.S. Aggarwal of the High Court today asked him to show cause “why proceedings for contempt be not drawn for the alleged violation of directions” regarding employment for the physically handicapped.

Mr Justice Aggarwal, however, granted the respondent exemption from personal appearance till further orders.

Alleging non-implementation of the High Court order dated December 17, 1997, the petitioner, Jagat Singh of Sangrur district, and two others had earlier stated that the advertisement for filling posts for the handicapped in the departments was to be issued within a month and the entire process of selection and appointment was to be completed within the next two months but the directions had not been complied with”.

MCs resolve to develop Rohtak

ROHTAK, May 10 — Although the government has yet to finalise a schedule for the election of office-bearers to various municipal committees in the state, an alignment and realignment of political forces has already begun.

At least 18 newly elected municipal commissioners owing allegiance to the Congress and the BJP decided yesterday to form a new organisation called the Nagar Parishad Shahri Vikas Sangthan.

These municipal commissioners met at the Tilyar Tourist Complex here yesterday and resolved to work unitedly for the development of the ancient town under the guidance of formers minister Subhash Batra and Mr Munish Grover. Reposing complete confidence in Mr Batra and Mr Grover, these municipal commissioners authorised them to name the new civic body chief and other office-bearers.

The development will have for reaching political implications and is considered a set back to the Congress. Mr Batra has resigned from the Congress on the eve of the last vidhan sabha elections and Mr Munish Grover unsuccessfully contested assembly poll on a BJP ticket amid opposition from a dominant faction of the party.

The elections to the civil bodies in Haryana were held on April 2 under directions from the Punjab and Haryana High Court. Barring the BJP, no other political party contested these elections on their party symbols.

Immediately after the municipal elections were over, the Chief Minister, Mr Om Prakash Chautala, claimed that majority of the municipal commissioners in Haryana were supporters and activists of the ruling party.

Mr Bains who hails from Tumbi village in Yamunanagar district, topped in the M.Sc examination of the Mississippi University, USA. He served the private and public sector undertakings in various capacities in the field of manufacture, consultancy and environment within India and the USA.

The official members of the board are the Transport Commissioner, Director Environment, Director of the Local Bodies; the Engineer-in-Chief, Public Health and the Principal Chief Conservator of Forests.

Mr Padam, Chairman of the Sirsa Municipal Committee, will represent the local bodies. There will be three more members to represent the fields of agriculture, fisheries, industry and trade. They are Mr Babu Ram Gupta of Yamunanagar, Mr Deva Singh Sangwan of Karnal and Mr Permanand Goel of Mahindargarh.

The Director, Industrial and the Managing Director, HSIDC, would represent corporations and companies.

The S.E. Public Health, Mr B.S. Sangwan, will be the member secretary.

Haryana teachers’ stir today

YAMUNANAGAR, May 10 — All teachers of Haryana will go on a strike tomorrow.

A decision in this regard was taken at the State Executive meeting of the Haryana Rajkiya Adhyapaksangh here yesterday. Its district president, Mr Mohan Lal Bhardwaj and Mr Pardeep Sareen, secretary of the sangh, said that because of the ‘wrong’ policies of the Union Government, there was a threat to the job of teachers. The decision was taken by the Union Government to reduce 30 per cent jobs of employees was an ‘anti-employee’ move, which would not be tolerated any more.

They demanded that there should be exemption in income tax limit by Rs 1 lakh. Medical allowance and house rent allowance should be given to the teaching community and the surcharge tax should be abolished.

They also demanded that government schools should not be handed over to panchayats and the employees, who are on working contractual basis, should be confirmed.

The union leaders stated that 214 teams had been constituted to tour the entire state to ensure the success of strike. Fifteen teams had been constituted in this town.

Kidnapped youth escapes

ROHTAK, May 10 — A youth of a nearby village, who was kidnapped by four unidentified armed persons on Monday managed to escape and reach his home today.

According to police sources, the youth identified as Aman (22), alias Babloo, son of a priest of Kharawar village was kidnapped at gunpoint by four youths, who came in a Maruti van. They intercepted him on the national highway No. 10 while he was going on his motor cycle.

The victim recollected that he was beaten up by the kidnappers and after he got unconscious they hid him in a stack of grass lying in a field. The youth said after regaining consciousness he raised an ‘alarm’ and shouted for help. His cries attracted the attention of some persons working nearby and they came to his rescue. He has been admitted to a hospital.

ROHTAK, May 10 — Two persons were killed and a few others injured in two separate cases of accidents in the district during he past 24 hours.

According to police sources, a motor cyclist identified as Subash, was hit by a jeep on the Hisar road near the industrial area yesterday. The victim succumbed to his injuries while on way to the hospital.

In another incident, Vazir Singh of Titoli village died when his Jeep overturned near Sunderpur village yesterday. The jeep reportedly overturned after the driver lost his control while trying to save a motorcycle coming from the opposite side.

Haryana to promote bee-keeping

CHANDIGARH, May 10 — The Haryana Government will provide 16,000 bee colonies and 16,000 bee-hives at subsidised rates to aspirants during this financial year.

Stating this here yesterday, the Agriculture Minister, Mr Jaswinder Singh Sandhu, said the government would also impart training in bee-keeping to landless farmers, educated unemployed youth and persons belonging to the Scheduled Castes and Scheduled Tribes.

75 ‘baratis’ down with food poisoning

FATEHABAD, May 10 (PTI) — As many as 75 members of a ‘Barat’, including 31 women and 14 children, were affected by food poisoning.

Immediately after lunch the baratis complained of vomiting and stomach upsets the police said.

A team of doctors promptly took over and cured some of the persons on the spot while serious cases were hospitalised at the Civil Hospital, Tohana.

The byelection has been caused following Chief Minister Om Prakash Chautala’s decision to keep his Narwana seat and quit Rori to pave the way for his son Abhay Chautala’s contest for the Assembly seat.

AMBALA May 10 — Kendriya Vidyalaya no. 1, Patel Park, Ambala Cantonment, has raised a band consisting of 54 students of primary classes during 1999-2000. The band has given several performances during the session on various occasions, including annual day and sports meet.

The members of the band presented a colourful display during the morning assembly and the chief guest was Major Kuldeep Sharma, Commanding Officer of 358 Independent Composite Platoon, a release said.

Major Sharma appreciated the effort put in by Kendriya Vidyalaya in this direction and he announced a cash prize of Rs 500 to the band on his behalf.
