Rathore is DGP till found
guilty: Chautala PANCHKULA, Jan 7 Taking cudgels on behalf of the Director General of Police, Mr SPS Rathore, the Chief Minister of Haryana, Mr Om Prakash Chautala, said a decision on his status would be taken only after an enquiry by the CBI as ordered by the Supreme Court. "He was the DGP, he is the DGP and will remain the DGP till found guilty," he said. Mr Chautala was addressing mediapersons after a ``Sarkar Aapke Dwar'' programme which was held here today. He was replying to a question on why no action had been initiated against the DGP who found himself in the unsavoury controversy revolving the suicide of Ruchika. He stated the DGP had himself asked for a CBI investigation into the matter. Referring to the holding of panchayat polls in February as ordered by the Punjab and Haryana High Court, Mr Chautala said the order was being legally examined. "We will put in a revision petition in the same court highlighting that the earlier decision was not correct since all facts had not been presented before the court," he said. On the issue of statements of fielding its own candidates in the 90 assembly constituencies being issued by the BJP, he said the matter had been already resolved and that the BJP-INLD combine would contest the Assembly elections. "Constituencies will not be divided between parties but on the basis of the merit of candidates," he said. "The previous government led by Mr Bansi Lal was diverting all funds to their pockets but our government is concentrating on safeguarding the interest of the state and is committed to completing the development works started by the government," he said. He was answering a question on how the government had managed to undertake development works in the state despite paucity of funds as claimed by the previous government. He pointed out that the result of better management of state funds was visible in the revenue receipts which had increased by 23 per cent during the last month and these were 22 per cent more during this month in comparison to the corresponding period. On follow-up action of
the "Sarkar Aapke Dwar" programme, he said most
of the day was spent listening to grievances of the
public while the officers briefed him on solutions to
redress the grievances of the people during the night. |
I. D. Swami opens Tribune
sub-office KARNAL, Jan 7 Mr I.D. Swami, Union Minister of State for Home Affairs, today expressed the hope that The Tribune group of newspapers would "play a vital role in shaping public opinion to build a new society and new India." Mr Swami who inaugurated a Tribune sub-office in Karnal, the third in Haryana, stated that The Tribune was responsible for shaping and affecting public opinion on vital issues. He described the Press as "a perpetual parliament in session" and maintained that The Tribune group had maintained its standards of "objectivity and non-prejudicial reporting." He said the newspaper had never compromised on principles while reporting various incidents of importance. The Union Minister said those who read The Tribune considered themselves as members of The Tribune family. M S.D. Bhambri, General Manager, The Tribune group, addressing the gathering said: "The owners of The Tribune are its readers. It is a precious institution which has given its utmost to its readers." Tracing the history of The Tribune and its devotion towards its readers, Mr Bhambri thanked the divine inspiration with which The Tribune was started and which had helped it to grow manifold in the past decades. He said the office in Karnal would function as "a nodal office" because of the geographical location of the historic city. He described The Tribune as a charitable institution controlled by a Trust which had no parallel in the country. Mr O.P. JD (U) leader slams
Chautala SONEPAT, Jan 7 The president of the Haryana Pradesh Janata Dal (U), Mr Ved Parkash Vidrohi, today criticised the Chief Minister, Mr Om Prakash Chautala, for creating new subdivisions and subtehsils in the state in the wake of the assembly poll and said it would involve a huge expenditure and the financial set-up would be shattered. In a statement issued here, he said there were already 19 districts in the state and there was no need to create new administrative units. The new establishments, he said, would put a burden on the common man. Mr Vidrohi urged the Election Commission of India to invoke the provisions of the model code of conduct immediately to check Mr Chautala from misusing his official position by giving undue favours to his favourites and announcing major concessions for improving the prospects of his party in the forth coming assembly elections. He also appealed to
voters not to be misled by false promises of Mr Chautala. |
ISAE honours over 25 farm
engineers HISAR, Jan 7 In a rare distinction, more than 25 farm engineers of CCS Haryana Agricultural University have received accolades for their distinguished services. Acknowledging their services, the Indian society of Agricultural Engineers (ISAE) has announced various honours for these engineers who are on the faculty of the college of Agricultural Engineering and Technology university. Dr D.P. Kataria, Dean of the college and Prof R.S.R. Gupta, a former Dean, have been awarded with the fellowship of the ISSE for the their outstanding achievements in agni-engineering, while Prof Sudama Aggarwal, V.P. Bahl and Dr R.S. Das have received commendation medals. The selection of Prof Aggarwal and Dr Das for the award has been made for their distinguished services to the society, while Bahls selection is the testimony of the extension work done by him in agri-engineering. Dr Yogender Kumar Yadav for his contribution in the field of energy conservation and Yogesh Suneja for the services rendered to the ISAE, have been given commendation certificates. The other faculty
members who have been honoured by the ISAF include Prof

Elevated highway by year-end AMBALA, Jan 7 If all goes well, the 2-km-long elevated highway, including the 350 -metre viaduct bridge, being constructed here on the Amritsar-Delhi national highway opposite the old inter-state bus stand will become operational by this year-end. The right hand side of the elevated highway, including the flyover, has already been completed. As for the left hand side structure, nearly 70 per cent of its work is also over. The remaining 30 per cent work is hoped to be accomplished in the next couple of months. Once both sides of the project are completed, the finishing work will be undertaken. Funded by the World Bank, the construction of the project has been entrusted to Unitech Ltd., an Indian construction company, and I.G. Construction, a South Korea-based concern, as a joint venture. The construction of the work is supervised by a renowned Australian consultant company named Smec Snowing Mountains Engineering Corporation. The consultants claim that the construction of the flyover is done totally in a novel mechanical manner, contrary to the usual manual procedure hitherto followed in India. The entire flyover has been divided into 14 spans. Each span measuring 25 metres has been made separately. In the novel technique void forming tubes are embedded in concrete in order to reduce the concrete cross-sectional areas. This helps reduce the dead weight of the structure. The significant reduction in weight has a beneficial effect on foundations, floor reindorsement and bridge decks. The construction companies have installed several generators to continue work round-the-clock uninterrupted. The entire concreting of the bridge and retaining walls is done by a pumping system. This system, it is claimed, has helped expedite the construction of this project. The flyover is divided into two lane each. Each lane will cater to the two-lane traffic. Two ramp bridges have also been raised. The ramps will provide access to reach the flyover and get down from it. Once the flyover becomes operational, it will considerably reduce traffic congestion at the bus stand "T" junction. During the past several years this spot had become the most accident-prone area in Ambala. It will also help in the free flow of incoming and outgoing buses at a reasonably good speed. The flyover has provisions for six pedestrian crosses and two underpasses for school children. This will help school children to cross the road without any traffic hazard. Similarly pedestrians will have accident-free passage. Conceived way back in 1989, the elevated highway is part of the four-laning of the G.T.Road from the national Capital to Amritsar. Its construction was undertaken in January, 1995. To begin with, the deadline for completing the elevated highway was July,1998. Seeking anonymity
officials of Haryanas Public Works Department, who
are associated with the project, attribute the delay to
re-aligning a portion of the area because of soft
conditions of the land. This forced the department to
revise the design. |
Chautala opens power line YAMUNANAGAR, Jan 7 Chief Minister Om Prakash Chautala made it clear that the Indian National Lok Dal (INLD)-BJP will contest the next Assembly elections together. Talking to newspersons here yesterday, Mr Chautala, who was here to attend the funeral procession of Prof Sat Dev Verma, an eminent Sanskrit scholar and husband of Dr Kamla Verma, a local BJP MLA, said there were no differences between these two parties. Mr Chautala said the election manifesto of both parties would be separate. About the municipal council and panchayat elections, he said there was a direction from the court to hold the elections before February 28. He said the Haryana Government was studying the report after which it would decide whether to move it to the Supreme Court or not. Meanwhile, the Chief Minister Om Prakash Chautala energised the 220 kv Abdulapur, Yamunanagar, power line from the 400-kv grid sub-station at Abdulapur yesterday. Mr Samir Mathur, Managing Director, Haryana Vidyut Parsaran Nigam, said this 220 kv double circuit Abdulapur-Yamunanagar line was 10.4 km long and had been erected at the cost of Rs 2.89 crore. Both circuits of this line had been energised by the Chief Minister. Mr Mathur further intimated that the work of erection of a 220 kv double circuit Yamunanagar-Shahbad line was under progress and was expected to be completed by the end of the month. Yamunanagar-Shahbad line was 36.6km and the cost of this line would be Rs 7.56 crore. Mr R.S. Nandwani,

Union minister opens phone
exchange PANIPAT, Jan 7 The Union Minister of State for Home, Mr I.D. Swami has announced that all districts in Haryana will be linked with the Internet by the end of the current financial year. He was addressing public meetings after inaugurating a telephone exchange at Babarpur Mandi and Panipat refinery, Dadlana, last evening. He also announced that the Department of Telecommunication would be able to provide on demand phone connections by 2002. Mr Swami assured the people that as Panipat was part of the National Capital Region, the Union Government would provide all kind of facilities here. The Chief General Manager of Haryana circle, Mr N.K. Mangla, said the department had set the target to set up 200 telephone exchanges in the circle during 1999-2000 and so far 120 exchanges had already been installed. STD facilities would also be made available in every village by 2002, he said. Mr Mangla disclosed that the department had also planned to provide pre-paid card facilities in the towns like Rohtak, Panipat, Faridabad and Kundli. With the setting up of 850 exchanges in the region, the number of telephone consumers had gone over five lakh he said, adding that 1.2 lakh phone connections would be released up to March. |
Two more included in
campaign panel CHANDIGARH, Jan 7 Rao Dharampal Yadav, vice-president of the Congress Party's Haryana unit, and Thakur Bahadur Singh, formerly an MLA of Sirsa, have been included in the state-level campaign committee of party for the coming Assembly elections. With this the number of members in the Congress party's campaign committee has gone up to 75. There are also seven permanent invitees in the committee headed by Mr Shamsher Singh Surjewala. Rao Dharampal Yadav has
also been made a coordinator to liaise between the AICC
and the HPCC for the organisational elections as well as
the Assembly poll, a statement by the HPCC quoting its
president Bhupinder Singh Hooda said. |
Gang of thieves busted, 3
held SIRSA, Jan 7 The district police has claimed to have arrested three persons belonging to a gang of thieves, thereby solving several cases of theft. Disclosing this here today, the district police chief, Mr K.K. Mishra, said the police arrested Bhola Singh, Jagtar Singh and Jagseer Singh of Kariwala village and recovered various stolen articles. He said that the police arrested Hari Singh of Alli Pur village of Punjab who was wanted in a case registered against him in 1998 for attacking Jagtar Kaur, her husband and their son at Skinanderpur in this district. Two persons
Dharam Pal of Ellenabad and Banta Singh of Ferozabad
village were also arrested. Dharampal was booked in 1993
when the police recovered illicit liquor from his
possession. He was missing since then and declared a
proclaimed offender in 1999. Sandeep Kumar of Ellenabad
was also arrested under the Gambling Act. |
Army man shot AMBALA, Jan 7 A Lance Naik of 501 AD Regiment was shot dead by another Army personnel on the night of January 6 in the Ambala Cantt area. According to the police
report, Naik D.S. Sachidanand of the same regiment fired
three rounds from his SLR at Naik Jeetu Yadav who died on
the spot. |
Bishnoi is municipal council
acting chief ROHTAK, Jan 7 Mr Inder Singh Bishnoi, Vice Chairman of the local municipal council today took over as acting Chairman. It is learnt that the Deputy Commissioner, Mr Rajesh Khullar, had delivered a notice yesterday that Mr Bishnoi would officiate as Chairman till the notification regarding election for the chairmanship of the council was issued. Earlier, Ms Harsh Malik
was removed from the post of chairperson under Section 2
(3) of the Haryana Municipality Act, 1973, on December
20, 1999. As many as 21 councillors, out of 24 present
had voted in support of the no-confidence motion moved
against Ms Malik. |
Demolition case: bail for 2 civic
officials ROHTAK, Jan 7 The Chief Judicial Magistrate today granted bail to Mr A.K.Jain and Mr Dharambir Chhillar, Executive Officer and Secretary of the municipal council, respectively. The District Bar Association has filed a case against Mr Arun Kumar, the then Deputy Commissioner, Mr R.K. Chauhan, the then SDM and Mr A.K. Jain and Mr Dharambir Chhillar in connection with the demolition of some chambers of the lawyers. The association alleged
that the demolition was carried out without serving any
notice on them. The court has directed Mr Arun Kumar and
Mr R.K. Chauhan to appear on February 7 as they failed to
turn up today. |

Erratic power supply irks samiti SONEPAT, Jan 7 The Haryana Nagrik Samiti today expressed its grave concern about the erratic power supply and prolonged power cuts imposed by the Haryana Vidyut Prasaran Nigam (HVPN) in Sonepat district and elsewhere and urged Chief Minister, Mr Om Parkash Chautala, to direct the authorities concerned to maintain regular power supply to all sectors. In a press note issued here, it said industrial units and people living in the rural areas were the worst-hit. Production had virtually come to a halt and industrialists were facing financial crisis. Moreover, all tubewells in the rural areas had become non-functional and farmers were unable to irrigate their agricultural land for want of power. The samiti also pointed out that drought-like conditions prevailed in the state and the government had failed to come to the rescue of farmers. It urged the state government to declare the entire state as droughtprone and launch relief work for farm labourers and other weaker sections. The samiti also disputed
the claim of the government that generation in gas-based
plants and thermal plants had increased and alleged that
people were being misled on this issue. |
Left-out voters told to get
I-cards CHANDIGARH, Jan 7 The Chief Electoral Officer, Haryana, Mr Bhaskar Chatterjee, has called upon the voters of Haryana who have not got photo identity cards so far to get themselves photographed in their respective district election offices or the office of Sub-divisional Officer (Civil) for the preparation of cards. He said videographer teams have already been stationed at these places. Mr Chatterjee said 86
per cent voters in the state had already been issued with
the photo identity cards which he claimed was the highest
in the country. He exhorted the voters who have been left
out to get their I-cards prepared at the earliest. |
