Tension in village over land row BOLNI (Rewari), Sept 7 Tension prevails in this village, about 12 km from Rewari, on account of a dispute over a piece of land and the alleged partisan role of the district administration and the police. The issue assumes significance as one of the parties is a retired bureaucrat, who was once Deputy Principal Secretary to a former Chief Minister of Haryana. Although FIRs have been registered from both the parties in connection with violence at the disputed site which took place on August 22, the police was hesitating to make any arrests. The district police chief, Mr R.C. Jowal, says that the case is being investigated. According to documents, a family of Kumhars, a sub-caste of the OBC, bought a piece of land from a family member of Khati sub-caste, also of the OBC. Registry regarding the land had also been effected in favour of the buyers in the Tehsil office, Rewari and the buyers had taken possession of the property. The Sarpanch of the village, Mrs Shanti Singh, says that a family of the Ahir caste, the dominant group in the village, attacked members of the Kumhar family while they had gone to the site after the purchase of the property. The Ahir family is the one related to the bureaucrat. The allegation is that the Ahir family launched the assault led by Rao Kunwar Singh, a former Sarpanch of the village. Nearly six persons from both sides were injured in the violence. The Kumhar family alleged that the police did not register an FIR in connection with the violent incident on the same day, despite its several attempts. The police, however, registered the case, from the side of the Ahir family on the same day. The documents say that the case was registered on August 24 after intervention by the Deputy Commissioner, Rewari, Ms Rajni Shekhari. The Kumhars are not satisfied as the police did not include the Section regarding criminal trespass on the land in the FIR. More so, when the members of the Ahir family took possession of the land after the violent incident. The Ahir family alleged that the Kumhars attacked them first. A delegation, including the Kumhars, met Chief Minister Bansi Lal during his visit to Rewari on August 29 to get the land freed from illegal occupation. The Deputy Commissioner had then directed the police for "urgent necessary action" in the case. The Kumhars alleged that so far no action had been taken by the police to get the land freed from illegal occupation by the Ahir family. Even while the police was allegedly dragging its feet on the case, the members of the Ahir family moved the court to settle the ownership of the disputed land. However, Rao Kunwar Singh, and his brother, the bureaucrat, told TNS that the Kumhars were being instigated against them by their political adversary the family members of the present Sarpanch. Rao Kunwar Singh said that the disputed land was part of the ancestral land of his family. The registry of the piece of land was fabricated, he added. The police chief said that the documents say that the Kumhar family owned the land. Now since the matter had been referred to the court, the police would await its verdict. Meanwhile, the Akhil
Bharatiya Prajapati (Kumhar) Sangh has condemned the
"illegal occupation" of the land and urged for
withdrawal of "false" case registered against
family members of the Kumhars. The Haryana unit of the
sangh also met at Rewari on August 30 and passed
resolutions to this effect. They also submitted a
memorandum to the district administration, urging for an
immediate action in the case. |
2.5 lakh robbed at gunpoint GURGAON, Sept 7 The manager of a factory was robbed of Rs 2.5 lakh by five youngsters, four of whom were later arrested by the police near Sohna today. Mr E.C. Govind, manager of Haryana Autocast Steel at Rojka Meo industrial town was going from Gurgaon to Sohna in his car when he was stopped by the youngsters at Alipurmode at gunpoint. The accused then took Rs 2.5 lakh from him and fled. The manager reported the robbery to SHO, Sohna, who, along with a police party from Gurgaon, arrested the robbers identified as Pawan of Sirhol, Pardeep and Dharmveer of Sukhrali and Pregati Nayak of Orissa. The fifth accused, however, ran away with Rs 50,000. The car recovered from them was found to be stolen from Sector 17 last month. A 35-year-old widow Nirmala Gehlot was murdered at her Sector 14 residence yesterday afternoon by robbers. The killers stabbed her more than 60 times with an ordinary kitchen knife and got away with her jewellery. The police suspect that the killers were known to the deceased as Nirmala never opened the door to strangers. Her mother-in-law, Laxmi and three children were away to Kamlanagar in Delhi when the incident occurred. The incident apparently took place between one p.m. and three p.m. Nirmala's body was discovered around 3.45 p.m. by her maidservant, Chanchal. There were no signs of forced entry. |
Housing Board officials booked PANCHKULA, Sept 7 A retired bureaucrat of the Haryana Government and two technocrats of the Haryana Housing Board (HHB) have been booked by the police under the Prevention of Corruption Act. Mr J.P. Rattan, a former Chief Administrator of the HHB and the two technocrats Mr D.P. Gupta, a Chief Engineer, and Mr S.B. Kumar, an Executive Engineer had allegedly committed grave irregularities in the execution of development works of the head office building of the board and a housing colony. The Chief Engineer and the XEN were in charge of the works of the Awas Bhavan, the head office complex of the board at Sector 6 here and the housing colony in Sector 14 from August 1994 to August 1995, when the alleged irregularities to the tune of over Rs 4.50 crore were committed. According to sources the police has registered a case against these officials under Section 13(2) of the Prevention of Corruption Act, for cheating and dishonesty and criminal breach of trust on the basis of a complaint lodged by the board with the police. The alleged irregularities came to light after investigations on part of the board revealed that the Chief Engineer and the XEN had allegedly allotted different development works of the two projects to at least five different private firms M/s Associated Coats Ltd, M/s Comfits Marketing, M/s Fire Guard Engineers Ltd, M/s Metro Designers and Developers and M/s Malkiat Welding Works, all Chandigarh-based firms without inviting tenders. Investigations by the board reportedly revealed that total expenditure of the two projects was about Rs 4.50 crore but the board officials allegedly flouted the rules and regulations as per the prescribed procedure to oblige their favourite firms at the cost of the board. The above mentioned works were executed without obtaining the technical sanction of the estimates from the competent authority. The officials allegedly enhanced the work costs from time to time at their own level. The Chief Engineer has been charged for not obtaining the administrative approval from the competent authority and sanctioning works much beyond his capacity. Another irregularity pointed out by the board is in the provision of fire fighting instruments at the two buildings. Lakhs of rupees had been allegedly wasted in providing the fire- fighting instruments at the two buildings which according to the National Building Organisation Code did not require the provisions. Similar irregularities had been found during the execution of other development works in the housing colony, said the complaint lodged by the Board. |
Bansi Lal condemns call for
strike SONEPAT, Sept 7 The Haryana Chief Minister, Mr Bansi Lal, said here today that the proposed strike by government employees on September 16 was politically motivated, and unwarranted. Talking to mediapersons here, he declared that the state government would deal with the strike sternly and any attempt to sabotage essential services would not be allowed. The district authorities, he said, had been directed to keep a strict vigil on the activities of anti-social elements. Mr Bansi Lal said the state government had already granted new pay scales to all employees in accordance with the Fifth Pay Commission's recommendations. He said the state government wanted to spend Rs 500 crore annually on the development of the state and other welfare activities, but the government employees were agitating to grab this amount too. Expressing his dissatisfaction at the working of the PWD (B & R) and use of sub-standard materials in the construction of roads and government buildings, Mr Bansi Lal said the state government had authorised deputy commissioners to carry out special inspections of such works and take stern action against those found guilty of malpractices. Referring to the poor conditions of the roads in various parts of the state, the Chief Minister announced that the state government would spend Rs 150 crore on the repair of the roads during the current financial year. Repairs, he added, would be completed by March 31 next. Referring to his commitment to provide round-the-clock power supply, Mr Bansi Lal highlighted various schemes already underway with the World Bank assistance and announced that there would be no problem relating to power after one year. The state government would erect separate lines for domestic power and tubewells. Opposing giving of free power and water to the farming community, Mr Bansi Lal said the neighbouring state of Punjab was finding it difficult to continue to provide both facilities to the farmers. Instead of giving free power and water, the state government would ensure 24-hour power supply and adequate water for irrigation purposes. Mr Bansi Lal reiterated that the state government was not privatising the power sector but had bifurcated the HSEB in two different companies which would still be 100 per cent under the government's control. The state government, he declared, would neither increase power tariffs nor retrench any employee. Lashing out at the Opposition parties, particularly Mr O.P. Chautala and Mr Bhajan Lal, he cautioned the people against the hollow promises being made by them. He said Mr Chautala and Mr Devi Lal had never been well-wishers of the farmers. He said Mr Chautala had criminalised politics and Mr Bhajan Lal had commercialised it. |
Faridabad to have power BAHARI (Karnal), Sept 7 The Prime Minister, Mr Atal Behari Vajpayee, will inaugurate the first unit of 146 MW gas-based power plant at Faridabad in January next. This was announced today at a public meeting in this sleepy village, about 58 km from Karnal, by the Haryana Chief Minister, Mr Bansi Lal. He disclosed that the total capacity of the gas-based plant would be 432 MW. The second unit of the plant would also be ready by March next, while the third one would be commissioned by November 1999. The Chief Minister sought the cooperation of people in opposing the proposed September 16 strike of employees who wanted to damage power lines and transformers. The Chief Minister reiterated that the government would continue to supply subsidised power to the agriculture sector. The rate would continue to be 50 paise per unit. The total subsidy for the purpose would be Rs 700 crore. Mr Bansi Lal made a major announcement when he said that separate power supply lines would be laid for tubewells and villages. The government had already laid 3,000 km long power supply lines and about 15,000 km power lines would be added in the state. He also disclosed that the renovation work of the four units of the Panipat thermal plant was being undertaken at a cost of Rs 300 crore. The government had already placed orders for setting up another unit of the plant with a capacity of 210 MW. The new unit costing Rs 640 crore would be commissioned by December next year. Referring to the problem of water-logging in the area, Mr Bansi Lal maintained that a comprehensive plan was being chalked out for draining out flood water. In Pai and Bhana areas. For this purpose the area would be linked to the Ghaggar river through drain No 8 and 6. The Chief Minister took a strong exception to the statement of the Punjab Chief Minister, Mr Parkash Singh Badal, that Punjab would not spare water for the neighbouring states. Terming Mr Badals statement as unfortunate, Mr Bansi Lal claimed that Haryana would get its due share as per the recommendations of the Eradi Tribunal. The Chief Minister announced a grant of Rs 7 lakh for the pavement of the streets of Bahari village. |
Government to take tough line CHANDIGARH, Sept 7 The Haryana Government is understood to have decided to take a tough line with the employees who go on strike for a day next week in response to a call by various employees' associations. Mincing no words, the government has asked all heads of departments, Divisional Commissioners, Deputy Inspectors-General of Police in various ranges, Deputy Commissioners and S.Ps. in the state to take suitable preventive measures to ensure smooth functioning of government offices and to maintain a strict watch on the employees who try to disrupt the official functioning. In spite of the fact that the State Government has taken all possible measures to ensure welfare of the employees, including implementation of the Fifth Pay Commission's recommendations, there were certain elements who were "spreading disaffection and indulged in false propaganda against the government". They also planned to gherao the Ministers in districts. The Haryana Chief Minister, Mr Bansi Lal, today declared that the proposed strike of government employees on September 16 was "politically motivated, unjust and unwarranted as well as against the interest of the people of the state". The Chief Secretary in his latest communication to the officers has also sent them copies of various judgements of courts which had upheld government action against the employees who were on illegal strike. It has been emphasised that the judgements should be brought to the notice of the employees , particularly the provisions of the Essential Services Maintenance Act ( ESMA) which had been made applicable to employees of several categories in the state. The government , he says , is of the firm view that all services , particularly the essential services, should remain unaffected during the proposed agitation. All vital installations like power distribution systems and water storage and supply lines should be well guarded. The officers have also been asked to ensure intensive patrolling and to do videography, wherever needed, to identify trouble-makers so that disciplinary action could be initiated against them. The Joint Secretary in the Secretariat Establishment will be the nodal officer who will monitor the progress of various disciplinary cases against the employees of different departments. Among the cases which have been cited as examples for preventive action include Smt Veena Rani vs State of Haryana which dealt with the nurses petitions. The judgement has quoted Section 4 (A) of ESMA which specifically provides that "if the government is satisfied that in the public interest, it is necessary or expedient so to do, it may, by general or special order, prohibit strikes in any employment or class of employment to which this Act applies". Any person who violates such an order is guilty of an offence for which he can be punished with imprisonment "which may extend to three years". The judgement has also observed that "only by doing our daily duty that we become entitled to get our daily bread. An undissipated attention to the sick is the first requirement and the foremost duty of a nurse. Any neglect is a serious crime. When we sacrifice duty to fulfill a desire, we betray a serious and sacred trust. The petitioners and others of their ilk were employed to take care of the sick. They sacrificed the duty and have betrayed the trust. There is no equity in their favour. They deserve no sympathy". In some of the other judgements, copies of which have also been handed over to the officials , the principle of "no work no pay" has been upheld for the strike period or the lockout period. |
Blocked sewers, slushy roads YAMUNANAGAR: The civic amenities in Yamunanagar are in utter neglect. Yamunanagar is scattered in 31 wards and has a population of more than 1.5 lakh. It has an A-class Municipal Council with more than 700 employees. During the days of terrorism in Punjab a number of well established people came to Yamunanagar and settled here as it was a clean city and the law and order situation was much better. From the photo it is evident that even a function like "Run for Fun" organised by Guru Nanak Khalsa College, Yamunanagar, was anything but "Fun" as the students had to virtually run with pigs on slushy roads. The people of Yamunanagar had high expectations from the present setup but they failed to fulfil their commitment regarding civic amenities. According to a spokesman of the Municipal Council, Rs 20 lakh was spent for the said purpose and six trolleys, two tractors, 80 dustbins and many other things were purchased to ensure the cleanlinees but due to shortage of safai karamcharis, the purpose has been defeated. The drainage system is awful resulting in stinking water flowing on to the roads. It is believed that for the past few months the sewers have not been cleaned. And in a number of colonies there is no sewer system resulting in rain water flowing into residential colonies. Yamunanagar was once known as a city of parks. But today these parks have become playgrounds for stray animals. Most of the street lights in Yamunanagar remain out of order resulting in a number of thefts. |
Municipal staff hold rally YAMUNANAGAR, Sept 7 Haryana municipal employees demonstrated near the house of the Local Bodies Minister, Dr Kamla Verma, here to demand the implementation of the 5th Pay Commission report. A rally was also organised here yesterday by the Nagar Palika Karamchari Sangh Haryana in which a large number of employees participated. Mr Sher Singh, state president of the Sarv Karamchari Sangh, speaking on the occasion, blamed the Haryana Government for not giving them salaries on time. He said barring a few municipal committees in the state, all others were facing a delay in the payment of salaries. He said lakhs of rupees had not been deposited in the Provident Fund account of the employees and payment had not been made to retired employees. State press secretary of

Adulterated engine oil seized SIRSA, Sept 7 The Dabwali police yesterday conducted a raid on a factory reportedly manufacturing adulterated lubricating oil at Mandi Dabwali. Stating this here today, Mr B.S Sandhu, SSP, said that 702 litre of such oil was seized. A case has been registered under Sections 7,10 and 55 of the Essential Commodities Act and under Section 430, IPC, against Rajesh Kumar, Jagdish Kumar Arora and Ravi, who have been arrested. Sources claimed that the accused had been supplying adulterated oil in the town and its adjoining areas for the past several years. Several boxes used for
packing the oil were also seized. Rs 98,000 snatched from salesman ROHTAK, Sept 7 Unidentified robbers snatched Rs 98,000 in cash from the salesman of a petrol pump here at about 10.30 this morning. According to police sources three Maruti borne youths who were reportedly following the salesman of the petrol pump who was going to the bank to deposit the amount on a bicycle, snatched the bag containing the money near the bank in the Double Park Area of Model Town, just a few yards from the bank building. The salesman is an employee of Rathi petrol pump situated on the Rohtak-Sonepat road on National Highway number 10. The youths fled in the
car. The police has registered a case.
Teachers resolve to forgo holidays ROHTAK, Sept 7 Teaching work was resumed in Maharshi Dayanand University and its affiliated colleges from today after the Haryana Federation of College and University Teachers Federation (HFUCTO) called off its 26-day long strike on a call given by AIFUCTO on Saturday evening. Majority of the teachers took their classes today. Later at a meeting of the executive committee of the university teachers association, the teachers resolved to work to cover up the loss in teaching work and said that they were ready to forgo their holidays in this regard. The teachers expressed satisfaction over the success of the agitation and said it had achieved its goal. |

dowry death case FARIDABAD, Sept 7 Mr P.L. Goyal, Additional District and Sessions Judge, today sentenced Shyam Sunder of Ramgarh village to seven years imprisonment in a dowry death case. The judge also awarded one year's imprisonment to Jodh Raj, and Om Prakash, father and brother of Shyam Sunder respectively for secretly cremating the body. According to the prosecution story Shyam Sunder was married to Kamla on April 19, 1992, when she expressed her inability to bring Rs 30,000 from her parents she was forced to die an unnatural death or killed on September 11, 1997. Four killed in accidents KARNAL, Sept 7 (PTI) Four persons, including a woman, died in separate accidents here today, according to the police. Two brothers, Satish (33) and Anant Ram (48) residents of New Ram Nagar were crushed to death by a vehicle near the NDRI Crossing. They died on the spot. Rajinder (24), son of Arjun Singh of Birbadalwa village, died when he was spraying pesticide. In another accident, one woman Darshi (25), wife of Mohinder of Nagla village farm died of burn injuries. |
CPM workers to join Delhi
rally SONEPAT, Sept 7 CPM workers from all over Haryana will take part in the party rally to be held on September 16 in the Capital in protest against price rise, deteriorating law and order situation and "anti-people" policies of the BJP-led coalition government at the Centre. Mr S.N. Solanki, a leader of the party said here yesterday that workers were now touring the state to mobilise the people, to take part in the rally. Groups of workers will leave for Delhi on September 12, 13, 14 and 15 from here after covering all villages and town on the route, he said. Mr Solanki said three jathas of party workers had already left for Delhi from Hisar, Sirsa and Kalka. Party leaders, including Mr Inderjit Singh, Mr Prithvi Singh, Mr Krishan Sarup, Mr Parkash Chand, Mr Balbir Singh Dahiya and Mr Surinder Malik will lead the jathas of activists in the state. Prasad's appeal to end illiteracy CHANDIGARH, Sept 7 The Haryana Governor, Mr Mahabir Prasad, has urged teachers, students, voluntary organisations, local bodies and others to take a pledge on the significant occasion of the World Literacy Day which is observed on September 8 every year all over the country as well as over the world for the eradication of illiteracy from Haryana. The Education Minister, Mr Ram Bilas Sharma, has appealed to the people to come forward to make the literacy campaign a success. Poppy husk seized KURUKSHETRA, Sept 7 The police has arrested Mubarak Husain of Baidun Khurd village in Uttar Pradesh under the NDPS Act. Stating this here today, the district police chief, Mr Y.P. Singhal, said 20 kg of poppy husk had been seized from the possession of the accused. In another case, Mumtaj Alam, also from UP, was arrested under the same Act and 10 kg of poppy husk was seized from him. The police also registered a case under Sections 406, 420 and 506, IPC, against Krishan Kumar and Ajmer Singh for allegedly taking Rs 1.5 lakh from Raghbir Singh of Bhawani Khera village near here, with a promise to send him abroad. Congress REWARI, Sept 7 Mr Ram Mehar, co-convener of the Scheduled Caste and Scheduled Tribe cell of the Haryana Pradesh Congress Committee criticised the state government for its apathy towards increasing atrocities on Dalits in various villages of the district. Addressing a district-level Dalit conference here yesterday he quoted several instances of atrocities in Menin, Masani, Dhakia, Palahwas, Gothra and several other villages in the last few months. He criticised the administration for the failure to provide speedy relief and justice to aggrieved persons. He said atrocities on Dalits were also on the rise in Rohtak and its surrounding areas. Doctors' plea on MD, MS exams ROHTAK, Sept 7 The Resident Doctors Association has criticised the authorities for holding the post-graduate entrance examination for admission to MD and MS courses in March 1999. The association, in a memorandum submitted to the Medical Education Minister, Mr Vinod Marya, said the decision would deprive a majority of intern doctors from appearing in the proposed entrance test. The association said the PGIMS and the MD University authorities had no fixed schedule for conducting the test. In 1996, it was held in September and the students had to lose a year. It said either the examination should be held in January or in April so that the regular and supplementary batch students could benefit. The association also urged
the minister to order the payment of arrears, transport
and city compensatory allowances immediately. The
resident doctors should also be provided residential
accommodation free of cost, it urged. |
290 cr earmarked for power lines HISAR, Sept 7 The general secretary of the ruling Haryana Vikas Party and MP from Bhiwani, Mr Surinder Singh, yesterday said the government was committed to provide round-the-clock electricity to the people of the state. Addressing a public meeting at Sahadwa village, about 25 km from here, he said Rs 290 crore had been earmarked for laying electricity, lines. A sum of Rs 120 crore would be spent for purchasing 12,000 new transformers. Besides Rs 40 crore would be spent for purchasing four lakh metres and Rs 5 crore on capacitors for improving voltage. The Public Health Minister, Mr Jaggan Nath, said the government had accorded top priority to fill the vacancies in government schools. The government would ensure that drinking water was provided to the people within a short period, he added. 10-year-old girl missing ROHTAK, Sept 7 The disappearance of Arti, a 10-year-old-girl of Bahadurgarh, under mysterious circumstances yesterday has sent shock waves in the town. Arti was sleeping with other family members on the premises of a factory. Her brother found her missing in the wee hours of the morning. The matter was reported to the police at around 4 a.m. It may be recalled that 11 girls of the town, between the age group of 5 and 11, have been abducted, raped and killed during the past four years. Although the police claimed to have solved the cases with the arrest of Ram Babu, a Bihari labourer, the abduction did not end. Ram Babu died in the district jail here about a fortnight ago. There is panic among residents as they feel that the real culprit is still at large. The police has rounded-up
five persons, including four Nepali youths, in this
regard. |
Haryana postings CHANDIGARH, Sept 7 The Haryana Government has appointed Mr Aporva Kumar Singh, Additional Deputy Commissioner (ADC)-cum-Chief Executive Officer (CEO), District Rural Development Agency (DRDA), Fatehabad, as ADC-cum-CEO, DRDA, Panipat, vice Mr Virender Kumar, who will continue to work as Controller, Printing and Stationery. Mr Arun Kumar Gupta, ADC-cum-CEO, DRDA, Sirsa, has been given the additional charge of ADC-cum-CEO, DRDA, Fatehabad. Mr Anurag Aggarwal, ADC-cum-CEO, DRDA, Panchkula, has been given the additional charge of Administrator, HUDA, Panchkula, Additional Director, Urban Estates, Haryana, and Additional Director, Town and Country Planning Department during the training period of Mr M.
