cops HISAR, Sept 3 A woman PCO operator has filed a complaint against nine officials of the Criminal Investigation Agency, in the court of Chief Judicial Magistrate, Mr S.K. Goel, alleging illegal confinement and gang rape. The accused officials include one inspector. According to the complaint, the said woman was sitting in her PCO, situated in the local Defence Colony when two vehicles of the police department stopped outside her PCO. They were led by one inspector. The police wanted to inquire about the whereabouts of Karan Singh and Sukha Rajasthani involved in a murder case. When she told the police that she had no knowledge about the two, she was taken to the local CIA office. There she was raped by nine policemen, she alleged in the complaint. She was released only after the said police officer made her sign on a blank paper. However, a police spokesman refuted the allegation and said that the police party had gone to inquire about Karan Singh and Sukha Rajasthani. The police had reports that these two persons wanted by the Haryana police in various cases of murder and dacoity, were frequently visiting her. The spokesman said, the police only made inquiries from the said woman. The police termed all allegations baseless. The case will come up for hearing tomorrow. Meanwhile, the police claimed to have made a breakthrough by smashing a gang of chain snatchers. Four persons including a local goldsmith, were arrested in this connection. According to SSP Manjit Singh Ahlawat the four accused confessed to having snatched seven chains in past three months. They were produced in the court for police remand. Three of them were
identified as Rajesh son of Parmanand of Indra Nagar,
Hisar, Sanjay Kumar of Milgate Colony and Pravin Kumar
alias Happy of Bank Colony. The fourth person was not
identified. |
Nigerian team visits CCSHAU HISAR, Sept 3 Indian farm technology has potential applicability in Nigeria. The research conducted here in various areas like soil and water management can be of much use in Nigeria. This was disclosed here by three senior agriculture experts from Nigeria who visited CCS Haryana Agricultural University recently. They included Dr S.M. Toro, HU Yousuf and Joseph Kwanshie from the Federal Ministry of Water Resources and Rural Development of Nigeria. The delegation, whose major concern was to see the advances made by CCSHAU scientists in water management technology also visited various laboratories, including biotechnology laboratory and witnessed ongoing experiments. Dr Toro, a member of the delegation, said since agro-climatically both the countries have many similarities so the farm technology of India has much applicability in Nigeria. He said Nigeria like India was an agriculture-based economy. About 75 per cent of its population was directly or indirectly engaged in agriculture. There like India, 75 per cent of agriculture is rainfed. Talking to the Vice-Chancellor, Prof J.B. Chowdhury, the Nigerian delegation revealed that since the Nigerian government was planning to expand irrigation facilities, they were here to learn the Indian experiences. Expressing satisfaction on the advances being made by CCSHAU scientists in the areas of soil-water management, biotechnology and biogas and biofertiliser production, the delegation pointed out that these technologies could be adopted in Nigeria. Dr I.J. Singh, Director of academy of Agricultural Research and Education Management (AAREM), who coordinated the visit of the delegation said this was the third delegation from Nigeria during the past one month. Devi Lal's birthday function at
Rewari GURGAON, Sept 3 In an effort to give a boost to its campaign to strengthen its base in South Haryana, the Indian National Lok Dal (INLD), the principal Opposition party in the state Assembly, has decided to organise a public meeting at Rewari on September 25 to commemorate the 85th birth anniversary of its president, Mr Devi Lal. The public meeting, to be addressed by Mr Devi Lal, will be in addition to putting up a photo exhibition in Rewari relating to his activities in his political career. According to Mr Gopi Chand Gehlot, a senior leader of the INLD, Mr Devi Lal had begun his political career way back in 1930, during the heyday of the countrys struggle for Independence. Also, the INLD plans to organise a blood donation camp and put up a sale counter of the published material on the life of Mr Devi Lal. According to observers, Rewari, considered to be the nerve centre of Ahirwal politics in South Haryana, has been consciously chosen by the party as the venue to turn the strobelight on Mr Devi Lal, and by corollary, on the INLD. As in the past Mr Devi Lal is now also being projected as a mascot by the party he is associated with. The party feels that it would stand to gain immensely if it made a dent in South Haryana, which has four districts accounting for about 18 Assembly seats. In continuation of its ongoing campaign in South Haryana, the INLD, led by former Chief Minister, Mr Om Prakash Chautala, today led a procession here in protest against the alleged failures of the Bansi Lal government on all the fronts. The processionists later submitted a memorandum to the Governor of Haryana, through the Deputy Commissioner, Gurgaon, demanding dismissal of the state government. The failure of the government, as listed in the memorandum, was on electricity, law and order and hike in prices of essential commodities. It expressed concern over the frequent hike in power tariff. Also, it held the government guilty for not withdrawing the taxes it had levied during the prohibition even after the government scrapped the policy. The taxes had been levied to replenish the state exchequer due to loss of revenue on account of the prohibition. Therefore, there was no justification in continuing with them after the prohibition was lifted, it added. The memorandum also held the government guilty saying that its faulty policies had deprived the sugarcane growers from obtaining their prices of the goods. Incidentally, the procession here was last in series of such programme at the district headquarters in the state. The fact that the INLD had chosen Gurgaon to conclude the procession was a sure pointer of the partys focus on South Haryana. Earlier, talking to newsmen, Mr Chautala alleged that government officials were harassing the traders under the garb of checks on their stocks of mustard oil. Referring to the frequent
hike in power tariff, Mr Chautala said they were being
raised at the behest of the World Bank in lieu of the
loan given by it to the state government for
restructuring the power programme. He cautioned that he
would reverse the present governments policy of
privatisation of electricity when his party would take
over the reins of the state. However, he allayed
apprehension saying that he was not averse to setting up
power plants by private parties. |
Directive to HUDA on plot PANCHKULA, Sept 3 The local consumer court has directed HUDA to hand over possession of a plot to its owner at Sonepat and pay 15 per cent interest on the basic amount till the date of offer of physical possession of the plot. The order was passed by Mr R.C. Taneja, president and Mr V. Aditya and Ms Rekha Sharma, both members, of the District Consumer Disputes Redressal Forum, on the basis of a complaint lodged by Mr Vijay Pal Singh, a resident of Sector 7 here. Mr Singh in his complaint said that he was allotted a plot measuring 209 sq metres in Sector 23 at Sonepat in August 1991. Thereafter 25 per cent cost of the plot and the balance amount of Rs 1,84,079, including interest was paid by him in six annual instalments. Instead of offering physical possession of the said plot he was asked to pay Rs 25,771 on account of enhanced compensation, he alleged. He lamented that he had not been offered physical possession of the plot till date, and demanded compensation on account of harassment and escalation in the construction costs. HUDA admitted that the development works in the area were at an advanced stage and the physical possession of the plot would be offered soon to the person concerned. After listening to both parties, the forum observed that HUDA had committed deficiency in services and negligence. The plot owner has been
awarded a compensation of Rs 25,000 on account of
escalation in the cost of construction and Rs 1000 as
costs of the proceedings. |
Governor asked to intervene CHANDIGARH, Sept 3 The Northern India Power Engineers Federation has sought the intervention of the Haryana Governor, Mr Mahabir Prasad, to revoke the dismissal of two engineers of the erstwhile Haryana State Electricity Board, Mr R.L. Chhokar and Mr R.S. Bhatti. In a memorandum submitted to the Governor, copies of which were released to the Press here today, the federation alleged that the dismissal of the two Haryana engineers violated legitimate trade union rights, the Constitutional guarantee of the right to livelihood and the freedom of expression. The board's action, it said, also militates against the obligation caste by the Directive Principles of the Constitution on the citizens to defend public interest. The federation said the HSEB's action violated the well-established code of conduct regarding industrial relations. Describing the dismissals as "premediated", the federation said the it was a move to terrorise the employees of the HSEB, so that there was no dissent to the moves of the Government to restructure the board. Meanwhile, the federation has decided to organise protest meetings at every divisional and project headquarters throughout the northern region on "Engineers Day" on September 15 to express its resentment against the HSEB action. It also decided to support
the proposed strike of the Haryana employees on September
16 to oppose "privatisation" of the HSEB. |
Where driving is a nightmare BHIWANI: The residents of Bhiwani are forced to put up with roads which are neither worth walking on nor driving a vehicle on. The condition of roads in and around the town is the consequence of the apathetic attitude of the district administration. Big potholes and cracks have not been repaired for over a year. The negligence on the part of the Public Works Department (B&R) authorities is reflected on the state of the roads. For a road to be dug up, one has to deposit payment in advance and after having done the job the department should carry out repairs with that deposit. But now the PWD undertakes such repairs rarely, resulting in the road becoming unsafe. The busiest road of the town, Circular Road, has become worse nowadays. Hundreds of vehicles cross the road daily but the district authorities turn a blind eye when it comes to repairs and maintenance. The Department of Telecommunications (DoT) and Public Health Department carry out digging carelessly, adding to the public woes. Reacting to such charges, the Telecom Department says that a sum is deposited in advance either with Municipal Council or Public Health Department whenever it takes up any development or repair work and then it becomes the duty of PWD (B&R) or the municipality to restore the road to its original condition, but in all such cases DoT is blamed. Such broken roads can be seen inside the town. A road near a street named after a famous freedom fighter, Pt Neki Ram Sharma, was dug up for repairing a sewer a few months ago and has remained a traffic hazard for months. The contractor, it is alleged, filled the dug-up area without completing the job after a heavy spell of rain. Today construction material is scattered on the road thereby blocking the flow of traffic. The work of making the Circular Road four lane has also stopped. The stretch between Ghantaghar to Dinod Gate was widened and stones were stacked on berms but the construction of a metalled road was dropped by the department. The Circular Road without it being made four lane and without the provision of dividers cannot be termed as safe, considering the traffic intensity and observance of rules in the breach by many a motorist. The tractor-trollies, jeeps and other vehicles are parked in such a haphazard way that it becomes difficult for pedestrians to cross the road. The traffic police hardly regulate traffic and wrongly parked vehicles are never checked. Some restaurant owners and
shopkeepers encroach on a part of the road by putting up
chairs and tables for their customers but the municipal
authorities invariably turn a blind eye to such
violations. |
More facilities for pilgrims
sought KURUKSHETRA, Sept 3 The Kurukshetra Development Board (KDB) is planning to make foolproof arrangements for the convenience of the pilgrims who are likely to take a holy dip in the next solar eclipse falling on August 11, 1999. This would be the 10th solar eclipse since 1976. The KDB is envisaging to provide parking facilities near the two sacred tanks so as to reduce the walking distance for the pilgrims who come to take a holy dip. During the solar eclipse
on August 22, 1998, every pilgrim had to walk a distance
ranging from 3 to 5 km to reach Brahm Sarovar and
Sannihit Tank. It is learnt that even Chief Minister Bansi Lal had at one time stressed the need for providing parking lots near the sarovars keeping in view the difficulties faced by pilgrims. It may be added that 80 per cent of the pilgrims who visit Kurukshetra during the solar eclipse are either aged and infirm people. Another important aspect which the KDB is considering is to get Kurukshetra declared as a "heritage city". Official sources maintained that Haryana Governor Mahabir Prasad, who is also the Chairman of the KDB, had written to the Centre to declare Kurukshetra as a "heritage city" in view of its historical, religious and social importance. Keeping in view the needs of a "heritage city", Deputy Commissioner T.V.S.N. Prasad has proposed to four-lane the road from Pipli to Jyotisar a distance of about 15 km. In an informal talk with this correspondent, Mr Prasad disclosed that he was planning to provide soothing lights in the middle of the four-laned road from Pipli to Jyotisar the place where Lord Krishna had delivered the immortal message. The Deputy Commissioner is keen to provide permanent structures and facilities all along the two sacred sarovars. A perusal of the solar eclipse which had occurred since 1976 provide an interesting glimpse for the readers. The late Mr G.L. Nanda, who twice acted as Prime Minister of India and was also the founder Chairman of the KDB, had a holy dip in the two sarovars on every eclipse till 1988. Mr Nanda was thus the first tall political personality to have holy dips on six occasions. He ceased to be the Chairman on June 26, 1990, when Mr Dhanik Lal Mandal, the then Governor of Haryana, was appointed its Chairman because of the falling health of Mr Nanda. But Mr Mandal could not get an opportunity to have a dip in the sacred sarovars because no solar eclipse occurred between 1988 and 1995. After that Mr Mahabir Prasad took over as the Governor of Haryana. He is the first Governor in the country to have had holy dips twice during the eclipse in 1995 and 1998. Mr M.M. Punchhi is the first Chief Justice of India to have a dip in Brahm Sarovar when he came here on August 22. Mr Justice Punchhi had come on the invitation of Mr Yadav. In fact as many as 12 Supreme Court judges had visited Kurukshetra and Brahm Sarovar on various occasions, but none of them could have a holy dip as there was no solar eclipse during their visits. Amongst the Chief
Ministers, both Mr Devi Lal and Mr Bhajan Lal have had
holy dips here. The credit to have holy dips on three
occasions as Chief Minister goes to Mr Bhajan Lal. Mr
Devi Lal could have a holy dip only once. The first was on April 29,
1976, from 4.30 a.m. to 6.53 a.m., the second on February
16, 1980, from 2.30 p.m. to 4.47 p.m., the third on
October 24. 1995, from 7.75 a.m. to 9.51 a.m. and the
fourth on December 15, 1982, from 2.59 p.m. to 5.07 p.m.
The next years solar eclipse would also occur for
more than two hours. |
Congress infighting comes to fore ROHTAK, Sept 3 The state-level Congress training camp held recently at Kurukshetra may prove to be a "Mahabharata" for the pradesh congress committee. Instead of uniting the members and infuse among them the changed realities of the politics, the training camp has demonstrated that infighting in the Haryana Congress not only continues but has been intensified. This is substantiated by the fact that only two of the six MPs from the state participated in the camp. The three former Chief Ministers Rao Birender Singh. Mr Banarsi Dass Gupta and Mr Bhajan Lal stayed away from the training camp. There are indications that if the party high command does not replace Mr Bhupinder Singh Hooda as PCC chief, his detractors who include Mr Bhajan Lal, may start holding parallel rallies in the state. Dissident Congressmen, considered close to Mr Bhajan Lal, told TNS that the former Chief Minister was contemplating to hold his first parallel meeting at Sonepat in October. It is, however, not to suggest that Mr Bhajan Lal and his supporters may leave the Congress. The former PCC chief, Mr Shamsher Singh Surjewala, has already reactivated his Haryana Krishak Samaj and he has started holding rallies. He has also announced to hold a farmers' rally here on September 14. Another former PCC chief, Mr Birender Singh, who is also in the race for the top pradesh Congress post, is holding meetings of his supporters separately. He has already addressed over five such meetings in the last few months. Mr Krishna Murti Hooda, a former minister and a close confidant of Mr Bhajan Lal today issued a statement putting a question mark on the success of the much-acclaimed training camp of the Congress. He said 40 former ministers, 80 former legislators, 100 block presidents, 30 former district presidents and 15 sitting and former members of the AICC had not participated in the training camp that concluded on August 30. He said that veteran
congress leaders Mr Shamsher Singh Surjewala and
Mr Birender Singh, MLA had participated in the
camp just to perform a formality. Describing the training
camp as a "flop show", Mr Hooda said it had
only highlighted the infighting in the Congress. |
Jatha to enter district on
September 5 FATEHABAD, Sept 3 The 15 day "Delhi Rally Jatha" of the state unit of the Communist Party of India (Marxist), that started from Mandi Dabwali in Haryana on September 1, will enter this district on September 5 from village Pilimandori. The "jatha" will remain in the district till September 8 and will cover 12 villages in a day. The "jatha" will reach Delhi on September 16 to join a rally to be addressed by the party general secretary, Mr Harkishen Singh Surjeet. According to Mr Inderjeet, secretary of the state unit of the CPM, the party had launched an agitation against the "misrule" of the BJP at the Centre and pressurise it to control the rising prices of essential commodities. He said the BJP had promised to bring "Swaraj" and "Suraj" in the country. It had also promised work to every hand and water to every field. But the BJP government, he alleged, had conducted itself exactly in the opposite direction. The prices of the essential commodities had sky-rocketed during the past few months. Adulteration of food items was being allowed unchecked, which was claiming a heavy toll of human lives. He alleged that the HVP-BJP government in Haryana too, had been taking an anti-people stance and peoples movements were being suppressed with a firm hand. Be it the strike by the nursing staff or the college teachers, all have been subjected to rough treatment by the government. He said all these had
prompted the CPM to launch an agitation against the

Phool Singh Sheokand, founder president of the Sarva

Sentenced for killing brother FARIDABAD, Sept 3 Mr P.L. Goyal, additional District and Session Judge, today sentenced Kansi Nath of Sanjay colony for murdering his brother Baij Nath on September 28 last year. According to the prosecution Kansi Nath had developed illicit relations with the wife of Baij Nath after the death of his (Kansi Naths) wife. When Baij Nath come to know about the illicit relations of his wife with Kansi Nath then Kansi Nath murdered Baij Nath with a gandasa. Although there was no direct evidence to the murder the accused confessed his guilt to some persons when they went to his house on hearing about the crime. Mr Goyal said conviction
could be based on extra judicial confession made by the
accused provided the same inspired the confidence of the
court. However, the judge refused to award death sentence
saying that the case did not fall in the category of
rarest of rare crime. |
Villagers
block traffic ROHTAK, Sept 3 Agitated villagers of the Meham chaubisi region today blocked vehicular traffic near Jkharkarna village on National Highway 10 for nearly two-and-a-half-hour in protest against the non-replacement of the burnt transformers and long power cuts. The blocked was lifted when the DSP and a former minister of the region assured them the replacement of the transformers within 24 hours. Residents alleged that the
government was not providing regular supply of power and
water to region on political grounds. They said that the
agricultural land for sugarcane and paddy had been
decreasing rapidly in this region. |

president of the district unit of the Bharatiya Kisan
Kamgaar Party, Mr Arjun Singh, was arrested here today in
connection with the murder of Mr Amrik Singh. He was
produced before the Ilaqua Magistrate. With his arrest,
the number of those arrested so far, has risen to four. |
515 societies seek land for
housing CHANDIGARH, Sept 3 The Haryana Urban Development Authority (HUDA) received overwhelming response in its Group Housing Scheme-98. As many as 515 registered societies applied for allotment of land for construction of group houses in various urban estates in the State. This was disclosed by Mr Siri Kishan Dass, Town and Country Planning Minister, here today. He said HUDA received Rs 56.36 crore as earnest money. Gurgaon, Panchkula and
Faridabad being in the high potential zone, maximum land
was reserved for allotment to such societies in these
districts. HUDA had invited applications till August 31.
HUDA had earmarked 368 acres of land for allotment to
such societies. As much as 100 acres at Gurgaon, 55 at
Faridabad, 100 at Panchkula, 20 acres at Karnal eight at
Ambala, 15 at Rohtak, 13 at Panipat, one acre at Bhiwani,
10 acres at Sonepat, six acres at Rewari, five acres at
Kaithal, 10 acres at Kurukshetra, 20 acres at Hisar and
five acres at Bahadurgarh, was available for the
societies. |
Father, son
killed in
group clash HISAR, Sept 3 Two persons, father and his son, were killed and three others were injured in a clash between two rival groups in Talwandi Rukka, village near here, today, the police said. Old enmity is stated to be the cause of the crime. The victims were identified as Subhash and his son Mangat Ram. A case under Section 302 of the IPC has been registered against five persons Jai Kishan, Om Prakash, Bansi Lal, Nihal Singh and Siya Ram, all brothers. |

According to police sources Kapur Singh allegedly murdered his father, Rajmal, with an axe over some property dispute. The police has registered a case. Meanwhile, a person was
killed in an accident involving a Haryana Roadways bus
and a matador this morning on Bahadur garh Jhajjar. The
deceased was the driver of matador and he succumbed to
his injuries on the way to hospital. |
Haryana transfer 6 IAS officers CHANDIGARH, Sept 3 The Haryana Government tonight transferred six IAS officers. Mr Naseem Ahmed, Commissioner, Agriculture, will now look after the Food and Supplies Department in place of Mr H.C. Disodia who will be Commissioner, Agriculture, Horticulture and Forest. Mrs Shakuntala Jakhu will be Director, Agriculture, relieving Mr K.S. Bhoria of this charge. Mr Bhoria will continue as Commissioner, Industrial Training. Mr T.C. Gupta, MD, Sugarfed, goes as Joint Secretary, Finance. He will be replaced in Sugarfed by Mr Raminder Jakhu. The Haryana Government
also relieved Mr Dhawandra Kumar, Financial Commissioner,
for his appointment as Additional Secretary, Telecom. |
Haryana
invokes ESMA CHANDIGARH, Sept 3 The Haryana Government has invoked ESMA to prohibit strike by employees of the State Vidyut Prasaran Nigam and the State Power Generation Corporation for six months. An official spokesman said here today that the strike had been prohibited in the public interest as it would gravely affect the generation, maintenance and supply of electricity, which was an essential service. The employees have given a
notice to go on one-day strike on September 16. |
