Haryana, Rajasthan cops for joint work

GURGAON, Nov 13 — To minimise the rate of crime and speedily trace the culprits, the Haryana and the Rajasthan police have decided in favour of a joint action in the bordering areas of the two states.

Significance is being attached to development as its success could well open a new chapter of "coalition" functioning of the police forces in bordering states in the country.

The combined action by the forces of the two states would begin sometime later this month in the areas continuous to south Haryana.

According to sources, the decision has come as follow-up to a meeting of the DIG, Gurgaon Range, and DIG, Bharatpur, held earlier this month. The meeting took place in the backdrop of the Rajasthan police seeking advice of its counterpart in Haryana on its modus operandi to combat crime.

Although the man in the street feels otherwise, the Haryana police claims that it has been able to prevent looting and dacoity in the past two months due to a new modus operandi evolved for the industrially rich districts of Gurgaon and Faridabad and Rewari and Mahendergarh.

A senior official told TNS that the police was acting on a three-pronged strategy. First, it had increased its mobility by acquiring additional government vehicles to enforce Prohibition and getting more wireless sets.

Second, the police has stepped up its visibility by devising a plan of posting round-the-clock pickets at major centres of the town, including business and commercial establishments, and on the highways. The will facilitate the victims of crime and others to report the incident at the nearest picket immediately.

Third, the police is said to be in the process of beefing up its intelligence network.

The sources said that the decision for joint action was also on account of shortage of manpower in the force and to make the optimal use of the limited man power.

The joint action would make the vigil more effective as the personnel could trace the criminals of their states. The recent trend was that criminals crossed boundaries — both for escape and to choose targets.

Nuns say no to action against assaulters

JHAJJAR, Nov 13 — Nuns of St Paul Provincial House do not want police action taken against those who attacked and threatened them at Kheri-Khummar village, near here, on Monday.

The provincial sister of the house has urged Deputy Commissioner Arun Kumar to settle the case through negotiations so that such incidents do not happen again. "We do not want any police action against the erring villagers but want to settle the matter through negotiations", she wrote.

Sister Daisy and Sister Litsy had complained to the district administration on Tuesday that nearly 30 villagers entered inside their rented house by scaling the boundary wall, beat students and asked them to leave the village.

The gram panchayat, however, said it wanted the two nuns to leave the village. But the provincial house does not want to recall the nuns. "The withdrawal of the nuns at this stage will send wrong signals," it is reported to have told the Deputy Commissioner on phone from their headquarters in Delhi.

The Deputy Commissioner said the sisters were free to stay in the village as long as they wanted. He assured them that the police arrangements made for their security would not be withdrawn.

Meanwhile, a delegation of the CPM comprising Mr Vijay Raghvan, MP, and Mr Inderjit Singh, state secretary, visited the village today to ascertain the causes that led to the incident.

The nuns told the CPM leaders that three or four persons did not belong to the village and were activists of the RSS and the VHP.

Mr Inderjit Singh demanded an inquiry into the attack. He said the nuns were being forced to leave the village. He alleged that the owner of the house had asked the nuns to vacate the premises and public announcement had been made against renting any house to them.

Notices to private schools

FARIDABAD, Nov 13 — The Haryana Government has served show cause notices on private schools in the state why their recognition should not be cancelled due to absence of the required facilities, including playgrounds, laboratories, library etc, reliable sources said.

There are at least 200 schools in Faridabad which have been given recognition by the authorities without bothering whether any facilities existed there or not. There are even schools which are functioning in small houses in the residential areas.

A survey conducted recently revealed that out of 93 schools 76 were found unfit for recognition in Faridabad. These included high and secondary schools. The survey of primary schools is yet to be made.

The action by the Education Department has been taken after a Faridabad school moved a court to seek stay order following direction issued by the Haryana Urban Development Authority (HUDA) to shift it from the residential area in Sector 16. The school pleaded that HUDA could not ask it to close down as recognition had been given to the school by the Education Department.

The court ordered the survey of all the schools after it found that a large number of them were functioning in small buildings where no required facilities existed.

Mr T.S. Dalal, president and Mr Subhash Chandra, general secretary of the Private Schools Association, said it was not possible to provide playgrounds and other facilities due to shortage of space in cities. He criticised the government policy to give land to the schools by open auction.

Instead of allotment at concessional rates, as was being done earlier, if they purchased land in the auction the fee charged from the students would have to be increased manifold which neither the government nor the parents would accept.

They wanted that the conditions attached with the recognition be relaxed in the interest of the students.

Bridge project fails to take off

KAITHAL: The delay in the construction of a bridge over the Pundri drain at RD No 15500, near Kharak Pandow village, on the Kaithal-Narwana road has caused a lot of resentment among residents of nearby villages. Villagers allege that the negligence and connivance of officials of the construction wing of the Irrigation Department has not only caused loss worth lakhs of rupees to the exchequer but has also added to the miseries of the farmers of the area.

On a request made to the Haryana Chief Minister by the villagers, the Irrigation Department undertook the construction of this bridge at an estimated cost of Rs 41 lakh. The work was reportedly allotted to a Chandigarh-based firm. According to the original schedule, the bridge was to be completed by April, 1998. Though the work was started in time, the contractors left the work and received payment worth lakhs of rupees from the construction division, Kaithal. Due to the non-completion of this bridge, the water in the drain continues to pass through cement pipes which obstruct the flow of water, thus defeating the purpose for which this bridge was being constructed.

The situation became grave last month when rain water of the overflowing drain started entering villages, forcing them to approach to Deputy Commissioner, Ms Jaiwanti Sheokand, to apprise her of their problems. The DC called officials of the department concerned and visited the spot. She was surprised to note that only a small portion of the bridge had been constructed, whereas the department was reported to have spent lakhs of rupees. The Deputy Commissioner has reportedly ordered an inquiry by the Additional Deputy Commissioner, Kaithal.

When the Chief Minister Mr Bansi Lal, recently visited the flood-affected and waterlogged villages in the Kalayat area, he was informed about the whole matter by the villagers. He is reported to have expressed his anguish over the delay in the execution of this project. The Kalayat MLA Mr Ram Bhaj, told Mr Bansi Lal that the construction of the drain had not served the purpose as a number of villages still continued to be affected by floods and stagnant water.

According to official sources, the department is planning to construct another drain to rid the area of waterlogging. The proposed drain will carry the excessive water into the Ghaggar.

30 medicos face uncertain future

AGROHA (Hisar), Nov 13 — Thirty medicos of the Maharaja Agrasen Institute of Medical Education and Scientific Research, who are in their final year face uncertain future, due to the casual approach of the institutes society in ensuring the recognition of the college by the Medical Council of India (MCI).

When these students raised the issue, they were rusticated. However, the rustication orders were subsequently withdrawn. The students also locked out the main gate on November 10. Although they withdrew the lock-out on an assurance of the Chairman of the society, Mr O.P. Jindal, they are continuing the dharna.

They could not appear in the final year examination which started from yesterday, thus losing one year. Although the management has blamed the students for "boycotting the examinations', the students have been arguing that there was no fun in sitting for the examination as long as their college was not recognised by the Medical Council of India.

These students who mostly belong to Haryana are cursing their fate for having opted for the Agroha Medical college. They were selected through a pre-medical test conducted by the government. At least 20 of them had also cleared the test for MBBS admissions conducted by the CBSE in 1994.

According to Somesh, one of the students who had qualified the CBSE test, he was offered admission in Government Medical College, Jodhpur. Since he belonged to Rohtak, he opted for the Agroha college only to realise that he had committed a grave mistake.

Another medico Ritu had been selected for the Bangalore College while Sumit had been selected for the Aurangabad College. These students told TNS that they were surprised over the way the management of the college and the society was playing with the career of the students. They had been repeatedly urging the management to fulfil the conditions stipulated by the MCI for recognition. But the management preferred to ignore their pleas.

The students are demanding that the college should be granted immediate recognition by the MCI. They want the management to plug the loopholes pointed out by the MCI team which inspected the college in March last.

DAP shortage alleged

ROHTAK, Nov 13 — Mr Krishan Murti Hooda, a former minister has alleged that the sowing of rabi crop has been affected due to the non-availability of DAP fertiliser in the market.

He said the fertiliser had suddenly disappeared from the market, leaving the farmers high and dry. The farmers had suffered heavy losses because of the unseasonal rain and now the sowing of the rabi crop would be delayed for want of the DAP fertiliser, he said in a statement issued here today.

He said that the government did not appear serious about providing this important fertiliser. Though the government claimed that the DAP was available in plenty, the farmers did not find it in the market, he further alleged.

Besides, the non-availability of the fertiliser, the erratic supply of power had further aggravated the problems of the farmers. The government agencies were also harassing the farmers in the matter of purchase of paddy, Mr Hooda said.

He said he had telegraphically brought the ground realities about the non-availability of fertilisers and the power supply to the notice of the Chief Minister, Mr Bansi Lal.

1.25 cr to be spent on Sonepat roads

SONEPAT, Nov 13 — The Haryana Government has decided to spend Rs 1.25 crore on the repair of roads on a war-footing in the district during the current financial year.

Giving this information, Mr Rajiv Jain, Political Press Adviser to the Chief Minister, Mr Bansi Lal, and the general secretary of the Haryana Vikas Party, told mediapersons here today that the PWD (B & R) had already undertaken the repair of a 10-km-long stretch of the Sonepat-Bahalgarh road at a cost of Rs 35 lakh. Four km of the road would be repaired by surfacing powder and the remaining 6 km with pre-mix carpeting. This work, he said, would be completed soon for a smooth flow of traffic towards Delhi and the inter-state Yamuna bridge.

He also disclosed that the road from the railway overbridge to the Kalupur octroi post would also be repaired with pre-mix carpeting at a cost of Rs 4 lakh. The road between the Kalupur post and Panchayat Bhavan via the Sonepat foodgrain market, would also be repaired with pre-mix carpeting at a cost of Rs 12 lakh. Similarly, the road between the main gurdwara and Jatwara Mohalla up to Kami Road, would be built with concrete materials and repaired with pre-mix carpeting at a cost of Rs 4 lakh.

Income limit for scholarships hiked

CHANDIGARH, Nov 13 — With a view to benefit more students belonging to the Scheduled Castes, the Haryana Government has increased the annual income limit of their parents from Rs 44,500 to Rs 50,920 for the purpose of granting scholarships to them.

Stating this here today, Dr Kamla Verma, Social Welfare Minister, said that to enable the Scheduled Castes students to pursue higher studies, the Government had earmarked over Rs 2.6 crore during the current financial year for providing scholarship to 11,000 students.

She said the Government had initiated post-matric schemes to encourage the students for taking up higher studies. She said that under this scheme, Rs 90 to Rs 425 per month were being provided to students of various classes. Tuition fees and examination fee for the board and universities were also not being charged from them.

Dr Verma said the Government was also providing Rs 500 annually to such students who were taking examinations through correspondence courses besides Rs 500 as study tour and Rs 600 for the printing of thesis were also being given to the students belonging to these categories.

YAMUNANAGAR, Nov 13 — Mr Justice IP Vashisht of the Lucknow Bench of the Uttar Pradesh High Court today appealed to teachers to have cordial relations with students to incalculate a sense of discipline and dedication among them.

Speaking at the annual prize distribution function of the local Sant Nischal Singh Public School here today, he expressed the hope that students would follow the path shown by the great gurus and leaders who sacrificed their lives for the development of India.

Dr Waryam Singh, chairman of the Sant Nischal Singh Educational Society, said when the school was started in 1979, only 279 students were registered. Now 2500 students were on the rolls.

Govt criticised for DAP shortage

CHANDIGARH, Nov 13 — Mr Bhupinder Singh Hooda, President of the Haryana Congress, has criticised the State Government for its failure in supplying D.A.P. to farmers in adequate quantity.

In a statement issued here today, Mr Hooda said the farmers were facing great hardship in getting requisite quantity of fertiliser due to the apathy of the authorities concerned. Mr Hooda said the sowing of rabi crop had been hit hard, first due to the failure of the government in dewatering the fields and then due to an acute shortage of D.A.P.

Mr Hooda demanded that the D.A.P. should be supplied on subsidised rates and the government should ensure its availability in requisite quantity.

He also flayed the authorities concerned for not carrying out special girdawri of the destroyed crops in all parts of the state and demanded that immediate steps should be taken for doing special girdawri of the crops destroyed due to unseasonal rains.

Mr Hooda urged the Chief Minister, Mr Bansi Lal, to take personal interest in this sensitive issue to save the kisans from any further agony and hardship.

Akshaye Khanna, Urmila summoned

HISAR, Nov 13 — A city court today summoned, eight film personalities, in a case filed against them for allegedly spreading obscenity, on January 8.

On a complaint filed by a local leader of the Bharatiya Janata Yuva Morcha, Mr Rakesh Sethi, Additional Chief Judicial Magistrate S.K. Goel summoned the producer-director of the film, "Kudrat", Rajan Sippy, Romu Sippy, lyricist Dev Kohli, actress Urmila Matondkar, actor Akshaye Khanna, singers Abhijeet and Purnima, music director Rajesh Roshan and the Gramaphone Company of India.

According to the complainant, a song of the film was obscene.

The court has asked them to personally appear before it on January 8.

10-year jail for raping minor

HISAR, Nov 13 — Mr J.B. Sharma Additional District and Sessions Judge, today sentenced Rajbir of Sindhwa Khas village of this district to 10 years' imprisonment for sexually assaulting an eight-year-old girl.

Rajbir had lured the girl to a deserted place on December 21 last and raped her. A case under Section 376, IPC, had been registered against him.Top

 

Caterpillar attacks gram crop

HISAR, Nov 13 — Gram fields in south western districts of Haryana have reported a severe attack of green caterpillar. This can lead to crop damage in Sirsa, Bhiwani and Mahendragarh and here.

According to Dr PR Yadav, senior scientist, CCS Haryana Agricultural University here, the attack was also reported in 1990 and 1993 and caused major damage to the gram crop.

Farmers have been advised to use pesticides to control the pest.

Additional pay for TA service

CHANDIGARH, Nov 13 — The Haryana Government has clarified that an additional increment after three years being granted for Territorial Army service would be effective from November 8, 1994, or the date on which one completes three years in service.

The Chief Secretary has directed all the heads of department to grant this increment in the running grade. Before granting this increment, the sanctioning administrative authority must satisfy that the concerned individual had attended all the annual training camps during the last three years.

New method to sow wheat

KURUKSHETRA, Nov 13 — Encouraged by the results of trials to sow wheat without cultivating harvested paddy fields in Kaithal, Karnal and here by engineers of the Agriculture Department, Haryana, and HAU, Hisar, last year, a large scale demonstration to sow wheat has been launched.

Stating this to mediapersons here today, Mr J K Verma, Joint Director (AE), Haryana, and Prof K L Banga, senior coordinator, Krishi Gyan Kendra, Kurukshetra, who are supervising the programme, said the procedure included a specially designed seed-cum-fertiliser drill called "zero-till-seed" costing around Rs 12,000 to Rs 13,000.

Paddy fields freshly harvested were not required to be ploughed for sowing wheat with this machine.

This method would also increase the humous content of the soil as stubbles of paddy would get decomposed in it.

The trials increased the yield by 15 to 25 per cent.

Mr Verma said the department had already submitted a scheme to the state government to provide a 50 per cent subsidy on these machines.

Demand to scrap market fee on poultry

CHANDIGARH, Nov 13 — The Yamunanagar unit of the Haryana Krishak Samaj has criticised the State Government for postponing the meeting of the Sugarcane Board for the third time in a row.

In a statement issued here today, the President of the Samaj, Mr Sat Pal Kaushik, said the board was to decide several important issues, including the cane price for the current year.

He said the neighbouring States of Punjab and Uttar Pradesh had already declared the cane price but Haryana had been deferring the decision without any reason. This had created problems for the cane growers who had to sell their produce to gur and khandsari units at a low price.

Mr Kaushal criticised the State Government for imposing market fee on poultry and fish farmers and demanded that it should be immediately withdrawn.

Welcoming the decision of the Yamunanagar Sugar Mill to start crushing for this season from November 17, Mr Kaushik said till the State Government fixed the cane price, the mill should pay to farmers for the cane at the Punjab price. He also said that the mill should itself bear the transportation cost of the cane.

More enteritis patients hospitalised

AMBALA, Nov 13 – The problem of gastroenteritis in the cantonment continues unabated with five more patients being admitted to the Civil Hospital here today. The total number of persons affected so far has risen to about 80. Some of the patients have been admitted to the private nursing homes.

The first case with symptoms of vomiting and diarrhoea was noticed on November 10 and since then, there has been no let up. The disease had resulted due to contamination of drinking water as some of the pipelines had been leaking for days together and water was suck into these from the sewerage pipes. Despite complaints in this regard to the public health officials, no serious effort was made to rectify the faults.

A municipal councillor, Mr Mehar Singh, blamed a junior rung official for the mess. He said that a similar situation existed in several parts of the town and action was rarely taken promptly.

Meanwhile, the authorities had taken steps to chlorinate the drinking water and the water pipelines near the sewerage lines were being disconnected to prevent occurrence of such incidents in future.

Haryana sets up panel on power

CHANDIGARH, Nov 13 — The Haryana Government has constituted a high-powered committee under the chairmanship of the Chief Secretary to consider the report of the Technical Appraisal Committee, shortlist and prioritise the investment proposals received in the area of micro, small, hydro, biomass and waste-to-energy and thereafter recommend the allocation of sites for preparation of a detail project report by the private investors.

The other members of the committee are the Secretaries of Finance, Local Bodies, Power and Irrigation Department. The secretary, Non-Coventional Energy Resources Department, will act as member-Convenor of the committee.
