Tough time for INLD-BJP pact

ROHTAK, Nov 11 — The alliance between the BJP and the Indian National Lok Dal (INLD) in Rajasthan appears to have run into rough weather.

The BJP has also fielded its candidates in the Sangria and Raisingh Nagar assembly segments which it had left for its alliance partner, the INLD.

As per the understanding between the two parties, the INLD was to contest the seven assembly segments of Sangria, Raisingh Nagar, Tara Nagar, Sardarshahar, Lakshman Garh, Mandawa and Nandbai. Interestingly, the party did not demand the Nohar Assembly constituency from where Mr Ajay Singh Chautala, the eldest son of INLD leader Om Parkash Chautala, was a sitting MLA.

But when negotiations between the two parties were at the final stage, the BJP fielded its candidates in the Nandbai, Lakshmangarh, Sangria and Raisinagh Nagar constituencies.

Mr Om Parkash Chautala had told reporters on Monday that his party candidate in Nohar had filed nominations as a BJP candidate.

The INLD has, therefore, been given the Raisingh Nagar seat in its place. But the BJP candidate in Raisingh Nagar, Mr Nihal Chand, has not withdrawn and is contesting on the "lotus" symbol.

The BJP nominee in Sangria, Mr K.K. Jakhar, has also not withdrawn though the seat was left for the INLD. Mr Jakhar is a close relative of union minister Sompal and reportedly wields a considerable influence in their Jat-dominated segment.

The Sangria constituency is prestigious for the INLD as its candidate, Mr Abhey Singh, is the younger son of its supremo, Mr Om Parkash Chautala. The presence of Mr Jakhar in the fray is bound to create problems for the INLD candidate.

Mr Kishan Singh Sangwan, president of the INLD Parliamentary Party, told TNS on telephone that the BJP had "expelled" Mr Jakhar and Mr Nihal Chand from the party. But technically, they would be BJP candidates, he agreed.

Mr Sangwan said that the BJP had now left the Khandela and Nagar constituencies in exchange for Lakshmangarh and Nandbai.

Mr Sangwan denied reports that the INLD did not have candidates for the seven seats left to it by the BJP. He described the reports that appeared in a section of the press today as mischievous.

He said that all INLD candidates in Rajasthan were contesting on the symbol of "spectacle" which was allotted to it by the Chief Election Commission during the last parliamentary elections.

The INLD has, for the first time, decided to contest elections outside Haryana in alliance with the BJP. Besides, expanding its base, the party strategy appears to be to exploit the fluid political situation in the states going to the polls and at the Centre to its advantage.

Dewatering work nearing completion

FATEHABAD, Nov 11 — With dewatering operations being carried out on a war-footing, water standing in fields and residential areas of Gorakhpur village is fast receding. Of almost 8,000 acres of cultivable land was submerged under 4 to 6 feet of water about three weeks ago, only 1,500 acres of land remains under water. The water level too has receded.

Gorakhpur it may be recalled was almost completely in-undated after unseasonal rains which started on October 16. While over three fourths of the total cultivable land was submerged nearly 2,000 of its around 3,000 houses were affected. Most government buildings, including the primary health centre, the veterinary hospital and the patwarkhana were inundated and the village almost converted into an island with only a part of the northern edge unaffected.

The Chief Secretary, Haryana, Mr R.S. Verma, was to visit the village last week. But the visit was cancelled at the last minute. The commissioner,Hisar range, Mr Dharamveer, visited the village next day and reviewed the dewatering operation.

A visit by The Tribune on Wednesday revealed that water had receded though water from the village 'abadi' has receded, over 500 houses are still affected. A new pump has been pressed into service by the state Irrigation Department. At some places tractors have also been working with the administration providing fuel for the pumps.

The capacity of the Gorakhpur drain, which drains of water from the village 'abadi' has been increased from 5 cusecs to 10 cusecs. The administration plans to upgrade it to 15 cusecs. The ''Unchu' drain that drains water from the village fields to the Dehman link channel (DLC) has facilitated speedy dewatering. 'Matkana' drain which carries water from the village fields to Sabarwas minor has been non-functioned for the past two days due to a breach in Sabarwas minor.

According to villagers, the digging of a drain by a section of villagers from Dhab pond of the village to the veterinary hospital against the advice of the irrigation officials aggravated the problem.

Mr Krishan Swaroop, General Secretary of the Kisan Sabha, Haryana, who is also a resident of the village told The Tribune that a major portion of the announcement of the Chief Minister, Mr Bansi Lal, regarding the elimination of waterlogging made here on August 22, 1997, still remains unimplemented. He said shallow tubewells to be installed had not been constructed.

He also demanded construction of a ring bandh around the village to prevent floods in future.

Mr Krishan Swaroop also demanded that the administration give adequate relief to the villagers for their loss of crops and damage to their house. He termed the grant of Rs 10 lakh announced by INLD MP, Mr Sushil Indora, as a political gimmick as he said the MP had already exhausted his quota of grants for the current financial year.

The Deputy Commissioner, Mr V. Raja Shekhar, meanwhile, said the State Government had provided a sum of Rs 10.61 lakh for village on Monday. In all 29 villages of the district had been hit by waterlogging and a total of 53610 acres of cultivable land submerged after the rains in October,8,519 acres was still under water. Special girdawri ordered by the government would be complete by November 15.

Gurdwara-admn tussle over land

HISAR, Nov 11 — The gurdwara Shri Guru Singh Sabha affilliated to the Shiromani Gurdwara Prabandhak Committee and the district administration here seem to be heading towards a confrontation over acquisition of a piece of about 2500 square yards of land in the area by the administration.

Addressing a press conference here today, the member SGPC from Hisar, Jathedar Bharpur Singh said that the SGPC will not allow the government to "usurp" land meant for a gurdwara. He claimed that the government was trying to forcibly occupy the land against the wishes of the Singh Sabha, Hisar.

The Jathedar said the land had been legally acquired by the Singh Sabha during the regime of Mr Devi Lal in the late seventies. Now, the government, in order to benefit some influential persons was trying to occupy the land.

He said a map had been submitted to the administrator, Hisar municipality, for its approval of plans of a community centre. The map was rejected by the municipal authorities and the sabha was being harassed on the issue.

According to the Jathedar, the SGPC, in a communication on October 8, last sought clarification from the district administration on the issue. However, the district administration has not responded. He said the Singh Sabha, Hisar will seek the intervention of the SGPC chief Mr Gurcharan Singh Tohra and the Punjab Chief Minister Mr Parkash Singh Badal to ask Mr Bansi Lal that land belonging to the Singh Sabha not be taken over.

The Deputy Commissioner, Mr P.C. Bidhan was not available for comments. However, official sources said that the Singh Sabha had agreed in principle to the request by the district administration for providing land to the government to widen the road, as there was heavy traffic on it. The administration has also offered alternate land to the Singh Sabha, which it had earlier agreed to.

Trader robbed of Rs 4.17 lakh

SONEPAT, Nov 11 — Mr Pawan Kumar, a trader of Ismalia in Kurukshetra, was reportedly looted of Rs 4.17 lakh by some armed highway robbers on the GT Road near Qumashpur village, 12 km from here, last evening.

The Rai police has registered a case and has launched a massive hunt for the culprits. A Maruti car used by the robbers is reported to have been found abandoned near the CR State College of Engineering, Murthal.

Mr Kumar, along with his driver and two others, was coming from Delhi when his car was hit by another car as it reached Qumashpur. The culprits forced the car to halt and took away the money at gunpoint.

The SP said the culprits had been identified as Devinder and Romesh, both residents of Pipli Khera village in this district, and that they would be arrested soon.

Meanwhile, the Ganaur police has claimed to have recovered an empty Canter from Indira Puri but electronic goods worth Rs 8 lakh loaded on it is missing and the culprits still at large.

According to the police, the Canter, loaded with 42 TV sets and four fridges, was on its way from Kundli village to Pipli when it was looted by highway robbers on the GT Road near Bari village in this district on November 1.

Azad Singh, driver of the Canter, in an FIR, said seven persons in a Tata Sumo stopped the Canter and escaped with it after tying him up.

Strike by IT staff enters second day

KARNAL, Nov 11 — The strike by the Income Tax Gazetted Federation and Income Tax Employees Non-Gazetted Federation entered its second day here today, affecting work in the Income Tax Department.

Mr S.S. Nain, President of the local Income Tax Federation, said the strike would continue till tomorrow.

The employees are demanding parity in pay scales with other central government employees and the implementation of three functional promotions as in group A service.

The strike has been called in protest against the non-implementation of the pay scales recommended by a panel formed by the Union Finance Minister in July.

PANIPAT: Group B officers and group C and D employees of the income tax office and the central excise department staged a dharna in front of the income tax office in support of their demands.

Mr Bal Chand Goyal, President, Income Tax (Group C) employees Federation, Panipat, said the employees had been discriminated against by the Fifth Pay Commission.

Govt to fund dewatering work

KAITHAL, Nov 11 — The Financial Commissioner, Revenue Haryana, Mr K.G. Verma has directed the officials of the district administration to complete the dewatering of fields in time.

He was addressing officers of the Irrigation, Public Health, PWD (B and R), Health and Revenue Departments.

He said all expenses in this regard would be borne by the government but cautioned that the money earmarked for this purpose should not be misused.

He also directed veterinarians to go to flood affected villages and take steps to ensure that no disease spread among animals. He said teams of senior health officers would be sent to the district headquarters to supervise health-related programmes.

1.64 lakh tonnes of rice produced

CHANDIGARH, Nov 11 — The millers and traders have produced over 1.64 lakh tonnes of rice till November 9 in Haryana.

An official spokesman today said the millers and dealers had procured 12.74 lakh tonnes of paddy out of the total arrival of about 14 lakh tonnes.

He said the Food and Supplies Department had procured about 14,000 tonnes of paddy, Hafed 35,000 tonnes, Food Corporation of India 39,000 tonnes, Haryana Agro Industries Corporation 2578 tonnes, Haryana Warehousing Corporation over 7,000 tonnes and Confed 868 tonnes.

He said that the total leviable paddy arrival of 11.83 lakh tonnes included 15,683 tonnes of common varieties and 11.67 lakh tonnes of grade 'A' paddy. The Haryana mandis had also received 1.89 lakh tonnes of basmati paddy. As many as 45,707 tonnes of paddy arrival was registered in a single day on November 9, out of which 40,255 tonnes were procured by the millers and dealers, 161 tonnes by the Food and Supplies Department, 4533 tonnes by Hafed, 234 tonnes by FCI, 118 tonnes by Haryana Agro-Industries, 267 tonnes by Haryana Warehousing Corporation and 139 tonnes by Confed, he added.

Where teachers sleep and kids play

GURGAON, Nov 11 — Teaching staff of a government school in Sohna block was found sleeping during duty hours, according to Rao Shri Kishan, chairman of the zila parishad.

He said during a surprise visit, he found children playing during school hours. When he enquired about the teachers, he was told they were "resting" in a room.

He said he had written to the authorities, but no action had been taken so far.

Relief for HUDA plot allottee

PANCHKULA, Nov 11 — The local consumers forum has awarded a compensation of Rs 56,000 to a consumer for being harassed by the Haryana Urban Development Authority (HUDA) on account of inordinate delay in giving possession of a plot at Jagadhri.

The order was passed by Mr R.C. Taneja, President and Mr V. Aditya and Mrs Rekha Sharma, both members, of the District Consumer Disputes Redressal Forum on a complaint filed by Mr S.P.Gupta, a resident of Sector 12-A, here.

Mr Gupta in his complaint had alleged that he was allotted a plot in Sector 17 of Jagadhri for Rs 26,560 in September 1987. The enhanced cost and all other dues were paid by him. He was issued a no-dues certificate on January 20, 1994.

He alleged that the other allottees in the Sector were offered possession in April, 1995, but repeated visits by him to the HUDA office did not yield any result. He was then told by the authorities that due to existence of a temple on the plot he could not be offered the physical possession of the same.

The forum observed that HUDA had indulged in deficiency of service by not offering the possession of the plot to the consumer for 11 years. The consumer has also been awarded Rs 1000 as costs of the proceedings.



3 held for selling fake statue

FARIDABAD, Nov 11 — The police has arrested three persons on a charge of allegedly selling a fake gold statue of Lord Mahavir for Rs 2.5 lakh.

The accused have been identified as Maqsood, Khalid and Afsar of Andhra Pradesh.

According to the police, the accused told Satish Kumar Sharma of Aurangabad village that they had got a 2000-year-old gold statue of Lord Mahavir, weighing 6 kg. A deal for Rs 2.5 lakhs was struck and Rs 30,000 was paid as first instalment. When the victim showed the statue to a goldsmith, it turned out to be made up of brass.

Forestry scheme launched

CHANDIGARH, Nov 11 — The Haryana Forest Department has launched a scheme — afforestation of wastelands and agro-forestry — for the uplift of Scheduled Castes families. Under this scheme, the department will supply saplings of poplar and fruit plants worth Rs 64 lakh free of cost to such families.

The Minister of State for Forests, Mr Jagdish Yadav, today said four lakh plants worth Rs 34 lakh would be distributed among people from Scheduled Castes during the current season from December to January next.

He said the department would also provide two lakh quality fruit plants free of cost to the poor families belonging to Scheduled Castes and Scheduled Tribes living below the poverty line.

Case against 2 for rape

The case has been registered against Sunil and Meena, residents of the mill area here.

Four traders get bail

HISAR, Nov 11 — Mr Bajrang Dass Garg, state President of the Haryana Pradesh Beopar Mandal, and four traders were granted bail by Mr R K Khanagwal, Chief Judicial Magistrate, today in a case registered against them on November 20 last.

A case for rioting and criminal intimidation was registered against Mr Garg and the traders — Mr Bhim Sain Baweja, Mr Mohan Sham Arya, Mr Rajender Bansal and Mr Krishan Singla during Haryana bandh.

Cooperative Week

CHANDIGARH, Nov 11 — The 45th All-India Cooperative Week will be organised in Haryana from November 16.

The inaugural function will be held at Gurgaon and the concluding function at Yamuna Nagar on November 20.

All cooperative institutions and societies will participate in these functions. The progress made during the last cooperative year in this sector will be reviewed and new policies would be chalked out to make the cooperative movement more effective.


Drive against power theft

FARIDABAD, Nov 11 — The Haryana Vidyut Prasaran Nigam yesterday launched a drive against power theft in Faridabad district.

On the first day of the drive, 180 cases were detected, according to Mr C Tewatia, Superintending Engineer.

Seventytwo parties have been formed to conduct simultaneous raids.

Three hundred and ninetyfive premises were checked and 70 persons arrested yesterday. A penalty of Rs 26 lakh was imposed.

Mr Tewatia disclosed that during the past six months, 1113 cases of theft were detected, a fine of Rs 2.94 crore was imposed and 217 persons arrested.

To provide uninterrupted power supply 119 transformers were replaced in Faridabad circle and 9.289 km of new cables laid.

Rustication of 30 medicos revoked

HISAR, Nov 11 — The Director of Medical College, Agroha, today revoked the rustication of 30 final year students following a meeting of the students and the management.

Meanwhile, the students boycotted the annual examination and staged a dharna in front of the college gate demanding the registration of the college with the Medical Council of India. Their strike entered its third day today.


Gupta's bail plea rejected

CHANDIGARH, Nov 11 — The Sessions Judge, Mr B.S. Bedi, today rejected the application for anticipatory bail moved by Mr Narinder Kumar Gupta, Assistant Excise and Taxation Officer of Haryana.

He was booked by the Chandigarh police under Sections 420, 467, 468, 471, 473 and 474, Cr PC.

According to the prosecution, the accused had produced a fake BA degree of Magadh University, Patna, with a view to getting promotion from the post of taxation inspector to the post of Assistant Excise and Taxation Officer.
