Chhibber lays stone for second ISBT

CHANDIGARH, Nov 3 — The foundation stone of the Inter State Bus Terminus(ISBT) in Sector 43 was laid by the Administrator, Lieut. Gen B K N Chhibber here today.

To be constructed in 20.45 acres of land at a cost of Rs 12 crore, the terminus fulfils one of the suggestions of the committee of experts constituted for implementing the Mass Rapid Transport System in the city besides developing infrastructure for the second city centre to come up in this sector. The terminus will have 45 platforms for inter-state and 15 platforms for local buses. The first phase will be completed by June 1999.

General Chhibber said with the construction of the terminus another landmark would be added to the City Beautiful. He called upon the people to help the administration keep UT beautiful. Land shortage came in the way of planning such projects.

He said work on the Chandigarh- Kalka highway would be completed soon, easing the problems of commuters. Similarly, roads would be widened and overbridges built to cope with the growing numbers of vehicles on city roads. The figure at present stood at 4.5 lakh vehicles, which is on the high side in view of the population of seven lakhs only.

He thanked the local MP for giving Rs 6 lakh for the construction of a permanent stage with green rooms in Sector 17.

Mr Satya Pal Jain, MP, said work on the Chandigarh- Morinda stretch of the Chandigarh -Ludhiana rail line would be started soon as he had received a letter to this effect from the Railway Minister. Similarly, more flights would stop over at the city for the convenience of the residents.

He asked the administration to construct a rest room for coolies in the present terminus for which he was ready to contribute money from the Local Area MP Development Fund.

Mr Jagdish Sagar, Adviser to the Administrator said the construction of the ISBT would increase the basic facilities of the residents of southern sector and add to infrastructure. Elaborating on the design of the terminus, he said contrary to the practice of parking buses perpendicular to the building, which provided little protection to the bus and the passengers, the buses would now be parked parallel to the building providing shelter and protection to both.

The number of buses coming to the Sector 17 terminus at present had increased from 100 to 3000 buses. The fleet of CTU has also increased from 20 buses in 1966 to 417 now.

Fall in prices of radish, peas

CHANDIGARH, Nov 3 — After onions, it is the turn of green peas and radish to register a decrease in their prices.

Even as there is no major fall in the prices of vegetables and these are still out reach of the common man, yet there was a 25 per cent to 30 per cent fall in the prices of peas and radish.

During a survey of different markets the TNS found that good quality green peas which sold for Rs. 40 to Rs 45 per kg yesterday, were available today for Rs. 30. So much so that the average quality peas was selling for Rs. 20 a kg.

Similar was the case of radish, which was sold between Rs.10 and Rs.15 yesterday,was available for Rs.6 to Rs 8 in different markets. There was no let-up on the onion front as this was still being sold at Rs.30 to Rs. 35 depending upon the quality. According to vegetable merchants,the prices of peas and radish witnessed a decrease because of the arrival of local crop from Doaba area of Punjab.

However, there was no considerable fall in the prices of other vegetables and pulses in the past 24 hours.Top

 

Builder told to refund money to 2 consumers

CHANDIGARH, Nov 3 — The UT Consumer Disputes Redressal Forum ( II ) has ordered a Delhi-based builder to refund money deposited by two consumers for failing to hand over possession of the promised flats.

Mr R.P. Bajaj, president, and Mr H.S.Walia and Mrs Kamlesh Gupta , both members, pronounced the order on two separate written complaints by Mr I.S. Walia, a resident of Sector 21, and Ms Asha Bhalla, another local consumer.

Mr Walia in his complaint said in response to an advertisement of Skipper Builders, he paid an initial sum of Rs 10,000 in May 1992. The allotment was done by a way of draw of lots. In June, he was informed that he was successful in draw of the lots . Mr Walia paid a total of Rs 52,000 upto July, 1994.

Mr Walia said he was neither refunded the amount nor was he handed over possession of the flat till filing of the complaint.

Ms Asha Bhalla in her complaint said she paid Rs 10,000 as initial amount for a flat. She was unsuccessful in the draw of lots. However, her money was not returned.

With reference to the jurisdiction of the forum it was pointed out that "we are consciousness of the fact that the residential accommodation was being built at Ghaziabad. However, the fact which confers the local jurisdiction on the forum is that the Skipper Builders also allocated local collection centres for promotion of flats ". One such centre was Central Bank of India, Sector 17."

The forum allowed both complaints with costs of Rs 550 each.

The respective amounts have to be paid back with 15 per cent interest from the date of deposits till the actual date.

The order has to be complied within a month of the receipt of the copy of the order.Top

 

Jain's resignation deepens crisis in BJP

CHANDIGARH, Nov 3 — The process of filling the post of Senior Deputy Mayor of the Municipal Corporation of Chandigarh has to be completed within a month as per the Act of the corporation, according to corporation officials.

The term of the present team of officials ends on December 23, just 20 days after the new Senior Deputy Mayor has to be elected leading to speculation that the election of Senior Deputy Mayor may take place along with other posts.

The post had fallen vacant yesterday after Mr Prem Sagar Jain resigned, saying he was feeling "suffocated due to the intra-party fight".

The Mayor, Mr Gian Chand Gupta, when contacted said a final decision for filling the post would be taken in consultation with the Commissioner after his return.

The resignation has further deepened the intra-party division in the local unit of the BJP.

Though Mr Jain's term as Senior Deputy Mayor was to end on December 23, this term as councillor will continue till December 2001. He has also resigned from the finance and contract committee, property tax assessment, roads committee, legal committee and cremation ground committee. Elections from among the councillors have to be held for all these committees.

Meanwhile, the Congress has reiterated its demand for the dissolution of the BJP-SAD led corporation and removal of the Mayor.

In a letter to Mr Jain, the president of the BJP, Mr Dharampal Gupta, had alleged that Mr Jain had been hobnobbing with Congress councillors.

The Congress spokesperson, Mr Sunil Parti said: "We are not untouchables", adding that the BJP had failed on all fronts.Top

 

Engineer's arrest stayed

CHANDIGARH, Nov 3 — Mr Amarjit Singh, Executive Engineer with the Chandigarh Administration, today moved an application for anticipatory bail in the court of the Sessions Judge, Mr B.S. Bedi.

The judge issued notice to the state for November 11 on the application of Mr Amarjit Singh. He also stayed his arrest till that date.

The applicant was apprehending his arrest in connection with a case registered by the Administration against Yashpal Saggi, a contractor, under the Prevention of Corruption Act.

The case was registered on a complaint lodged by Mr Vinod Baghai, also a contractor who was arrested by the local police in connection with the collapse of the Sector 32 hospital building.

The complainant alleged that Amarjit Singh was associated with the officials of the Administration in the matter of allocating work for the construction of Blocks C and D of the hospital.

In the allotment of work, he alleged, several irregularities were committed.Top

 

UT-Dehra Dun rail line survey on

Chandigarh, Nov 3 — The Railway ministry is conducting a survey to study the feasibility of a rail link between Chandigarh and Dehra Dun via Nariangarh and Paonta Saheb.

While talking about the project, the local MP, Mr Satya Pal Jain, said that the Railway Minister, Mr Nitish Kumar, had written to him about the project.

The project will link Chandigarh with Naraingarh and Paonta Saheb. The details about the project will be known only after the survey is complete.

In the past, railway officials have been opposing the link as an alternative link between Chandigarh and Dehra Dun.

Already there exists a rail line via Ambala and Jagadhari to Dehra Dun. The route is a longer one.Top

CHANDIGARH, Nov 3 — A deputation of the managing committee of the Jayanti Devi Temple, Jayanti Majri (Ropar) today met Punjab Governor B. K. N. Chhibber and urged him to initiate immediate steps to save the historic temple which is in danger of collapsing.

The team comprising Mr Arvind Puri, Mr G. S. Jammu, Mr Varinder Sharma, Mr Bhupinder Sharma, Mr Akhil Sharma and Mr Harmesh, told the Governor that a portion of the 525-years-old temple collapsed recently due to soil erosion.

The management did not have enough funds for the maintenance of the temple and the government should take it over so that a trust could be formed to manage its affairs.

The deputation said that the Governor asked for a detailed report from the district administration so that corrective measures could be initiated.Top

Assault case: two years' RI for 3

CHANDIGARH, Nov 3 — The Additional Sessions Judge, Mr SS Lamba, today convicted Zora Singh, Krishan Kumar and Jai Krishan under Section 325, IPC (causing grievous hurt).

He sentenced them to undergo rigorous imprisonment for two years apart from slapping a fine of Rs 1,000 on each of them.

Sanjay, another suspect in this case, was, however, released on probation.

According to the prosecution, the suspects had beaten up with lathis and hockey sticks Ashok Kumar, Santosh and Shashi. All of them were seriously injured and admitted to the PGI.

They had also threatened to liquidate the victims. Top

 

17 jhuggis burnt

SAS NAGAR, Nov 3 — Seventeen jhuggis were destroyed in a fire in the Phase VIII Industrial Area here today.

The Additional Divisional Fire Officer, Mr B.S. Sidhu, said the cause of the fire "could not be ascertained".

Three fire engines were used to fight the flames in the area, which had around 250 jhuggis.

Singer alleges police apathy in son's murder

SAS NAGAR, Nov 3 — Surinder Singh Bawa, a singer who lives in Phase IIIB-I here, has accused the local police of failing to arrest those who allegedly murdered his son.

He said his son, Gagandeep Singh, was murdered in June. A case had been registered.

Though the alleged killers had been identified by the police, they have not yet been arrested.Top

Stage set for zonal youth festivals

CHANDIGARH, Nov 3 — Preliminary work on zonal youth festivals in Panjab University has been completed. With minor changes, all zones will complete the festivals within November.

Talking to the TNS today Dr I.S. Dhillon, Director Youth Welfare, said the number of zones this year had been increased from eight to 12. Ferozepore-A has already completed the festival which was held between October and to November 1 at SD College for Women, Moga.

The contest for Chandigarh-A zone will be held from November 19-21 at Government College for Girls, Sector 11. The festival for zone-B is scheduled at DAV College, Sector 10, from November 12 to 14. The Hoshiarpur Zone- A festival will likely be held at Government College, Pojewal and Zone-B at Khalsa College, Garhdiwala.

The festival for Ludhiana Zone-B is likely to be held at KLSD College, for Zone-C at GHG Khalsa College, Gurusar Sudhar and for Ferozepur Zone-C at GGS DAV College, Jalalabad.

The festival for the professional colleges category is scheduled to be held at Malwa Central College of Education, Ludhiana.

Sources pointed out that the venue and dates of festival of certain zones were yet to be finalised. These include the Postgraduates category, Ludhiana A and Ferozepore B.

Dr Dhillon said the judges in this festival would be appointed by the Directorate of Youth Welfare. In earlier years a panel of judges was sent by the university and host principal could pick any. There were allegations of favouritism.

The university has decided to adopt the terms and conditions of the Association of Indian Universities for the events in the festival. This pertains to minimum and maximum time and number of participants allowed in various events. The university has also added contests in singing 'waar' (a form of folk singing) and rangoli, Dr Dhillon said.

The inter zonal 40th Panjab University Youth Festival will be held in the third week of December at SPN College, Mukerian.

Contact programme: Personal contact programme of first batch of students of bachelor of commerce, Part I, in the Department of Correspondence Studies will start from November 16 and conclude on November 21. Roll numbers between 1 and 525 have been called in the first lot.

Students with roll numbers between 526 and 1050 have been called in the batch, which will commence from November 23 till 28.

The rest of the students have been asked to attend classes from January 8 to 13.

Seminar: A two-day national seminar on "Indo Canadian Business, Trade and Economic Relations" is being organised by the Centre for Indian Developmental Studies and Panjab University Business School on the campus on November 6 and 7, an official press note said. Top

Wanted burglar nabbed

CHANDIGARH, Nov 3 — A burglar wanted in several cases of thefts has been nabbed from Sector 22 while two more persons have been arrested for allegedly buying stolen goods, the Chandigarh Police claimed today.

The burglar, Paramjit Singh alias Kala, had allegedly stolen a fancy gate and several slabs of marble from Mani Majra yesterday. Besides this, he had been allegedly involved in several other cases of theft in the city. He had stolen a TV set, a VCP, a cordless telephone and an LPG cylinder from a Sector 40 house and sold the items to Rajinder Singh and Raj Kumar. The two have also been arrested.

Kala had also stolen a Bajaj Chetak (CH-01-U-3313) owned by Harbhajan Singh of Sector 46. The scooter was recovered. In a separate incident, he had forged his signatures on a cheque book to purchase a sofa set. He also allegedly stole mobile oil drums, spare parts of LML scooters and a cheque book from Sector 32.

All these items were recovered from him.

A case under Sections 454 and 380, IPC, has been registered against Paramjit Singh.

Computers stolen: Three computers owned by the University Business School, Panjab University, have reportedly been stolen from the campus.

A case under Sections 380 and 457 of the IPC has been registered.

The police has not ruled the handiwork of some insider. The chairperson of the department, Mr R.P. Gupta, reported the matter to the police.

Car stolen: A Maruti car (CHK-3137) owned by S.D. Sharda of Sector 21 was stolen from Sector 18.

Meanwhile in a separate incident, a pedestrian Gurbax Singh was hit by a truck (CH-01-B-3166) driven by Dalbir Singh near Darua village.

The truck driver has been arrested.

The injured pedestrian has been admitted to the GMCH.Top

 


Madan's portrayal of man in city

CHANDIGARH: Museum of Fine Arts, Punjab University, is the venue for yet another exhibition of painting. The artist this time is Madan Lal, an ex-student of Government College of Arts, Chandigarh.

The exhibition, which will be open till November 8, has two sections. One is replete with black and white frames while the other has big canvases full of myriad colours. Madan has also used a lot of symbolism. He has basically tackled the present times and the life of a man staying in a city. How he is trapped in the concrete jungle, his materialistic attitude, his dissatisfaction with life — all these have been portrayed in Madan's works.

His style of working is more towards the abstract. He has very cleverly woven the daily situations with symbolic interpretation. But whatever a human being might achieve in his life time, he has to go through the Last Journey'. For a Hindu it means a 'diya', Bhagvad the Gita and a pot of Ganga jal'. After completing this journey the destination is attaining, 'Moksh'. Whether it is granted to a soul or not, only the Creator knows.

To show his belief in re-birth, he has painted 'Yellow Spring' with lots of colours to depict the celebration of life. —Priti Verma

PGI Supdt sent summons

CHANDIGARH, Nov 3 — In a complaint to the Punjab and Haryana High Court, a life convict whose appeal is pending in court and who is imprisoned at Model Jail, Chandigarh, alleged that despite his having deposited Rs 65,000 for treatment of his heart ailment and also having arranged for the required blood, his treatment was being postponed on one pretext or another.

A Division Bench comprising Mr Justice H S Brar and Mr Justice K S Kumaran directed the PGI’s Medical Superintendent to file his reply by November 5, and be personally present in court. It directed that this matter be brought to the knowledge of the PGI Director.

The convict prayed to the court to be allowed to undergo heart surgery. He submitted that as his condition was uncertain anything could happen.

In the short reply filed on behalf of Dr A K Gupta, Medical Superintendent, it was submitted that Dr Shyam Thungan, who examined the convict, had advised him to undergo fresh angiography before operation. This was mandatory because a year had passed since his previous angiography. Dr Verma had given date to the petitioner for the angiography on September 23. The petitioner, however, did not meet Dr Verma, it was averred.Top
