Plea to allow fee hike rejected

CHANDIGARH, July 30 — The plea for a hike in fee made by private engineering colleges in Haryana has been rejected by a standing committee constituted by the state government to go into the issue.

According to informed sources, the committee has also decided to put a stop to the practice of taking Rs 1 lakh from each student as interest-free deposit by the colleges and the practice of taking the entire fee for the four-year course in advance.

The Committee comprised of Dr M.L. Ranga, Vice-Chancellor, Kurukshetra University, the Commissioner, Technical Education, Mr Prem Prashant; the Special Secretary, Finance, Mrs Sudha Sharma; the Director, Institutional Finance Mr Sandip Singh Dhillon; the Economic Statistical Adviser Mr B.S. Kataria; and the Director, Technical Education, Mr Raj Kumar, who was the member-Secretary. The Principals of the Regional Engineering College, Kurukshetra, and the YMCA Engineering College, Faridabad, were special invitees.

The Chief Minister, Mr Bansi Lal, when contacted, told TNS that he was yet to see the report of the committee. But he said the government was committed to justice being done to students and that they not be cheated by any institutions.

Representatives of private colleges, who were invited by the committee to present their case, made a forceful plea for a hike in fee in view of the Fifth Pay Commission recommendations.

However, according to a member of the committee, the projections made by the colleges were found to be on the high side. The committee did not feel any justification for a hike in fee, particularly as it had been increased only last year. As per the norms of the All-India Council of Technical Education fee revisions should take place after three years.

At present the annual fee for free seats in the Haryana colleges is Rs 4,000 and for paid seats Rs 48,000. By comparison in bigger States, which have a large number of private engineering colleges, the annual fee ranges between Rs 25,000 to Rs 35,000 for paid seats.Top

 

 

TA, DA of Haryana employees revised

CHANDIGARH, July 30 — Haryana Finance Minister Charan Dass Shorewala today said that the state government had revised the rates of travelling and daily allowance consequent upon the revision of pay scales of its employees.

The employees have been categorised in five grades — grade 1 employees drawing pay of Rs 16,000 and above per month, grade II employees drawing pay Rs 10,500 but below Rs 16,000 per month, grade III employees drawing pay of Rs 8,000 but below Rs 10,500 per month, grade IV drawing pay of Rs 4000 but less than Rs 8000 and grade V employees drawing pay below Rs 4000 per month, he said in a statement issued here.

The grade I officers and heads of department would be entitled to AC first class by rail, AC bus, by car and for local journey taxi or own car. Grade II officers would be entitled to first class, second class two tier — AC sleeper or AC chair car by rail, AC bus, by car with permission of head of the department for each journey and for local journey by taxi or own car while grade III employees would be entitled to first class second AC three tier sleeper or AC chair car by rail deluxe bus, scooter or motor-cycle with permission of head of department for each journey and by auto rickshaw for local journey, grade four employees would be entitled to second class sleeper second AC three tier sleeper by rail, express semi-deluxe bus and auto rickshaw for local journey and grade V employees would be entitled to second class, second sleeper by rail ordinary bus and by auto rickshaw, bus or rickshaw for local journey, the minister said.

Mr Shorewala said the heads of department and the officers in the pay scale of Rs 18400-22400 and above only would be entitled to journey by air. In case of international travel, officers of and above the level of secretary to the union government and of equivalent status in the state would be entitled to travel by first class.

Officers of the level of additional secretaries and joint secretaries of the union government and of equivalent status in the state government would be entitled to travel by business or club class and all other officers by economy class. In case of domestic travel, officers in the pay scale of Rs 22400-24500 and above would be entitled to travel by executive class.

The minister said the actual cost of reservation and sleeper charges would also be reimbursed in full in case of journey by air, AC rail, AC bus. Tickets would be appended to TA bill in case of rail journey by first class. AC chair car tickets or ticket number of reservation slip as the case may be would be produced. In the absence of tickets, wherever required, ordinary rail or bus fare would be given.

Heads of department or officers drawing pay of Rs 16,000 and above only would be entitled to travel by Shatabdi Express in executive class. Rate of road mileage in case of journey performed on tour within the state, as per entitlement, would be paid mileage allowance of Rs 4 per km for taxi and Rs 2 per km for other mode of conveyance for journeys between office residence and bus-stand railway station and air port at headquarters and also at the duty station between bus stand railway station or air port and the place of duty or residence.

In case of travel by government vehicle, half or full daily allowance would be admissible for a period of absence, less than six hours — no daily allowance, more than six hours but less than 12 hours half daily allowance, more than 12 hours but less than 24 hours — full daily allowance, Mr Shorewala said.

He said monthly fixed TA wherever admissible, subject to a minimum of Rs 50 per month and a maximum of Rs 300 per month.

The Finance Minister said in case of transfer, an employee would be entitled daily allowance for himself as well as for each member of his family. Besides, he would be paid for each member of the family bus or rail fare as the case may be in case of journey by own car, scooter, motor- cycle moped, etc. With or without family, he would be entitled to claim road mileage for once only subject to the entitlement and for one vehicle only. The definition of family for the purpose of TA and DA includes an employees dependents also.Top

 

Shooting of tele-serial 'Pardes' begins

KURUKSHETRA, July 30 — The shooting of a tele-serial, 'Pardes', was inaugurated by Mr T.V.S.N. Prasad, Deputy Commissioner. This tele-serial is being produced by Harvinder Malik, a producer and director from Mumbai.

Speaking to media persons here today, Mr Prasad said the tele-serial begins with a scene of the Brahm Sarovar's Sarveshwar Mahadev Mandir. The heroine of the tele-serial is Geeta, who hails from a middle class family of Kurukshetra.

The producer-director said the tele-serial was aimed at propagating Indian culture and give a message to Indians settled abroad that livelihood could be earned by adopting any profession in our own country too.

He said two more tele-serials would be shot at Rohtak and Chandigarh and Kurukshetra shortly. "I love Haryana because Haryana is my birthplace and I also love Kurukshetra because the immortal message of Shrimad Bhagwatgeeta was delivered to Arjuna by Lord Krishna in the Mahabharata, which was fought on this land."

Mr Prasad thanked Mr Malik for bringing Kurukshetra on the tele-serial map and also assured him of every possible help in completing the serial.Top

 

 

Minister apathetic, say animal husbandry staff

REWARI, July 30 — Officers of the Animal Husbandry Department of Rewari district wore black badges today in protest against the alleged apathy of the Haryana Animal Husbandry Minister, Mr Jaswant Singh, towards their demands.

Dr C.P. Yadav, president of the Rewari unit of the Haryana Veterinary Association, complained that on account of the inordinate delay being allegedly shown by the minister in clearing the list of beneficiaries of the selection grade, 16 districts had been running without departmental heads for a long time.

He also alleged that the prestigious embryo transplant scheme for which the department had already spent about Rs 2 crore, was being put into cold storage by the minister.Top

ROHTAK, July 30 — Several Left Front organisations staged a demonstration in the town today to lodge their protest on various issues concerning the common man.

Activists of the Janwadi Mahila Samiti, Khet Majdoor Union, Kisan Sabha, Centre of Indian Trade Union (CITU), Naujawan Sabha and Student Federation of India took out a procession from the main road and assembled at the Mini-Secretariat here and submitted a memorandum to the Deputy Commissioner.

The memorandum addressed to the Chief Minister has expressed its serious concern over the price rise of essential commodities. Deteriorating law and order in the state. Rising unemployment and the commercialisation of education.

Addressing the participants, the leaders of these organisations criticised the state and union government for their alleged failure to check the 'unprecedented' price rise in the past few months. Top

 

 

Hari Singh appointed adviser to CM

CHANDIGARH, July 30 — Mr Hari Singh, who contested the Adampur Assembly byelection on the HVP ticket against Mr Kuldip Bishnoi, younger son of the former Chief Minister Mr Bhajan Lal, has been appointed political adviser to the Chief Minister of Haryana, Mr Bansi Lal.

His appointment was notified today.

Once a close associate of the HLD-R President, Mr Om Prakash Chautala, Mr Hari Singh was involved in a number of criminal cases, including some under TADA, when Mr Bhajan Lal was the Chief Minister. He once contested elections against Mr Bhajan Lal.

However, Mr Hari Singh distanced himself from Mr Chautala when the latter nominated Mr Gurmesh Bishnoi as his party candidate from the Adampur Assembly constituency against Mr Bhajan Lal in 1996. The HVP candidate in the constituency was Mr Surinder Singh, M.P. and son of Mr Bansi Lal.Top

 

 

Autorickshaw drivers to intensify stir

ROHTAK, July 30 — While the indefinite strike by autorickshaw drivers entered its sixth day today, the strikers decided to intensify the agitation in view of the 'obstinate' attitude of the district administration towards their demands.

Several striking drivers led by Mr Tasvir Singh Tank, president of Autorickshaw Kalayan Sangh, took out a protest in the town yesterday. Later, they burnt the effigy of the Deputy Commissoner, Mr Anil Kumar. Mr Tank threatened that the sangh could resort to harsh measures and the peace and tranquility of the town could be disturbed if their demand was not accepted within 24 hours.

The district administration had launched a campaign of challaning and impounding the autorickshaws which were plying on the roads without having proper documents. The drivers went on an indefinite strike against the action.Top

 

Couple accused of embezzlement

YAMUNANAGAR, July 30 — The police has registered a case against a couple on account of embezzlement of public funds.

Mr Sheel Madhur, Superintendent of Police, Yamunanagar, informed here today that three different cases of embezzlement have been registered against the accused who have absconded.

On a complaint lodged by Ms Tarawati of Old Hamida, Neelam Diwan and Mr Devi Chand of Tajakpur village that Naresh Kumar and his wife Krishna Arora, residents of Model Town, Yamunanagar, impersonating as agents of the Postal Department would lure customers and get a handsome amount but never deposited the same in their accounts in the Post Office. But they used to supply them passbooks with updated entries with Postal Department stamps so that no body had any doubt.

The SP said that the accused Naresh apprehending arrest consumed celphos tablets about a month back and was admitted to Civil Hospital Yamunanagar from where he was shifted to the PGI, Chandigarh, in a critical condition. He then disappeared from the PGI.Top

 

 

Devotees pay obeisance to Baba Mohan Das

REWARI, July 30 — Thousands of saints, sadhus and devotees from various parts of Haryana, Delhi and Rajasthan participated in the two-day celebrations organised to mark the 410th death anniversary of the legendary saint Baba Mohan Dass at his historical temple in Bharawas village, 7 km from here, on July 28 and 29.

Hymns and poems in praise of Lord Krishna and Baba Mohan Das were sung by noted folk singer Ram Kumar Khaletia and others at a largely attended congregation.

Thousands of devotees paid their obeisance at the holy shrine of Baba Mohan Das, a legendary saint of the sixteenth century. Two dancing mares performed amazing feats and Naga sadhus enthralled the devotees with their swordsmanship.Top

 

HUDA rules on plot transfer

CHANDIGARH, July 30 — The Haryana Government has decided to allow four transfers to the HUDA plots allottees in its revised policy.

While disclosing this here today Mr Siri Krishan Dass, Town and Country Planning Minister, said the step had been initiated in view of public convenience. Two transfers would be permitted before making full payment and two after making full and final payment without conveyance deed, he added.Top

 

Haryana impounds 516 vehicles

CHANDIGARH, July 30 — The Haryana police has challaned as many as 5,501 persons and impounded 516 vehicles for violation of traffic regulations during the past four days.

A spokesman of Police Department said here today that in pursuance of the directions recently issued by the Punjab and Haryana High Court, all the district police units in Haryana were directed to strictly enforce the traffic rules.Top

 

Housing board to build 574 houses

CHANDIGARH, July 30 — The Haryana Housing Board has decided to construct 574 low income group double storey houses in Sector 3 of Faridabad at a cost of Rs 500.71 lakh, for which the Housing and Urban Development Corporation (HUDCO), New Delhi, has sanctioned a lone of Rs 385.91 lakh.

The Haryana Cabinet, which met here today, under the chairmanship of the Chief Minister, Mr Bansi Lal, gave the State Government guarantee to HUDCO for this loan.Top

 

Seven killed in 2 mishaps

AMBALA, July 30 — Four occupants of jeep were killed when their vehicle was hit by a truck near Saha in the district today.

The deceased have been identified as Ms Shakuntala Devi, Mr Shamsher Singh, Mr Sushil Kumar, and Mr Bittu (driver). The two injured have been admitted to the civil hospital in cantonment. A case has been registered in this connection.Top
