HUDA
directed to pay Rs 15,000 to applicant PANCHKULA, Dec 7 Holding HUDA responsible for withholding the basic amount of a consumer for over eight years, the local consumer forum has awarded the latter a compensation of Rs15,000, besides Rs 500 as costs. The order, to be complied with within two months, was passed by the District Consumer Disputes Redressal Forum on a complaint filed by Mr H.S. Joshi, a local resident. Mr Joshi alleged that in response to an advertisement for industrial plots given by HUDA in September 9, 1989, he submitted his application along with a draft for Rs 12,800. Later he appeared for an interview and was asked to submit an affidavit laying down certain undertakings which he complied with. He said that through a letter issued in May, 1989 he was informed that his name had been approved for the allotment of an industrial plot measuring two kanals on a first-come, first served basis as per the seniority maintained in the HUDA office. He asserted that despite repeated visits to the HUDA office he was neither allotted any plot nor his basic amount refunded. On the other hand, HUDA maintained that the complainant was not found eligible for allotment of an industrial plot on a first-come, first served basis as his seniority was at serial No. 89 whereas the total number of plots was 55. The forum observed that though the complainant was found ineligible for allotment of an industrial plot, HUDA was found deficient in services as it had not refunded the basic amount to the applicant.

18 hurt as
police, employees clash YAMUNANAGAR, Dec 7 More than 18 persons, including four cops, were injured in a clash between employees of Haryana Distillery and the police here today. President of the Haryana Distillery Kamgar Sangathan, Uggar Sain, who was seriously injured in the clash, later took out a procession along with other injured persons in the main bazar and went to the Deputy Commissioner's office. The protesters raised anti-government and anti-police slogans. Mr Uggar Sain alleged that the bonus for the year 1996-97 had not been disbursed and there had been no enhancement in the DA. He further alleged that a number of labourers of Haryana Distillery had been suspended without any reason. Employees of the distillery have been on strike since November 11, resulting in a reported slowdown of production to the tune of 15 per cent. According to the management bonus to the workers was paid as per the Bonus Act. They stated that the claim of the bonus of 20 per cent had been turned down by the Labour Department. Sub Magistrate, Narinder Singh, and Mr Om Parkash Kadiyan, Deputy Superintendent of Police, reached the spot to pacify the crowd. Mr Rajiv Sharma, Deputy Commissioner, said that SDM, Jagadhri will enquire into the matter and submit a report soon. |

spent on Mewat development GURGAON, Dec 7 The Mewat Development Agency has spent an amount of Rs 42.85 crore for the development of this backward region since 1980 when the Mewat Development Agency was constituted by the Haryana Government. This was stated by Haryana Governor Mahabir Prasad while addressing a conference after inaugurating the five-day Mewat Mela at Nuh, 45 km from here, today. The Governor informed that the Mewat Development Agency had initiated a scheme worth Rs 70 crore with the financial assistance of the International Agricultural Development Fund. The scheme aimed at creating awareness about agriculture, horticulture, animal husbandry, public health and irrigation development in the area, he added. He directed the District Administration and the Mewat Development Agency to organise such fairs and exhibitions in all blocks of the district. Mr Prasad lauded the role of people of Mewat in the national freedom struggle. Mr Suraj Pal, Revenue Minister, and Dr G Prasanna Kumar, chairman, Mewat Development Agency, expressed their views regarding the development activities and programmes taken up by the Haryana Government and the Mewat Development Agency for the all-round development of the region. Earlier, the Governor visited a 50-bed hospital at Mandikheda (Nagina) village,being built at a cost of Rs 12 crore.

neglecting farmers: Sampat FATEHABAD, Dec 7 A former Haryana Home Minister and an Indian National Lok Dal legislator, Mr Sampat Singh, has advised the BJP government at the Centre to come out of the hold of black marketeers,hoarders, smugglers, multinationals and communal forces if it was interested in the welfare of the country. Talking to mediapersons here today, he said the style of working, policies and programmes of the government indicated that the government was under the influence of these forces. He said it was ironical that in a country, whose economy depended totally on agriculture, farmers were neglected the most. He alleged that it was due to the indifference of the Centre towards the problems of the farmers. The INLD leader said the government, apathy could be judged from the fact that there was no permanent agriculture policy in India and middlemen were continuing with unscrupulous practices unchecked. Coming down heavily on the
HVP-BJP government in the state, Mr Sampat Singh said the
government had failed to fulfil its pre-poll promises. |
Centre okays
subway plan FARIDABAD, Dec 7 The Ministry of Surface Transport has sanctioned the construction of a 40-metre-long two lane subway across the Delhi-Mathura national highway to link old Faridabad railway station and Sector 16-A. Official sources told TNS that the design of subway had already been sent to government the for approval. The work on the subway was expected to start in April and would be completed in about 10 months. The subway would be for light vehicles only. It would have footpaths in both lanes. The estimated cost of the subway which would be borne by the Central Government is Rs 1.50 crore. The decision to construct the subway was taken because the crossing of the busy national highway by vehicles from the wrong side had become a traffic hazard. Meanwhile Mr B.K.

BJP's
misrule led to its defeat: ex-minister SIRSA, Dec 7 Mr Ranjeet Singh, an AICC member and an ex-Haryana minister, has said that the results of the recent Vidhan Sabha elections have pointed towards the elimination of regional parties. He said Mrs Sonia Gandhi's able leadership had converted resentment among masses against the BJP into a wave in favour of the Congress. Criticising the BJP's "misrule" during the past eight months and its "failure" on all fronts, he said Mr Vajpayee had a good reputation but had failed to live up to the expectations of people. He blamed Mr Vajpayee for making all types of compromises to remain in power. Denying any
groupism in the state Congress, he said Mr Bhupinder
Hooda would remain the state party chief and would lead
the party in the state in case of a mid-term poll. |

to stage dharna FARIDABAD, Dec 7 All councillors of the local municipal corporation, including the Mayor, will stage an indefinite dharna outside the civic body's office from Monday. The action will be taken
if the corporation does not stop the survey of increase
house tax and discontinue hearing of objections to
notices already served on building owners. A decision to
this effect was taken at a meeting of the general house
of the corporation here today. |
Prohibitory
orders 'anti-people act' ROHTAK, Dec 7 The Sarv Karamchari Sangh has criticised the administration's move to impose prohibitory orders on December 11 and described it as an 'anti-people act'. The sangh and the Jan Sangathan Manch, in a signed statement, said the imposition of Section 144 Cr PC was an attempt to frustrate the agitations of the trade unions. "We condemn such measures", the statement said. Both these organisations have appealed to the people not to travel in buses on December 11, and make the one day-token strike on that day a success. They have also urged the Opposition to support the Jan Sangathan Manch in making the December 11 strike a success. The sangh and the manch alleged that certain employees' associations were trying to sabotage the strike call by issuing misleading statements at the behest of the government. They advised the employees to beware of such elements. They also advised the farmers and the workers against going to the towns on that day. Meanwhile the
CPM, Haryana, has extended its support to the strike
call. The party described the strike call decision a
right step taken at the appropriate time to protest
against the privatisation of the insurance sector and
communalisation of the education system. |
Fall of BJP
govt imminent: Bhajan HISAR, Dec 7 Mr Bhajan Lal, MP and former Chief Minister of Haryana, has asserted that the Vajpayee government at the Centre and the Bansi Lal government in the state will fall in near future as both have failed to fulfil their poll promises. Talking to mediapersons at his residence yesterday, he said the recent elections in Delhi, Rajasthan and Madhya Pradesh had proved that the BJP had lost confidence among people. Mr Bhajan Lal, however, admitted that there was groupism in the state Congress but expressed faith in the leadership of Mrs Sonia Gandhi. Commenting on the
formation of new Sarvjatiya Manch by Mr O.P. Jindal, a
former MP, Mr Bhajan Lal said if Mr Jindal wanted to join
the Congress he would be welcomed. |

byelection programme CHANDIGARH, Dec 7 The State Election Commission, Haryana, has issued a fresh election programme to hold municipal byelection in respect of ward No 3 of Municipal Council, Ambala Sadar, on January 17. A spokesman of the commission today said notice would be published by the returning officer for inviting nominations on December 7. Nomination papers would be presented from December 17 to 21 between 11 a.m. and 3 p.m. Scrutiny thereof would be held on December 22, between 11 a.m. and 3 p.m. The last date for making
application for the revision of order of the returning
officer would be December 25 and the same will be
disposed of by the Deputy Commissioner by December 26.
The last date for withdrawal of candidature by the
candidate will be December 28 and the polling, if any,
will he held on January 17 between 8 a.m. and 4 p.m |
Kurukshetra
mandis to be improved CHANDIGARH, Dec 7 The Haryana State Agriculture Marketing Board has embarked upon a Rs 6.70-crore crash programme to improve the existing facilities besides providing additional facilities in the mandis of Shahabad, Ladwa, Thanesar, Pipli and Ismailabad in Kurukshetra district. A spokesman of the board today said various works such as additional sheds in the Grain Markets at Pipli and Ismailabad had been sanctioned. Lighting system in these mandis was being improved. Ramps to the individual platforms and common platforms were being provided for easy access of the tractors and loaded trucks on the platforms in the Grain Markets of Thanesar and Shahabad. A sum of Rs 181.46 lakh had already been sanctioned for the purpose and proposals worth Rs 1 crore were in the pipeline. He said the repair of internal roads of various mandis was also being taken up on a large scale. With these repairs, the mandis would have effective drainage system during rainy season. Repair works worth Rs 49.42 lakh had already been sanctioned in Pipli and Pehowa. Proposals for Shahabad, Ladwa and Thanesar amounting to Rs 190 lakh were under consideration. The approach road to Thanesar mandi from HUDA road was also proposed to be four-laned at a cost of Rs 1.50 crore.

52 houses
built for poor ROHTAK, Dec 7 Fiftytwo houses costing nearly Rs 10 lakh have been constructed under the Indira Awas Yojna for the the poor, widows and handicapped at Jhajjar. The Deputy Commissoner, Jhajjar, Mr Arun Kumar said the administration proposed to construct 234 more such houses at a cost of Rs 46 lakh during the current financial year. He said Rs 13 lakh had been distributed among 272 poor widows for setting up self-employment projects and another amount of Rs 81 lakh would be distributed before March 31 next year. He said to popularise the solar energy scheme the administration had distributed 100 mobile solar lanterns and 16 solar home lights at a cost of Rs 3.94 lakh. Under the operation blackboard schemes rooms had been constructed in various schools in the district at a cost of Rs 8.40 lakh. The administration had also undertaken various development projects costing more than Rs 25 lakh, under the MP area development programme. Mr Arun Kumar said so far
Rs 4.14 crore had been spent on numerous village
development schemes after Jhajjar became a district in
July last year. He said Rs 84.76 lakh had been spent
under the water shed development programme to provide
irrigation facilities to nearly 4,000 acres of
agricultural land. |
'Ambedkar
worked for all sections KURUKSHETRA, Dec 7 The Dr Bhim Rao Ambedkar Studies Centre of Kurukshetra University organised a function in the Senate Hall last evening to mark "Nirvan Divas" of Bharat Ratna Babasaheb. Mr Jaswant Singh, Minister of State for Civil Aviation and Fisheries, Haryana, was the chief guest. Dr M.L. Ranga, Vice-Chancellor, presided over the function. Mr Jaswant Singh, while paying tributes to Babasaheb, said Dr Ambedkar dedicated his life to uplift of the poor and downtrodden section of society. He said that Babasaheb worked for the welfare of all depressed sections of society, including Dalits, Backward Classes, labourers, farmers and minorities. Therefore, it was unfair to say that he worked for a particular section. The minister regretted that intelligentsia was not doing its duty fairly for nation building because they only discussed and did not take practical steps to implement the ideas and path shown by the great son of India. Dr Ranga in his presidential address observed that it was essential to look into the motives and objectives of Babasaheb when he prepared the Constitution of India, Dr Ranga maintained that Babasaheb wanted to ensure equality to all sections of society. Dr Ranga pointed out that Babasaheb attained such a high education in spite of the limited facilities available at that time. Therefore, the young generation should take lesson from it and it should be a source of inspiration for them. The Vice-Chancellor stressed the need of following three principles of Babasaheb to attain education, build strong organisation and create the spirit of struggle. Earlier, Dr Yogender Yadav, Director, S.S. Centre, Delhi, who was the main speaker on the occasion, said: "We should seriously analyse the political ideas of Dr Ambedkar". Dr Yadav spoke on the topic "Dalit bahujan power in India and democracy" in detail. He said that empowerment of bahujan was essential to establish true democracy in India. He expressed his concern over the fact that all political parties did not want empowerment of Dalits. Therefore, he desired that a new system was required to solve this problem. Dr K.C. Yadav, former professor of history, Kurukshetra University and founder Director of the Dr Bhim Rao Ambedkar Studies Centre, said: "We must get inspiration from the ideas of men like Babasaheb". The chief adviser of the centre, Prof Ranbir Singh, welcomed the chief guest and other scholars, senior faculty members and students present on the occasion. Later woollen jersies were
