Improve ties with media: Meira Kumar

KURUKSHETRA, Aug 28 — Mrs Meira Kumar, General Secretary of the All-India Congress Committee (AICC) has called upon the Congressmen to improve their relations with the media.

Inaugurating the state-level Congress training camp organised by the Haryana Pradesh Congress Committee at Ror Dharamshala here today, she said that the party was suffering because even the good work being done by the Congress was not getting as much publicity as it should. While on the other hand some political parties were thriving only on publicity. Therefore, it was essential for the Congressmen to improve their relations with the media. She stated that publicity had become the core of success in politics.

The Congress leader, said that the HPCC should maintain a directory of freedom fighters to preserve the heritage of the party. She asked Congress workers to strengthen various cells of the organisation which were working for the welfare of the minorities, the Scheduled Castes, the Scheduled Tribes, and farmers. She wanted that Congress workers should maintain a data from where they could know whether the SCs and STs will getting due reservations and whether the rights of the minorities were being properly preserved or not.Top

Referring to the political situation in Haryana, Mrs Kumar alleged that farmers were being oppressed in the state. She further felt that since the Congress had been ousted from power in the state. There had been an overall deterioration in the economic, social and law and order situation. She wanted that Congress should capture power in Haryana not for the sake of the power but for doing good to the people.

Mrs Kumar said elections in the party setup were essential to safeguard the rights of the people. She lauded the efforts of the Congress in the preservation of democracy and democractic institutions in the country. She claimed that the enforcement of the Panchayati Raj Act in the country which provided reservation for women in panchayats and strengthening of panchayati raj institutions was the major contribution of the Congress. This revolutionary step was implemented by the late Mr Rajiv Gandhi though the idea was conceived by Mahatma Gandhi and Jawaharlal Nehru. She also claimed that the Congress throughout its history had stood for the decentralisation of power at various levels. She blamed the BJP for not cooperating in the Rajya Sabha for the safe passage of the Panchayati Raj Bill.

Mrs Kumar asked Congressmen to imbibe the spirit of Congress ideology. In fact, the ideology should be indoctrinated amongst all Congressmen in the country.

Mr Bhupinder Singh Hooda, HPCC chief, said the camp had been organised for training Congress workers so that they could come upto the expectations of the AICC. He assured Mrs Kumar that every possible step would be taken to strengthen the party structure in Haryana.

Mrs Kartar Devi, leader of the Congress Legislature party said the party would be strengthened at the grassroot level for implementing its various programmes.

Mr Kuldip Sharma, president of the DCC, Karnal, in his welcome address to the delegates stated that the Congress would get new direction under the leadership of Mrs Sonia Gandhi and every Congress worker should take steps to invigorate the party.

Dr Ram Prakash, general secretary, HPCC, stated that in the three-day camp all aspects of training of Congress worker would be discussed.

Almost all block presidents, district presidents, HPCC members and Congress MLAs are attending the camp. The only discordant note was that of Mrs Sona Devi, a Congress activist from Kurukshetra, who openly declared her allegiance to the Bhajan Lal camp. Some delegates tried to shout her down when Mrs Meira Kumar was entering the conference hall.Top

 

Haryana order on mustard oil

CHANDIGARH, Aug 28 — The Haryana Government has imposed ban on the manufacture, sale and distribution of mustard oil in loose form in the State with immediate effect.

A notification imposing the ban was issued here today by the Food (Health Authority-cum-Director-General), Health Services, Dr P.L. Jindal, under the Prevention of Food Adulteration Act, (PFA), 1954.

The notification made it mandatory even for packaged mustard oil to carry a declaration that it confirmed to the standard of quality as laid down under the PFA and rules.

The non-compliance of this notification would be an offence punishable under Section 16 of the PFA which provides imprisonment for a term not less than six months but may extend up to three years and a fine which shall not be less than Rs 1000.

A spokesman of the Health Department said here today that so far no case of dropsy had been reported in the State. A strict vigil on the quality of mustard oil was being maintained. All Civil Surgeons had been directed to take samples of mustard oil every month and send them to the Food Laboratory at Chandigarh for analysis. On-the-spot testing of mustard oil was also being carried out by special teams deputed from the State headquarters.

Meanwhile, the Haryana Health Minister, Mr O.P. Mahajan, has appealed to the people not to purchase mustard oil in loose form. He said if any person developed symptoms of dropsy like nausea, vomiting and swelling of hands, feet and abdomen, he should immediately consult a doctor.Top

Mrs Kesni Anand Arora, Managing Director, Haryana State Small Industries and Export Corporation and Haryana Handloom and Handicrafts Corporation, has also been appointed Director, Supplies and Disposals vice Mr P.K. Dass who becomes Secretary, Power Regulatory Commission against a new post.

Mr Hardeep Kumar, Director and Joint Secretary, Development and Panchayat Department and Mr S.K. Monga, Labour Commissioner and Director, Environment and Joint Secretary, Industrial Disputes, Labour and Environment Department will swap their places of posting.

Mr N.S. Tanwar, Joint Secretary, Animal Husbandry and Housing Departments becomes Joint Secretary, Health Department. Mr Vaneet Garg, Additional Managing Director, Hafed and General Manager, Spinning Mills Hansi has been given the additional charge of Managing Director, Haryana Concast relieving Mr P.C. Bidhan of the said charge.

Inter-state gangs of robbers busted

SONEPAT, Aug 28 — With the arrest of 44 persons, the district police today claim to have busted several inter-state gangs of robbers operating in parts of Haryana, Uttar Pradesh and Delhi for the past few years.

Superintendent of police K. Selvraj told mediapersons here today that the police had solved 53 cases of robbery, dacoity, theft and burglary during the first seven months of the current year.

The police, he said, had recovered stolen property worth Rs 11.01 lakh from the possession of the arrested persons. The property include two Maruti cars, two scooters, four motor cycles, stereos, transformers and cables, watches, cash and household goods. Nine pistols, 21 live cartridges and four knives were also found in the possession of the gang members.

He said the police had arrested Yogesh, alias Babloo, leader of a Bawaria gang and six members said to be responsible for committing robberies, dacoities, thefts and rape of women in Haryana, Delhi and Uttar Pradesh. The police, he claimed, had recovered four countrymade pistols, 15 live cartridges and three knives from their possession.

According to the SP, the police also smashed a gang indulging in theft of autorickshaws with the arrest of its ring leader Manjeet of Patel Nagar, Sonepat. The gang, he said, consists of 11 members who were at large. The police had so far solved nine cases of autorickshaw thefts and recovered stolen vehicles worth Rs 2.25 lakh.

He said the police had arrested three members of a gang engaged in stealing car stereos. The arrested persons included the ring leader, Deepak, a resident of the Housing Board colony here.

The SP, said the police had smashed another Bawaria gang and arrested its leader, Papoo, alias Satbir, of Tohana and six others.

A gang of transformer thieves had been busted with the arrest of five members. Stolen goods worth Rs 61,600 had been recovered from the possession. The police had arrested Satpal, alias Pala of Titauli village in connection with the theft of autorickhaws.

A gang of Gadaria thieves had also been busted and stolen property worth Rs 3,67,500 found in its possession.Top

 

Row over photo contract

ROHTAK, Aug 28 — The district administration's scheme of group photo for the ration card has run into a controversy following allegations of irregularities by various sections of society, including the local BJP leaders.

Seeking a probe into the scheme, the mahila morcha leaders of the district unit of the BJP have alleged gross irregularities in the allotment of the photography contract. In a joint statement issued here today, the vice president of the morcha, Ms Santra Bagri, and secretaries Kusum Rana and Sarita Narayan have claimed that no proper procedure was adopted by the district authorities in allotting the contract of photography for the purpose. They said while there were several photographers in the town who were ready to provide the service at the rate of Rs 5 per photo, the authorities gave the contract to a photographer at the rate of Rs 13 per photo. The mahila morcha leaders questioned the rationale behind such a decision and called for a probe. They have also alleged the Red Cross slips issued in this regard did not even have the proper stamp or the logo.

Giving the contract to only one photographer in the entire town having a population of about 3.75 lakh could not be justified and the condition of getting the group photo from only the designated photographer was unacceptable. They said the decision should be withdrawn in public interest.

Hisar ZP poll on Sept 4

HISAR, Aug 28 — The ruling Haryana Vikas Party seems to be placed well ahead of its rivals, the Congress and the Indian National Lok Dal, for the forthcoming election of the chairman of Hisar Zila Parishad.

The election is scheduled to be held on September 4. A notification to this effect was issued by electoral officer P.C. Bhidhan, the other day. The election was necessitated after the then chairperson of the parishad, Mrs Sarbati Devi of the Congress, was removed by a no-confidence vote last September.

Mr Dhura Ram of the Congress and a nephew of Mr Bhajan Lal was made its acting chairman. However, he was dismissed by the government on charges of misusing his official car during the Adampur assembly by-election. He has been reinstated.

In the 30-member parishad, the HVP has the support of 16 members, while the Congress has nine and the INLD six. All three parties are in the race for the zila parishad chairmanship.

While INLD members are likely to meet the party chief, Mr Om Prakash Chautala, in New Delhi to form the election strategy, the HVP and the Congress have already floated the names of candidates likely to contest for the post.

Mrs Chander Prabha and Mrs Bimla Poonia of the HVP are in the race, while Mr Dhura Ram, Mrs Bimla Rose and Mr Ishwar Poonia of the Congress are said to be among the probables.Top

 

Youths get undertrial freed

ROHTAK, Aug 28 — A group of unidentified youths got an undertrial prisoner freed from police custody while he was being brought back to jail from Rewari after a court hearing yesterday.

According to police sources, the undertrial, identified as Ramroop belonging to Ladravan village in Bahadurgarh sub-division, had been arrested in connection with a case.

The youths stopped the bus at gunpoint near Dadanpur village in Jhajjar district, about 40 km from here, and got the suspect freed and fled.

The SSP of Jhajjar, Mr A.S. Chawla, said that the district police had been alerted. The police has registered a case in this connection.



'Alternative school' inaugurated

FATEHABAD, Aug 28 — The district project coordinator of the District Primary Education Project (DPEP) Mr Ashok Kumar Chawla, inaugurated an 'alternative school' at Hanspur village today. He also distributed study material among the students.

Mr Chawla said the basic aim of these "alternative schools'' was the universalisation of elementary education. He said the DPEP would open such schools at places where was no provision of government schools. The DPEP would link children with the schools and act as a coordinator between the schools and the society.

FARIDABAD, Aug 28 — The police yesterday arrested seven persons, including a woman, on a charge of planning to loot a truck on Air Force Station Road. Those arrested have been identified as Sunil, Harish, Minto, Nagendra, Sonu, Pinki and Sonu.

A police spokesman said here today that it was planned to stop the truck by Pinki. An iron road, knives and lathis were seized from their possession.
