28 GURGAON, Aug 25 In an effort to evolve a long-term strategy to rejuvenate the party, cadre and organisation, the Congress will hold a three-day training camp in Kurukshetra from August 28. Members of the Congress Working Committee (CWC), office-bearers of the All-India Congress Committee (AICC) and top leaders of the party from Haryana will present papers on various issues in the camp. The camp also has in its schedule brain-storming sessions. A member of the AICC and a former minister of Haryana, Dr Kripa Ram Puniya, told TNS Mr Arjun Singh, Mr K. Natwar Singh, Mr P.A. Sangma, Mr Pranab Mukherjee, Mr Ghulam Nabi Azad and Mrs Meira J. Ram (all CWC members), Ms Selja, Major Sudhir Sawant, Mr Mukul Wasnik, Mr S.C. Vats and Mr Mani Shankar Aiyer (all AICC Secretaries) will present papers. While Mr Arjun Singh will speak on the present political situation in the country, Mr Natwar Singh will present a paper on the nuclear detonation (Pokhran II) and its overall impact on the country. Mr Sangma, former Speaker of the Lok Sabha, will present a paper on labour movement and Mrs Meira J. Kumar, who is also the general secretary of the AICC and in-charge of Haryana affairs, will present a paper on empowerment of women and their welfare. Mr Mukherjee is scheduled to read a paper on the economic policies of the country, Mr Puniya added. Presidents of the blocks, districts, office-bearers of the Haryana Pradesh Congress Committee (HPCC) and chiefs of its frontal organisations will attend the camp. The party legislators will attend the function as invitees. While the national leaders will present the ideological stand of the party on various issues, the HPCC leaders will discuss ways to strengthen the organisation in the state. One of the issues relate to the partys ongoing efforts to win over its traditional vote bank of Scheduled Castes and the OBCs. Also, the camp will be used as an opportunity to raise a special team of party workers to take care of booths at the time of the elections. Also, the leaders will be impressed upon the need to counter false propaganda launched by opponents of the Congress in Haryana. There is a dominant line of thinking in the state unit of the Congress that the party workers do not rebut the propaganda of its adversaries against it. Senior leaders feel the cadre must be vocal in support of the party and should actively spread its ideological stand on issues. The proposed camp is in keeping with the decision of the AICC. After the state-level camp in Kurukshetra, camps will also be held at district and block levels. The HPCC will also hold its general body meeting on August 30, the concluding day of the camp. Although the meeting is in keeping with the directive of the AICC to convene the general body meeting of the pradesh committees every six months, the timing of the one being held at Kurukshetra assumes added significance. The state leadership of
the party is credited with the view that the general body
meeting of the HPCC would provide an opportunity to
leaders to interact with the functionaries of the party
at all levels and also give an opportunity to them to
have a better feel of the camp. This, in the perception
of the state leadership, would facilitate senior leaders
to disseminate the message of the camp with conviction. |

as 'protest day' ROHTAK, Aug 25 Striking teachers of universities and colleges of the country will court arrest on September 4 in New Delhi in front of the Human Resources Development Ministry in protest against the non-acceptance of their demands. A decision to this effect was taken today by the national executive of the All-India Federation of University and College Teachers Organisation (AIFUCTO). The national executive has also decided to observe September 5 (Teachers' Day) as "protest day" in protest against the "anti-teacher" policies of the Union government. YAMUNANAGAR: Teachers from all over the country will demonstrate at Delhi on September 4 against the Union government for not accepting their demands. Professor Harbhajan Singh, former president, Haryana College Teachers Union, said here on Tuesday that the teachers would wear black badges on September 5. AMBALA: Striking college teachers staged dharnas at cantonment and city on Tuesday. They raised slogans against the central government. The Ambala cantonment MLA, Mr Anil Vij, also addressed them and extended support to their demands. SIRSA: Teachers of the local Government National Postgraduate College, who were observing an indefinite strike since August 11 on a call of the All-India Federation of University and College Teachers Organisation have started a relay fast. Haryana exemption for farmers CHANDIGARH, Aug 25 The Haryana Cabinet today decided to exempt stamp duty and registration fee on mortgage deeds executed by farmers in favour of commercial banks for security loan up to Rs 3 lakh for purchase of agricultural implements. The Cabinet, which met under the chairmanship of the Chief Minister, Mr Bansi Lal, here today, also decided to include fisheries as an agricultural activity for the purpose of exemption from stamp and registration fee on instruments executed by the farmers in favour of any commercial banks for securing loan up to Rs 60,000. It also approved an amendment to the Punjab Village Common Land (Regulations) Act, 1961, aimed at inserting a new Section 13-A for adjudication of title of land. According to the proposed amendment, any person or in the case of a panchayat, either the panchayat its Gram Sachiv, the concerned Block Development and Panchayat Officer, Social Education and Panchayat Officer or any other officer duly authorised by the State Government in this behalf, claiming right, title or interest in any land or other immovable property vested or deemed to have been vested in the panchayat under this Act, may file a suit for adjudication in the court of the Collector. However, no suit will lie under this section in respect of the land or other immovable property, which is or has been the subject matter of the proceedings under Section 7 of this Act under which the question of title has been raised and decided or under adjudication. Any person, aggrieved by an order passed under sub-section 1 may within 30 days from the date of such order, prefer an appeal to the Commissioner. Final revision powers in such cases would lie with the Financial Commissioner. The Cabinet also approved the proposal regarding setting up of Joint Consultative Machinery (JCM) in the State on the pattern of the Whitley Councils in U.K. to sort out the staff-related problems. Under the JCM, one committee at the State-level and one each at the department level will be formed. The 31-member State-level committee headed by the Chief Secretary shall have 15 members from the official side and 15 members from the staff side. There will be a nine-member committee for every department. It will be headed by the Administrative Secretary of that department and shall have four members from the staff side and four official members. The committees will go into all matters relating to conditions of service of the employees, their welfare and improvement of efficiency and standards of work. These will deal with the matters affecting the employees generally such as minimum remuneration, dearness allowance and pay of certain common categories. However, in regard to the recruitment, promotion, discipline, consultation will be limited to matters of general principal. No individual cases will be taken up by the committees. to exempt the Haryana film, "Jhool Saman Ki"
from entertainment duty for six months. |
Haryana to build more jails CHANDIGARH, Aug 25 Jails in Haryana are overcrowded. This not only leads to total dehumanising of the prisoner, but often leads to serious law and order problems. Nineteen jails, including two central jails, which have a sanctioned strength for 3,775 prisoners, had 7,672 inmates as on June end this year. The facilities are overstretched and the staff often complain of overwork. Faridabad has no jail of its own despite being a major industrial centre prone to crime. The undertrials are kept in Rohtak and produced in courts in Faridabad. In fact, Rohtak jail has over 600 prisoners from Faridabad alone. This kind of situation is not only costly but also risky. The Chief Minister, Mr Bansi Lal who visited Karnal jail in June found the situation really bad. This jail is within the municipal limits. The Chief Minister directed the Financial Commissioner Home, Mr K.G. Verma, to plan a jail outside the city and use the land where the jail is now situated for commercial purposes. The Punjab and Haryana High Court which is monitoring the condition of the jails in the state has directed the government to improve the lot of the prisoners. At times it was complained that the staff ignored the very basic facilities which the prisoners had every right to have. It was also difficult for the relatives and friends to meet prisoners. The districts of Jhajjar and Fatehabad besides Faridabad have no jails at all. The Chief Minister on Monday held a meeting with the Home Minister, Mr Mani Ram Godara, and senior officers where plans to construct more jails and build barracks was discussed. At present, there are two central jails at Ambala and Hisar, one borstal jail at Hisar, 10 district jails at Rohtak, Sonepat,Bhiwani,Jind,Karnal, Mohendragarh, Gurgaon, Kuru- kshetra, Sirsa and Rewari and six sub jails at Kaithal, Jagadhari, Palwal, Ballabgarh, Dadri and Panipat. The Prisons Department has prepared an action plan to construct one modern central jail at Gurgaon and 10 new district jails at Faridabad, Karnal, Narnaul, Rewari, Yamunanagar, Panipat, Panchkula, Fatehabad, Jhajjar and Rohtak. Initially, an amount of Rs 57.25 crore is required for this purpose. Further, 40 additional prisoners barracks are to be constructed at the district jails at Ambala, Hisar, Bhiwani, Jind, Sonepat, Kurukshetra and Kaithal. An amount of Rs 9 crore is required for this purpose. While Rs 4.5 crore will be spent this year, Rs 4.5 crore will be allocated for this purpose next year. A central jail at Gurgaon with a capacity of 3,000 prisoners will be constructed at a cost of Rs 50 crore. Similarly, a central jail will be constructed at Faridabad at a cost of Rs 40 crore. In Sirsa, two new additional barracks have been sanctioned in addition to the ongoing construction work at the district jail. All the new jails to be
constructed will have modern facilities like hospital and
library . Of the 11 jails to be constructed work on the
jails at Gurgaon, Faridabad, Karnal and Narnaul will be
taken up in the first phase while construction of jails
at Rewari, Jagadhri, Panipat, Panchkula, Fatehabad,
Jhajjar and Rohtak will be taken up in the second phase. |
Recruitment test to be held again ROHTAK, Aug 25 The DIG, Rohtak range, has reportedly directed the authorities concerned to reconduct the physical test for the recently recruited police constables in view of the charges of gross irregularities committed for recruitment from various sections. According to information received here, the DIG has constituted a committee headed by the SP of Sonepat which would probe into the irregularities. It is learnt there are 34 candidates in the selection list who do not belong to this district but have produced fake addresses. Various political parties had apprehended much in advance of the recruitment that the selection would not be made on the basis of merit. Mr Bhupinder Singh Hooda, Haryana Pradesh Congress Committee president, and Mr Om Prakash Chautala, president of the National Indian Lok Dal, had levelled charges of gross irregularities in the recruitments. Mr Hooda had sought an inquiry by the Vigilance Department. He alleged influential people, in gross violation of the rules and regulations had got their relations selected from Rohtak district irrespective of the fact that they belonged to other parts of the state. He said this was an injustice to the people of Rohtak. Meanwhile, Mr Dharam Pal,
opposition leader in the zila parishad, has welcomed the
decision to reconduct the physical test. |
HUDA to construct two
auditoriums CHANDIGARH, Aug 25 The Haryana Urban Development Authority (HUDA) has decided to construct auditoriums at Panchkula and Gurgaon. This was disclosed by Mr Siri Kishan Dass, Town and Country Planning Minister, here today. He said the auditoriums costing about Rs 34 crore would be ready in three years time. The auditorium to be located at city centre Panchkula would be spread over 5.46 acres with a covered area of 12,432 sq metres. It would be used for theatre performances and small conventions with a seating capacity of 1,000 persons. Similarly, 8.53 acres had been earmarked in the city centre, Gurgaon, for an auditorium complex. This would have a seating capacity of 1175 persons with covered area of 16,225 sq metres. It would have rooms for theatre performance, a conventional hall, a library and an exhibition hall. He said that rates of the left out plots in the old industrial estates had been refixed. The new rates for Sector -25 Part -1 of Panipat would be Rs 1150 per sq mtr, while for Sector-29 and Sector-25 Part-II it would be Rs 900 per sq mtr, for Dharuhera it would be Rs 900 per sq mtr, for Hisar, Rewari and Rozka-Meo, it would be Rs 700 per sq mtr, whereas for Bhiwani and Kurukshetra it would be Rs 400 per sq mtr and Hathin Rs 350 per sq mtr. He said that HUDA has also
decided to revise the norms for malba fee. Now 50 per
cent to the fee would be non-refundable and balance would
be kept as security which would be refunded to the plot
holders after clearing the debris. He said that all urban
estates in the State have been divided into three zones
higher potential zone, medium potential zone and
low potential zone. Higher potential zone would comprise
Gurgaon, Faridabad and Panchkula, medium potential zone
would be Karnal, Panipat and Bahadurgarh and the
remaining urban estates had been categorised in the low
potential zone. HUDA would be charging revised extension
fee from 1999 for granting extension up to 15 years. |
Thief beaten to death ROHTAK, Aug 25 A youth who had entered a house at Arya Nagar here last night with intention of committing theft was allegedly beaten to death. According to police sources, a group of about five robbers entered its house belonging to Sant Lal. One of the entrants, identified as Aslam, was, however, caught by the house-owner who raised an alarm. Within a short period, a large number of persons assembled at the site and started beating the man, who fell unconscious. After some time, the man died. Later as per the account of eye witnesses, the other men fled from the scene. A case has been registered
in this connection. The body has been sent for a
post-mortem examination. Residents block traffic FARIDABAD, Aug 25 Residents of Sector 5 here yesterday blocked vehicular traffic near Neelam Chowk in protest against the inability of the police to arrest the killers of a youth, Harjeet. The youth was killed in broad-day light in a market on Saturday by a gang of five persons. A case was registered by
the police under Sections 302,148, 149 and 307 of the IPC
against five persons, namely Baby, Goldee, Surjeet,
Jagdish and Twinkle, but no arrest has been made so far. |
5 held for planning dacoity at
factory GURGAON, Aug 25 The police has arrested five persons on the charge of planning to commit dacoity at a factory. According to Senior Superintendent of Police, Mr Khushi Ram Dahiya, the police got a tip-off last evening that the persons were planning to loot a factory. A police party later got hold of the robbers while the men were sitting in a Maruti car behind the factory. A country-made pistol and some cartridges were seized from them. The SSP said the gang was involved in stealing Rs 50,000, a stereo and some documents from a Maruti car in Sector-4 on the night of August 20. The arrested men are Anil

Sugar mill faces closure FATEHABAD, Aug 25 Thanks to the apathetic attitude of the management of the Bhuna Cooperative Sugar Mills, the mill has been pushed to the verge of closure. The mill has been running to less than half its crushing capacity for the past few years. The total accumulated losses of the mill have reached almost twice its installation cost. The mill has reportedly not been able to make payments to the farmers, who have been supplying sugar-cane to it. The mill came into existence in 1991-92. Farmers hold poor management responsible for the present state of affairs in the mill. Cane-producing farmers of Ahlisadar, Nurki Ahli, Karian and Chankothi villages say the management has failed to build the confidence of farmers. They say the management has failed to motivate farmers to grow sugar-cane on their fields. Mr Sudarshan Batra, a farmer of the area, said the cane-producing farmer had been losing interest in the crop. He said, during the past three years, the area under surgarcane had considerably decreased. Many farmers of Ahlisadar,
Noorki Ahli and surrounding areas, which were once
considered one of the biggest suppliers of sugar-cane to
the mill, have now shifted to growing crops like paddy,
oil-seeds, mustard and vegetables. Promotion policy flayed REWARI, Aug 25 The Rewari District Police Association, at its meeting held here today under the chairmanship of Mr Satbir Singh, flayed the higher authorities for withholding the promotion of head constables to the post of Assistant Sub-Inspectors. It said that over 50 posts of ASI had been lying vacant in the Gurgaon range alone, while numerous trained head constables had been awaiting promotion for a long time. The association warned the
authorities against implementing the recent decision to
send constables, head constables and inspectors out of
their respective home districts. |
30 found absent during raids SONEPAT, Aug 25 Mr Sandeep Garg, Additional Deputy Commissioner, and Mr Balwan Singh, Sub-Divisional Officer (C), conducted surprise raids separately at a number of government offices in the city yesterday and found at least 30 employees absent from duty. According to official sources, the offices include the Child Welfare Office, and offices of the tehsil, treasury, District Public Relations Officer, the Block Development and Panchayat Officer and the Deputy Director, Agriculture. Both the officers directed the heads of the departments to take disciplinary action against those found absent from duty during the raids. The raids followed complaints from the public that punctuality and efficiency were lacking in most government offices. This resulted in inconvenience to the public. The Deputy Commissioner,
Mr P.K. Mahapatra, took serious note of the public
complaints in this regard and deputed these officers to
conduct raids in the offices. Woman murdered, house ransacked SONEPAT, Aug 25 Mrs Sharbati, an aged woman, was allegedly murdered by thieves while she was asleep in her house at Puthi village, about 45 km from here, last night. According to a report, the thieves entered the house and ransacked it before escaping with looted property worth several thousands of rupees. The thieves are also reported to have ransacked two more houses in the village. The police has registered
a case and launched a massive hunt for the culprits. |
