Mehar Bhasin is a Revlon Supermodel and a former winner of Miss Beautiful Hair and Miss Perfect 10 at the Miss India contest. She is also a regular columnist besides being the face behind various advertisement campaigns. Ruchi Malhotra is a former Miss Asia Pacific. She also featured in "Tanav", a serial on Doordarshan. Karminder featured with Sunil Shetty in the hit 'Paro'. She is also a former Miss India. Dipandita, now a name to reckon with in the world of modelling, featured in the Miss India contest, 1998. She was crowned Miss India photogenic, a sub-event, which was hosted here earlier this year. |
"Electrification" scandal unplugged CHANDIGARH, Aug 12 Recent vigilance inquiries have exposed many lose connections in the electrical circle of the engineering wing of the Chandigarh Administration. The first inquiry, based on a 'self contained' note received from the CBI, was about the "electrification" of the Government Medical College-cum-Hospital in Sector 32. The second inquiry was into the "delay" in allotment of work to a contractor to lay an independent feeder, despite his being the lowest tender. While dealing with this, the inquiry officer, the Deputy Secretary, Home (vigilance), also probed a dozen-odd other works as well in the city. These inquiries have bared the networking of the officials, contractors and suppliers. Their cross-connections, insulated all these years, stand unplugged. The Administration, apparently, had not paid any attention to the functioning of the engineering wing, which has had technocrats as administrative secretaries. The intervention of the bureaucrats was said to be only at "macro-level" though the vigilance department was under them; it was, perhaps, a "toothless tiger". The bureaucrats cannot be totally absolved of what went on in the engineering wing. Tenders were manipulated and work was allotted to "favoured" contractors and suppliers in an ad hoc and arbitrary manner. The fuse has, thus, blown out on some leading lights in the engineering wing circuit. While the
Chandigarh Administration stands defrauded, pecuniary
benefits, running into crores, accrued to unscrupulous
elements. The inquiry reports also reveal the "modus
operandi" of the operation in the
techno-bureaucratic circuit of the Administration. |
MC earns Rs 66 lakh in parking
lots' auction CHANDIGARH,Aug 12 The Municipal Corporation, Chandigarh (MCC) today netted an amount of over Rs 66 lakh through the auction of parking lots in Sectors 17 and 8. The auction evoked a good response from the bidders who thronged the corporation office early in the morning. All 11 parking lots, except one put by the MCC under the hammer were auctioned. The parking lot in front of the 30 Bays Building in Sector 17 was withdrawn following poor response from the bidders. The maximum amount of Rs 17.25 lakh was fetched by the parking lot in front of the Bata shoe store up to the traffic light point near the Sahib Singh and Sons in Sector 17. The minimum amount Rs 1.72 lakh was fetched by the auction of the parking lot in front of the LIC building in the same sector. The second highest amount of Rs 12.75 lakh was netted through the auction of the parking lot in front of the CMC/Juneja. This parking lot also includes an underground parking. The parking lots in front of the Bank Square and the Empire Stores were auctioned for Rs 8.06 lakh and Rs 5.70 lakh, respectively. While the car parking in front of the Gurudev Color Lab fetched Rs 10 lakh, the one facing the Deputy Commissioner's office was auctioned for Rs 3.31 lakh. An amount of Rs 3.51 lakh was netted by the parking lot in front of the General Post Office. Similarly, the parking lot in front of the Times Bank(SCO No 57-92) in Sector 8 fetched Rs 1.76 lakh while the parking lot on the back side of the SCO no 99 to 172, including the underground parking , fetched Rs 2.71 lakh. It may be recalled that the MCC had already fixed rates for parking various types of vehicles. While a sum of Rs 5 will be charged for parking a car for the whole day, Rs 2 will be levied for up to four hours. The monthly pass for this kind of vehicles will cost Rs 50. In case of two-wheelers, the rate for the whole day is Rs 2. While the charges for up to four hours will be Re 1, the monthly pass will cost Rs 25. Similarly, in case of bicycles, the charges for the whole day will be cost Re 1 with the monthly pass costing Rs 10. The Mayor, Mr Gian Chand Gupta, said the date from which the parking fee should be levied would be decided in a few days. He added that the boards indicating the rates to be charged by the contractors would be displayed at prominent sites in the parking lots. He said complaint books would also be with the contractors. Community centre: The local MP, Mr Satya Pal Jain, dedicated a community centre to the memory of late Major Parminder Pal Singh Sidhu, who died while fighting militants in Assam last year. The community centre, used by the Red Cross for the past many years, was handed over to the MCC early this year in bad shape. The MCC after heavy repairs had spruced it up. Congress grass: On the

Ex-Protector of Emigrants
jailed CHANDIGARH, Aug 12 The Additional Sessions Judge, Mr S.S. Lamba, who is also Special Judge of Chandigarh, today convicted V.S.A.S.P. Raju, a former Protector of Emigrants at Chandigarh (a branch of the External Affairs ministry) under the Prevention of Corruption Act. The judge sentenced him to undergo rigorous imprisonment for three years. He also slapped a fine of Rs 2,000 on Raju. In default of payment of fine, the convict would have to undergo further imprisonment for six months. The judge, however, ordered that the period during which he remained behind bars, would be set off against the sentence under Section 428, Cr P.C. Mr Lamba, however, acquitted co-accused, Harbhajan Singh because the "prosecution has failed to prove the charge beyond doubt." According to the prosecution, Mr Anil Khosla, the then president of the Samajwadi Janata Party, went to the Protector of Emigrants office and observed that Raju and his clerk Harbhajan Singh allowed permission for releasing advertisements of travel agents without verification after taking money. The travel agents who sought permission for releasing the advertisement dealt in sending people abroad. Before giving any advertisements, travel agents were required to seek permission from the Emigration Office, Chandigarh, to curb the activities of unrecognised travel agents. Mr Anil Khosla was accompanied by Mr Devinder Singh Babla. He introduced himself as Mr Raju, a resident of Phagwara and a bogus travel agent. He sought permission from Raju for releasing an advertisement in a group of newspapers for sending people to Dubai. Raju told him that unless there was a licence and demand letter, his office could not allow the release of an advertisement. Later he told Mr Khosla that he should pay Rs 2,000 to him and Rs 500 to his clerk for getting the permission. Mr Khosla told Raju that he would return after some time after arranging money. He and Mr Babla went to the vigilance department and handed over Rs 2,000 to Raju and Rs 500 to Harbhajan Singh. |
HC sets 5-year limit for
industrial disputes CHANDIGARH, Aug 12 The Punjab and Haryana High Court has ruled that reasonable time in case of reference of an industrial dispute under Section 10(1) of the Industrial Disputes Act by an appropriate Government to the labour court or the tribunal will be five years. A Full Bench of the High Court comprising Mr Justice Harphul Singh Brar, Mr Justice K.S. Kumaran and Mr Justice Swatantar Kumar also held that if an industrial worker or union or any one else on the workers' behalf submit to the government for referring an industrial dispute under Section 10(1) of the Act to the labour court or the tribunal for a period of five years and tenders no explanation for the delay beyond five years, then the said claim would be taken as clearly belated. The Bench headed by Mr Justice Brar also left a note of caution while pronouncing the judgement that if a worker or a union pleads or furnishes even the slightest explanation for delay in submitting a request to the appropriate government for reference of the dispute to a labour court or industrial tribunal then the appropriate government should leave the determination of the question of belatedness to the labour court or industrial tribunal. It will then be in its domain to decide the question of reasonable delay in filing the application after taking into consideration the relevant material placed before it. The judgement given by the Full Bench assumes significance in as much as hitherto no limitation was prescribed for making the claim before the state government for ultimate reference to the labour court under the Industrial Disputes Act. The Bench observed that it was not possible to provide a straight-jacket formula or any hard and fast rule which would define or cover the expression "reasonable time" as obviously it will depend upon the facts and the circumstances in each and every case but at the same time it was not advisable to leave it only to guess work of the appropriate government. The guideline thus needs to be provided to the government to hold what period of time could be taken as clearly belated after which the reference of the dispute could be denied. In this background the Bench ruled that reasonable period of delay in lodging claim for making reference was five years and any delay thereafter would render the claim ineffective on the basis of delay. With this observation the
judges allowed three writ petitions moved by Mr Ram
Chander and other also directed the state of Haryana to
forward the case of the petitioners. |
HC bar body favours transfer
of Judges CHANDIGARH, Aug 12 The Punjab and Haryana High Court Bar Association today adopted a unanimous resolution seeking the transfer of all those high court judges whose relatives are practising in the high court. A general body meeting of the association which adopted this resolution also decided to become an intervener in the case on the transfer and appointment of HC and SC judges being heard by a nine-Judge Bench of the Supreme Court. The nine-Judge Bench was constituted following a reference made by the President of India to the apex court seeking its opinion on the appointment and transfer of judges. Earlier, lawyer after lawyer flayed the Union Government for not transferring those judges whose relatives had been practising here. They regretted that the Centre had transferred those high court judges whose relatives had not been practising in this High Court. "In order to purify the judiciary," said Mr H.S. Gill, "it is imperative to get the resolution (adopted a number of times) seeking the transfer of those judges whose relatives are practising here implemented." The president of the Bar Association, Mr G.C. Dhuriwala, assured the house that the Executive Committee of the association, would move an application in the Supreme Court for becoming an intervener in the case. Among others who addressed

Traffic study cell a non-entity CHANDIGARH, Aug 12 In absence of proper inputs from different city police stations regarding accidents, the Traffic Study Cell in traffic lines in Sector 29 here has become a non-entity. Set up in 1994 by the Chandigarh Police, the cell was mooted to monitor the occurrence of accidents, so that remedial steps could be taken to reduce the number of accidents. As the cell lacked proper infrastructure, especially vehicles and staff for visiting the accident sites. Station House Officers and the Investigative Officers concerned were asked by the IGP for preparing a detailed performa, enlisting minute details such as the situation resulting in the accident, condition of the road and other factors which might have contributed to the accident. But it seemed that the endeavour of the higher authorities did not find much favour with officials at the police station-level. This is evident from the fact that 90 per cent of the performas received from various police stations by the cell, were without important details like the age of the victim, whether or not any of the two parties involved in the accident were under the influence of liquor, or in case the victim was riding a two-wheeler, whether or not he was wearing a helmet, thus rendering the cell ineffective. How can we study a case properly when we don't have the details. In such cases we have to depend upon the FIR which always shows the driver of a bigger vehicle at fault", said an official of the cell. He said there were cases when they were not even informed about the incident and they came to know of it from the next day's newspapers. There were a number of instances when even the copy of the FIR was not sent to the cell, he added. This is in spite of clear instructions from the higher authorities that the copy of the FIR and the performa should be duly filled within a day of the incident. When contacted, the in charge of the cell, Ms Kuldip Kaur, said they had written to the city police stations regarding this but nothing had changed. According to sources,
another factor which contributed to the problems of the
cell was shortage of staff and absence of a vehicle. At
present, the cell is functioning with a staff of three,
including a Sub-Inspector, a head constable and a
constable. Initially, a motor cycle was placed at the
disposal of the cell, but was taken back eventually, the
sources added. |
Ex-SEs plea against
probe rejected CHANDIGARH, Aug 12 The local Bench of the Central Administrative Tribunal, today turned down the plea of Mr Binapal Hardev Singh, former Superintending Engineer in the MES Engineering cadre, challenging the charge sheet and inquiry ordered against him. The applicant claimed that he had put in 34 years of unblemished service and a day before retirement, the inquiry was slapped on him. While the applicant was posted as C.W.E. (P) at Visakhapatnam, he was responsible for designing and contracting etc, whereas stores come under the charge of Central Project Stores Officer, and no objection was raised concerning his conduct. He was shocked to receive a memo of charges. He submitted that once he had handed over charge to his successor without any objection, any loss at the stores could not be attributed to him. According to the charge sheet against the applicant, despite knowing the shortage in stores he directed the A.E. Officer in charge of the Central Project Stores (CPS) to relieve Mr G.K. Nair without handing over charge of the steel items and got steel items issued to the contractor through a board of officers. The plea of the applicant inter alia was that he could not be proceeded against on the basis of a court of inquiry in which he appeared as a witness and that person in charge of CPS was responsible for any deficiency there. The Bench comprising Mr
S.C. Vaish and Mr J.S. Dhaliwal rejected the plea that
the material collected by the court of inquiry could not
be produced against the applicant during disciplinary
proceedings and it could not be said that no misconduct
was made out from the allegations framed. There were
specific allegations and if proved could said to have
caused a loss to the government exchequer, observed the
Bench. |
Rajput files bail application CHANDIGARH, Aug 12 D.S. Rajput, a local lawyer, who was arrested by the police in connection with the Burail jail blow-up conspiracy case, today moved an application in the Punjab and Haryana High Court for bail. Mr Justice M.L. Singhal, before whom the application came up for hearing, issued notice to the Chandigarh Administration for August 24. The petitioner stated that the Sohana police had registered an FIR on June 13, 1998, alleging that he had something to do with the supply of mobile phone to Jagtar Singh Hawara, an undertrial in the Beant Singh assassination case. He was arrested on the basis of this FIR on July 27 and was remanded in police custody until July 30. He added that immediately after he was remanded in judicial lock-up, he was brought to Chandigarh by obtaining production warrants and was again remanded in police custody in connection with an FIR registered by the local police. During the four-day police remand, he was not allowed to sleep and was made to stand the whole night. During his sustained interrogation, the police did not recover anything from him. He further claimed that the only allegations against him in the FIR registered by the local police was that he telephoned the agent of cell phone company which gave one mobile phone to Jaswant Singh who further delivered it to Jagtar Singh Hawara. He further stated that the police did not arrest and interrogate Jagtar Singh Hawara who was charged with planning to escape from the jail. Rajput stated that the police made every attempt to implicate him in the case. He alleged that Sitla Prasad Misra, Assistant Superintendent of Jail, who too was arrested in this case, had moved an application in the court of Mr A.K. Bishnoi, Judicial Magistrate, alleging that he was given electric shocks on his private parts with a view to coercing him into becoming approver and naming the petitioner. The petitioner added that he was implicated in this case simply because he had been conducting cases against Punjab Police officers. He said he was arrested only when he had filed a suit for damages against the Punjab Director-General of Police, Mr P.C. Dogra. The Additional Sessions Judge, Mr S.S. Lamba, allowed Rajput, to visit his house and office for tracing a Supreme Court ruling that the Judicial Magistrate did not have the powers to issue his production warrants. He had filed a revision petition in the court of Mr Lamba against the order of Mr A.K. Bishnoi, Judicial Magistrate, issuing his production warrants. Mr Lamba directed the police to take the lawyer to his house and to the reading room for tracing the Supreme Court ruling to prove his viewpoint. He directed that Rajput should be taken to Burail jail before 5 p.m. and produced in his court tomorrow. The revision petition
filed by Rajput will come up for arguments before Mr
Lamba tomorrow. |
Plea on temporary structures SAS NAGAR, Aug 12 The Healthy Neighbourhood Association of Phase IIIA here has called upon PUDA to remove the new temporary structures built by persons whose jhuggis had been demolished during an anti-encroachment drive on August 7. The general secretary of the association, Mr S.S. Sahota, while welcoming PUDA's move in the "tower colony" area of Phase IIIA, said the temporary structures had come up on the other side of the road which had been reserved as a parking site for the shopping centre. The association said there
should be no let-up in the anti-encroachment drive and
that government land worth crores of rupees should be put
to better use. Janmashtami celebrations CHANDIGARH, Aug 12 The Managing Committee of the Sector 46 Sanatan Dharam Temple will celebrate Janmashtami on August 14 instead of August 15. According to Mr Sushil Sovat, general secretary of the sabha, the Sanatan Dharam Temple and ISCON, Sector 36, will take out a 'prabhat pheri'. The newly-constructed
parkarma of the temple will also be inaugurated on that

Beant case: defence plea
rejected CHANDIGARH, Aug 12 The Sessions Judge, Mr B.S. Bedi, today declined the application of the defence counsel in the Beant Singh assassination case praying for forbidding Mr S.K. Saxena, Special Public Prosecutor of the CBI from conducting the case. The judge observed: "There is no reliable material on the record to show that the alleged confessional statement of Shamsher Singh was prepared in English by Mr S.K. Saxena and translated into Punjabi by DSP Pal." The judge further held
that it was difficult to accept the case of the applicant
that Mr Saxena had actively participated in the
interrogation of Shamsher Singh. |
Schools celebrate 50 years of
Independence CHANDIGARH, Aug 12 Various functions were organised in local schools to mark the golden jubilee celebrations of Indian Independence here today. Sapling plantation drive was organised in Government Model High School, Sector 34-C. Prizes were distributed to meritorious students. GMS colony no IV, also organised a sapling plantation function. More than 50 saplings were planted. Mr Rattan Singh Baghi, a veteran freedom fighter, delivered a talk in a GMHS, Sector 44. The school principal, Ms Surinder Kaur, enlightened the students about role of martyrs. GSSS, Sector 47, won the drama contest organised by the UT education department as part of the celebrations. The drama 'Kalapaani' has been written by Mrs Kamla Bains, principal, and Ms Avinash Kaur, a teacher. Government High School, Sector 40-A, has launched a new project 'Aasra' for poor students. Mr D.S. Mangat, DPI (Schools) was the chief guest. Under the project teachers

Recruitment rallies on Aug 24, 25 CHANDIGARH, Aug 12 The Air Force Station, Ambala, will organise recruitment rallies for youth of Jammu and Kashmir at Avantipur and Srinagar on August 24 and 25, respectively. Selection tests for recruitment of airmen, both technical and non-technical trades, will be conducted at these places. Those who clear the test will be medically examined on the spot. To qualify for technical trade, a candidate should have cleared the 10+2 examination with maths, physics and English securing a minimum of 50 per cent marks or he should have completed a three-year diploma in mechanical, electrical, automobile engineering, computer science, instrumentation technology from a government recognised polytechnic. Eligible candidates should be born between February 1,1978 and August 1,1982. For non-technical trades,
candidates should have cleared matriculation or an
equivalent examination with English as one of the
subjects by securing 45 per cent marks. Those born
between February 1, 1980, and February 1, 1983, are
eligible. The eligible candidates should report at the
venue of rallies on the appointed dates at 7.30 a.m.

Teaching work hit for second day CHANDIGARH, Aug 12 Academic activity remained paralysed for the second day of the nationwide indefinite strike by college and university teachers here today. There was a sharp fall in the number of students who came to the campus. The attendance of teachers in a rally at Government College for Men, Sector 11, was more as compared to yesterday. Members from both private as well as government colleges of the city took part. Members of the Punjab and Chandigarh College Teachers' Union in a unanimous resolution condemned the Haryana Government for invoking ESMA against teachers. The rally was addressed by Prof R.R. Rawat, Prof Charanjit Chawla, Prof N.P. Manocha, Prof R.S. Brar and Prof S.P. Dhawan. Mr P.S. Sangha, principal of Guru Gobind Singh College, Sector 26, talking to TNS supported the demands of teachers and urged the government to intervene at the earliest so that "normal academic atmosphere could be restored". Displaced jhuggi dwellers stage
dharna CHANDIGARH, Aug 12 Jhuggi dwellers of Sector 70 ,who were uprooted by the anti encroachment staff of the Punjab Urban Development Authority (PUDA), on August 7 staged a dharna in Sector 17 yesterday. Hundreds of them raised slogans against the authorities and demanded their rehabilitation. They alleged that the present government had gone back on its promise to provide alternative sites. Moreover, they were not given adequate time to shift on their own. Leaders of the Jhuggi Jhopri Sangharsh Samiti said those displaced had been residing in the area for the past 20 years and had been allotted ration cards, and their names figured in the voters' lists. In fact, many ministers in the present government had assured them on many occasions that the needful would be done but nothing tangible emerged. The protesters later marched towards the Punjab secretariat but were stopped near the housing board roundabout by the police. A memorandum was later presented to a state government official. Jhuggi dwellers resolved
that Samiti members would court arrest if they were not
provided with alternative sites. |
'Remove' disparities in travel
entitlement CHANDIGARH, Aug 13 Members of the All-India Ex-servicemen Welfare Association have urged the Ministry of Defence to remove disparities in the travel entitlement of personnel below the rank of non-commissioned officers. Mr Bhim Sen Sehgal, chairman of the association, in a statement here yesterday, said while non-military employees were entitled to travel according to their pay, those in the Army were allowed to travel as per their rank. This was despite the fact that the rules governing travel were the same. According to recommendations of the Fifth Pay Commission report, other ranks are entitled to travel by second class sleeper while their counterparts in the central government are entitled to first class fare the moment their salary crosses Rs 3,500 (basic). This also includes personnel of other paramilitary forces like the Assam Rifles, Central Reserve Police Force and the police forces of various states. Hence, the personnel of these forces enjoy better travel facilities. A case in point is while a
havildar in the Army draws a salary of Rs 4,150 and
travel by second class, a constable in one of the central
police organisations, even though getting a lower salary,
gets to travel by first class. |

Beat CHANDIGARH, Aug 12 Panjab University has announced revised rates of examination fees for various courses on the campus and in its affiliated colleges. The revised fee structure will be applicable from the supplementary examination of September, 1998. A letter in this respect has been despatched to principals of affiliated colleges, chairpersons of teaching departments and various branches of the university. Regular students of BA, B.Sc, B.Com, B.Ed, BP.Ed, LLB, B.Sc (home science) and all other bachelor-level courses will have to pay Rs 230 as examination fee. Students will also be required to pay Rs 50 for each practical examination, including practicals for vocational courses, subject to a maximum of Rs 250. Private candidates and those appearing through correspondence studies will have to pay Rs 375 as examination fees. Students of BA (honours), B.Sc (honours), B.Com (honours) and B.Sc (honours school) will have to pay Rs 345 as the examination fees. They will also be required to pay Rs 50 for each practical, subject to a maximum of Rs 250. Candidates appearing in private capacity or through correspondence courses are required to pay Rs 500. The examination fees for various postgraduate course, including M.Sc (honours school), MBA, MCA and LLM is Rs 400. Those with practicals will have to shell out Rs 60 per paper, subject to a maximum of Rs 375. Private candidates and also those appearing through correspondence courses will have to pay Rs 500 as examination fees. The examination fee for B.Arch, BE, and other bachelor-level professional examination is Rs 345 for regular students. Private candidates will have to pay Rs 440. An extra Rs 50 for each practical will be charged in these courses. The revised fees for ME and other Master-level professional courses is Rs 575 for regular candidates and Rs 700 for private candidates. Students will have to pay Rs 60 for each practical. Cultural scene CHANDIGARH: The celebrations of 50 years of the country's Independence could not have been complete without the presentation of John Martin and Mallika Sarabhai's eloquent "V for ......" staged on Wednesday evening at the Tagore Theatre. And "V" not for "victory", as most would understand, but for violence. Teamed with Bharat Baria and Akshay Patel, along with videos and voice-overs, Mallika Sarabhai meant to question the difference between "Them" and "Us". Violence not in the sense of showing victims on stage, but by lambasting family values that teach us to violate each other, traditions that make us blind towards brutality, and the system that supports it. The production did not provide any solutions as the fact remains that we all do evil! Reaching a crescendo with the riot scene, with reverberating cries of people to kill each other, the production appeared to aim at the savageness and grossness that has seeped into our psyche and is perpetuated in the form of children's cartoon characters punching each other, rape in marriage, police atrocities and caste wars. The hard-hitting
performance, heightened by the brilliant play of lights
and video images, belied the false beliefs of the
audience that "we" can never be
"them" the violators.
