22 cases of murder worked out

CHANDIGARH, Aug 11— The Haryana Police has busted seven inter-state gangs of dacoits and robbers recently and had worked out 22 cases of murder out of 24 cases registered in district Bhiwani during the current year so far. The police had also recovered 24 pistols and two rifles, besides stolen property worth Rs 77 lakh from them.

Stating this here today, a police spokesman said that the accused responsible for Dr Raman Bhandari's murder in Bhiwani had been identified and strenuous efforts were being made to arrest them. The remaining two murder cases could not be solved as the bodies of the dead could not be identified. However, investigations were on to solve the cases.

This year all the three cases of dacoity in Bhiwani had been solved and property worth Rs 15 lakh had been recovered from the possession of the dacoits. Dr Bhandari was killed close to his house before the Lok Sabha elections.

The spokesman added that during the first half of the year, nine cases of robbery had also been traced out. The accused persons involved in these cases had been arrested except in one case in which the accused had been identified . Efforts were being made to arrest them. Investigations were being made to solve the remaining cases of murder and efforts were on to arrest the absconders, he said.

He said that the crime situation in district Bhiwani was well under control. He pointed out that the news item which appeared in a section of the press regarding deteriorating law and order situation in Bhiwani was misleading and not based on facts.Top

CHANDIGARH, Aug. 11 — The Haryana Government has appointed Ms Veena Eagleton, awaiting orders of posting, as Financial Commissioner and Secretary, Labour and Employment Departments vice Ms Asha Sharma, who becomes Commissioner and Secretary, Archives and Archaeology Departments, Secretary, Boundary Area Committee, Member, Sales Tax Tribunal-I and Commissioner for Inquiries-I, relieving Mr S K Maheshwari of the charge of Archives and Archaeology Departments.

Mr Samir Mathur, Joint Secretary, Revenue and Rehabilitation Departments and Chief Settlement Commissioner will also look after the work of Joint Secretary, Revenue Department in addition to his own duties during the leave period of Mr Ramendra Jakhu.

Mr R R Fulia, Managing Director, Haryana Harijan Kalyan Nigam and Joint Secretary, Home II Departments will also hold the charge of Director, Industrial Training and Vocational Education in addition vice Mr J P S Sangwan, who becomes Joint Secretary, Animal Husbandry and Dairy Development Departments vice Mr S K Gulati, who becomes Joint Secretary, Technical Education, Industrial Training and Vocational Education Departments.

Mr Vivek Joshi, awaiting orders of posting, becomes Joint Secretary, Home II Department relieving Mr R R Fulia of the said charge.

Mr Nagina Singh, HSS, Under Secretary, Vigilance Department, will also look after the work of Under Secretary, Administration Department, in addition to his duty.Top


 

Rs 150 crore for rural roads in Haryana

KAITHAL, Aug 11 — Repair work of 3000 km-long rural roads will be started shortly and Rs 150 crores had been earmarked for this purpose, during the current year. This was stated by Haryana PWD B&R Minister, Dharam Vir Yadav, while addressing reporters here today. The minister said that the work to up-grade the state highways, recently notified to be national highway would be started after receiving funds from the World Bank. He clarified that in the meantime only minor repairs will be undertaken to keep these roads in motorable conditions. When the minister claimed that highways passing through Kaithal District were in good condition, it was contested by the reporters, who asked the minister to accompany them to see pitiable conditions of these roads.

To a question the minister said that keeping in view insufficient rain in some parts of the state, the government had decided to rationalise power supply and to impose certain restrictions on some categories of consumers to provide more power to the farm sector. He added that effective steps were being taken to provide sufficient canal water to the farmers to save crops from withering.

The minister assured sufficient funds for speedy construction of the local mini-secretariat and added that officials of his department have been instructed to ensure the use of quality material in the construction of this building. The minister disclosed that it would be ensured that no damage was caused to the roads passing through the populated areas in rural and urban parts of the state. For this purpose, wherever necessary, proper drainage system will be provided so that there was no accumulation of water there.

Earlier while addressing officials the minister directed that special steps be taken by agriculture department to ensure the supply of quality pesticides to the farmers. He also directed the officials to provide guidance to the farmers regarding spread of blight and other diseases in paddy crop. The minister, the Deputy Commissioner, Ms Jaiwanti Sheokand and ADC, Mr Lal Singh planted saplings on the premises of Panchayat Bhawan.

WB for human resources centre in Haryana

HISAR, Aug 11 — The World Bank has desired the creation of a human resources development centre in Haryana for the effective implementation of the agricultural human resources development (AHRD) project of the bank in the state.

This has been proposed by the World Bank team comprising Dr A. Venkataraman and Dr D.S. Padda who visited the CCS Haryana Agricultural University for two days for a mid-term review of the AHRD project being sanctioned to the Haryana Government. They have also proposed frequent organisation of training and seminars for the personnel engaged in the development and uplift of agriculture.

Besides Prof J.B. Chowdhury, Vice-Chancellor of the CCSHAU, and Mr Naseem Ahmed, Finance Commissioner and Secretary, Agriculture, Haryana, Directors of the Agriculture, Horticulture, Fishery and Animal Husbandry Departments as well as senior officers of the CCSHAU attended the meeting.

Dr H.B.L. Vohra, an AHRD expert, while highlighting the goals achieved under the project, said the project money was being utilised for the multidimensional development of agriculture and the allied fields, including fisheries and animal husbandry. He said the major chunk of the project money was spent on civil works, books and libraries, useful equipment and machinery, transport and training of officers and other staff of these departments. He also revealed that a fruit and vegetable preservation centre had recently been established at Panchkula.

Giving details of the AHRD project being implemented in the CCSHAU, the project coordinator and secretary to the Vice-Chancellor, Dr R.S. Dalal, said that Rs 244.02 million allocated to the university under this project was being spent to strengthen its teaching and research activities.

Dr Dalal revealed that an academy of agricultural research and education management (AAREM) had been established for in service training. Apart from conducting need-based long and short-term training for CCSHAU staff, the academy was catering to the needs of human resources development of other state agricultural universities (SAUs) as well. He also revealed that the university had entered into collaborative work with the Association of Indian Universities for organising training for the administrators of the SAUs. He said over 80 teachers as well as deans and directors had been nominated for overseas training under this project.

Besides gearing up counselling and placement activities, priority was being fixed for the automation of university library, he said, adding that the library facilities had been provided at the newly opened College of Agriculture at Bawal.

The directors of various state departments also presented reports of their respective departments, whereas deans and directors of the university, who recently went abroad, also presented their experiences.

Earlier, the World Bank team went round the university farm, central laboratory, veterinary clinics, university library, exhibition and the construction sites and apprised itself of the multifarious achievements of the university.Top

 

Bodies of 8 mishap victims buried

SONEPAT, Aug 11 — The bodies of eight Muslim labourers were buried around 4 p.m. yesterday after the management of the Pickry Rice Mills announced that each of the victim's family would get Rs 1 lakh as compensation and the District Red Cross Society would bear the expenses incurred on the treatment of the injured.

The bodies of the victims were kept in the Idgah compound for burial throughout the day on Sunday and remained till 4 p.m. on Monday as the management of the rice mills failed to announce the amount of compensation to be paid to the families of the victims.

The agreement was arrived at a meeting held between the representatives of the mill and the district administration after the several hours of negotiations. Mr Nilampan Basu, a CPM MP from West Bengal, and other leaders of the party who arrived here specially to condole the deaths of the victims and express sympathy with the bereaved families, also took part in the deliberations.

These leaders also reported to have informed Mr Jyoti Basu, Chief Minister of West Bengal and Mr Laloo Prasad Yadav about the mishap.

Earlier, hundreds of people belonging to the minority community took out a procession here yesterday in protest against the killings of 12 labourer by an unknown truck driver on the GT Road near Bhigan village of the district.

The procession started from Idgah and reached the office of the Deputy Commissioner where the processionists shouted slogans against the government and the management of the rice mills. A memorandum was submitted to the Deputy Commissioner demanding the immediately registration of the case against the management of the mills and the arrests of the owners.

Plea to send Central team to Haryana

FATEHABAD, Aug 11 — Former Haryana Home Minister and Indian National Lok Dal MLA from Fatehabad Sampat Singh has asked the central government to send a team to Haryana for a survey in view of the drought-like situation in the state.

Talking to mediapersons here today, Mr Sampat Singh alleged the farmers of the state had been forced to face the situation due to the wrong policies of the state government. The Lok Dal leader regretted though the state was the second best agricultural state in the country the state government had been neglecting all those areas which were vital for an agricultural state.

He said power, canals and rains were the three things which were necessary for a farmer. Unfortunately, all three had failed in Haryana. He said a situation close to blackouts had been prevailing in the villages of the state. The government had been claiming it had been supplying 40 per cent of the total generated power to the farmers. The fact was the government was not providing even 20 per cent of the total generated power to the farmers, he added.

He alleged the power situation in the urban areas too was not much better. The government had imposed a power cut of three hours a day in the cities, but there was no limit on the undeclared cuts. He alleged distribution and transmission losses of power were the main reasons behind the problem which, he said, had reached more than 50 per cent.

The Lok Dal legislator said the position of canal water was even worse. The farmers whose fields fell at the tail-end of the distributaries complained water never reached their fields. He said the Chief Minister had made many promises to the people of the state which included bringing the waters of the Ganges to Haryana, completion of the Sutlej Yamuna Link Canal, water from Hari ke Pattan and cancellation of Yamuna accord. Mr Bansi Lal had forgotten all those promises now. He alleged a major part of the Rs 1,800 crore loan taken by the state government from the World Bank for water management was likely to lapse due to government apathy.

Making a dig at the Haryana Home Minister and his arch political rival Mr Mani Ram Godara, Mr Sampat Singh said whenever a committee was constituted by the Chief Minister, Mr Godara was named chairman of that committee. He said it would be better if Mr Bansi Lal declared him a minister without portfolio as he had to look after so many committees. Accusing the Home Minister of inaction, Mr Sampat Singh alleged the Home Department in the state had been crippled due to inaction on the part of the Home Minister.

Later, Mr Sampat Singh along with the Lok Dal MP from Sirsa, Dr Sushil Indora, addressed a workers' meeting here today. The meeting was organised to prepare for the proposed district-level demonstration of the party here on August 21. The party chief, Mr Om Prakash Chautala, will lead a demonstration against the state government here on that day.Top

 

Lok Adalat at all district courts

CHANDIGARH, Aug 11 — All districts courts in Haryana will have a permanent Lok Adalat very shortly. A decision to this effect was taken at the annual general meeting of the Haryana State Legal Services Authority held here last evening under the chairmanship of Mr Justice V.K. Bali, Judge, Punjab and Haryana High Court.

All cases in which both parties want a compromise or which can be compounded will be referred by all courts in the district to this Lok Adalat.

At the meeting, a model scheme for 'legal aid counsel' in all the courts of Haryana was approved. This Model scheme will lay emphasis on legal aid and assistance to persons in custody at three stages. First, when the person, during investigation of the cases, needs legal assistance for getting released on bail and opposing remand applications. Secondly, legal assistance will be given during trial for defence and thirdly, legal assistance will be provided for preferring appeals or revisions in case of adverse orders.

Mr Nawab Singh, member-secretary, Haryana State Legal Services Authority, disclosed that during the year 1997-98, as many as 85 Lok Adalats were held at the district-level and sub-divisional level in the State. In all 18,301 cases of all categories were decided, out of these, 5977 were civil cases, 4660 criminal cases, 2856 cases on revenue side, 265 matrimonial matters, 1195 claim applications under Motor Vehicles Act, 2660 summary cases, 227 cases with regard to labour matters and 457 cases filed under Criminal Procedure Code

He said that during the year, more than Rs 8 crore was disbursed among accident victims and 798 persons were given free legal aid. A legal literacy camp was also organised at village Balaycha in district Mahendragarh which was attended by 1500 persons.

Held for killing wife

FATEHABAD, Aug 11 — The police has arrested a resident of Bahmanwala village in this district for murdering his wife.

According to the SP, Mr Rajbir Deswal, Mrs Tej Kaur of the village had lodged an FIR with the police stating that her younger sister, Angrej Kaur, was married to Tek Singh.

Angrej Kaur delivered a male child at Civil Hospital, Rattia, last month. The family had to spend Rs 5,000 on her treatment. At this her mother-in-law, Dalipo, used to abuse Angrej Kaur. On the night of August 7, there was an altercation between Dalipo and Angrej Kaur.

Dalipo called Tek Singh from the fields and complained to him about the behaviour of his wife. Tek Singh drank heavily that night and hit his wife on her neck with a "kassi" around midnight. She died on the spot.

The police has arrested Tek Singh.

In another case, the police has arrested a resident of Ganda village in this district for molesting his daughter-in-law.

In the third case, the police arrested Mukesh Kumar and his mother, Reshma, residents of Hisar, for harassing Mukesh's wife for dowry.

Mr Kartar Singh had lodged a complaint with the police that his daughter, Kiran Bala, was married to Mukesh on April 7. The in-laws of Kiran started demanding a colour TV and other household goods soon after the marriage. On August 8, 1998, Mukesh and his mother caught Kiran Bala and sprinkled kerosene on her body with the intention to burn her. But she managed to run away.

The police has arrested the two and registered a case against them.Top

 

Man charged with brother's murder

GURGAON, Aug 11 — In a shocking incident, a man allegedly murdered his brother after a fight took place between them while they were reportedly heavily drunk. The incident took place on Rakhi day at Kalawari village under Taouru police station. Ramphal allegedly murdered Jai Bhagwan. Later, Jai Bhagwan's wife Saroj jumped into a well with her two daughters. The two minor girls Kali and Chhotti were drowned while their mother was rescued.

According to a complaint by the two brothers' father Om Parkash, the two were in the habit of drinking liquor for the past six years and had sold even household items to quench their thirst for alcohol.

The police said on Saturday the two brothers consumed alcohol and started fighting with each other. Thereafter, Ramphal allegedly killed Jai Bhagwan with a dagger-like weapon. Jai Bhagwan's wife was not at home when this happened and had gone to Fatepur village. The police said when she arrived home around 3 p.m. she found her husband dead.

In a shocked state, she immediately rushed towards the well with her daughters and jumped in. However, she was saved but her daughters were drowned.

The district police has registered a case under Sections 302, 304 and 309 of the IPC.Top

 

Dismiss Bansi Lal government: Hooda

YAMUNANAGAR, Aug 11 — Mr Bhupinder Singh Hooda, Haryana Congress president, has demanded the immediate dismissal of Bansi Lal government.

Talking to newsmen here today, Mr Hooda said that Mr Bansi Lal had no moral authority to continue the law and order situation had been deteriorated and nobody was safe.

He said in Feburary 98 elections, the Congress attained its first position by securing 26.02 per cent of votes whereas the Indian National Lok Dal secured 20 per cent.

Mr Hooda who was accompanied by Mr Barinder Singh former state president of Congress, Dr K.R. Punia, Mr Anand Singh Dangi, and Dr Ram Parkash, all former ministers, said that Congress was under one umbrella today and their leader was Mrs Sonia Gandhi.

He said the Congress would form the government in next elections.

Mr Hooda said that Mrs Sonia Gandhi would visit Haryana in September.

When a newsman pointed out about Mr Bansi Lal joining the Congress, he overruled of any such possibility. He said that All-India Congress (I) would have to take the state unit in confidence. He denied that he had any relations with Mr Bansi Lal and said that he has won the Rohtak parliamentary seat third time with the efforts of Congress workers not with the support of Mr Bansi Lal.Top

 

Institute's warning to 3 nurses

ROHTAK, Aug 11 — The Postgraduate Institute of Medical Sciences authorities today issued warning letters to three nursing leaders stating that strict disciplinary action would be taken against them if they wore black badges on Independence Day.

Ms Durga Yadav and Ms Santosh Hooda, president and general secretary of the nurses' association, respectively and Ms Kamla Singh received the letters.

The association had threatened to wear black badges on August 15 to lodge their protest against non-acceptance of their long standing demands.

Anticipatory bail for 3 ZP members

ROHTAK, Aug 11 — The Additional District and Sessions Judge, Mr M.P. Mehandiratta, today granted the anticipatory bail to three members of the Zila Parishad. The members who were granted bail are Mr Dharampal Singh and Mr Ajad Singh (both advocates) and Mr Dharamvir.

The Civil Lines Police had registered a case under Sections 466, 469, 451, 571, 506 and 120-B of the IPC against them on April 1 last.

Mr Anand Prakash Kadian, president of the Zila Parishad, had complained to the police against them.Top


 

BKU threatens agitation

ROHTAK, Aug 11 — The Bharatiya Kisan Union (BKU) of the Haryana unit will launch a statewide agitation if the state government failed to announce relief measures for the farmers.

The Chief of the state unit of BKU, Mr Ghasi Ram Nain said this. A "mahasammelan" would be held at Anaj Mandi here on August 13 in which leaders from 10 other states would participate, he said.

Mr Nain said that due to apathetic attitude of the authorities the farming community was facing various problems, including non-availability of loans and remuneration for crops.Top

 

Freedom fighters condemn government

REWARI, Aug 11 — The Rewari District Freedom Fighters Association has criticised the government for placing them in the third category instead of putting them in the second category.
At a meeting held here under the chairmanship of district president Capt Omkar Singh they said that it was a fact that the Indian National Army under the command of Netaji Subhas Chandra Bose had fought against the British. In a resolution they demanded their inclusion in the second category and the grant of monthly pension at the rate of Rs 3500. They also demanded that dearness allowance be linked with their pension.

Kala Parishad at Kurukshetra

CHANDIGARH, Aug 11 — The Haryana Government will set up a Kala Parishad at Kurukshetra to promote performing and visual arts for which the Union Government has sanctioned Rs 25 lakh.

This was stated by Cultural Affairs Director R.K Khullar at a five-day painting workshop on the 50th year of India's Independence here.

He urged the artists to draw Designs of murals to be installed at Mini Secretariates in the state to project the achievements during the past 50 years.

The artists attending workshop are Mr Ankush Mahajan, Ms Parveen Taneja, Mr Kuljeet Mann, Mr Sada Ram, Mr Bhup Singh Gulia, Mr Anil Vadhera, Mr Pawan Singh, Mr Viney Vadhere, Mr P.N Malhotra, Mr S.K Khushwa, Ms Anunita, Mr V.P Verma, Mr R.M.S Malik, Mr B.C Prasad, Mr Ram Binod, Dr Rajni Bala, Mr Baljeet Singh, Mr Sachdev Mann, Mr Manoj, Ms Sujata and Mr R.B Goyal.

CHANDIGARH, Aug. 11 — The Haryana Government has decided to fix the rate of interest at 12 per cent per annum on deposits in the general provident fund with effect from April 1,1998, and also on the accumulation as on March 31,1998. This rate of interest will remain in force during the year 1998-99.
