Teaching staff to strike work today

CHANDIGARH, Aug 10 — With the country-wide indefinite strike by university and college teachers beginning tomorrow, all teaching work will be paralysed.

It is the "unsatisfactory" pay packet announced by the Ministry of Human Resource Development which has triggered the strike; the call having been given by the All-India Federation of University and College Teachers' Organisation (AIFUCTO).

What the Minister in charge, Mr M.M. Joshi, himself a teacher-turned politician, had announced, unilaterally, on July 25, has been rejected by the AIFUCTO. Despite an improvement in pay scales effected by the University Grants Commission over and above what the Rastogi (Mr R.P. Rastogi) Commission Report had recommended, the Ministry had acted of its own much to the chagrin of teachers.

The strike beginning on Tuesday comes at the end of a long warning, during which the teachers first rejected the April 25 announcement made by Mr Joshi. They had marched in thousands from the UGC headquarter to Parliament on July 21, protesting discrimination in pay scales and later gone on one-day en masse casual leave on August 4.

It is in this light one has to see the magnitude of the strike and what impact it has on the teaching work across the country in days to come when 2,97,192 teachers working in 207 universities and 9,278 colleges strike work beginning tomorrow.

The last round of talks between AIFUCTO and the Minister for Human Resource Development, held on August 7, ended in a deadlock.The HRD notification on pay scales, dated July 27, was "reviewed" by the central secretariat of the AIFUCTO. That review as well as the "advertisement" in today's leading papers were described as a "fraud" on teachers. The former General-Secretary of the Punjab and Chandigarh College Teachers Union, Mr Charanjit Chawla, said the advertisement, primarily, was for "A" class cities Delhi, Mumbai, Chennai and Calcutta. The allowances, 30 per cent house rent, transport etc would not be covered under the Central Government grant to the states; only difference in pay scales would be given to the states; and the advertisement contents were applicable to only "central" universities — 11 of them, not to the state universities.

The teachers do not dispute other issues of the July 27 notification. These include one increment for three earned in the pre-revised scales; payment of arrears will be made in one go; selection to readers with two advance increments; those states wanting to adopt new scales will get 80 per cent of the difference from January 1, 1996, to March 31, 2000; the grants will be given to posts as on Janaury 1, 1996.

There is no mention of part-time teachers; there is no selection grade for demonstrators, tutors.

Mr Chawla contests the HRD claim that the pay scale notified on July 27 were "nearly" the same as recommended by the UGC. What has been announced is the same what Rastogi had recommended, effective January 1, 1996, to July 26, 1998. There is no difference for lecturers and senior lectures. For lecturers selection grade and readers the difference is Rs 45 in the annual increment and the ceiling is raised by Rs 300.

The initial salary of professors, however, is raised from Rs 14,300 to Rs 16,400 as a result of efforts of AIFUCTO. Likewise grades of principals are improved.

The age of superannuation stands raised to 62. But teachers in government colleges of Punjab, Haryana and Himachal Pradesh retire at 58, whereas teachers of univesities and private-aided colleges affiliated to universities retire at 60. Will respective governments raise government college teaches' retirement age first to 60 and them to 62? Another major struggle is on the anvil.

Analysis by teachers shows that principals and professors stand to lose more than Rs 1 lakh each by way of arrears as the same are being calculated in the Rastogi pay panel but not as announced by the Minister on July 27. At least 60 per cent teachers will remain in the scale of Rs 12,000-420-18,300 throughout their career, which is "unjustified," said Mr Chawla.Top

 

Every 5th post vacant

CHANDIGARH, Aug 10 — Every fifth sanctioned post in the electricity operations wing of the engineering department of the Chandigarh Administration is lying vacant.

Against a sanctioned staff strength of 2,192, there are only 1,776 persons working, leaving the remaining 416 posts vacant.

A breakdown of the vacant posts reveals that there are 364 vacancies in group "C", the group which is essentially responsible for maintaining services, including power supply.

Starting with Junior Engineer I, there are five vacancies in a total sanctioned strength of 26 while in the category of Junior Engineer II, against the sanctioned strength of 131, there are only 99 Junior Engineers working. Take the case of Linemen. Against a sanctioned staff strength of 348, the department has on its rolls only 253 linemen.

The next category of employees— Assistant Linemen— is still worse. There are 99 vacant posts in a sanctioned strength of 724. Twentynine positions of sub-station attendants have no incumbents.

In the past few months, the complaints of erratic power supply, frequent trippings, voltage fluctuations and heavy rush at collection centres have been on the rise.

For example, on Friday, residents of Sector 43 had virtually a "powerless day" because some of the feeders were burnt and damaged. The situation is no different in other parts of the city. Shortage of transformers and undersized cables are the reasons behind the spate of complaints of trippings, frequent breakdowns and voltage fluctuations recently.

Last month, when the Union Power Minister, Mr R. Kumaramangalam, visited the city hopes were raised as the Chandigarh Administration pressed its case for permission to set up captive power generation stations. But after the meeting nothing concrete was promised to the Administration. Even the demand of the Administration for filling vacant posts in the electricity operations circle appears to have been cold-shouldered.

At present there are nearly 1.6 lakh power connections in the union territory, including 89 for large supply, 597 for medium supply and 1, 732 for small power supply to industrial units.

The electricity operations circle has seven 66 kv sub-stations and six 33 kv sub-stations. Of the 166 11 kv indoor sub-stations, only 124 are manned. Besides, the department has 662 km of 11 kv line, 28 km of 33 kv line and 64 km of 66 kv line.

Initially the problem was mainly because of and underground cable which started developing snags. It was the first underground cable of its type in this part of the country which connected the Sector 52 sub-stations with the Sector 39 sub-station.

But the problems have been multiplied because of the inability of the department to replace the old and worn out equipment, including transformers and other items.

To meet the staff shortage, the department introduced a new concept of getting everything done through contractors. As such, in emergencies, the department does not possess equipment and replacement material to rectify snags that disrupt supply.

The quality of material used in the past some years, too, has been questioned not only by consumers but also by the trade unions of the engineering department of the Administration. Top

 

Face to face with Jaya

CHANDIGARH: Today's morning would stay etched in the minds of a select few for years to come. It was a forenoon replete with awe and admiration. Awe was for the protagonist of the film "Hazaar Chaurasi Ki Maa" who shot to fame with "Guddi' and is now placed beside legendary actresses like late Meena Kumari.

Yes, it is Jaya Bachchan we are talking about. Admiration too was for the same person for the kind of emoting she presented in the film that no one else would have befitted the role. The same feelings extended to Govind Nihalani, the script writer of the film, for having the courage to tackle such a delicate subject with exemplary finesse. Govind is also the maker of "Tamas" which had impressed sensitive viewers.

Both Jaya Bachchan and Govind Nihalani being in town gave an opportunity to a select few to interact with them at the Government Museum and Art Gallery for more than an hour. The interaction was chaired by Dr B.N. Goswamy. The movie based on Mahasweta Devi's novel "Hazar Chaurasi Ma" brings out a mother's trauma when confronted with the fact that her son was a Naxalite. When killed in a group clash, he becomes just a number "1084" for the police. The end of the film sees the emergence of the mother as a stronger person who finally gets the courage to defy her husband and fight anti-social elements that have crept into society.

Govind Nihalani, to one of the questions, said a movie needed to be made on the Punjab issue too. To have an objective view about a subject one needed some gap between reading and making a film. According to him the scenes were changed with the consent of Mahasweta. Originally, the story ended in 1972 but got extended to the nineties, keeping in mind the present circumstances. When asked no work was being done on partition he replied," a subject should vibe with your sensibility. If I get something which appeals to me I'll do it."

In the opinion of Jaya she reached the catharsis in the last scene of the film where she sees her son after decades and becomes one with his fight. She didn't undertake this project, after almost 30 years for any awards but because she read the script and it evoked a positive response in her.

Towards the end Jaya and Govind appealed to the people to have an understanding with producers of such art movies. They should encourage them and watch such movies.— Priti VermaTop

 

Panel concludes hearing

CHANDIGARH, Aug 10 — The people's commission on violation of human rights in Punjab concluded its three-day "court" in Chandigarh today.

For the second consecutive day cases were presented to the three-member commission, headed by Justice D.S. Tewatia, who has Justice H. Suresh and Justice Jaspal Singh as members with him.

Nearly 70 police officers, who figured in the cases pertaining to "disappearances" or "illegal abductions and eventual "death", were identified for issue of "notices" to file their replies or appear in person before the commission. Its next sitting is scheduled for Ludhiana from October 23 to 25.

The commission understands it has no "legal" jurisdiction. the idea behind the constitution of the commission by the Committee for Coordination on Disappearances, itself an umbrella organisation of 20-odd other outfits engaged in human rights work, is to give an opportunity to the people, who have suffered and lost dear ones at the hands of the state agencies, to be at least heard. The three-day sitting of the commission provided ample opportunities to the people to share their sights and pour out their hearts both to the commission and among themselves.Top

 

K.K. Jerath to be chargesheeted

CHANDIGARH, Aug 10 — Suspended Chief Engineer K.K. Jerath who has been evading arrest in the kickbacks case is being charge-sheeted in the Government Medical College Hospital case in pursuance of the advice of the Central Vigilance Commission.

According to sources in the administration, the Administrator of Chandigarh, Lieut-Gen B.K.N. Chhibber (retd), has approved the recommendations and ordered that K.K. Jerath be charge-sheeted on the basis of the report and advice of the Central Vigilance Commission. The Commission had recommended major 'penalty' proceedings against K.K. Jerath and other engineers over "several irregularities in the award of works, falsification of record, defrauding the state exchequer and offering much higher rates."

The Central Vigilance Commission has also deputed a Chief Technical Expert for a thorough probe into all works executed at the Sector 32 Government Medical College Hospital. The visiting CTE has also reportedly collected samples from the site.

The Administrator had ordered a complete technical audit of the hospital complex, following a roof collapse.

Earlier, a team of technical experts from the Central Vigilance Commission had visited the Medical College complex to look into quality aspect and other areas.

Following the orders of the Administrator, the Vigilance Cell of the Chandigarh Administration conducted a thorough probe into all the engineering works executed at the hospital.

The Vigilance Enquiry sent its report to the Central Vigilance Commission, which approved the report and recommended major penalty proceedings against K.K. Jerath and other engineers.

The Engineering Department has been mired in controversies ever since the Investigation Cell of the Income Tax Department conducted raids at 22 premises, including offices and residences of several engineers, contractors and suppliers in November last year.

As a sequel to these raids and further investigations, the Vigilance Cell of the Administration registered criminal cases against some engineers. K.K. Jerath who evaded arrest was declared a proclaimed offender after his bail application was turned down by the Supreme Court.

Last week the reward money for any one giving information about the whereabouts of Mr K.K. Jerath has been increased from Rs 20,000 to Rs 50,000.Top

 

Dharna against 'lal dora' enforcement

CHANDIGARH, Aug 10 — Members of the Action Committee for Development of Villages staged a dharna to protest against the failure of the government to accept their long pending demands.

Hundreds of members assembled at the bridge market in Sector 17 and protested against the issuance of notices by the authorities to those living outside village 'lal doras'.

Mr Harbhajan Singh, president of the committee said instead of regularising the houses built outside the lal doras and providing water, power and sewerage connections, the government was harassing them. People who had invested hard earned money in building small houses should not be ignored, he added.

It is the worth mentioning that villagers, had been assured by the Punjab Housing Minister and the Adviser to the Administrator that the structures would be regularised after a survey was carried out, he said.

Mr Chaman Lal, general secretary of the committee said in wake of the directives of the Punjab and Haryana High Court the UT Administration and the Punjab Government were left with no alternative but to regularise such constructions.

The members of the Anti Periphery Act Action Committee were also present in large numbers.

The protestors later marched towards the civil secretariat but were stopped by the police near the Housing Board roundabout. A memorandum was submitted to the authorities.Top

 

Driving licence woes continue

CHANDIGARH, Aug 10 — Despite the much publicised changes in the procedure of getting a driving licence made, city residents still have to wait in long queues to get even a learners licence.

Several persons shy away from the process because of the rush, heat and the time consuming procedure involved thus promoting unscrupulous touts.

Each morning more than two hundred persons line up outside the office of the Deputy Commissioner in Sector 17. They are issued tokens. Only a specified number of tokens — usually 125 — are issued. The others must return on another day.

The lone motor vehicle inspector (MVI) sits for only 3 days in a week and for only an hour-and-a-half. His signatures are a must before the application form for a learner's licence is accepted at the window. The same is the case at the "sahayata" window where the application is also whetted and stamped before it is processed. It is because of this that city residents start queuing up around 7 am.

However, favourites of the office staff are allowed in at other times. For the common man once the token is issued he has to wait in hot, humid conditions without a fan or drinking water.

As the Tribune team talked to various people who come for their licence an opinion emerged that an MVI should sit throughout the day. A system could also be evolved under which applications are accepted throughout the day. Those submitting their application in the afternoon could get the delivery of the licence the next day.

An additional camera could be installed for quicker disposal and more sahayata volunteers with additional windows recruited.

The Tribune team also talked to a person who claimed he could get the requisite formalities done for Rs 200 and the applicant needed to come only for the photograph. However, he added that the licence would be made one day later.

Meanwhile on the vehicle registration front there is an equal degree of harassment. It takes weeks to get hypothecation cancelled, to get a no objection certificate issued or to get a second hand vehicle transferred in one's name. The problem, according to sources, is that records are lying in the new building adjacent to the municipal corporation building, while the computer where the printouts of registration certificates are taken is in the old estate office building.

So each time one requests a change in the RC, records have to be taken out of the new building and a printout obtained from the old building. Finally the RC is sent for the signatures of the Registering Authority in the new building. This confuses to even those who are conversant with the functioning of the department.Top

 

GMCH restrained on filling MBBS seats

CHANDIGARH, Aug 10 — The Punjab and Haryana High Court today restrained the Government Medical College and Hospital from filling seats in the MBBS course that may fall vacant.

This order was handed down by a Division Bench consisting of Chief Justice Arun B. Saharya and Mr Justice H.S. Bedi on a writ petition filed by Gaganjot Kaur Saira and two other candidates.

The petitioners stated that there were 43 seats reserved for students who passed their 10 plus 2 examination from schools or colleges situated in the Union Territory and seven seats were open to all students irrespective of the place from where they had passed their plus two examination. Until a few days ago the medical college was to make admissions first against the seven open seats for all-India candidates and thereafter for the 43 reserved seats.

Contrary to this procedure laid down in the prospectus, the Government Medical College first filled the seats meant for students of Chandigarh. The result was that all candidates who had secured the first six positions in the all-India quota got admitted against the Chandigarh quota seats.

They claimed that the petitioner figured at serial No 3 in the waiting list, petitioner No 2 figured at serial No 9 in the waiting list and petitioners No 3 also figured at serial No 9. They further stated that candidates at serial Nos 4 and 5 of the waiting list were from the all-India quota. Therefore, both of them were not entitled to admission and would not secure admission if the admission is made as per the high court judgement.

The Bench adjourned the case to next week.Top

 

Jail blow-up case adjourned to Aug 11

CHANDIGARH, Aug 10 — The Chandigarh Police today moved an application in the court of M A.K. Bishnoi, Judicial Magistrate, for seeking permission for the interrogation of Jagtar Singh Hawara and Jagtar Singh Tara in the Burail jail blow-up conspiracy case.

Both these suspects have to be interrogated within the jail premises. They cannot be taken out in view of the notification issued by the Administration under Section 268, Cr P.C. forbidding their taking out from the jail premises.

The police also moved another application in the court of Mr Bishnoi seeking issuance of "unending" warrants of arrest of the U.S.-based "militant" Didar Singh alias Bunti.

Mr Bishnoi adjourned both these applications to August 11 for consideration.

According to the police the explosive smuggled into the jail was supplied by Bunti to Satnam Singh and other suspects. Balvinder Singh, another suspect in the case, had taken explosive from Didar Singh during his visit to India in February, 1998.

The police claimed that if had sufficient evidence against Bunti. As it was not possible to arrest him within a specified time-frame, it sought "unending" warrants of arrest against him.Top

 

MC may hire firm for waste disposal

CHANDIGARH, Aug 10 — The Municipal Corporation, Chandigarh, (MCC), is toying with the idea of hiring the services of a Delhi-based company for the disposal of solid waste.

A meeting between the representatives of the company and officials of the MCC was held here today. The representatives demonstrated the effects of a chemical which when sprayed on the garbage reduced its size to approximately one-fourth in four hours.

Sources said the chemical also helped segregate polymers from the solid waste.

The representatives said residual solid waste was an excellent source of manure.

Sources said the company had quoted a price of Rs 100 per tonne of solid waste. A total of 350 mt of garbage is generated in the city daily. Thus MCC will have to cough up Rs 35,000 daily or Rs 10 lakh per month for the disposal of solid waste.

The sources said a final decision on hiring the services of the company will be taken after examining the "practicality" of the technique.Top

CHANDIGARH, Aug 10 — At least 70 teachers including 10 women teachers were detained by Patiala Police while they were holding a dharna outside Punjabi University campus, Patiala, during Dr Murli Manohar Joshi's visit today, a press release of the Punjab Federation of University Teachers Association said here.

A rally was held to protest before the Minister for Human Resource and Development to express the teachers dissatisfaction with the announced pay scales.

Those who were detained included Dr B.S. Nanda, president PUTA (Patiala), Dr K.C. Singhal, Dr N.S. Mann, President PUTA (Chandigarh) and Dr Satya Pal Gautam, convener of the pay revision committee of the PFUTA.

The teachers were taken to Ghanaur police station and later released, the press release added.

The teachers, in a memorandum to the minister said "in today's world, whether we like it or not, salaries had become an important factor in determining the quality of talent that would be attracted to an organisation. However, the government through its wage policy, seemed hell-bent on destroying whatever little remained of university system."Top

CHANDIGARH, Aug 10 — The U.T. Administrator, Lieut-Gen B.K.N. Chhibber (retd), said here today that ward committee's for different sectors would be announced in the next two to three days and one of their tasks would be to keep constant check on the growth of congress grass in their respective areas.

Speaking at a function organised as part of the "parthenium eradication week" in Sector 36 here, General Chhibber appealed to the people to cooperate in the campaign as this could not be done without the whole-hearted support of the residents.

He also warned the residents against increasing use of polythene bags in the day to day life. "At this pace a stage is not far off when the use of polythene bags will have to be completely banned", he warned.

The Adviser to the Administrator, Mr Jagdish Sagar, said as the untended open spaces in the city were divided between the jurisdiction of the Chandigarh Administration and the Municipal Corporation, Chandigarh, in the earlier campaigns the congress grass could not be eradicated as no joint campaign was launched. Therefore, it was decided to launch a joint campaign with the help of the people.Top

Addressing the rally union leaders said the genuine demands of the protestors should be accepted by August 19, or they would be forced to intensify their agitation.

The demands raised at the dharna included the grant of PSEB scales to all categories, filling up of more than 400 vacant posts, creation of additional posts to cope with the increased workload, grant of promotions after four, nine and 14 years of service and removal of anomalies in pay scales.Top

CHANDIGARH, Aug 10 — Models prepared by students of 52 Kendriya Vidyalayas were on display at the 25th Regional Jawaharlal Nehru Science Exhibition for Children which opened at the Sector 47 Kendriya Vidyalaya here today.

Based on the theme "Science and technology in the information age" and sub-themes "Agriculture, transport and communication" and "educational technology and industry", the models on show are thought-provoking, innovative and impressive.

Displayed in six clusters — Chandigarh, Chandimandir, Ambala Cantonment, Bathinda, Jalandhar Cantonment and Halwara — the exhibition was inaugurated by Mr J.D. Kalra, Assistant Commissioner, Kendriya Vidyalaya Sangathan. He called upon the students to do their best to make new discoveries and inventions with "sustained and dedicated work". Two fresh IAS officers for UT

CHANDIGARH, Aug 10 — The Union Ministry of Home Affairs has placed at the disposal of the Chandigarh Administration two fresh IAS officers for appointment here. The officers, who belong to the 1996 batch, have just completed their training at the Lal Bahadur Shastri Institute in Mussoorie. They are Mr Anish Kundra and Ms Geetanjali Gupta.

The Administration will issue their posting orders only after they report for duty here.

Transfer orders cancelled

CHANDIGARH, Aug 10 — The Union Finance Ministry has cancelled the transfer orders of Mr C.K. Vohra, Director Investigation of the Income Tax Department.

The ministry had ordered his transfer even before he had completed his tenure here. The local MP, Mr Satya Pal Jain, had taken up the case with the Union Finance Ministry on the plea that those involved in investigating special cases should not be transferred so as not to jeopardise further investigations.

Mr Vohra had conducted raids on engineers, contractors and suppliers of the Engineering Department of the Administration in November last year. The raids led to revelation of large amount of undisclosed sources of income besides exposing the alleged nexus between engineers on the one hand and suppliers and contractors on the other.Top

More heat over appointments

CHANDIGARH, Aug 10 — As expected, appointments were once again the focal point of discussion in the Panjab University Syndicate meeting here this evening.

Appointments in the Hindi Department following heated discussions, were deferred. The meeting had to be adjourned on one occasion with at least five syndics, including Mr Charanjit Chawla, Mr Rajinder Bhandari, Dr Anirudh Joshi, Mr Rajinder Deepa and Ms Sneh Mahajan sounding a dissenting note on appointments of superannuated personnel.

Appointments of superannuated personnel, however, were cleared though the appointments of two professors in the morning classes of the Hindi Department and one in evening class and a reader were deferred.

The syndicate also deferred the appointment to the Dayanand Chair of Vedic Studies. Following heated arguments over the issue the Vice-Chancellor is understood to have adjourned the meeting. Members said such events were " unprecedented".

When the meeting resumed after 20 minutes the items were still not cleared.

The syndicate withdrew permission to private institutions to send women as private candidates for these BA examination for institutions not affiliated to Panjab University. The permission will be withdrawn from the session 1998-99. This follows the recommendations of a committee which also suggested that such institutions apply for regular affiliation. Members of the committee had pointed out alleged exploitation of students by such institutions.

The syndicate accepted the recommendations of the committee constituted to review rules and procedures with regard to B Ed and B Ed (yoga) classes from the session 1998-99. Syndics suggested that the endowment fund for BCA courses be reduced. A committee to study all aspects of the course is likely to be constituted.

Certain syndics expressed their resentment at not having been properly invited for inauguration of the PU Regional Centre at Muktsar on August 8. The Vice-Chancellor is understood to have assured them that he would look into the matter.

The syndicate also approved a resolution of Mr Charanjit Chawla seeking the intervention of the Chancellor into the teachers' demands of better pay scales.

Appointed: Mr Harbhajan Singh, Deputy Registrar (examination) in Panjab University has been appointed as Controller of Examination in Baba Farid University of Health Sciences, Faridkot, an official release said here today.

A communication in this regard was received from Dr L.S. Chawla, the Vice-Chancellor.

Mr Harbhajan Singh is M Phil (English literature).

He has been working as a deputy registrar in PU for the past 9 years.

Seats available: There are a number of seats vacant at the Regional Centre of Panjab University, Muktsar, in Punjabi, Political Science and English, a press release said here today. Candidates desirous of seeking admission can submit their applications by August 18 and appear for the interviews at the centre on the same day.Top

Woman held for stealing bolts

CHANDIGARH, Aug 10 — Gopalo of Bapu Dham Labour Colony was caught while trying to steal nuts and bolts from a unit in the Industrial Area.

She had allegedly stolen the nuts and bolts, weighing about 21 kg from a unit manufacturing them for tractors.

A case under Sections 379 and 411, IPC, has been registered, the police said today.

Motor cycle stolen: A Yamaha motor cycle (CH-01-Q-8423) owned by Mr Nipam was reportedly stolen from his Sector 21 residents on Sunday.

Injured: Pawan Kumar and Sindhu Lata of Burail village were injured when their cycle was hit by a car.

They have been admitted to Government Medical College and Hospital, Sector 32.

A case has been registered.Top
