Teachers write to Chandigarh Administration on implementation of UGC rules

The Chandigarh Government Colleges Teachers’ Association (CGCTA) has submitted a letter to the UT Administration, demanding implementation of the UGC regulations and other Central Civil Service Rules, along with clearance of the Career Advancement Scheme (CAS) pendency cases for teachers working in government in Chandigarh. The faculty of the local grant-in-aid colleges is also awaiting promotions and asking the UT Administration to step in.

The CGCTA alleged that the Administration had implemented UGC regulations in piecemeal even after more than two and half years of the gazette notification, leading to a large number of pendency of cases (piled up since 2018) relating to CAS promotions, PhD and other increments, counting of past service benefits, non-implementation of five-day week calendar, among other issues.

“It is a fundamental law that if any Act/notification is implemented by Centre/UT, then it must be implemented in toto and not by pick-and-choose method,” read the submission. The association revealed that even CAS promotions (under UGC Regulation-2010) of some teachers have been kept pending even after the interview was scheduled twice in 2024. In addition, about 30 teachers joined their service after being recruited by the UPSC in 2018. As per UGC Regulation 2010 & 2018, they are entitled for five advance increments for PhD (at the time of joining). These increments should have been granted to them when their first salary had been fixed, but the same was not done,” alleged one member.

The association members also demanded five-day a week functioning on the lines of the Panjab University, Chandigarh Administration offices and Government College of Fine Arts, Sector 10.

They submitted that the delayed finalisation of recruitment rules have resulted in lack of any recruitment of assistant professors/principals since 2013. All colleges are working with fewer teachers. “We requested the Department of Higher Education to look into the matter and take required initiatives for recruitment of faculty members in the best interest of students and existing teachers. The delays has forced most of the college teachers to take legal way,” read the CGCTA statement.
