Regular MCG staff to deal with property ID files

The Commissioner of Municipal Corporation of Gurugram (MCG), Ashok Kumar Garg, has withdrawn the powers of contractual employees to process the files related to advertisements and property ID generation. Now onwards, only the regular employees of the civic body will handle these files.

At the Samadhan Shivirs being organised for the past five weeks, civic body officials had alleged that contractual employees were not carrying out their duties properly.

Moreover, it has been observed that there were delays in the rectification of property tax database, sales of commercial properties and other associated activities.

Garg has issued directions that in all departments/wings of the civic body, the regular employees will receive the files first and then mark them to others for processing after making the recommendations.

This decision is aimed at fixing responsibility and accountability as the regular employees fall under the official scrutiny protocols. The contractual workers are not governed by Haryana Civil Services (Punishment and Appeal) Rules, 2016.

Garg has asked the Joint Commissioners to make it mandatory that only the regular employees handle the files of property tax and sale of shops and advertisements. It will ensure time-bound action on files with more transparency.

The regular employees will also be responsible for reviewing documents, conducting necessary field inspections and making recommendations.

Ashok Garg has also authorised the zonal taxation officers for correcting inaccurate property tax assessments involving discrepancies up to Rs 1 lakh. Earlier, only Additional and Joint Commissioners were handling such files.

Box item: Notice issued to excise dept clerk

MCG Commissioner Ashok Kumar Garg has issued a show-cause notice to a clerk of the MC’s taxation department for delaying the property ID correction of a Jharsa resident, who complained about it at the Samadhan Shivir on Monday. The notice has been issued under Rule 8 (warning) of the Haryana Civil Services (Punishment and Appeal) Rules, 2016. The Commissioner has also ordered a departmental inquiry to identify other staff members, who were also involved in unnecessary delay in processing the file.
