The Department of School Education (DSE) has clarified that head masters/ principals working on the basis of re-employment at government schools in the state would not be able to use the authority of drawing and disbursing (DD). The power will be delegated to heads/ principals of the nearest government senior secondary school.

A communiqué in this respect has been sent to all District Education Officers (DEOs), District Elementary Education Officers (DEEOs) and Principals of District Institutes of Education and Training from the office of the Director-General (secondary education) recently. It has been made clear that such directions are applicable only to the teachers of government schools, not to the educational institutes other than it.

Clarification to dispel confusion

The DSE’s clarification was meant for those school heads who had any confusion about the DD power in case of reemployment. It is understood that no retired employee can use the DD power. —Rajesh Kumar, DEO, Jhajjar

Sources said the department’s state authorities had issued the clarification keeping in view the queries being made by the officials at the district level regarding the DD power in case of re-employment of the heads/ principals of the schools after their superannuation.

“The state government had, some months ago, decided that the teachers working at government schools will continue till the end of the academic session on March 31 or till the department was able to fill the post through any mode whichever is earlier, if their retirement is due in the mid-academic session,” said the sources.

Rohtak DEO Manjeet Malik could not be contacted for her comments but another official said those teachers getting superannuation in the mid academic session, could now, automatically continue work in the same school till March 31.

“Before September last year, the retired teachers had to apply online for the re-employment on the government portal against the vacant post available either in his present school or other schools. Thereafter, the state authorities used to direct the school head concerned to re-employ the retired teacher,” he added.

Rajesh Kumar, DEO, Jhajjar, said the DSE’s clarification was meant for those school heads who had any confusion about the DD power in case of reemployment. “It is understood that no retired employee can use the DD power,” he added.

The sources said as per a report submitted in the Punjab and Haryana High Court by the state government recently, as many as 28,000 posts of teachers, including TGTs and PGTs, were lying vacant in the government schools across the state.
