NOC not required for legal colonies in Punjab

The Department of Revenue, Rehabilitation and Disaster Management today clarified that no-objection certificates (NOCs) would not be required for sale deeds and transfer of rights in authorised colonies.
As for illegal colonies, NOCs will be required from the competent authority. Guidelines in this regard will be framed soon.
In case of the Local Government Department, the Commissioner of Municipal Corporations and Additional Deputy Commissioners (Development) have been designated as competent authorities for issuing the NOCs. As for the Housing and Urban Development Department, Additional Chief Administrators are the competent authorities for issuing the NOCs.
A senior government functionary said the main focus area was to frame NOC guidelines for unapproved colonies and those for which developers have not deposited the entire regularisation fee.
In the past, individual plot holders managed to get NOCs on the basis of backdated stamp papers for executing the sale deeds in illegal colonies. To curtail this practice, the government is now farming strict guidelines to ensure that plot holders with bona fide documents get the NOCs, say sources.
As per the existing provisions, an NOC is required from the licensing department concerned to allow construction in illegal colonies.
The Department of Revenue, Rehabilitation and Disaster Management had pointed out that the state was facing the menace of illegal colonies, resulting in a haphazard urbanisation.
