PM Modi lists P2G2 mantra to achieve goal of Viksit Bharat
Coining a new mantra P2G2, Prime Minister Narendra Modi on Sunday made a strong pitch for Pro-people, Pro-active Good Governance (P2G2) as the core of India's urge to achieve the goal of Viksit Bharat and rooted for policies to make India a global leader in frontier technologies.
Addressing the fourth Chief Secretaries Conference, the PM said P2G2 is at the core of government work through which it could achieve the vision of transforming India from a middle to a high income nation.
To this end, the PM urged states to simplify the compliances which often lead to harassment of citizens and directed them to explore concepts of Viability Gap Funding for recycling of e-waste.
Modi also urged states to identify locations suitable for entrepreneurs in smaller cities especially in the non-farm rural sector and take initiative to facilitate them.
He described PM GatiShakti as a key enabler for good governance and said it must be regularly updated and indicators for environmental impacts, disaster-prone areas must also be included in it.
The PM also underscored the importance of the old manuscripts and using technology to digitise them and remembered Sardar Vallabhbhai Patel on his death anniversary today saying he was an inspiration for civil servants.
"The greater benefit of this conference is that Team India has come together for discussion with an open mind and to work together for a Viksit Bharat," the PM said asking all senior bureaucrats to learn from Mission Karmayogi which represents a new and indigenous model for human resource training of public servants in India.
The PM asked Chief Secretaries to work towards making India a global leader in frontier technologies like AI and ML, big data, Metaverse, quantum computing.
Frontier technologies are currently a $350 billion market. By 2025, it could grow to over $3.2 trillion.
The conference included discussions around the overarching theme of ‘Promoting Entrepreneurship, Employment and Skilling —Leveraging the Demographic Dividend’ with the PM appreciating the advent of start-ups especially in Tier 2/3 cities. He asked states to encourage such innovations and work towards providing an environment where start-ups could flourish.
Seeking ease of living of people, the Prime Minister Modi also said that it is important to focus on reform, perform and transform, and it is also important to inform the people about the various initiatives of the government.
Talking about Circular Economy, the PM appreciated that the GOBARdhan programme is now being seen as a big energy resource. He observed that this initiative converts waste into wealth while also making aged cattle an asset rather than a liability.
The PM also asked senior bureaucrats to take obesity as a big challenge under the Fit India movement.
Talking about development of cities, PM strongly encouraged human resource development in order to develop cities as centres of economic growth. He emphasised developing institutions for specialisation in urban governance, water and environment management. With increasing urban mobility, he also stressed on providing adequate urban accommodation which would in turn lead to better productivity in the manufacturing sector in new industrial hubs.
PM Modi also urged states to involve citizens in national development along the same lines as citizen involvement in the freedom movement.
