Panipat land scam: Notices sent to 10 more plot owners
The District Town Planner (DTP) has served show-cause notices to 10 more persons for the sale and purchase of plots on undetermined (UD) land, open space and green area at TDI City in Panipat and asked them to appear in the office on December 2 along with their documents related to allotment, layout plan, etc.
Earlier, the DTP had served notices to 12 persons, including Mahesh Farm Private Limited, in an alleged scam of crores of rupees, wherein a private builder here sold undetermined (UD) land, parks, roads and green belt area to some individuals at TDI City in Sector 23 here on November 20.
The property tax branch of the MC also began a separate investigation into the matter and served notices to the plot owners. The property tax branch of the MC has recommended the deletion of 11 property IDs from the NDC portal as these plots didn’t exist in the layout plan of the TDI. Six property IDs were also not matched with the area shown in the layout plant of the TDI.
Sources said notices were sent to owners of 11 plots, including that of a religious organisation (Sanatan Dharam-Ram Mandir Sabha) which was mentioned as a park site in the approved lay out plan of TDI city.
The notice stated, “You have raised unauthorised construction on open space/green area and the UD land earmarked in the approved layout plan of residential plotted colony developed by Mahesh Farms Private Limited (TDI City Sector 23) by illegal sale of the area and changed the layout of the said colony without prior permission of the Director, Town and Country Planning, which is comes in contravention of Section 3B.”
The DTP asked them to stop any construction, sale and division of land and to produce their registration deed, allotment letter and other documents in his office on December 2.
Sources said that this park site was of 1,284-sq m area and the land mafia active in the TDI had reportedly made a property ID from the Municipal Corporation (MC) and got sale deed registered in the name of the sabha, the sources said.
Jogender Swami, President, Jan Aawaj Society, and former Zila Parishad member, who raised the issue and filed a complaint, alleged that property ID of this park site was made on a mobile number of a BJP leader, husband of a former councillor and an office-bearer of the party’s district unit.
He alleged in his complaint that the land mafia active in the TDI City had sold not only the UD land, green belt/park area but also roads, by making plots. The land mafia allegedly got property IDs of these plots in connivance with the officials of the Municipal Corporation (MC) on the basis of which the sale deeds were registered from the Panipat Tehsil office.
He also alleged that the land mafia also made a revenue loss of crores of rupees to the state government.
Sunil Antil, District Town Planner, said that a probe was under way and the show cause notices had been served upon these plot owners under various sections of the Haryana Development and Regulation of Urban Areas Act, 1975.
