With the announcement of dates for Chabbewal assembly by-election by the Election Commission, the model code of conduct has come into force with immediate effect in Assembly Constituency 44-Chabbewal (SC).

This information was given by District Election Officer Komal Mittal during a press conference today. The Deputy Commissioner said polling for the Chabbewal assembly constituency would be held on November 13 and the counting of votes would be held on November 23. She said nomination papers may be filed from October 18 and the last date for filing nominations was October 25. She said the nomination papers would be scrutinised on October 28 and the last date for withdrawal of nominations was October 30.

The DEO said there were 1,59,141 voters in the constituency — 83,544 men, 75,593 women and 4 transgender voters. She said apart from this, there were 21 NRI and 601 service voters in the constituency. She said there were 205 polling stations in the assembly constituency. She said nine flying squads, nine static surveillance teams and three video surveillance teams have been formed in every assembly constituency to monitor the election code of conduct. She said the printing press must publish the name of the printer and publishers on all election material, adding that stringent action would be taken against people who violate the code of conduct.

The District Election Officer said removing hoardings and posters of political parties on government and public properties had begun. She said that no election advertisement or hoarding can be put up on private property without prior permission from the administration. She said all the teams would work with alertness to implement the code of conduct and its violation would not be tolerated. She said instructions had been issued to the officers to work with dedication to implement the code of conduct and ensure legal action against those who violate it.

The District Election Officer said a mobile application named C-Vigil has been launched by the Election Commission and through it citizens may complain about violations of the code of conduct; adding the identity of the complainant would be kept a secret. The DEO said action would be taken within 100 minutes on the complaint received through the app.

The DEO said a control room had been set up at the District Administrative Complex, which would also cater to the calls on the helpline number (1950).

She said during the model code of conduct, the MCMC team constituted by the Election Commission would monitor paid news, bulk SMS and social media. She said it was mandatory to obtain a certificate from the MCMC to advertise on electronic media or radio. She said political parties and candidates may also take prior permission online through the Suvidha Portal.
