Taking up a PIL filed by Phagwara-based NGO Hindustan Welfare Blood Donor Club on the administration of HIV-reactive blood to patients at Phagwara blood bank, the Punjab and Haryana High Court has issued a notice of motion to the state.

The Bench of Justices GS Sandhwalia and Vikas Suri also issued notice for May 15, among others, to the National Blood Transfusion Council, Department of Health and Family Welfare, DGP and Punjab State AIDS Control Society (PSACS).

Three HIV-positive blood units were issued from the Phagwara blood bank functioning from the Civil Hospital there as per a report filed.

On the basis of the observations in the report, a formal show-cause notice was issued to the blood bank on August 24, 2023 to stop its operations till the compliance of deficiencies. The operations were stopped from August 26, 2023.
