Solan MC fined Rs 9.9 lakh for flouting waste disposal norms
The State Pollution Control Board (SPCB) has imposed an environmental compensation of ₹9.9 lakh on Solan Municipal Corporation for failing to ensure scientific disposal of legacy waste.
The waste, accumulated over years, was dumped at Salogra along the Kalka-Shimla highway in a substandard disposal facility. Previously, the civic body faced penalties for similar lapses.
According to Anil Rao, Regional Officer of SPCB in Parwanoo, the penalty pertains to a 198-day period from December 19, 2023, to July 4, 2024. The amount must be deposited within a week; otherwise, action under the Environment (Protection) Act, 1986, may be taken, potentially leading to imprisonment of up to five years.
Rao warned that further penalties would be imposed if remedial actions are not taken. SPCB emphasised that local bodies must not dispose of solid waste near water bodies and ensure proper segregation, collection, and disposal as per high court directives.
The legacy waste was initially scheduled for lifting by February-end but was extended to May 14. During a June 28 inspection, SPCB officials found no scientific collection, channelling, or treatment facilities at the Salogra site, leading to potential water contamination.
Stray cattle, pungent odours, and flies were present, indicating inadequate measures. Staff engaged in waste disposal lacked personal protective equipment, including gloves, footwear, masks, and fluorescent jackets.
Despite multiple notices (March 7, March 30, July 2, and July 5), the civic body violated the Water (Prevention and Control of Pollution) Act, 1974, and the Environment (Protection) Act, 1986. SPCB directed the civic body to establish an impermeable base with leachate collection and surface runoff facilities, but these measures were not implemented.
