Himachal Governor Shiv Pratap Shukla launches book on evolving legal landscape of rape

Governor Shiv Pratap Shukla today launched Dr Bharat Barowalia’s book ‘Balancing the Scales: Proportionality of Sentencing for the Offence of Rape’ at the Raj Bhavan.
In his book, Dr Barowalia traces the evolution of rape laws and sentencing practices, focusing on significant legal reforms and landmark decisions that have shaped the current landscape. The book uses detailed case studies to demonstrate the application of sentencing principles in real-life scenarios, examining the factors influencing judicial discretion and the outcomes of notable cases.
The Governor thanked the author for publishing the book and stated that it was poised to make an important contribution towards the ongoing discussion about criminal justice reformation. “With its rigorous scholarship, thought-provoking insights and passionate advocacy for justice, the book promises to be an indispensable resource for legal practitioners, policymakers, scholars and activists alike,” he added.
Dr Barowalia is currently an Assistant Professor of Law at Himachal Pradesh National Law University, Shimla, and a regular resource person at the Himachal Pradesh Judicial Academy, Shimla. Dr Barowalia commented on the book’s release, saying, “It is my hope that this work will contribute to meaningful reforms and inspire a balanced approach to justice, where victims’ rights and dignity are upheld and the principles of fairness and proportionality are meticulously applied.”
Himachal Pradesh Lokayukta Justice CB Barowalia and Secretary to the Governor CP Verma were also present on the occasion.
