Himachal Govt involves panchayati raj institutions to curb drug abuse
The government has formally involved panchayati raj institutions (PRIs) in the fight against growing substance abuse in the state. The Department of Panchayati Raj has roped in “master trainers” to train and empower PRI representatives to check and curb drug abuse, which has become quite rampant in the state.
In a workshop held at the Raj Bhawan today on the role of PRIs in combating drug and substance abuse, Governor Shiv Pratap Shukla said that the PRIs were central to combating this menace. As the closest representatives of people, these institutions had a unique ability to understand, influence and support those affected by substance abuse, he added.
He said, “The PRI representatives need to have zero tolerance in drug abuse cases, especially against those supplying it. They should not ignore it for considerations like votes.” He added that the problem had assumed serious proportions and was destroying our values and families.
Shukla reminded the government of its commitment to start drug de-addiction and rehabilitation centres.
Rural Development and Panchayati Raj Minister Anirudh Singh, said that drug addiction was snatching the dreams of the youth and PRI representative could play a big role in curbing the drug abuse by launching awareness campaigns, street plays, etc. “Youth clubs, entertainment clubs and sports should be encouraged to keep the youth children and youth engaged and monitoring at the rural level would have to be strengthened,” he said.
Rajesh Sharma, Secretary, Panchayati Raj Department, spoke at length about the initiatives and programmes being undertaken by the department to deal with the problem. “The police and the administration are taking action against people involved in drug abuse, but meaningful results can’t be expected until PRIs are involved in the campaign,” he said.
Raghav Sharma, Director, Panchayati Raj Department, gave a presentation on drug and substance abuse. He also highlighted the measures the PRIs could take to check and curb the menace.
