The Punjab and Haryana High Court has issued notice of motion to the UT Administration, Municipal Corporation and Panchkula as well as Mohali authorities on a public interest litigation (PIL) seeking the establishment of facilities for burial of dead pet animals.
Chief Justice Sheel Nagu and Justice Anil Kshetarpal issued the notice after the Bench was told about the absence of such facilities in the tricity.
The PIL, filed by advocate Shruti Sharma, pointed out that there was no designated place for the disposal or burial of deceased animals in the tricity, nor were there any available vans or prescribed rates for such services. This was in contradiction to the Chandigarh Registration of Pet Dogs By-Laws-2010, which mandates the Municipal Corporation to provide a van and burial grounds upon request.
The petition also cited the Animal Birth Control Rules, which required local authorities to install incinerators for the disposal of animal carcasses, or to use deep burial methods where incinerators were not feasible. Sharma’s plea argued that proper disposal methods were crucial and the animals had rights akin to human beings, including a dignified end of life. — TNS
