Haryana's university teachers seek govt aid for salary, pension

Federation condemns chargesheet against college association president, demands withdrawal

The federation of state universities has demanded 100 per cent grant-in-aid for the salaries and pensions of all teachers and employees of the state universities in Haryana.

The demand was raised at a state-level meeting of the Haryana Federation of University and College Teachers Organisations (HFUCTO) held at Maharshi Dayanand University (MDU), Rohtak, on Wednesday.

The state government should ensure better provisions of retirement and death gratuity and medical reimbursement to the teaching and non-teaching staff appointed after January 1, 2006, in all 97 government-aided colleges of the state. The meeting was chaired by federation president Dr Vikas Siwach and attended by Haryana Government College Teachers Association (HGCTA) president Dr Amit Chaudhary, Haryana College Teachers Association (HCTA) president Dr Dayanand Malik and HFUCTO general secretary Dr Sunil Kumar, among others.

The federation demanded that the self-financing posts of teachers at the state universities be converted into budgeted posts and the recommendations of the Seventh Pay Commission be implemented as per the University Grants Commission (UGC) guidelines.

The members took a strong exception to certain ‘objectionable’ comments made by Secretary of Higher Education, Haryana, regarding the college teachers’ association during a recent online meeting with principals of state colleges.

“A censure motion was passed on the stance of the secretary, who condemned the policy of the Haryana Government, saying that if he had his way he would close all small government colleges in the rural areas of the state,” said Siwach.

The members also condemned the chargesheet issued to the HGCTA president under Rule 7 for raising teachers’ issues. They demanded its immediate withdrawal.

HGCTA president Dr Amit Chaudhary said the officials of the Higher Education Department had been sitting over several crucial matters pertaining to college teachers for years.

“These include provision of senior scale and selection grade to college teachers and increments on the basis of MPhil and PhD degrees,” he said.

HCTA president Dr Dayanand Malik said: “The state government should ensure better provisions of retirement gratuity, death gratuity and medical reimbursement to the teaching and non-teaching staff, appointed after January 1, 2006, in all 97 government-aided colleges of the state.”

“Apart from this, the government should also update the provisions of house rent allowance as per the Seventh Pay Commission,” he said, pointing out that the said file was lying with the Finance Department for years.

FUCTO general secretary Dr Sunil Kumar urged the state Education Minister and Chief Minister to address the concerns of the university and college teachers of the state.
