State ranks third in crime against women

More than three rape cases per day: NCRB report

Haryana has the third highest crime rate against women with more than three rape cases per day, says the National Crime Record Bureau (NCRB) report for 2018.

The crime rate is calculated as the number of crime incidents per lakh population of the state. Haryana’s rate of crime against women is 107.5 while the top two states are Assam (166) and Delhi (149.6).

The number of crime incidents against women has also seen a jump of 26% with 14,326 cases registered in 2018. The state reported 1,296 rape cases with a rise of 17.9% from the previous year.

The repeat rape offenders were in 55 cases in 2018 while there were 34 the previous year. There were 155 gangrape cases in 2018 while there were 159 the previous year.

“I count it as a success. Cases are registered freely due to opening of women police stations. No uncomfortable questions are asked. The police are instructed that there should be no delay. Earlier, cases used to be brushed under the carpet. A number of cases are being cancelled for being false,” said DGP Manoj Yadava.

In procuration of minor girls (section 366-A of IPC), the state has witnessed 887 cases in 2018 with crime rate of 6.7, which is highest in the country. In kidnapping and abduction of women (Sections 363-A, 365, 367, 368 and 369 of IPC), the state is on top in the country with crime rate of 8.6 with 1,141 cases.

In crime against children, the state has witnessed a jump of 16.8% with 4,869 cases in 2018. Under the Protection of Children from Sexual Offences Act, there is a rise of 68.9%.

In 2018, there were 1,924 cases, with 1,021 girls and 49 boys as victims. In 2017, there were 1,139 cases, with 620 girls and 38 boys as victims. Crime against SCs has witnessed a jump of over 26% as 961 cases were registered in 2018.

However, the state witnessed a slump of about 15% in crime incidents in 2018, where 1.91 lakh IPC and special local laws offences were registered. In 2017, the figure was 2.24 lakh.

The state has registered 2,587 incidents under the NDPS Act and 1,140 murder cases in 2018, with rise of 17.6% and 5.5% respectively.

The crime rate in Haryana is 673.3, which is the fourth highest in the country. The top three are Kerala (1,463.2), Delhi (1,342.5) and Andaman and Nicobar Islands (934.1).

Punjab witnessed 70,318 IPC and special local laws crime incidents with fall of 0.5% from the previous year. It has a crime rate of 236.8. Himachal Pradesh has witnessed 19,954 crime incidents in 2018 with rise of 10.1%. It has a crime rate of 269.6.
