IG files complaint with EC, Haryana Chief Secy over IPS promotions

Controversy has erupted as IGP (Telecommunications) Y Puran Kumar has filed a complaint with the Election Commission and Chief Secretary TVSN Prasad over the conduct of screening committee meetings for the promotion of two ADGPs to the rank of DGP, and four IGPs to the rank of ADGPs despite the implementation of the model code of conduct (MCC) in the state. The screening committee meetings are slated for September 12.

Y Puran Kumar has alleged that the office of Additional Chief Secretary (Finance) had given “illegal” concurrence on September 3 for the creation of temporary posts of two DGPs for the promotion of two ADGPs of the 1992 batch. He said the concurrence was also given for the creation of four posts of ADGPs for the promotion of four IGPs of the 1998 batch despite the prevalence of the MCC.

He alleged that the concurrence had been allegedly given to give “undue benefits” to a select few IPS officers. He further claimed that as ACS Anurag Rastogi was handling the charge of Home Department and Finance Department, he was the proposer and acceptor of the proposal for the creation of the temporary posts.

He said the creation of two temporary posts of the DGP would lead to seven officers in the rank of DGP and 15 in the rank of ADGP. It was a blatant violation of “guidelines and instructions of MHA”, he said.

He added that two officers of the 1998 batch Vikas Arora, Gurugram CP, and Rajender Kumar, IGP (South Range), who were likely to benefit, had jurisdiction over 17 Assembly constituencies in the state, and had the “potential to allegedly influence their functioning”. Other officers who are likely to be promoted include IGP, Security CID, Saurabh Singh, and IGP, Law and Order, Hardeep Singh Doon.

In the case of ADGPs, who are likely to be promoted, include OP Singh and Ajay Singhal of the 1992 batch.

Y Puran Kumar has urged the Chief Secretary to inquire into the reasons for the promotions during the implementation of the MCC in the state. “We are looking into the complaint,” said Haryana Chief Electoral Officer Pankaj Aggarwal.
