GRAP-III in force, mining officer told to halt e-rawana for now

The regional office of the Haryana State Pollution Control Board (HSPCB) has directed the mining officer at Narnaul to ensure temporary stoppage of e-rawana of mining activity projects, stone crushers and transfer loading and unloading of construction material and movement of vehicles.

The direction has been issued by the HSPCB’s Regional Officer (RO) Shakti Singh, keeping in view the execution of Stage-3 of the Graded Response Action Plan (GRAP) in the NCR to check the further deterioration of air quality.

E-rawana is mandatory for the movement of raw material from mining sites and products from stone crushers and screening plants. The Executive Engineer of the Dakshin Haryana Bijli Vitran Nigam (operational division) in Mahendragarh, Nangal Choudhary and Narnaul divisions have been asked to make immediate disconnection of three-phase electricity supply of all mining units and stone crushers of the district. Only single-phase power may be continued for office, security room and kitchen lighting.

“It is directed to close down the operations from today onwards of stone crushing activities, mining and associated activities, mining and associated activities in your unit with immediate effects. This also includes closing down of load, unloading of construction material, transfer of raw material and earth work for excavation. Strict punitive action will be initiated against the unit and project proponent in case of non-compliance of directives,” said the RO in a letter to mining firms and stone crushers.

The RO has also asked the Project Director, National Highway Authority of India, Mahendragarh, to ensure strict compliance of the construction and demolition waste management rules, dust prevention/control norms, including compliance of the directions issued under GRAP-III.
