Haryana Civil Services officer held for sexually abusing male Dalit worker

The Hisar police today arrested suspended Haryana Civil Services (HCS) officer Kulbhushan Bansal, who was accused of physically abusing a male Class IV employee belonging to the Dalit community.

The police later produced him in a court, which remanded him in one-day police custody for further interrogation. Yesterday, the police had registered a case against the suspect under Sections 377 and 506 of the IPC and relevant sections of the SC/ST Act.

Sources said the suspect, who was arrested from Hisar, was first taken to the SP office. He was later produced before the court of Sukhveer Kaur, Civil Judge (Junior Division), which remanded him in one-day police custody.

He will be produced in the court tomorrow again. The HCS officer was posted as the Sub-Divisional Magistrate (SDM) at Hansi and was also holding the charge of the Chief Executive Officer (CEO) of the Zila Parishad in Hisar.

A masseur, who was assisted by the SDM in obtaining the contractual job of a sweeper, had lodged a complaint with the National Commission for Scheduled Castes (NCSC), Haryana CM window, Haryana DGP and the Hisar SP. In the complaint, he alleged that the officer had been sexually abusing him for the past some time at gunpoint.

The complainant filmed the act on his mobile phone about one and a half months ago. Later, he forwarded the complaint, along with the video clips, to the authorities concerned by post. The video clip and the complaint went viral on social media, following which the state government placed the HCS officer under suspension and deputed him to the headquarters at the Chief Secretary’s office.
