Haryana Assembly session to resume on November 13, likely to be stormy affair
The second sitting of the first session of the newly constituted 15th Haryana Vidhan Sabha, beginning from November 13, is likely to be a stormy affair, with the ruling BJP set to take on the main opposition party, the Congress, which has failed to arrive at a consensus on the Leader of the Opposition a month after the declaration of the result for the recently concluded Assembly elections.
With the first sitting of the House concluding after the newly elected MLAs took oath on October 25, the second sitting will commence with the Governor's address, followed by a discussion on the address.
Sources in the Vidhan Sabha said since the session, which commenced on October 25, was not prorogued by the Governor, this would be the second sitting of the first session.
While the aggressive treasury benches will focus on taking a dig at the Congress after coming to power for the third time, the Congress is likely to prominently raise the farmers' issues of shortage of DAP fertiliser and procurement concerns in the mandis.
The sources said the proceedings in the second sitting would be spread over at least four days. The decision on the duration of the session would be taken at a meeting of the Business Advisory Committee (BAC) before the House meets.
The sources maintained that the Speaker, Harvinder Kalyan, would announce the BAC well before the House met on November 13. According to information, the session would be held on November 13 and 14 before a three-day break on account of holidays. The proceedings would resume on November 18 and might spill over to November 19. The BAC would take a call based on the business to be transacted.
The Congress, which was hoping to make a comeback this Assembly election, is likely to remain on the back foot during the session for failing to announce the Leader of Opposition.
Notably, the Congress Legislature Party (CLP), at a meeting on October 19, had authorised the high command to decide on the CLP leader’s name.
"We have authorised the party high command to take a decision. The central leaders are busy with the elections in states, including Maharashtra, Jharkhand and Punjab. A decision on this is still awaited," the former Leader of Opposition, Bhupinder Singh Hooda, stated.
The Speaker, meanwhile, said preparations were afoot for the upcoming session and expressed confidence that the session would be very effective in terms of work productivity. He appealed to all MLAs to participate with full preparation, stating that the development of the state could be taken forward only through positive discussions.
